Because of the Powerplant and Industrial Fuel Use Act of 1978 (FUA) and other supporting legislation, one of the goals of U.S. national energy policy has been significantly increased coal utilization. How this increased usage will impact the U.S. freight transportation system is a matter of concern to carriers, coal shippers of other commodities, and federal, state, and local governments. This paper reports a methodology and results of studies that analyze these impacts through the use of a freight network equilibrium model (FNEM). The model is the first to explicitly represent both sets of primary decision makers in freight transportation, namely the carriers and the shippers of freight. The model is described, and model results for two case studies are presented. In the first, the cumulative transportation impacts of switching 42 power plants in the northeastern United States from oil or natural gas to coal are studied. The second is a similar study of conversion to coal of 14 powerplants in Florida. Results include coal source identification, coal source to powerplant routings, congestion levels, and rate estimates.  相似文献

Efforts to reduce energy use in freight transportation usually center around “mode-based” approaches, namely improving the energy efficiency of energy intensive modes, such as truck, and shifting more freight to energy efficient modes, such as rail. In the first part of this paper we review the recent trends and future prospects for these mode-based approaches, finding that despite substantial improvement in the technological efficiency of freight modes and robust growth in the use of intermodal rail since 1980, total freight energy use across all modes in the US has grown by approximately 33%, with proportional growth in carbon emissions. In the second part of the paper we propose use of a “commodity-based” approach, in which freight energy use is disaggregated by contribution of major commodity groups, in order to support efficiency improvement at the commodity level. Two potential applications of the commodity based approach, namely (1) life cycle analysis of energy use for major commodity groups and (2) spatial analysis of freight patterns, are demonstrated using the 1993 US Commodity Flow Survey data. Results of these preliminary findings suggest that commodity groups vary widely in the ratio of energy use in production to energy use in transport, and that for many commodity groups, there may be substantial opportunities for saving energy by redistributing flow patterns. Through development of the commodity-based approach, we also identify the collaborative involvement of shippers and carriers as a key point in improving energy efficiency, since it can be used to both make the mode-based approach more effective and address new issues such as the underlying growth in tonne-km. Benefits for air quality and other transportation issues are also discussed.  相似文献

With recent development in freight transportation industry, its network structure has become more complicated, as many decision-makers competing for profits with each other are involved. While most recent research in this area is focused on the perfectly competitive market and the prices are given as a constant tariff rate, little attention has been paid to the system optimization problem in the absence of regulatory authority. In this paper, we investigate the competitive equilibrium in an oligopolistic market on a freight network. A partially non-cooperative game among shippers, carriers and infrastructure companies (IC) is examined. All three kinds of players act as profit maximizing agents, except that the carriers and ICs are assumed to behave cooperatively in their own coalitions. We consider the vertically efficient nonlinear tariff schedules which are commonly used in the transportation industry. By introducing a three-stage game-theoretic model, we show that the equilibrium flows can also maximize total system profits if the IC and the carrier both use vertically efficient nonlinear pricing schedules. The division of the surplus associated with each shipment is obtained by solving a linear programming problem. We provide a few examples under different situations to show the existence of the resulting equilibrium.  相似文献

One of the continuing concerns of the motor carrier industry is the need to upgrade the knowledge and skills of its salespeople. The paper reports the findings of a study which attempts to identify the specific characteristics of salespeople that require upgrading or improvement. The study is unique in the sense it examines and compares the views of both shippers (i.e. “buyers”) and carriers (i.e. “sellers”) of trucking services. Overall, both the univariate and multivariate analysis indicate that shippers and motor carrier sales managers have very different perceptions regarding desirable salesperson attributes, with shippers advocating less emphasis on personal traits and more attention to service and knowledge-related attributes. This suggests that motor carriers, in general, have been slow to adapt their sales management policies and practices to the realities of the contemporary transportation environment.  相似文献

