With the second highest level of car ownership in the world, and the third highest population density in Europe, Germany has adopted a range of policies to balance the many private benefits of car use with its serious social and environmental problems. In order to ‘tame’ the car, most German cities have implemented a twofold strategy of expanding and improving pedestrian, bicycling and public transport alternatives simultaneously with restricting car use and making it more expensive. That has increased political acceptability since the car‐restrictive measures are not perceived as mere punishment of car drivers. The results of this coordinated urban transport strategy have been impressive. Germany, as a whole, has managed to increase public transport use and to stabilize the car share of modal split. Some cities, of course, have been more successful than others, and this paper examines three of the most successful cities: Münster, Freiburg and Munich. In each of the cities, the percentage of travel by bicycling, walking and public transport has been raised over the past 20 years, while the car's share of modal split has fallen. This article documents the range of policies used to restrict car use, both in Germany as a whole, and in the three case‐study cities in particular. The key to success is found to be mutually reinforcing transport and land‐use policies. It is the combination of a whole set of coordinated policies that explains the dramatic success in changing travel behavior.  相似文献

Currently, the influence of transportation and its impact on environmental indicators throughout the world are increasing; however, governments of particular countries try to implement new economic instruments with the expectations of changing people’s behaviour or at least environmental parameters of the motor vehicle fleet. The Government of the Czech Republic introduced a new economic instrument, which came into force on 1 January 2009 and was inspired by similar environmental taxes in Member States of the European Union – the car registration fee, which is based on emission parameters of cars. The main target of this fee has been to change the structure of the passenger car fleet in the Czech Republic, particularly to support new registrations of new passenger cars with better environmental characteristics and to decrease the share of new registrations of used passenger cars. This article focuses on an ex-post analysis of impacts of the car registration fee on the structure of the passenger car fleet in the Czech Republic and its environmental characteristics in the first 3 years after the legal mandate of the fee. The case study is based on a correlation analysis and an analysis of statistical data from official sources in the Czech Republic. The impacts of the car registration fee on both the structure of the passenger car fleet in the Czech Republic and the environmental characteristics of new registrations are significant. For the first time since 2004, the number of new registrations of new cars was higher in the period 2009–2011 than the number of new registrations of used cars. Moreover, the share of alternative fuel cars in the passenger car market is increasing and the emissions from private car transport are decreasing.  相似文献

This study reports the results of two online surveys conducted on buyers of conventional combustion engine cars compared to those of electric vehicles in Norway. The results show that electric cars are generally purchased as additional cars, do not contribute to a decrease in annual mileage if the old car is not substituted, and that electric car buyers use the car more often for their everyday mobility. Psychological determinants derived from the theory of planned behavior and the norm-activation theory show a high correlation between the purchase and use stages. Electric car buyers, have lower scores on many determinants of car use, especially awareness of consequences and close determinants of car use.  相似文献

Munich, Berlin, Hamburg, Vienna, and Zurich – the largest cities in Germany, Austria, and Switzerland – have significantly reduced the car share of trips over the past 25 years in spite of high motorisation rates. The key to their success has been a coordinated package of mutually reinforcing transport and land-use policies that have made car use slower, less convenient, and more costly, while increasing the safety, convenience, and feasibility of walking, cycling, and public transport. The mix of policies implemented in each city has been somewhat different. The German cities have done far more to promote cycling, while Zurich and Vienna offer more public transport service per capita at lower fares. All five of the cities have implemented roughly the same policies to promote walking, foster compact mixed-use development, and discourage car use. Of the car-restrictive policies, parking management has been by far the most important. The five case study cities demonstrate that it is possible to reduce car dependence even in affluent societies with high levels of car ownership and high expectations for quality of travel.  相似文献

In the last few years, growing attention has been given to the cost savings potential of the specialized freight car pool concept. Under this concept, a fleet of single-purpose freight cars are pooled at many loading points, and the cars emptied at unloading terminals can be sent back to any loading point in order to reduce empty car miles and time. As part of a continuing effort to improve the car dispatching method for this concept, this paper offers an improvement to the traditional linear programming transportation problem approach, incorporating daily variations of empty car supply and demand characteristics in the model. The proposed method, therefore, allocates cars between supply and demand points with the dispatching date specified, enabling the dispatcher to make daily car disposition decisions. It can incorporate both the travel distance cost and inventory cost of empty cars at terminals in the objective. If the holding of empty vehicles at the terminals for future dispatch is allowed, the problem is structured as a transshipment problem in which the overnight storage is the transshipment point.  相似文献

