Many studies on national shipping attribute the declines in national fleets of developed economies to the lack of comparative advantage, but little has been done so far to identify factors contributing to countries’ shipping comparative advantage using a systematic approach. Although shipping markets are highly international and competitive, it is not clear whether tonnage owned by countries is governed by country-specific factors. This paper seeks to explain variations in nationally owned fleet across shipping nations. The main variable of interest is national fleet tonnage owned by country of domicile as opposed to registered tonnage. The results of econometric analysis using data from 84 shipping nations indicate that various country-specific factors do indeed contribute to variations in fleet tonnage across shipping nations, albeit at different levels of significance. Financial market development, external trade, ship registration, shipbuilding and shipping history appear to have the most significant impact, followed by the level of development and technology and maritime policy. Based on the results of analysis, implications for policy and future research are also discussed.  相似文献

This paper analyses the past, present and future of the maritime transportation industry in the Kingdom of Saudi Arabia. Saudi Arabian seaborne trade and the shipping capacity are analysed for the past 15 years. Relationships between the declining Saudi shipping capacity and other economic measures are identified. Analysis of the Saudi Arabian maritime transportation is performed with respect to the world carrier fleets and models are developed to determine the theoretical shipping capacity required for transportation of the national seaborne cargo. Forecasts of the future shipping capacity requirement for the Kingdom are also presented. This paper illustrates the general approach for analysing a country's maritime industry and thus could help other researchers in that respect.  相似文献

There are strategic and commercial reasons why a maritime presence is desirable, not least of which is to maintain an important skill base. Although regimes have differed they all offer some form of preferential rates of tax for those ships on the register. In certain cases this tax subsidy has been linked to a requirement to train seafarers, notably in the UK. While recognizing the need for increased participation of the private sector in the maritime industry of developing countries, there is a need to go beyond the call for privatization in terms of mere change of ownership from state to private sector as the only solution to the inefficiency of the maritime industry in developing countries. This limited understanding of the maritime problems of these countries abounds in the literature on maritime privatization. This study departs from this approach and focuses on the political economy of the maritime industry, and suggests that maritime privatization will not necessarily result in increased efficiency of the divested maritime enterprises. Rather, it argues that maritime problems in these countries have less to do with ownership than with the structural constraints in world shipping together with internal management and local ~olitics. The maritime industrv in West and Central Africa is used as a case studv. and recommendations such as selective privatization, 'programme contract', and most importantly, corporatization, are suggested as alternative strategies that could enhance maritime privatization and the development of the maritime industry in developing countries.  相似文献

This paper argues that the creation of international ship registries by traditional maritime countries will not sufficient to halt the decline of their fleets. Over the last two decades shipping has undergone profound restructuring, characterized by a trend towards globalization and a search for a more efficient factor input combination. While shipowners from OECD countries have relied increasingly on flags of convenience, new maritime countries, particularly from Pacific Asia, have emerged, taking advantage of low-cost inputs and supportive national national environments. In the late 1980s the traditional maritime countries responded to the challenge by introducing international ship resistries. The Norwegian International Ship Registry is the most liberal and has the greatest success. Other new registries have limited impact. It appears that an international ship registry per seis not sufficient to reverse declining national fleets.  相似文献

Through well documented statistical methods, the paper concludes that the international freight rates observed on a day to day basis are generated by a random walk process. The paper finds that the shipping industry's conventioal wisdom is essentially correct. ‘Last done’ is as good a forecast of tomorrow's freight rate as any other generated by more sophisticated forecasting methods. Furthermore, freight rates and secondhand tonnage prices fluctuate closely together. The freight rates are generated by stochastic processes fully described by the Paretian family of distributions. The critical parameters of these distribution, the characteristic exponents, are such that the risk conscious ship operator can indeed reduce his exposure to risk by securing a correct set of freight rate contracts.  相似文献

The new UK Government, elected in May 1997, came to power with a commitment to reverse the decline of the UK shipping industry and enhance the employment prospects of UK seafarers. The Government commissioned Lord Alexander of Weedon to investigate the case for a tonnage tax. In this paper, the economic arguments for supporting the UK shipping industry are reviewed. There is some evidence that the UK holds a comparative advantage in world markets in key sectors of the shipping industry and on-shore maritime related activities, but is being undermined by lower foreign taxes. In the absence of government support, the UK shipping industry is likely to continue to decline, and, by further reducing the supply of qualified UK ex-seafarers, put at risk the successful on-shore activities. Various measures that might be used to support a national shipping industry, e.g. a tonnage tax, are considered. The paper concludes by discussing the likely impact of the tonnage tax on the UK's shipping industry.  相似文献

One of the most urgent environmental problems facing the shipping industry today is the reduction of Greenhouse Gas (GHG) emissions from its operations and the possible cost-effective ways in which this reduction could be accomplished. Various technical and operational measures have been proposed as well as market-based instruments for the achievement of the compliance of marine industry with these measures. This paper investigates the levels of environmental awareness of the Greek shipping companies and their views and practices on the proposed policies for the reduction of GHG emissions from their ships. A survey was carried out using a questionnaire distributed to Greek shipping companies of different sizes, involved in different segments of the marine industry, so that the survey's results not only represent a large part of the Greek shipping industry but also reveal the different environmental attitudes and practices on maritime GHG emissions among the shipping companies. Given the size and the importance of the Greek shipping industry in the international maritime field, this paper's results present a special significance as they could be further analyzed and taken into account for the achievement of the compliance of marine industry with any future policy instrument for the reduction of maritime GHG emissions.  相似文献

Following the introduction of tonnage tax for UK-based shipping companies in 2000, the industry now has the opportunity to opt for a tax regime that is beneficial in contrast to the corporation tax applied to most other sectors. This paper aims to summarize the tonnage tax scheme and then to go on to assess whether its introduction was appropriate. In doing so, it assesses whether the benefits it brings to the UK shipping industry are in fact fiscally justifiable in terms of the advantages that have been suggested recently by a number of commentators. These are claimed to derive from the comparative advantage of the UK shipping industry, the need for more skilled on-shore shipping staff with sea-going experience, and in terms of sustaining the maritime cluster typified by the maritime activities of the City of London.  相似文献

The purpose of this paper is to summarize the European maritime transport policy within the context of maritime politics at large. At the outset the legal framework conditions and supportive instruments for the shipping and port industries are presented. Against the background of recent accidents at sea, such as the sinking of ERIKA and PRESTIGE, the EU legislation on maritime safety is of particular interest as it is both complex and rapid in reaction to environmental needs and political pressure. Finally, the sensible relationship between the EU as a regional organization and the IMO as “the competent international organization” is discussed with a view to reconcile possible rivalry and to suggest a complementary cooperation between the two organizations.  相似文献

Conventional wisdom has it that, because of locational and other advantages, transit trade and transport, especially maritime transport, could be expected to play a major role in the development process of the Baltic States which was expected to follow their renewed independence in 1991. This paper secks to evaluate this proposition. The first section of the paper provides a brief account of the present state of the shipping and port sectors in the three Baltic republics and offers some speculation about likely future developments. The following section considers whether there is any historical basis for the presumption in favour of transit trade. The paper concludes with a somewhat speculative discussion of whether the Baltic States might be expected to possess any long run comparative advantage in maritime transport. It is suggested that in this respect a distinction should be made between ports and shipping and that in a more prosperous future, shipping, in particular, might be expected to decline in importance.  相似文献
