Over the past decade, the escalating roadway congestion and environmental deterioration due to heavy use of private vehicles have provoked the Taiwan government to realize the importance of public transport systems. Under the “carrot-and-stick” rationales, the government has formulated public transport policies and exercised a series of related initiatives by providing sufficient and higher quality of public transport services so as to attract more private vehicle users. In this paper, the planning philosophy and policy formulation of Taiwan’s public transport development are highlighted. The most important initiatives, including the Five-year Enhancement of Mass Transportation Program and the upgrading public transport schemes in the National Development Plan are examined. Based on previous experience and lessons, we point out the most challenging issues that the government will encounter. Suggestions for the future of public transport planning are also addressed.  相似文献

Technological change and incremental technology, at various levels, are believed to have played an important role in the success of urban public transport in Europe. In this paper, a historical overview of the evolution of different transport modes across different European cities is presented. Our major concern is with the processes of diffusion of urban transport modes in European cities and, in particular, with the factors, mainly of an economic nature, that may explain their rates of adoption across Europe. Among these factors, special attention is given to the role played by the dimension and organisation of public transport markets in the rates of adoption of different public transport modes. The main conclusion of the paper is that the success of the introduction of a new transport mode appeared to be mainly related to its ability to provide cheaper and more reliable transport services compared with previous transport modes, and that, in the case of the electric tram, this was achieved by transforming of the structure of the market relating to this urban transport mode into monopolies.  相似文献

Few studies have examined the relationship between micro-scale features of the built environment and street segment usage. Micro-scale features of the built environment include the width of the sidewalk, the presence of amenities such as benches and trash bins, and the presence of crossing aids such as stoplights and crosswalks. This study employs segment-level primary data collected for 338 street segments in close proximity to one of 71 bus rapid transit stations in Bogotá, Colombia. We also use secondary data to control for area-level characteristics such as density, socio-economic stratum, unemployment, and crime. Factor and regression analyses are to use identify two dimensions of the built environment that are associated with higher levels of pedestrian activity: pedestrian-friendly amenities, comprised of wider and higher quality sidewalks and the presence of amenities such as benches, garbage cans, and bike paths; and connectivity, comprised of higher levels of road density, three- and four-way intersections, and density. In addition, we find greater pedestrian activity on segments with higher development intensity, with more mix of land uses, and with more crossing aids. Although the relationships identified are not causal, they are suggestive in terms of planning successful built environment interventions.  相似文献

ABSTRACT

This paper develops cost models for urban transport infrastructure options in situations where motorcycles and various forms of taxis are important modes of transport. The total social costs (TSCs) of conventional bus, Bus Rapid Transit (BRT), Monorail, Metro (Elevated Rail), car, motorcycle, Taxi and Uber are calculated for an urban corridor covering operator, user and external costs. Based on the parameters for a 7?km corridor in Hanoi, Vietnam, the results show the lowest average social cost (ASC) transport modes for different ranges of demand. Motorcycle might be the best option at low demand levels while conventional bus has advantages with low-medium demand. At medium demand levels, bus-based technologies and Monorail are competitive options while Metro, with a higher person capacity, is the best alternative at the highest demand levels. Compared to other modes, the ASCs of car and Taxi/Uber are greater because of high capital cost (related to vehicles) per passenger and low occupancy. Transport planners and decision makers in low and middle income countries (LMICs) can draw on the findings of this study. However, various limitations are identified and additional research is suggested.  相似文献

This study intends to empirically verify Jacobs’ urban vitality theory, which was based on the observations of her New York City neighborhood in the mid-20th century. To examine the relationship between the residential built environment and walking activity, we used telephone survey data consisting of 1823 valid samples from across Seoul, a city characterized by a high population density and a well-established public transportation system. Respondents were asked questions about their residential location, their demographic and socioeconomic characteristics, and their walking activities. This study then used geographic information systems to measure objective indicators of built environment variables within 500-meter buffer areas based on the home addresses of the respondents. Then, this study constructed multilevel regression models with walking activity as the dependent variable. Our results indicated that walking activity is associated with Jacobs’ six conditions for urban vitality, including land use mix, density, block size, building age, accessibility, and border vacuums.  相似文献

This paper reports findings from a project focused on understanding the interaction between transport technologies and user needs and perceptions in supporting personal security in travel by public transport. The research engaged over 60 experts from across the UK transport sector in a combination of interviews, workshops and scenario planning activities to address a set of four application areas in relation to secure travel. These areas were information provision, travel disruption, automated transport services and flexible transport services. Four future scenario narratives (to a 2040 time horizon) were developed for each application area. A final workshop consolidated and reviewed the narrative scenarios and pulled out key themes and priority issues for policy, practice and research for the near term. Consequently a set of policy recommendations, operator and business opportunities, knowledge gaps and research priorities were identified to support and enhance provision for personal security in travel by public transport.  相似文献

There is now considerable interest in exploring the idea of strategic park and ride as a means of promoting the use of rail transit and encouraging a transfer of commuters from car to public transport. This is especially evident in North America, where extensive park and ride facilities have been installed on a number of light and heavy urban rail systems. There is a general consensus about the most suitable types of location for facilities, but less agreement on the development of a reliable method of forecasting demand and also on the required size of sites. Abstract

