In many countries, decision-making on proposals for national or regional infrastructure projects in passenger and freight transport includes carrying out a cost–benefit analysis for these projects. Reductions in travel times are usually a key benefit. However, if a project also reduces the variability of travel time, travellers, freight operators and shippers will enjoy additional benefits, the ‘reliability benefits’. Until now, these benefits are usually not included in the cost–benefit analysis. To include reliability of travel or transport time in the cost–benefit analysis of infrastructure projects not only monetary values of reliability, but also reliability forecasting models are needed. As a result of an extensive feasibility study carried out for the German Federal Ministry of Transport, Building and Urban Development this paper aims to provide a literature overview and outcomes of an expert panel on how best to calculate and monetise reliability benefits, synthesised into recommendations for implementing travel time reliability into existing transport models in the short, medium, and long term. The paper focuses on road transport, which has also been the topic for most of the available literature on modelling and valuing transport time reliability.  相似文献

In mode choice decision, travelers consider not only travel time but also reliability of its modes. In this paper, reliability was expressed in terms of standard deviation and maximum delay that were measured based on triangular distribution. In order to estimate value of time and value of reliability, the Multinomial and Nested Logit models were used. The analysis results revealed that reliability is an important factor affecting mode choice decisions. Elasticity is used to estimate the impacts of the different policies and system improvements for water transportation mode. Among these policies, decision maker can assess and select the best alternative by doing the benefit and cost analysis based on a new market share, the value of time, and the value of reliability. Finally, a set of promising policies and system improvement of the water transportation were proposed.  相似文献

The parameters for travel time and travel cost are central in travel demand forecasting models. Since valuation of infrastructure investments requires prediction of travel demand for future evaluation years, inter-temporal variation of the travel time and travel cost parameters is a key issue in forecasting. Using two identical stated choice experiments conducted among Swedish drivers with an interval of 13 years, 1994 and 2007, this paper estimates the inter-temporal variation in travel time and cost parameters (under the assumption that the variance of the error components of the indirect utility function is equal across the two datasets). It is found that the travel time parameter has remained constant over time but that the travel cost parameter has declined in real terms. The trend decline in the cost parameter can be entirely explained by higher average income level in the 2007 sample compared to the 1994 sample. The results support the recommendation to keep the travel time parameter constant over time in forecast models, but to deflate the travel cost parameter with the forecasted income increase among travellers and the relevant income elasticity of the cost parameter. Evidence from this study further suggests that the inter-temporal and the cross-sectional income elasticities of the cost parameter are equal. The average elasticity is found to be ?0.8 to ?0.9 in the present sample of drivers, and the elasticity is found to increase with the real income level, both in the cross-section and over time.  相似文献

Because individuals may misperceive travel time distributions, using the implied reduced form of the scheduling model might fall short of capturing all costs of travel time variability. We reformulate a general scheduling model employing rank-dependent utility theory and derive two special cases as econometric specifications to study these uncaptured costs. It is found that reduced-form expected cost functions still have a mean–variance form when misperception is considered, but the value of travel time variability is higher. We estimate these two models with stated-preference data and calculate the empirical cost of misperception. We find that: (i) travelers are mostly pessimistic and thus tend to choose departure times too early to achieve a minimum cost, (ii) scheduling preferences elicited using a stated-choice method can be relatively biased if probability weighting is not considered, and (iii) the extra cost of misperceiving the travel time distribution might be nontrivial when time is valued differently over the time of day and is substantial for some people.  相似文献

Savings in travel time and more specifically their monetary value typically constitute the main benefit to justify major investment in transport schemes. However, worthwhile use of travel time is an increasingly prominent phenomenon of the digital age. Accordingly, questions are increasingly being asked regarding whether values of time used by countries around the world based on their appraisal approaches are too high. This paper offers the most comprehensive examination of our theoretical and empirical understandings of international appraisal approaches and how they account for worthwhile use of travel time. It combines the economics perspective with wider social science insight and reaches the conclusion that past revolutions in transport that have made longer and quicker journeys possible are now joined by a digital revolution that is reducing the disutility of travel time. This revolution offers potential economic benefit that comes at a fraction of the cost of major investments in transport that are predicated on saving travel time. The paper highlights the challenges faced in both current and indeed potential alternative future appraisal approaches. Such challenges are rooted in the difficulty of measuring time use and productivity with sufficient accuracy and over time to credibly account for how travel time factors into the economic outcomes from social and working practices in the knowledge economy. There is a need for further research to: establish how improvements in the opportunities for and the quality of worthwhile use of travel time impact on the valuation of travel time savings for non-business travel; improve our understanding of how productive use of time impacts on the valuation of time savings for business travellers; and estimate how these factors have impacted on the demand for different modes of travel.  相似文献

Current benefits from travel time savings have only been related to the benefits from reducing mean travel time. Some previous attempts of including variability in the generalised cost function have mainly assumed commuters with fixed arrival time. This paper presents a comprehensive framework for valuing travel time variability that allows for any journey purpose and arrival time constraint. The proposed model is based on the expected utility approach and the mean-standard deviation approach. Stated Preference methods are considered the best technique for providing the data for calibrating the models. The values of time derived from the models are highly influenced by the value of travel time variability and it strongly depends on the probability distribution function travellers are faced with.  相似文献