The present research deals with car pooling as a means of making better use of existing infrastructure and as a means of reducing traffic congestion with all its associated induced effects. Car pooling schemes involve several drivers getting together to share a private vehicle simultaneously, in order to reach their destinations points according to a semi‐common route rather than each driver using their own vehicle. The Car Pooling Problem belongs to the non‐polynomial computational complexity family of operations problems. In the current literature there are only a few studies on this optimization problem: the research group has designed several different new automatic and heuristic data processing routines to support efficient matching in car pool schemes. These are based on savings functions and belong to two distinct macro classes of algorithms to give two different modelings of this problem. They offer average savings of more than 50% in traveled distances demonstrating the effectiveness of a trivial matching scheme for real applications.  相似文献

This paper studies changes in the relationship between household car ownership and income by household type. Ordered response probit models of car ownership are estimated for a sample of households repeatedly at six time points to track the evolution of income elasticities of car ownership over time. Elasticities of car ownership are found to change over time, questioning the existence of a unique equilibrium point between demand and supply that is implicitly assumed in traditional cross-sectional discrete choice car ownership models. Moreover, different household types and households that underwent household type transitions showed differing patterns of change in elasticities. Observed trends in car ownership and income clearly show behavioral asymmetry where the elasticity of procuring an additional car is greater than that of disposing a car. This too shows the inadequacy of traditional cross-sectional models of car ownership which tend to predict symmetry in behavior. The study suggests the importance of incorporating dynamic trends into the forecasting process, which can be accomplished through the use of longitudinal data.  相似文献

This paper examines the determinants of household car ownership, using Irish longitudinal data for the period 1995–2001. This was a period of rapid economic and social change in Ireland, with the proportion of households with one or more cars growing from 74.6% to 80.8%. Understanding the determinants of household car ownership, a key determinant of household travel behaviour more generally, is particularly important in the context of current policy developments which seek to encourage more sustainable means of travel. In this paper, we use longitudinal data to estimate dynamic models of household car ownership, controlling for unobserved heterogeneity and state dependence. We find income and previous car ownership to be the strongest determinants of differences in household car ownership, with the effect of permanent income having a stronger and more significant effect on the probability of household car ownership than current income. In addition, income elasticities differ by previous car ownership status, with income elasticities higher for those households with no car in the initial period. Other important influences include household composition (in particular, the presence of young children) and lifecycle effects, which create challenges for policymakers in seeking to change travel behaviour.  相似文献

A field experiment was conducted to investigate the effects of economic disincentives on private car use. Eighty two-adult households who were owners of at least one car were randomly assigned to three experimental groups and one control group. Both experimental and control groups logged their car trips during one week before, one week during, and one week after treatment. The treatment consisted of charging two of the experimental groups approximately 100% of normal cost per kilometer of driving during 2 weeks, and charging the third experimental group this amount per kilometer of driving during 4 weeks. With the purpose of investigating whether deliberate planning increases the effect of economic disincentives, the households in one of the former and in the latter group were asked to fill out a prospective car log for the following week. The control group was not charged or requested to fill out a prospective car log but was in other respects treated in the same way. Analyses of the car logs and odometer readings during and at the end of treatment showed a weak reduction of car use due to the economic disincentives that however were almost completely dependent on planning.  相似文献

The impact of socio-demographic and psychological factors on purchases of new cars is examined. Data were gathered in an online retrospective survey using a sample of 198 Norwegian households who purchased a new car in December 2010. A latent class analysis was performed to identify car type classes followed by a path analysis to investigate the determinants of the purchased car type class and the influence on the purchased car’s level of carbon dioxide emissions. The results revealed that car type class is the strongest determinant of the car’s level of CO2 emissions. Socio-demographic factors have little impact on choice of car type class when psychological factors are controlled for. Intention to purchase an environmentally friendly car has a direct effect on the car’s CO2 emissions.  相似文献

Some existing studies have suggested that a higher level of multimodality—the use of more than one transport mode within a given period of time—may be desirable to achieve societies less dependent on cars. The aim of this study was to investigate the trends in individual multimodality in England. In addition, we explored whether these trends were homogenous, i.e. similar between socio-economic characteristics, and whether changes in multimodality corresponded with changes in car use and the use of other transport modes. Our analyses showed that in contrast to reported trends in existing research, the level of multimodality in England decreased between 1995 and 2015. These trends stratified by income were diverging, which may imply that inequality in transport opportunities may be increasing. In contrast, the trends for age and gender were converging. In addition, we found that the car mode share remained fairly stable and absolute car use decreased since 2004, whilst multimodality decreased. This suggests that there is no necessary relationship between aggregate levels of car use and the average individual level of multimodality. Moreover, our analyses showed that these trends were very similarly independent of which indicator was applied. This indicates that for analysing trends in multimodality, the choice of indicator may not be that important, and indicators that are elementary to calculate and easy to interpret, e.g. number of modes used, highlight trends that are highly consistent with more sophisticated metrics. This paper finishes with a discussion of the implications of these findings.