The study investigates a practical freight carrier collaboration problem in a carbon-constrained business context. It examines to see if collaboration between carriers can reduce the environmental issues of freight movement. The introduction of carbon credit systems will stimulate freight carriers to decide whether it should trade carbon credits with its collaborators. This issue is examined by formulating the problem as a two-stage stochastic program to minimize the joint emission of the carriers while meeting their service commitments. The collaborative model developed can reduce emissions across a freight network by 3–20%.  相似文献

高铁货运逐渐兴起,本文对货运动车组开行方案优化进行了研究。针对高铁运输安全、快捷、运输成本较低等特性,提出以货运动车组及客货混编动车组为主,客运动车组捎带运输为补充的开行模式,结合运输需求、线路通过能力等限条件,以运输成本最小和货主满意度最大为目标,建立多目标综合优化模型,运用线性加权组合法,以lingo软件为依托进行求解。通过算例给出具体开行方案,并对同一运输区间各种运输方式的单位成本及用时进行对比分析。结果表明,相对于传统运输方式,高铁货运综合运输成本较低,用时更短,能够兼顾运输企业与货主的双重要求;所建模型优化效果明显,可为未来货运动车组的开行提供参考。  相似文献

In this paper we consider a transportation procurement auction consisting of shippers and carriers. Shippers offer time sensitive pickup and delivery jobs and carriers bid on these jobs. We focus on revenue maximizing strategies for the shippers in sequential auctions. For this purpose we propose two strategies, namely delaying and breaking commitments. The idea of delaying commitments is that a shipper will not agree with the best bid whenever it is above a certain reserve price. The idea of breaking commitments is that the shipper allows the carriers to break commitments against certain penalties. We evaluate the benefits of both strategies with simulation. In addition, we provide insight into the distribution of the lowest bid which is estimated by the shippers.  相似文献

In this work, we investigate transit time in transportation service procurement, which is conducted by shippers using auctions to purchase transportation service from carriers in the planning stage. Besides cost, we find that many shippers are most concerned with transit time in practice; shorter transit time indicates better transportation service. To minimize both the total cost and transit time, the problem faced by shippers is the biobjective transportation service procurement problem with transit time. To solve the problem, we introduce a biobjective integer programming model that can also accommodate some important business constraints. A biobjective branch-and-bound algorithm that finds all extreme supported nondominated solutions is developed. To speed up the algorithm, two fast feasibility checks, a network flow model for particular subproblems, and lower bounds from relaxation are proposed. In addition, a sophisticated heuristic is introduced to meet shipper’s requirements in some situations. Computational experiments on evaluating the performance of the algorithms are conducted on a set of test instances that are generated from practical data.  相似文献

In order to reduce energy use and cut emissions that contribute to climate change, countries need to radically reinvent their fossil-fuel intensive transportation systems. As a major consumer of energy and contributor to greenhouse gas (GHG) emissions, the U.S. transportation sector faces extraordinary challenges in the twenty-first century. Transportation in the U.S. depends heavily on fossil-fuel dependent cars and planes to the near exclusion of more energy-efficient electric trains. In order to address this concern, some policy makers refer to “technological optimism” which seeks no systemic change but instead focuses on employing technology to reduce the energy demand and environmental impact of the status quo. On the other hand, some researchers suggest a systematic paradigm shift away from cars and planes to intermodal systems that improve the sustainability of the system as a whole. High-speed rail (HSR) is arguably such an investment that can further this shift and help to achieve a more diversified and balanced transportation system. In this respect, by largely examining the role of the U.S. cars and planes “culture” in the economy, this paper elaborates on how building a HSR system may help U.S. advance towards environmental sustainability in transportation, make a break from the status quo, and create a more balanced, multimodal transportation system that will improve the quality and efficiency of travel.  相似文献

