ABSTRACT

Urban mobility options have increased in recent years, assisted by the widespread availability of smart device software apps, geo-positioning technology, and convenient electronic financial transactions. Multi-modal shared mobility consists of public transit systems and shared mobilities that support first/last mile travel, denoting the capability of Mobility as a Service (MaaS), and to stimulate additional non-private car travel demand. This paper reviews the supply and demand sides of implementation of multi-modal shared mobility. It found that an abundance of shared modes of car, bike, and e-scooter that are linked to public transport, can improve transport accessibility to meet specific public preferences, reduce social inequality, and minimise dilemmas from the demand side. This study introduces government policy innovations and other supporting system to improve the implementation of multi-modal shared mobility. Government policies play a key role in supporting shared mobility and technology development. However, governments do not have much information about new products such as shared mobility, which creates difficulties in subsidising multi-modal shared mobility services and potentially leads to policy failures around shared mobility schemes. This study suggests that policy entrepreneurship in collaboration with other partners, policy innovation, and the notions of merit goods and second-best policymaking can enable policy initiatives towards multi-modal shared mobility and provide supporting arguments if policies encounter failures. Implementing multi-modal shared mobility requires a collaborative partnership for a paradigm shift: service providers and government must jointly set a merit-based business model, with the support of organisations to achieve improved infrastructure provision, and smart technology applications. The findings will assist the community, business providers and government policymakers to promote multi-modal shared mobility as a pathway towards more efficient, environmentally sustainable, and socially responsive mobility solutions.  相似文献

There is a large body of literature, spanning multiple disciplines, concerned with the relationship between traditional (physical) shopping and associated travel behaviour. However, despite the recent rapid growth of digital retailing and online shopping, the impact on travel behaviour remain poorly understood. Although the issue of the substitution and complementarity between conventional and virtual retail channels has been extensively explored, few attempts have been made to extend this work so as to incorporate virtual retail channels into modelling frameworks that can link shopping and mobility decisions. Here, we review the existing literature base with a focus on most relevant dimensions for personal mobility. How online activity can be incorporated into operational transport demand models and benefits of such effort are discussed. Existing frameworks of shopping demand are flexible and can, in principle, be extended to incorporate virtual shopping and the associated additional complexities. However, there are significant challenges associated with lack of standard ontologies for crucial concepts and insufficiencies in traditional data collection methods. Also, supply-side questions facing businesses and policy-makers are changing as retailing goes through a digital transformation. Opportunities and priorities need to be defined for future research directions for an assessment of existing tools and frameworks.  相似文献

Abstract

Open access reforms to railway regulations allow multiple train operators to provide rail services on a common infrastructure. As railway operations are now independently managed by different stakeholders, conflicts in operations may arise, and there have been attempts to derive an effective access charge regime so that these conflicts may be resolved. One approach is by direct negotiation between the infrastructure manager and the train service providers. Despite the substantial literature on the topic, few consider the benefits of employing computer simulation as an evaluation tool for railway operational activities such as access pricing. This article proposes a multi-agent system (MAS) framework for the railway open market and demonstrates its feasibility by modelling the negotiation between an infrastructure provider and a train service operator. Empirical results show that the model is capable of resolving operational conflicts according to market demand.  相似文献

The City of Munich, in cooperation with the local public transport provider MVG, is testing a pilot project of a “Mobility Station”, which is a multimodal mobility hub connecting public transport (PT) and new shared mobility services. The project’s goal is to provide sustainable mobility options that allow citizens to be mobile without owning a car. To evaluate the acceptance of the Mobility Station, as well as short and long term effects on mobility behavior, we developed an online user survey in close cooperation with the stakeholders and experts in the field of shared mobility. The results provide insights on the awareness and perception of the Mobility Station among users, their mobility patterns, current degree of multimodality, as well as actual and potential changes on mobility behavior and travel preferences due to the multimodal mobility service. Most users are young, male, and highly educated individuals with access to multiple mobility options. PT plays a central role for daily mobility together with the services they were identified to be customers of. The high share of users that use different mobility services at least once a month indicates some degree of multimodality. Actual and potential changes in mobility behavior towards multimodality were revealed. Some users declared to use other mobility services more often. They appreciate the availability of different mobility options and show interest in other services and intermodal connections indicating that there is still potential to increase multimodal behavior.  相似文献