The causal structure underlying household mobility is examined in this study using a sample obtained from the Dutch National Mobility Panel survey. The results indicate that car ownership is strongly associated with mode use, but that it has no influence on weekly person trip generation by household members. Characteristics of mode use are examined through a causal analysis of changes in car ownership, number of drivers, number of car trips, and number of transit trips. It is shown that observed changes in mode use cannot be adequately explained by assuming that a change in transit use influences car use. The finding suggests that the increase in car use, which is a consequence of increasing car ownership, may not be suppressed by improving public transit.  相似文献

The paper examines various definitions of car availability that have been used in the literature, and compares the results when applied to a common data set. It argues that car availability means different things to different people depending on their licence holding/car owning status. Using in‐depth interview data, the factors determining car allocation and transferability within a household, and subsequently mode choice, are discussed. An attempt is made to draw some general conclusions for research and modelling. This suggests that different approaches are required depending on whether or not there is competition for use of the car within a household. Also that in cases of competition, mode choice is not a two‐stage process depending on car availability and trip characteristics, but a concurrent decision based on both of these factors.  相似文献

The objective of this paper is to present a panel data model of car ownership and mobility. Unobserved heterogeneity is controlled for by including correlated random effects in the equations describing car ownership and mobility. A mass-points approach is adopted to control for unobserved heterogeneity. The results show that decisions concerning the first car in the household are difficult to affect; a large number of households are inclined to keep one car. Second car ownership may be more sensitive to changes in the observed contributing factors. This suggests that in The Netherlands policies aimed at changing second car ownership will be more successful than those aimed at influencing decisions concerning the first car in households. A major part of the correlation between the unobservables in the car ownership and the mobility equations is attributable to random effects. The time-variant errors of the mobility equations are not significantly correlated to car ownership decisions. This implies that mobility can only be influenced to a small extent by policy makers without measures aimed at reducing (second) car ownership.  相似文献

The paper presents a comprehensive investigation on household level commuting mode, car allocation and car ownership level choices of two-worker households in the City of Toronto. A joint econometric model and a household travel survey dataset are used for empirical investigations. Empirical models reveal that significant substitution patterns exist between auto driving and all other mode choices in two-worker households. It is revealed that, female commuters do not prefer auto driving, but in case of a one car (and two commuters with driving licenses) household, a female commuter gets more preference for auto driving option than the male commuter. Reverse commuting (commuting in opposite direction of home to central business district) plays a critical role on household level car allocation choices and in defining the stability of commuting behaviour of two-worker households. Two worker households in higher income zones and with longer commuting distances tend to have higher car ownership levels than others. However, higher transit accessibility to jobs reduces household car ownership levels. The study reveals that both increasing two worker households and reverse commuting would increase dependency on private car for commuting.  相似文献

Over the last 50 years there has been a tenfold increase in the number of cars in Great Britain, rising from 2.6 million vehicles in 1951 to 27 million vehicles in 2001. Over the same period there has been a steady reduction in the proportion of households without access to a car and a steady increase in the proportion of households with two or more cars. If such trends continue, it is likely that there will be increased energy consumption, increased problems with traffic congestion and atmospheric pollution, and reductions to the financial viability of public transport. Given the importance of car ownership to transport and land-use planning and its relationship with energy consumption, the environment and health, it is the objective of this research to develop econometric models of household car ownership and apply the models to generate forecasts across Britain to the year 2031. To achieve this objective, the research develops discrete choice models of the household’s decision to own zero, one, two or three or more vehicles as a function of market saturation, licence holding, household income and structure, household employment, company car provision, and purchase and use costs. The models are validated to data from the 2001 Census and are used to develop a range of forecasts taking into account changes to the socio-demographic characteristics of Britain.  相似文献

Transport demand forecasting procedures have traditionally employed household based modal split models implicitly assuming a selection of mode for each trip based on relative generalised cost. A detailed examination of the trip patterns of a sample of household in West Yorkshire shows that in fact there is little discretionary choice of public transport; public transport trips in car owning households generally being explained in terms of the specific unavailability of the car for such trips. Two versions of a category analysis model for modal split are based on this observation and applied to household data for Glamorgan and Monmouthshire to show that such a procedure is workable and produces results comparing favourably with traditional approaches. The likely implications of three types of restraint policy are examined and it is concluded that the existing interdependence in trip patterns and modal choice within the household is of great significance in determining their effects. In particular it appears that positive attempts to increase vehicle occupancy at the peak are likely to be more favourable to public transport finances than the more negative policies to restrain use of the car for journey to work, or second car ownership.  相似文献