Microscopic traffic simulators are the most advanced tools for representing the movement of vehicles on a transport network. However, the energy spent in traffic microsimulation has been mainly oriented to cars. Little interest has been devoted to more sophisticated models for simulating transit systems. Commercial software has some options to incorporate the operation of transit vehicles, but they are insufficient to properly consider a real public transport system. This paper develops an Application Programming Interface, called MIcroscopic Simulation of TRANSIT (MISTRANSIT), using the commercial microsimulator PARAllel MICroscopic Simulation. MISTRANSIT makes advances in three ways: public transport vehicles can have new characteristics; passengers are incorporated and traced as individual objects; and specific models represent the interaction between passengers and vehicles at stops. This paper presents the modelling approach as well as various experiments to illustrate the feasibility of MISTRANSIT for studying policy operations of transit systems.  相似文献

During 10 years experience with competitive tendering of regional and local public transport in the Netherlands, national average trip satisfaction of passengers increased from 6.84 to 7.25 (+0.41). This is a remarkable improvement, but a closer look at the data reveals that also in regions without competitive tendering the improvement in satisfaction was substantial. The difference in the improvement for regions with and without tendering is only +0.06. Tendering led in the majority of concession areas to an improvement of average trip satisfaction, but in some 40% of the cases a deterioration was observed. A change of operator in general has a negative impact on satisfaction. We also find that the effect on satisfaction of early tendering is larger than of later tendering. This may well be the consequence of a shift in emphasis of authorities and operators from quality improvement to efficiency improvements. The model building and analysis is based on the comparison per year-pair of regions tendered versus regions non-tendered (in that specific year-pair). So we compare the effects on satisfaction of tendered regions relative to non-tendered regions.An analysis concerning the weighted satisfaction judgments of 15 underlying service attributes revealed that ‘service frequency, on-time performance, travel speed, and vehicle tidiness’ contribute the most to the effect on satisfaction in the tendered regions. We found that new vehicles impact highly on satisfaction with travel speed and vehicle tidiness. The emphasis in the tenders with increasing service frequency, led to an increase in satisfaction but, may have a deteriorating effect on (the satisfaction with) on-time performance.  相似文献

ABSTRACT

Fare evasion is a significant concern for most transit authorities. The traditional approach to fare compliance has focussed on modifying the physical control of ticketing or ticket inspection rates. Yet recently the perspective on fare evasion has begun to shift toward profiling the fare evader or understanding the customer motivations to fare evade. This paper uses a literature review method to document the characteristics of these three perspectives on fare evasion: the conventional transit system perspective, the customer profiling perspective and the customer motivations perspective. We find that the conventional transit system perspective, although straightforward to measure and control, has its limits particularly in “open” transit systems. The customer profiling perspective attempts to identify, based on demographics, which customers are more likely to fare evade. However this perspective has little use beyond profiling and is ethically questionable. The customer motivations perspective provides a richer understanding of how customers define fare evasion and what attitudes, social norms and circumstances motivates them to fare evade. Considering that between 20% and 40% of a city’s residents admit to fare evading at some point, understanding these complex motivations can help improve revenue compliance at a time when most governments heavily subsidise their transit systems.  相似文献

In this study, the modal shift potential of introducing a free alternative (free public transportation) and of changing the relative prices of transportation is examined. The influence of a cognitive analysis on the zero-price effect is also analyzed. The data used for the analysis stem from a stated preference survey with a sample of approximately 670 respondents that was conducted in Flanders, Belgium. The data are analyzed using a mixed logit model. The modeling results yield findings that confirm the existence of a zero-price effect in transport, which is in line with the literature. This zero-price effect is increased by the forced cognitive analysis for shopping trips, although not for work/school or recreational trips. The results also demonstrate the importance of the current mode choice in hypothetical mode choices and the importance of car availability. The influence of changing relative prices on the modal shift is found to be insignificant. This might be partially because the price differences were too small to matter. Hence, an increase in public transport use can be facilitated by the introduction of free public transport, particularly when individuals evaluate the different alternatives in a more cognitive manner. These findings should be useful to policy makers evaluating free public transport and considering how best to target and promote relevant policy.  相似文献

In its relatively short life, the automobile has provided a level of mobility unlikely to have been feasible with a reliance on conventional forms of land based public transport. It has contributed in both a positive and negative way to the quality of life, transforming our cities, our way of life, and giving us a greater command over time and space. Concern over the undesirable social and environmental impacts has increased over time, with calls for governments to take action to reduce the automobile's dominant role. New investment in fixed-track public transport and bus priority systems together with strategies to discourage travel have been proposed to improve accessibility and to aid in cleaning up the physical environment. This paper reviews some of the issues facing society as it works to identify policies to achieve an economically and environmentally sustainabie future. There is a need for a broader set of policies to facilitate alternative land use-transport lifestyles while facing appropriate pricing signals. Some of the key issues are adjustments in the relative prices of location and transport, spatial incentives to make public transport economically viable (i.e. changing urban densities, zoning/incentive changes to allow more infill), road pricing (i.e. charging cars the economic cost of using the roads), new information technology systems (e.g. IVHS) to improve the efficiency and effectiveness of transport infrastructure, major improvements in the fuel efficiency of fossil fuelled vehicles, and alternative-fuelled vehicles (clean-air vehicles).  相似文献