To survive under the ever increasing competitive and global pressures to operate more efficiently, transportation companies are obliged to adopt a collaborative focus. Various types of cooperative supply chain relationships have been discussed in both professional and academic literature over the last decades. However, research on horizontal cooperation in logistics remains scarce and scattered across various research domains. Companies operating at the same level of the supply chain and performing comparable logistics functions may cooperate horizontally to increase their productivity, improve their service level and enhance their market position. In this paper, the focus is on the operational planning of horizontal cooperations between road transportation carriers. Following a scientific literature review, a distinction may be made between two operational approaches to horizontal logistics collaboration: order sharing and capacity sharing. For both research streams, a detailed overview of solution techniques proposed in literature is presented. Moreover, some interesting opportunities for future research are identified.  相似文献

ABSTRACT

A growing concern for mobility-related social inclusion and equity is evident from both academic research and planning best practices. Scholarly research promotes accessibility as the main aim of transport planning, assuming it as the evaluative approach that better conveys how mobility contributes to individuals' well-being and participation in social life. Accessibility can be crucial to address the socio-spatial inequalities that characterise manifold settings across the world. Amongst them, Latin American countries have been keen in tackling such imbalances through mobility-related interventions, as the renowned cases of Curitiba, Medellin and Bogotá show. The widespread interest in mobility as both a cause and effect of social disparities has generated an increasing stream of work that examines Latin American settings through the lenses of accessibility. This paper aims at critically reviewing the growing scholarly works that, providing accessibility-based evaluations, has examined issues of transport and equity in Latin America. Proposing a novel conceptual framework that considers the underlying ethical stance, components of accessibility and implications for planning and policy, this work examines what approaches, features and indicators are present in the current literature, as well as what settings have been taken into consideration by scholarly research. Moreover, the review has an explicit operational interest, to define what indicators are relevant or missing to assess accessibility in the light of social concerns, as well as to consider the current and potential implications that such research findings have on transport planning and policy. The review highlights how a growing but still limited body of work has examined transport and equity in Latin America, suggesting academic, technical and operational avenues to enhance theoretical and practical approaches to the issue.  相似文献

The LITRES-2 modelling system provides a framework for investigating the performance of urban passenger transport systems, with particular attention to demand-responsive transport modes and traveller information technologies. The modes covered include conventional timetabled services (buses, trains etc.), taxis (both single- and multiple-hire), and other demand-responsive services. Tables of estimated aggregate demand are disaggregated so as to produce a stream of fully-articulated travel-requests. Individual requests are resolved as single- or multiple-leg journeys, through the use of request-broking and journey-planning modules that seek to minimise travellers' generalised costs. Journey-legs allocated to demand-responsive modes are handled by a fleet-scheduling module which includes provision for “instantaneous” as well as advance-notice bookings, and for contingent situations such as breakdowns and passenger no-shows. The fleet-scheduling and journey-planning modules are designed as embedded control systems and are intended for use in real-time as well as modelling applications. The paper describes the main analytical and procedural components of LITRES-2, and assesses some methodological issues arising from experience in recent planning studies. The system appears to be well suited for use in modelling situations where the critical issues are concerned with the supply rather than demand side of transportation activity.  相似文献

The ambulance service is the largest special needs transport operator in England and Wales and an important pillar of support to the National Health Service. In the last decade its size and role as a transport agency have been the subject of at least two government‐inspired reviews which have questioned the efficiency of the ambulance service and examined in some detail its operational performance. The ambulance service also faces constraints on its funding, like the rest of the health service, which raises questions as to its ability in the future to meet all patient demands for transport, especially in the area of non‐emergency outpatient services. The organization of the ambulance service is described from a number of perspectives: historical, institutional and managerial. These suggest that changes occurring in the approach to health care and management which are based on assumptions of cost‐effectiveness and competition, will likewise affect the organization and provision of patient transport services. The ambulance service may become an even more specialist operator competing or co‐operating in certain areas of work with other transport agencies especially in the area of non‐emergency outpatient services. Scenarios are outlined on how this may be achieved and the likely implications for the delivery of health care.  相似文献

