Mobile technologies are generating new business models for urban transport systems, as is evident from recent startups cropping up from the private sector. Public transport systems can make more use of mobile technologies than just for measuring system performance, improving boarding times, or for analyzing travel patterns. A new transaction model is proposed for public transport systems where travelers are allowed to pre-book their fares and trade that demand information to private firms. In this public-private partnership model, fare revenue management is outsourced to third party private firms such as big box retail or large planned events (such as sports stadiums and theme parks), who can issue electronic coupons to travelers to subsidize their fares. This e-coupon pricing model is analyzed using marginal cost theory for the transit service and shown to be quite effective for monopolistic coupon rights, particularly for demand responsive transit systems that feature high cost fares, non-commute travel purposes, and a closed access system with existing pre-booking requirements. However, oligopolistic scenarios analyzed using game theory and network economics suggest that public transport agencies need to take extreme care in planning and implementing such a policy. Fare and service frequency significantly affect transit users’ willingness to ride, as well as the supplier's revenue and operating costs. To stimulate demand and increase productivity, it is desirable to reduce the transfer time from one route to another via efficient service coordination, such as timed transfer. Since demand varies both temporally and spatially, it may not be cost-effective to synchronize vehicle arrivals on all connecting routes at a terminal. In this paper, we develop a schedule coordination model to optimize fare and headway considering demand elasticity. The headway of each route is treated as an integer-multiple of a base common headway. A discounted (reduced) fare is applied as an incentive to encourage ridership and, thus, stimulate public transit usage. The objective of the proposed coordination model is used to maximize the total profit subject to the service constraint. A numerical example is given to demonstrate the applicability of the proposed model. The results show that the optimized fare and headway may be carefully applied to yield the maximum profit. The relationship between the decision variables and model parameters is explored in the sensitivity analysis. 相似文献

This paper investigates public transit service (fare and frequency) operation strategies in a bi‐modal network with assumption of indifference thresholds‐based travelers' mode choice behavior. Under such behavior, users would switch to a new mode only if its utility is larger than the utility of current mode plus a threshold. The concept of indifference thresholds‐based bi‐modal equilibrium (ITBE) and the properties of the ITBE solution are explicitly proposed. Considering transit operator's different economic objectives (profit‐maximizing, no‐deficit and total system cost‐minimizing), the effect of indifference thresholds on transit fare and frequency schemes is studied. Service Availability of a transportation system is a measure of a performance that has been generally defined according to the reliability and maintainability terms of mean-time-before-failure and mean-time-to-restore, as borrowed from the aerospace/defense industry. While such definitions correctly describe the availability of a system and its equipment to function they do not directly measure the percent of designed and scheduled service available for passenger use. For the more complex transportation systems having multiple tracks and routes, fleets of vehicles, more than two stations and more than one mode of service there are needs for definitions that account for isolated failures that partially interrupt or delay service. Successful definitions of service availability have been based on data that is easily and directly entered in the operating log or automatically collected by Automatic Train Supervision (ATS) system and reports generated by software. The following paper first defines measures of service availability in current use and analyzes exact and approximation methods for data collection and computation. Second, the paper postulates and explores classical and new definitions of service availability applicable for complex networks such as Personal Rapid Transit (PRT). Transit agencies implement many strategies in order to provide an attractive transportation service. This article aims to evaluate the impacts of implementing a combination of strategies, designed to improve the bus transit service, on running time and passenger satisfaction. These strategies include using smart card fare collection, introducing limited-stop bus service, implementing reserved bus lanes, using articulated buses, and implementing transit signal priority (TSP). This study uses stop-level data collected from the Société de transport de Montréal (STM)’s automatic vehicle location (AVL) and automatic passenger count (APC) systems, in Montréal, Canada. The combination of these strategies has lead to a 10.5% decline in running time along the limited stop service compared to the regular service. The regular route running time has increased by 1% on average compared to the initial time period. The study also shows that riders are generally satisfied with the service improvements. They tend to overestimate the savings associated with the implementation of this combination of strategies by 3.5-6.0 min and by 2.5-4.1 min for both the regular route and the limited stop service, respectively. This study helps transit planners and policy makers to better understand the effects of implementing a combination of strategies to improve running time and passenger’s perception of these changes in service. 相似文献

Every aircraft, military or civilian, must be grounded for maintenance after it has completed a certain number of flight hours since its last maintenance check. In this paper, we address the problem of deciding which available aircraft should fly and for how long, and which grounded aircraft should perform maintenance operations, in a group of aircraft that comprise a combat unit. The objective is to achieve maximum availability of the unit over the planning horizon. We develop a multiobjective optimization model for this problem, and we illustrate its application and solution on a real life instance drawn from the Hellenic Air Force. We also propose two heuristic approaches for solving large scale instances of the problem. We conclude with a discussion that gives insight into the behavior of the model and of the heuristics, based on the analysis of the results obtained. 相似文献