This paper develops a simple analytical model of price and frequency competition among freight carriers. In the model, the full price faced by a shipper (a goods producer) includes the actual shipping price plus an inventory holding cost, which is inversely proportional to the frequency of shipments offered by the freight carrier. Taking brand loyalty on the part of shippers into account, competing freight carriers maximize profit by setting prices, frequencies and vehicle carrying capacities. Assuming tractable functional forms, long- and short-run comparative-static results are derived to show how the choice variables are affected by the model’s parameters. The paper also provides an efficiency analysis, comparing the equilibrium to the social optimum, and it attempts to explain the phenomenon of excess capacity in the freight industry.  相似文献

The authors describe the development and application of a single, integrated digital representation of a multimodal and transcontinental freight transportation network. The network was constructed to support the simulation of some five million origin to destination freight shipments reported as part of the 1997 United States Commodity Flow Survey. The paper focuses on the routing of the tens of thousands of intermodal freight movements reported in this survey. Routings involve different combinations of truck, rail and water transportation. Geographic information systems (GIS) technology was invaluable in the cost-effective construction and maintenance of this network and in the subsequent validation of mode sequences and route selections. However, computationally efficient routing of intermodal freight shipments was found to be most efficiently accomplished outside the GIS. Selection of appropriate intermodal routes required procedures for linking freight origins and destinations to the transportation network, procedures for modeling intermodal terminal transfers and inter-carrier interlining practices, and a procedure for generating multimodal impedance functions to reflect the relative costs of alternative, survey reported mode sequences.  相似文献

From the point of view of the feasibility of providing growth in road capacity parallel to the predicted growth in traffic as well in terms of impact on the environment and health, current trends in transportation are unsustainable. Transport problems are expected to worsen due to the fact that worldwide automobile ownership tripled between 1970 and 2000, and the movement of goods is projected to increase by 50% by 2010. Similar trends can be seen in an even more dramatic way in Turkey. The Turkish transport network has not followed a planned growth strategy, due to political factors. There is no transportation master plan which aims to integrate the transport modes in order to provide a balanced, multimodal system. This study proposes a decision support system that guides transportation policy makers in their future strategic decisions and facilitates analysis of the possible consequences of a specific policy on changing the share of transportation modes for both passenger and freight transportation. For this purpose, based on the wide spectrum of critical issues encountered in the transportation sector, several scenarios have been built and analysed.  相似文献

The Australian Railway Research and Development Organisation is conducting a study with one of its objectives being to determine factors affecting freight mode use. Part of this has included the development and calibration of freight mode choice models. This paper outlines the results obtained from the application of an Elimination‐by‐Aspects (EBA) model to this task. The paper describes the theoretical background to the EBA model, within the context of a general choice process, and then describes the results of the model when applied to three samples of shippers involved in regional freight transport.  相似文献

Abstract

In comparison to personal travel, freight movements within large metropolitan areas are much less studied. Most conventional transportation models and planning analysis that disregarded freight flows have been criticized on the plausibility of their results and conclusions. To alleviate these problems, this study proposes a non-survey based approach to assemble and process freight data in a systematic way. A freight origin–destination (OD) matrix of freight flows can be developed using secondary data sources. The estimated freight flows can be loaded together with conventional passenger flows onto the regional highway network of a large metropolitan area. As a case study, this non-survey based approach was applied to build a freight OD and study the traffic flows in Los Angeles. It concluded that this approach can be used to analyze urban freight movement in a low-cost way in which planning agencies can overcome the common omission of freight flow information in their transportation plans.  相似文献

Trucking companies (carriers) are increasingly facing combinatorial auctions conducted by shippers seeking contracts for their transportation needs. The bid valuation and construction problem for carriers facing these combinatorial auctions is very difficult and involves the computation of a number of NP-hard sub problems. In this paper we examine computationally tractable approximation methods for estimating these values and constructing bids. The benefit of our approximation method is that it provides a way for carriers to discover their true costs and construct optimal or near optimal bids by solving a single NP-hard problem. This represents a significant improvement in computational efficiency. We examine our method both analytically and empirically using a simulation based analysis.  相似文献