ABSTRACT

Pedestrian Level of Service (PLOS) models are widely used to assess walking facilities. These models have been in existence since the 1970s, wherein the process broadly consists of three steps, i.e. attribute selection, model calibration, and classification of model results into service-level categories, based on Measures of Effectiveness (MOEs). This paper reviews existing sidewalk PLOS studies based on their association with the three constructs of flow characteristics, built environment and users’ perception, which in combination represents the entire walking environment spectrum, as has been indicated by existing researchers. Forty-seven PLOS studies, along with eight review papers, written by authors from the Americas, Europe, Asia and Australia, between the years of 1971 and 2019, are analysed in this review. The review finds that although 49% of the studies employed both qualitative and quantitative data for their respective methodologies, but none of them use all the three broad constructs in a combined fashion. Also, in selecting the attributes to be used for developing the PLOS, these studies have only referred to previous literature available at that point in time, and not employed any consistent and robust method in selecting context-specific attributes. When it came to the preferred analysis technique, 60% of the studies favoured the use of the regression technique while calibrating their model, whereas 22% used a points-based marking scheme. Finally, 89% of the studies manually classifies the PLOS model results to respective service levels (i.e. letter grades), as opposed to utilising a classification algorithm. In addition, this review could identify only one paper that describes a PLOS based on pedestrian route directness, which is a measure of pedestrian network connectivity. In view of these findings, the review paper suggests the need of a robust methodology in selection of attributes and the use of innovative modelling techniques, both of which could allow the utilisation of all three constructs. Also, such advanced modelling techniques could bypass the need for categorising service levels manually. Finally, the study advocates the use of network connectivity measures in developing sidewalk PLOS, as it is an important part of the built environment.  相似文献

Mobility declines with increasing age, reflecting the onset of physical or mental infirmity, affordability of travel for those on retirement incomes, and the mal-design of the transport infrastructure and operational arrangements. With the prospect of a rapidly ageing population, it is important to address measures to promote mobility if the quality of life of older people is to be sustained. In the UK, pensioners on low incomes, who could be hindered in their travel by the cost of fares on public transport, benefit from the general availability of half price (or better) concessionary fares for local travel. A variety of measures are in place to counter the effects of age-associated disabilities that hinder mobility, including low floor buses, subsidised taxis and community transport schemes. The Disability Discrimination Act is ensuring that public services vehicles are accessible to older people with disabilities. The motor car is of increasing importance in later life, particularly for those with disabilities, and a variety of design and technological approaches are being brought to bear to maintain the mobility of older people. These various efforts undoubtedly enhance the mobility of older people. However, beyond that broad conclusion it is hard to make evidencebased judgements. There is therefore a pressing need to develop methods to evaluate developments in policy and practice.  相似文献

Providing public transport in areas of low demand has long proved to be a challenge to policy makers and practitioners. With the developing economic, social and environmental trends, there is pressure for alternative solutions to the policy of subsidising conventional bus services. One potential solution is to adopt more flexible routes and/or timetables to better match the required demand. Therefore such ‘on demand’ or ‘Demand Responsive Transport’ (DRT) services (known as paratransit in the US) have been adopted in a number of locations. This paper seeks to explore the effects of area-wide factors on the demand of DRT by reporting the results of a statistical analysis of DRT service provision in the metropolitan region of Greater Manchester, the public transport authority of which offers one of the largest and most diverse range of DRT schemes in the UK. Specifically, this paper employs a multilevel modelling approach to investigate the impact of both DRT supply-oriented factors at the service area level and socio-economic factors at the lower super output area (LSOA) level on the average number of trips made by DRT per year. This hierarchical or ‘nested’ structure was adopted because typically the LSOAs within the same Service Area may share similar characteristics. It is found that the demand for DRT services was higher in areas with low car ownership, low population density, high proportion of white people, and high levels of social deprivation, measured in terms of income, employment, education, housing and services, health and disability, and living environment.  相似文献

