This paper examines the potential of developing coastal ports and channels along the Southern coast on the Gulf of Thailand. There were 18 channels included in the study area, ranging from Ban Don Channel to Pattani Channel. The study approach was based on the analysis of the data on cargo movement to and from the study area by coastal shipping and truck, in terms of quantity and types of cargo. The study found that there are three potential areas to be developed for coastal shipping in Thailand (along the southern part on the Gulf of Thailand), namely Songkhla (Songkhla channel), Surat Thani (Ban Don and/or Ta Thong) and Nakhon Sri Thammarat (Sichon and/or Pak Phanang). This paper, however, suggests that further study on the technical part for support of the precise channels to be developed is needed. 相似文献

One role often fulfilled by public administrators is to regulate private enterprise in the public interest. The academic literature has not developed this area fully because public administration is not always tasked with this function. Nevertheless, when regulation forms a part of the responsibilities of the public administrator, it is among the most important. An essential foundation for effective regulation is a complete understanding of the implications and impact of regulatory action. In the absence of regulation, entrepreneurial awareness is applied in the private sector exclusively to satisfying consumer wants. In a regulated market, the entrepreneur’s focus is shifted toward regulatory imperatives. Regulation offers non-market opportunities for entrepreneurial innovation, as well as imposing new market constraints. Since the 1980s the EU merchant fleet has suffered a dramatic decline mainly due to sharp competition from the Far East and developing countries and the operation of foreign registers ('flags of convenience'). At present the EU aims to complete the single market in shipping and improve the competitive ability of a viable European-flag fleet. It has therefore developed a policy for a European register (EUROS) to run parallel to national registers. The shrinking of Arctic ice triggers off a new round of competition and dispute in this region, among traditional Arctic states and non-Arctic actors. Like its East Asia neighbours, China sees the melting Arctic Ocean a unique opportunity for itself and international trade generally. The changing physical landscape of the Arctic region will certainly have a major impact on China’s economic future which is very dependent on international shipping. This paper assesses the impact of the ice-free Arctic on the development of marine transport industry in China. The author discusses the potential new routes with the Arctic’s melting and the opportunities that it brings to China’s maritime transportation industry. Challenges that China faces in future shipping through the Arctic will be also addressed from political, legal, economic and environmental dimensions, followed by a preliminary exploration of ways to solution of these challenges. 相似文献

At the beginning of the nineties, Croatia witnessed the collapse of communism, arrival of democracy, a war of national survival and the launch of the transition. Extraordinarily under these circumstances, tourism has become one of the most propulsive economic activities in Croatia. To preserve this prosperous industry, one must consider the variables that affect Croatian tourism. Research shows that maritime passenger transport has a substantial influence upon seashore tourism improvement. This mode not only represents a sizable share of international tourism transport, but often provides the only access to island tourism destinations. This paper provides an analysis of the impact of the transitional changes of maritime passenger transport on Croatian tourism development. Following a brief examination of the functions of maritime transport within tourism, the paper focuses on: composition of Croatian fleets, potential opportunities in local and international markets, and structural reforms required to increase the quality of Croatian maritime passenger services. Commercialization programmes are significantly important as Croatia prepares to enter the EU, and open up its markets to free competition. 相似文献

At the end of the eighties, fundamental changes took place in Central and Eastern European shipping. Former socialist shipping corporations began offering services under market conditions and left behind the rigid leeway of central planning and regulation. Extensive adjustments in ownership and legislation have transpired, and services and markets, as well as the operations within, have changed significantly. The restructuring of maritime transport is being carried out within the framework of forms that derive from changes in the economic macrosystems as a whole. Careful analysis of the process of corporate transition identifies unique patterns of diminishing, permanent, and incipient components utilized during the reorientation of fleet strategy, market and service changes, and company restructuring. All transition arrangements have been greatly influenced by the integration of Central Eastern European countries with the European Union. 相似文献

ABSTRACT The safety of maritime transportation along the twenty-first century Maritime Silk Road (MSR) is important to ensure its development and sustainability. Maritime transportation poses risks of accidents that can cause the death or injury of crew members and damage to ships and the environment. This paper proposes a Bayesian network (BN) based risk analysis approach that is newly applied in the main route of the MSR to analyse its relevant maritime accidents. The risk data are manually collected from the reports of the accident that occurred along the MSR. Next, the risk factors are identified and the results from the modelling method can provide useful insights for accident prevention. Historical data collected from accident reports are used to estimate the prior probabilities of the identified risk factors influencing the occurrence of maritime accidents. The results show that the main influencing factors are the type and location of an accident and the type, speed, and age of the involved ship(s). In addition, scenario analysis is conducted to analyse the risks of different ships in various navigational environments. The findings can be used to analyse the probability of each possible maritime accident along MSR and to provide useful insights for shipowners’ accident prevention. 相似文献

Input-output analysis basically provides an estimation of a sector's economic impact by taking into account the indirect effects on all other sectors. For purposes of policy making, however, this may produce rather rigid and inaccurate results. This paper, therefore, introduces some extensions to the basic impact analysis. These extensions secure flexibility, completeness and accurateness of the outcomes. First, an accurate cost structure is determined in a bottom-up approach, i.e. by using data from a sample of representative companies. This allows for reliable outcomes and a flexible definition of sub-sectors. Secondly, the analysis is made in an intercountry context. Thirdly, the expenditure effects of generated income are determined by a macroeconomic module. Fourthly, company-level responses to alternative policy scenarios are investigated and translated into changing model parameters. These four basic elements are applied in a case study concerning the shipping sector of Germany. The scenarios are a continuation of the present policy, a laissez-faire policy, and two framework policies in which the government creates a favourable environment for shipping companies. For each scenario, the effects on value added, employment, tax revenues and expenditures are analysed and evaluated. This paper, thus, shows the relevance of accordingly amplified input-output analysis for policy purposes. 相似文献

The Belt and Road initiative is a novel exploration of China towards strategic collaboration with Eurasia countries to an extent of a larger scale with higher and deeper level of cooperation. To meet the growing global demand of transportation, increasing numbers of liner shipping companies collaborate and form alliances to share vessel capacity and reduce capital costs. Effective liner shipping vessel sharing is essential for the Belt and Road initiative in terms of building efficient maritime transport networks. In promoting environmental development, shipping companies are required to attain higher environmental standards. However, limited literature relates vessel sharing to environmental performance. This paper studies the impacts of liner vessel sharing from the economic and environmental perspectives. Two container allocation models are developed for the two scenarios: with and without vessel sharing. The carbon emissions in transportation are calculated under both scenarios. Numerical studies are carried out using services along the China-Indochina Peninsula Economic (CIPE) Corridor. Liner shipping companies could benefit from vessel sharing in terms of significant profit improvement. Vessel sharing could also benefit the environment by reducing the CO2 emissions dramatically. 相似文献