This paper is concerned with a problem area of increasing interest, namely the traffic characteristics of specific generators located on non‐residential land use. It concentrates on the problem of modelling traffic generation for goods, service and business movements at the manufacturing establishment. Firstly the contributions of earlier researchers are reviewed in the context of factors which have been considered important. Then a further study conducted by the author in Sheffield and in Manchester, England, is described. This study considers more rigorously than hitherto the questions of similarities in trip rates over different manufacturing activities and geographical areas, and of the choice of explanatory variables. Comparison of regressions is used to formalize indications of similarities in trip rates, and analysis of variance for choosing the most satisfactory explanatory variables. The study provides evidence of similarity in trip rates over seven different manufacturing activities and two geographical areas. It also shows distinctions between different non‐work traffic types in the extent of similarities in trip rates over different manufacturing activities and in explanatory variables for traffic generation relationships. Regarding the latter it is concluded that it is not possible to model accurately such traffic movements on the basis of explanatory variables which are normally available. Instead trip rates should be expressed in simple mathematical terms and should be based on large data populations. The study also makes contributions on peak flow factors for the actual design of facilities of manufacturing establishments. These findings and others are discussed in the context of the work of earlier researchers. Finally conclusions are drawn and guidance offered for future work into this problem. 相似文献

This paper focuses on the two related issues of employment distribution and access to transit services. Using the 2001 census tract level economic activities and transit routes within the county, a number of analyses were performed to determine the location of major employment centers in Los Angeles County and how these localities may be understood within the context of a transit service operation in a polycentric metropolitan area. The identified economic subcenters contain one-third of the county employment and its firms, collectively. While these economic nodes are networked by the existing bus routes, the connection between employees and their place of work appears to be inadequate. This has created a less than optimal condition in many sections of the metropolitan area. This paper suggests methodologies for encountering this shortcoming. 相似文献

In most developed countries motorized transportation is the dominant form of travel for long and short journeys. Transport-related
physical activity (TPA), however, is advocated as an appropriate transport mode for traveling short distances. The purpose
of this study is to explore the associations between private automobile availability, overall physical activity levels, and
TPA engagement in the adult population. A population-representative telephone survey assessed socio-demographics, private
automobile availability, overall physical activity levels, and travel to place of work/study and the convenience shop with
an adult sample (n = 2,000) residing in North Shore City, Auckland, New Zealand in April 2005. The majority of respondents reported unrestricted
(80%) or frequent (12%) private automobile availability. After controlling for covariates, binary logistic regression analyses
revealed those with no private automobile available were less likely to be classified as sufficiently active for health benefits
when compared to respondents with unrestricted private automobile availability. However, this finding was based on a small
minority (4%). Also, those reporting no private automobile availability were more likely to walk or cycle to place of employment
and the convenience shop when compared to those with unrestricted private automobile availability. Similar to other self-report
travel and physical activity survey tools, the questionnaire used potentially did not adequately capture TPA engagement. Future
TPA research needs to incorporate objective measures to address this issue.

This paper provides fuel price elasticity estimates for single-unit truck activity, where single-unit trucks are defined as vehicles on a single frame with either (1) at least two axles and six tires; or (2) a gross vehicle weight greater than 10,000 lb. Using data from 1980 to 2012, this paper applies first-difference and error correction models and finds that single-unit truck activity is sensitive to certain macroeconomic and infrastructure factors (gross domestic product, lane miles expansion, and housing construction), but is not sensitive to diesel fuel prices. These results suggest that fuel price elasticities of single unit truck activity are inelastic. These results may be used by policymakers in considering policies that have a direct impact on fuel prices, or policies whose effects may be equivalent to fuel price adjustments. 相似文献

Waiting time at public transport stops is perceived by passengers to be more onerous than in-vehicle time, hence it strongly influences the attractiveness and use of public transport. Transport models traditionally assume that average waiting times are half the service headway by assuming random passenger arrivals. However, research agree that two distinct passenger behaviour types exist: one group arrives randomly, whereas another group actively tries to minimise their waiting time by arriving in a timely manner at the scheduled departure time. This study proposes a general framework for estimating passenger waiting times which incorporates the arrival patterns of these two groups explicitly, namely by using a mixture distribution consisting of a uniform and a beta distribution. The framework is empirically validated using a large-scale automatic fare collection system from the Greater Copenhagen Area covering metro, suburban, and regional rail stations thereby giving a range of service headways from 2 to 60 min. It was shown that the proposed mixture distribution is superior to other distributions proposed in the literature. This can improve waiting time estimations in public transport models. The results show that even at 5-min headways 43% of passengers arrive in a timely manner to stations when timetables are available. The results bear important policy implications in terms of providing actual timetables, even at high service frequencies, in order for passengers to be able to minimise their waiting times. 相似文献

Public service obligations (PSOs) are used by governments in many countries, including the United States and 11 countries in Europe, to mandate a minimum level of commercial air transportation service, especially for small or rural communities. This paper analyzes PSOs in these 12 countries for the year 2010 using the recently proposed Global Connectivity Index to measure direct and indirect market access and a novel subsidy database covering 90% of PSO movements in these countries to assess value-for-money.We show that PSO services represent about 2.5% of all commercial movements in the 12 countries analyzed, generating about 1% of these countries’ total air transport connectivity. Over all routes for which data was available, approximately USD$ 900 million was earmarked for PSO and air service discount provision in 2010, with average subsidies per movement ranging from about $700 to $3500. PSO market access and efficiency outcomes vary across the countries analyzed. Some countries, such as Germany and the United States, focus on providing network access for smaller communities, thereby creating not only point-to-point, but also onward connectivity, while others such as Norway, Sweden, and Ireland, predominantly aim at providing “lifeline services” that connect remote regions to a nearby economic center without providing onward connections. 相似文献