In current urban planning practice, macroscopic transport demand and assignment models are essential for the evaluation of mid- and long-term land use developments and infrastructure investments. The credibility of their projections strongly depends on their ability to reproduce present day traffic volumes. Obviously, a simplified model of reality will display some shortcomings, and the effect of these is asserted by quality measures that quantify the divergence from observed traffic volumes. There is, however, only rough guidance regarding acceptable ranges of these measures. Most of the literature on this subject approach these ranges from below, by discussing measures attained by operational models and using these as a benchmark, or by using the adverse effects of modelling errors to derive a minimum quality level. On the contrary, this study suggests upper limits for quality measures by analysing year-on-year variations in traffic volumes that result from changing land use and infrastructure.  相似文献

Abstract

This paper reviews the incentive structure of concession contracts in several Latin American transit reforms. It also presents a conceptual analysis of the optimal design of concession contracts. The conceptual discussion and case studies reviewed indicate that payment to operators should be linked to operational variables and that some demand risk should optimally be transferred to operators. Performance standards linked to fines and penalties are not sufficient to guarantee good quality of service, particularly in citywide reforms and where institutional capacity ― in terms of size, experience and expertise of staff ― is lacking and regulatory processes are slow, bureaucratic and cumbersome. This review may be useful for policy-makers designing transit reforms in other countries. The policy lessons of the paper are particularly relevant to cities in the developing world but they are also important for reforms in other countries.  相似文献

Although public transportation is considered effective at reducing the external cost of driving private vehicles, many urbanites do not use public transportation. This study develops measures employing accessibility, mobility, and seamless connectivity for an entire public transportation service chain as indicators for evaluating public transport services, prioritizes underperforming scenarios from the perspective of urban travelers, and derives various market segmentation strategies that consider different socio-demographic characteristics. A conceptual model is set up herein to assess these latent constructs that describe unobservable and immeasurable characteristics. As a Likert ordinal scale can generate misleading statistical inferences, the Rasch model is used to eliminate bias generated by an ordinal scale when measuring these three latent constructs separately. The Rasch model compares person parameters with item parameters, which are then subjected to logarithmic transformation along a logit scale so as to recognize specific difficulties of service scenarios that cannot be easily eliminated by certain urban travelers. The multidimensional Rasch model also measures the perceptions of urban travelers in terms of the interactions between accessibility, mobility, and seamless connectivity of this public transportation system. While comparing urban travelers of two large cities in Taiwan, Taipei and Kaohsiung, the empirical results demonstrate that perceived accessibility, mobility, and seamless connectivity differ based on travelers’ age, frequency of weekly sports activities, and environmental awareness. This paper also advances appropriate improvement strategies and provides policy suggestions for urban planners, public transportation service operation agencies, and policy makers when they seek to create user-friendly public transportation services. The proposed approach can be generalized in other cities by considering their local context uniqueness and further evaluating their public transport services.  相似文献

Abstract

This paper estimates comprehensive operational performance measures for transport services. A network efficiency approach is used to analyze the production efficiency, service efficiency, and operational efficiency in a unified framework to reflect the transportation service characteristics of airline operations. We show how a modified version of the network data envelopment analysis model can be utilized for evaluating the performance of air route operations. This study considers 15 air routes operated by a domestic airline in Taiwan to highlight the value of the approach. The results of the analysis show the inputs and consumed outputs leading to production inefficiency and service inefficiency respectively as well as the magnitudes of excesses and shortfalls.  相似文献

Freight transport demand is a demand derived from all the activities needed to move goods between locations of production to locations of consumption, including trade, logistics and transportation. A good representation of logistics in freight transport demand models allows us to predict the effects of changes in logistics systems on future transport flows. As such it provides better estimations of the costs of interaction and allows to predict changes in spatial patterns of freight transport flows more accurately. In recent years, the attention for freight modelling has been growing and new research work has appeared aimed at incorporating logistics in freight models. In this paper we review the state of the art in the representation of logistics considerations in freight transport demand models. Our focus is on the service and cost drivers of changes in logistics networks and how these affect freight transport. Our review proceeds along a conceptual framework for modelling that goes beyond the conventional 4-step modelling approach. We identify promising areas for freight modelling that have an integrative function within this framework, such as spatial computable general equilibrium models, supply chain choice models and hypernetwork models.  相似文献