Abstract

There is a growing tendency in cities around the world to invest in Bus Rapid Transit (BRT) systems in an attempt to improve the capacity and quality of public transport services. The appeal of BRTs is based on their ability to combine the service level of rail transit systems with the flexibility of buses at relatively lower investment costs, and this was the motivation behind the opening of such a system in the Turkish city of Istanbul in 2007. This system has attracted mixed opinions as to its performance, as while passenger ridership figures are extremely high, proving the effectiveness of the system, there is an argument that the corridor should have been developed with rail technology, and that the BRT is failing to meet the demand. The paper presents a comprehensive analysis of this system, assessing its planning and performance through a comparative analysis of a number of BRTs in the world and Istanbul's metro and tram systems. The analysis confirms the success of the system in terms of passenger statistics, but also highlights a number of problems in certain planning decisions that should be addressed, thus taking the discussion beyond a simplified comparison of bus and rail technologies.  相似文献

Timed transfer coordination in public transit reduces passenger transfer time by providing seamless interconnected transfers. The problem arises when a Receiving Vehicle (RV) arrives to the transfer stop before a Feeding Vehicle (FV) carrying transferring passengers. Timed transfer coordination in operational control dynamically decides whether a RV is held at the transfer stop to allow transfers, or departs as scheduled. While transfer demand is essential for implementing timed transfer coordination, this variable is generally not available in public transit because of the lack of passenger transfer plans. The problem of acquiring this variable in real‐time has also received limited attention in the related literature. This paper proposes a new method to dynamically predict the transfer demand. We anticipate the transferring probability from each individual passenger by examining historical travel itineraries. Three different types of models (simple analytical, statistical, and computation intelligence model) are developed to forecast the number of transferring passengers. Numerical experiments using observed Automatic Vehicle Location and Automatic Fare Collection data from South East Queensland, Australia show the accuracy and applicability of the proposed models in timed transfer coordination. In Germany, many universities have student tickets that are bargained for between student representatives and public transport companies, approved by referendum, and mandatory for all students. They allow the use of public transport at no additional cost. I analyze such a scenario in a theoretical model as an example of a flat-rate ticket for public transport which is implemented by majority decision. The mandatory character of the ticket reduces transaction costs like marketing and ticket inspection, reducing the ticket price and thus the students’ commuting expenses. However, there is a countervailing effect. Students face and rationally expect zero marginal monetary commuting costs, so that new students choose a place of residence which is relatively far from the university. This in turn raises the equilibrium ticket price. It may even be the case that students would be better off if such a ticket had never existed. Nonetheless, they always vote for it in referenda, because accepting the high price is optimal given their place of residence. After laying out the model, I analyze an optimal policy, which consists, for example, of subsidizing student dorms at an efficient distance to the city center.  相似文献

Many authorities are investing in new infrastructure to improve the quality of public transport (PT) services in the hope to increase mode switch from cars. The goal is to provide users with an integrated multimodal PT network by facilitating transfers. There exists a lack in the clarity of the attributes which defines a planned transfer and the effects of planned transfers on users' willingness to use routes with transfers. The present study provides approximate effects of ‘planned’ and ‘unplanned’ transfers on PT users' decisions to use transfer routes. The study focuses on two attributes of ‘planned’ transfers, integrated physical connection of transfers and information integration. A user preference survey was undertaken in Auckland, New Zealand. Analysis of the results shows that physical integration is more important than information integration for current PT users. Results also suggest that information integration has a greater influence on users of transfer services which are more closely aligned to being ‘unplanned’.  相似文献

The objective of this paper is to introduce the innovative transport policies of Seoul that have recently been planned and implemented. In this paper, the various transport policies of Seoul are classified and explained according to two important paradoxes that are highlighted by Downs and Thomson, and Edgeworth. These paradoxes describe how to break the vicious circle of car and public transport use by restraining car use and encouraging the use of public transport, and thus indicate how traffic congestion problems might be solved.  相似文献

Abstract

This paper provides a unifying framework to analyze whether a monopoly transit provider will under or over-supply frequency. To this end we couch the problem in term of Spence [(1975). We show that all of the results of a recent academic exchange discussing this topic are special cases of Spence [(1975). Monopoly, quality and regulation. The Bell Journal of Economics, 6, 417–429], albeit with an adjustment in order to take into account the cost structure of frequency provision in the case of public transport. In theory then, there are cases when a monopolist may offer optimal or above optimal levels of frequency without requiring subsidies. However, public transport is rarely provided by an unregulated monopolist. Rather, these services are usually provided either by an exclusive operator under regulated fares or by a group of competing operators, with or without fare regulation.