This paper investigates a multi-fleet ferry routing and scheduling problem that takes into account ferry services with different operation characteristics and passengers with different preferred arrival time windows. The logit model is used to represent passengers’ service choices. The full problem is formulated as a mixed integer nonlinear programming problem and solved with a heuristic procedure that first fixes the demand and then decomposes the resultant model by ferry services. At each iteration of the algorithm, the demand is updated and the relaxed problem is re-solved. Numerical results for the case of ferry service network design in Hong Kong are provided to illustrate the properties of the model and the performance of the heuristic. 相似文献

Abstract Providing efficient public transportation has been recognized as a potential way of alleviating congestion, improving mobility, mitigating air pollution, and reducing energy consumption. Many people use public transportation systems for their daily commute, while others use different transportation modes (e.g. cars, taxis, carpools, etc.). Inexpensive fares with good transit service encourages ridership, and the resulting revenue may be used to provide better service. Optimization of transit service frequency and its associated fare structure is desirable in order to increase revenue at reasonable transit operating expenditure. The objective of the study reported here is to maximize profit subject to service capacity constraint, while elastic demand is considered. The solution methodology is developed and applied to solve the profit maximization problem in a case study based on Newark, NJ, USA. Numerical results, including optimal solutions and sensitivity analyses, are presented. It is found that an optimal temporal headway and differential fare structure that maximizes total profit for the studied subway system can be efficiently solved. 相似文献

This paper analyzes the effect of universal service policies on the airline markets of five European Union countries (France, Germany, Italy, Spain and the United Kingdom) in the period 2002–2010. Results show that airfare discount schemes for island residents raise demand and positively affect competition and the number of flights at the route level. These effects are evident in France and Italy, but are particularly marked in Spain. By contrast, public service obligations (PSOs) reduce competition on the protected routes, while their effect on the number of flights differs depending on national regulations. In Spain, routes protected with PSOs have greater flight frequencies than those on unprotected routes of similar characteristics, but in France, Italy and the UK the opposite result is found. The empirical model also finds that on routes with low-cost airlines market concentration is smaller and there is a larger number of flights. This result is relevant for the design of universal service policy, since in recent years low-cost airlines have entered a number of thin routes and have increased access to air transportation. 相似文献

When designing transit services, the Level-of-Service concept has been widely used by transport planners and service providers to assess the service quality of an existing transit system. In addition to the service quality assessment, service providers also need to estimate the service levels that will satisfy a maximum number of users and potential users, across all socio-economic groups, so as to maximize patronage. This paper demonstrates a method using the concept of ‘user satisfaction levels’ and their ‘zone of tolerance’, along with total utility and marginal utility for service providers, to provide a range of service delivery levels for individual transit service attributes in the city of Kolkata. This range of service levels provides a guideline for service providers within which they can consider making an improvement in service level. However, the final decision on service improvement is an outcome of both financial and infrastructural feasibility. 相似文献

Recent studies to evaluate the quality of transit service are generating a good amount of renewed interest in an old idea, the passenger's perspective; this new interest stems from recognizing that transit service quality should be characterised, measured, and managed by parameters capturing both passenger and transit operator perspectives. However, although the selected parameters are user‐oriented in their input, the output may not be as user‐oriented as considered, and the number or the percentage of passengers is often neglected. As a result, the findings are often misleading because the perspectives of transit operators dominate. Therefore, academics and practitioners must rethink their strategies of quality analysis of public transportation by stressing more on the role of passengers. These challenges are addressed in this paper with a practical, simple, and holistic framework, for Transit Quality (TRANSQUAL). This framework provides for the involvement of all stakeholders in the characterisation, measurement, and management of the stages of quality monitoring, which is jointly analyzed at different planning levels. In the characterization stage, the framework supports the selection of parameters to be monitored. The measurement stage sets and measures four quality areas in terms of percentage of passengers who expect a predefined level of service, for whom the service is designed, who receive the planned service, and who perceive the service as delivered. The management stage computes the differences between these percentages, points out criticalities, and recommends corrective actions. This work presents a methodology to evaluate the level of service (LOS) of an airport baggage claim. A psychometric scaling technique is employed to obtain quantitative data from qualitative data (user responses as a function of five rating categories). Regression analysis is applied to obtain a statistically valid relationship between user responses and observed operational indicators. The proposed model is developed from a case study of the West Jet baggage claim area at the Calgary International Airport – Canada, where 62 passengers have been observed and interviewed. The collected data allowed the proposal of standards, which indicate tolerable limits as a function of various LOS ranges (A–E). The results are useful for managers and designers on assessing the LOS offered in a terminal, but also during the planning and design stages of an airport.