State agencies responsible for ADA-eligible paratransit services are increasingly under pressure to contain costs and maximize service quality. Many do not operate vehicles themselves; instead, they contract out the provision of services. Contractors are paid for each hour of service. They are responsible for hiring crew, forming routes, dispatching, and operating and maintaining agency-owned vehicles. In the Twin Cities of Minneapolis and Saint Paul, Metro Mobility, the agency responsible for providing paratransit services, requires contractors to use agency-approved software for booking trips dynamically and sets parameters that guide contractors’ practices. Customer trips booked in this fashion may not utilize capacity in the most efficient manner. Therefore, beginning with the daily trip schedules generated by the software, this paper proposes two approaches for improving the efficiency of paratransit operations and estimates the benefit of using these approaches via experiments that utilize Metro Mobility data. The first approach re-optimizes routes developed at the end of each day. The second approach evaluates the benefit to state agencies of selectively using non-dedicated service providers such as taxis. Both approaches are tested on actual data obtained from Metro Mobility. The study shows that a conservative estimate of savings from re-optimization would be approximately 5% of Metro Mobility’s operating costs. Savings from the use of taxis are smaller and in the range of hundreds of dollars per day.  相似文献

ABSTRACT

The paper presents a critical review of the methodological approaches used in tour-based mode choice models within the activity-based modelling frameworks. Various components of the activity-based models, such as activity type choice, activity location choice, and activity duration have already matured significantly. However, the mode choice component is often simplified in many ways. Both trip-based and tour-based approaches are used in many cases. However, the tour-based approach is considered to be the most relevant to the activity-based modelling framework. This paper presents a synthesis of the strengths and weaknesses of existing tour-based mode choice models. The previous studies on tour-based mode choice models are grouped into seven categories, ranging from simplified main tour mode to complex dynamic discrete choice models. Besides, challenges with data-hungry models, simulation-based models and static models are discussed elaborately. In conclusion, it proposes a few methodological suggestions for researchers and practitioners for finding an appropriate mode choice modelling framework for activity-based models. In addition, the paper also provides a guideline on how to incorporate automated vehicles and Mobility-as-a-Service within the framework of tour-based mode choice models.  相似文献

Autonomous vehicles (AVs) represent potentially disruptive and innovative changes to public transportation (PT) systems. However, the exact interplay between AV and PT is understudied in existing research. This paper proposes a systematic approach to the design, simulation, and evaluation of integrated autonomous vehicle and public transportation (AV + PT) systems. Two features distinguish this research from the state of the art in the literature: the first is the transit-oriented AV operation with the purpose of supporting existing PT modes; the second is the explicit modeling of the interaction between demand and supply.We highlight the transit-orientation by identifying the synergistic opportunities between AV and PT, which makes AVs more acceptable to all the stakeholders and respects the social-purpose considerations such as maintaining service availability and ensuring equity. Specifically, AV is designed to serve first-mile connections to rail stations and provide efficient shared mobility in low-density suburban areas. The interaction between demand and supply is modeled using a set of system dynamics equations and solved as a fixed-point problem through an iterative simulation procedure. We develop an agent-based simulation platform of service and a discrete choice model of demand as two subproblems. Using a feedback loop between supply and demand, we capture the interaction between the decisions of the service operator and those of the travelers and model the choices of both parties. Considering uncertainties in demand prediction and stochasticity in simulation, we also evaluate the robustness of our fixed-point solution and demonstrate the convergence of the proposed method empirically.We test our approach in a major European city, simulating scenarios with various fleet sizes, vehicle capacities, fare schemes, and hailing strategies such as in-advance requests. Scenarios are evaluated from the perspectives of passengers, AV operators, PT operators, and urban mobility system. Results show the trade off between the level of service and the operational cost, providing insight for fleet sizing to reach the optimal balance. Our simulated experiments show that encouraging ride-sharing, allowing in-advance requests, and combining fare with transit help enable service integration and encourage sustainable travel. Both the transit-oriented AV operation and the demand-supply interaction are essential components for defining and assessing the roles of the AV technology in our future transportation systems, especially those with ample and robust transit networks.  相似文献