Reliability of transit time is reputed to be the most important variable influencing freight transport today, according to shipper surveys. Average transit time also plays a major role. A model is developed that shows how a cost-minimizing shipper will adjust its economic order quantity as reliability and/or time in transit changes. Such changes impact on average inventory costs, ordering costs, expected shortage costs and expected excess costs. The model is developed for both discrete and continuous transit time distributions. Reliability is defined as the variance of transit time. A matrix is prepared for some sample data, which shows the minimum cost attainable with each mean/variance of transit time distribution. Comparing across rows and columns of the matrix enables one to show the value (reduction in total cost) obtainable by improving reliability and/or mean transit time. In addition, value can be obtained by improving reliability while increasing average transit time. It is suggested that the model can be used for shippers in negotiating service improvements with carriers and by carriers in negotiating service improvements with shippers. In the former case, the carrier can determine how much they are willing to pay for the improvement, whereas in the latter case, the carriers can determine how much they are able to charge for the improvement.  相似文献

Freight networks are a case of systems that multiple participants are composing interrelations along the complete supply chain. Their interrelations correspond to alternative behavior, namely, cooperation, non-cooperation and competition, while they are large-scale spatially distributed systems combining multiple means of transportation and the infrastructure and equipment typically utilized for servicing demand, results to a complex system integration. In this paper, the case of the optimal design of freight networks is investigated, aiming to highlight the particularities emerging in this case of transportation facilities strategic and/or operational planning and the multiple game-theoretic and equilibrium problems that are structured in cascade and in hierarchies. The application that is investigated here focuses in the design of a significant ‘player’ of the freight supply chain, namely container terminals, while the proposed framework will aim on analyzing investment strategies built on integrated demand–supply models and the optimal network design format. The approach will build on the multilevel Mathematical Programming with Equilibrium Constraints (MPECs) formulation, but is further extended to cope with the properties introduced by the ‘designers’ (infrastructure authorities), shippers and carriers competition in all levels of MPECs. Since container terminals are typically competing each other, the nomenclature used here for formulating appropriate MPECs problems are based on hierarchies of Variational Inequalities (VI) problems, able to capture the alternative relationships emerging in realistic freight supply chains. The proposed formulations of the competitive network design case is addressed by a novel approach of co-evolutionary agents, which can be regarded as new in equilibrium estimation. Finally, the results are compared with alternative network design cases, namely the centralized cooperative and exchanging design. Under this analysis it is able to highlight the differences among alternative design cases, but moreover an estimation of the ‘price of anarchy’ in transportation systems design is offered, an element of both theoretical as well as practical relevance.  相似文献

Abstract

Development emanating from international trade and investment in many least‐developed economies is impeded by inland freight transport systems that restrict multimodal transport. Increasing international trade may raise gross domestic product, generating increased demand for internal containerized cargo movements, but the requisite transport infrastructure is lacking. The paper explores impediments to developing effective multimodal transport and possible solutions in Bangladesh, which is an extreme case in point. It reports applications of Delphi techniques that explored local expert opinions regarding policies required to tackle such impediments. A panel of corporate executives perceived a changing inland transport system poorly suited to efficient origin‐to‐destination cargo movements in international supply chains. To promote further development, customs procedures must be streamlined and Bangladeshi shippers must adopt a door‐to‐door transport system.  相似文献

In this paper, we address the service network design with asset management problem, which integrates asset management considerations into service network design models for consolidation-based freight carriers. We propose model formulations based on arc variables for both flow and design, as well as formulations with path flow variables and new cycle design variables. Problem instances reflecting actual planning problems are used in the computational study to analyze the strengths and weaknesses of the various model formulations and the impact of asset management considerations on the transportation plan and the computational effort. Experimental results indicate that formulations based on cycle variables outperform traditional arc-based formulations, and that considering asset management issues may significantly impact the outcome of service planning models.  相似文献
