<正> Dear readers: Extremely high temperature is overwhelming large part of east coast of the country in July and August this year, the campaign for better understanding of "Law of Ports" sees even more highlighted. Ministry of Communications has timely held a special meeting in Shenzhen for deeply implementing of "Law of Ports" where Mr. Hong Shanxiang of Deputy Minister of MOC and Ms. Peng Cuihong, Deputy Director-General of Water Transportation Dept. of MOC gave a keynote speeches and relevant instructions. Mr. Su Xingang, Director-General of Water Transportation Dept. of MOC has also given a summary at the meeting. The main challenge for container ports is the planning required for berthing container ships while docked in port.Growth of containerization is creating problems for ports and container terminals as they reach their capacity limits of various resources which increasingly leads to traffic and port congestion.Good planning and management of container terminal operations reduces waiting time for liner ships.Reducing the waiting time improves the terminal’s productivity and decreases the port difficulties.Two important keys to reducing waiting time with berth allocation are determining suitable access channel depths and increasing the number of berths which in this paper are studied and analyzed as practical solutions.Simulation based analysis is the only way to understand how various resources interact with each other and how they are affected in the berthing time of ships.We used the Enterprise Dynamics software to produce simulation models due to the complexity and nature of the problems.We further present case study for berth allocation simulation of the biggest container terminal in Iran and the optimum access channel depth and the number of berths are obtained from simulation results.The results show a significant reduction in the waiting time for container ships and can be useful for major functions in operations and development of container ship terminals.  相似文献

With the development of eco nomic and trade relations between China and Europe, more and more European ports become familiar to Chinese customers. As one of the most important gateways in the EU, the Port of Amsterdam, the sparkling pearl centered on North Sea Canal, is now attracting more and more attention from all over the world. In 2002 Amsterdam Ports again achieved record transshipments of over 70 million tons. After Hamburg, Amsterdam is the fastest growing port complex in northwest Europe. In the Pearl River Delta (PRD), there is severe competition between container ports, particularly those in Hong Kong, Shenzhen, and Guangzhou, for collecting international maritime container cargo. In addition, the second phase of the Nansha terminal in Guangzhou’s port and the first phase of the Da Chang Bay container terminal in Shenzhen opened last year. Under these circumstances, there is an increasing need to quantitatively measure the impact these infrastructure investments have on regional cargo flows. The analysis should include the effects of container terminal construction, berth deepening, and access road construction. The authors have been developing a model for international cargo simulation (MICS) which can simulate the movement of cargo. The volume of origin-destination (OD) container cargo in the East Asian region was used as an input, in order to evaluate the effects of international freight transportation policies. This paper focuses on the PRD area and, by incorporating a more detailed network, evaluates the impact of several infrastructure investment projects on freight movement.  相似文献

BOX traffic boom in Changjiang region The container transport along the Changjiang River is developing rapidly. According to Shanghai port statistics,container lines initiated from the Changjiang ports to Shanghai has amounted to 11 with 21,000 TEU monthly volume, one times that of the last same period. The rapid development has attracted quite a lot of cornpanies to engage in cornpetition. Up to now,80%of total 150 domestic international lines set up cargo agencies at the Changjiang ports. Moreover, the container boom gives an impetus to the construction, rebudding and expansion for the transport facilities of the Changjiang ports. In a general case, container ship serves many different ports on each voyage. A stowage planning for container ship made at one port must take account of the influence on subsequent ports. So the complexity of stowage planning problem increases due to its multi-ports nature. This problem is NP-hard problem. In order to reduce the computational complexity, the problem is decomposed into two sub-problems in this paper. First, container ship stowage problem (CSSP) is regarded as “packing problem”, ship-bays on the board of vessel are regarded as bins, the number of slots at each bay are taken as capacities of bins, and containers with different characteristics (homogeneous containers group) are treated as items packed. At this stage, there are two objective functions, one is to minimize the number of bays packed by containers and the other is to minimize the number of overstows. Secondly, containers assigned to each bays at first stage are allocate to special slot, the objective functions are to minimize the metacentric height, heel and overstows. The taboo search heuristics algorithm are used to solve the subproblem. The main focus of this paper is on the first subproblem. A case certifies the feasibility of the model and algorithm.  相似文献

The progress of economic globalization,the rapid growth of international trade,and the maritime transportation has played an increasingly significant role in the international supply chain.As a result,worldwide seaports have suffered from a central problem,which appears in the form of massive amounts of fuel consumed and exhaust gas fumes emitted from the ships while berthed.Many ports have taken the necessary precautions to overcome this problem,while others still suffer due to the presence of technical and financial constraints.In this paper,the barriers,interconnection standards,rules,regulations,power sources,and economic and environmental analysis related to ships,shore-side power were studied in efforts to find a solution to overcome his problem.As a case study,this paper investigates the practicability,costs and benefits of switching from onboard ship auxiliary engines to shore-side power connection for high-speed crafts called Alkahera while berthed at the port of Safaga,Egypt.The results provide the national electricity grid concept as the best economical selection with 49.03 percent of annual cost saving.Moreover,environmentally,it could achieve an annual reduction in exhaust gas emissions of CO2,CO,NOx,P.M,and SO2by 276,2.32,18.87,0.825 and 3.84 tons,respectively.  相似文献