This paper explores the relationships between three types of measures of the cost of travel time variability: measures based on scheduling preferences and implicit departure time choice, Bernoulli type measures based on a univariate function of travel time, and mean-dispersion measures. We characterise measures that are both scheduling measures and mean-dispersion measures and measures that are both Bernoulli and mean-dispersion. There are no measures that are both scheduling and Bernoulli. We consider the impact of requiring that measures are additive or homogeneous, proving also a new strong result on the utility rates in an additive scheduling measure. In the expressway network, detectors are installed on the links for detecting the travel time information while the predicted travel time can be provided by the route guidance system (RGS). The speed detector density can be determined to influence flow distributions in such a way that the precision of the travel time information and the social cost of the speed detectors are optimized, provided that each driver chooses the minimum perceived travel time path in response to the predicted travel time information. In this paper, a bilevel programming model is proposed for the network with travel time information provided by the RGS. The lower-level problem is a probit-based traffic assignment model, while the upper-level problem is to determine the speed detector density that minimizes the measured travel time error variance as well as the social cost of the speed detectors. The sensitivity analysis based algorithm is proposed for the bilevel programming problem. Numerical examples are provided to illustrate the applications of the proposed model and of the solution algorithm.  相似文献

Travel time reliability is considered to be one of the key indicators for the performance of transport systems and is measured in various ways. This paper synthesizes both reliability concepts: traffic breakdown, the indicator of the instability of travel times, is treated as the risk, whereas travel time variability, the indicator of the uncertainty of travel times, is considered as the consequence of this risk. An analytical formula, using risk assessment technique, explicitly expresses the cost of travel time unreliability as the sum of the products of the consequences (i.e. variability) and the corresponding probabilities of breakdown. It provides a novel measure of travel time reliability and is applicable in network performance evaluations. An empirical example based on a large dataset of freeway traffic flow data from loop detectors shows that the developed travel time reliability measure is both intuitively logical and consistent.  相似文献

This paper theoretically examines whether and how the value of travel time savings changes with the travel and individual socio-economic environments. A time allocation model for the general case of travel behavior is proposed following a review of basic theories of the value of time. Under some general assumptions, changes of value of travel time savings with travel time, travel cost, wage rate, and work time are examined by the comparative static analysis. Differences between the variation of the value of travel time savings and value of time as a resource are also discussed. The results provide the variation mechanisms of the value of time and verify some of the results of empirical studies.  相似文献

Travellers can benefit from the availability of point‐to‐point driving time estimates on a real time basis for making travel decisions such as route choice at strategic locations (e.g. junctions of major routes). This paper reports a predictive travel time methodology that features a Bayesian approach to fusing and updating information for use in advanced traveller information system. The methodology addresses the issue that data captured in real time on travel conditions becomes obsolete and has archival value only unless it is used as an input to a predictive travel time method for updating the information. The need for fusing real time data with other factors that influence travel time is defined and the concept of predictive travel time is discussed. The methodological framework and its components are advanced and an example application is provided for illustrating the fusion of data captured by infrastructure‐based and mobile technology with model‐based predictions in order to produce expected travel times. Using a range of nonparametric methods, the paper examines the specification of a model to evaluate the willingness-to-pay (WTP) for travel time changes from binomial choice data from a simple time–cost trading experiment. The analysis favours a model with random WTP as the only source of randomness over a model with fixed WTP which is linear in time and cost and has an additive random error term. Results further indicate that the distribution of log WTP can be described as a sum of a linear index fixing the location of the log WTP distribution and an independent random variable representing unobserved heterogeneity. This formulation is useful for parametric modelling. The index indicates that the WTP varies systematically with income and other individual characteristics. The WTP varies also with the time difference presented in the experiment which is in contradiction of standard utility theory.  相似文献

After the widespread deployment of Advanced Traveler Information Systems, there exists an increasing concern about their profitability. The costs of such systems are clear, but the quantification of the benefits still generates debate. This paper analyzes the value of highway travel time information systems. This is achieved by modeling the departure time selection and route choice with and without the guidance of an information system. The behavioral model supporting these choices is grounded on the expected utility theory, where drivers try to maximize the expected value of their perceived utility. The value of information is derived from the reduction of the unreliability costs as a consequence of the wiser decisions made with information. This includes the reduction of travel times, scheduling costs and stress. This modeling approach allows assessing the effects of the precision of the information system in the value of the information.Different scenarios are simulated in a generic but realistic context, using empirical data measured on a highway corridor accessing the city of Barcelona, Spain. Results show that travel time information only has a significant value in three situations: (1) when there is an important scheduled activity at the destination (e.g. morning commute trips), (2) in case of total uncertainty about the conditions of the trip (e.g. sporadic trips), and (3) when more than one route is possible. Information systems with very high precision do not produce better results. However, an acceptable level of precision is completely required, as information systems with very poor precision may even be detrimental. The paper also highlights the difference between the user value and the social value of the information. The value of the information may not benefit only the user. For instance, massive dissemination of travel time information contributes to the reduction of day-to-day travel time variance. This favors all drivers, even those without information. In these situations travel time information has the property that its social benefits exceed private benefits (i.e. information has positive externalities). Of course, drivers are only willing to cover costs equal or smaller than their private benefits, which in turn may justify subsidies for information provision.  相似文献

This paper considers the value of travel time variability under scheduling preferences that are defined in terms of linearly time varying utility rates associated with being at the origin and at the destination. The main result is a simple expression for the value of travel time variability that does not depend on the shape of the travel time distribution. The related measure of travel time variability is the variance of travel time. These conclusions apply equally to travellers who can freely choose departure time and to travellers who use a scheduled service with fixed headway. Depending on parameters, travellers may be risk averse or risk seeking and the value of travel time may increase or decrease in the mean travel time.  相似文献

Travel time, travel time reliability and monetary cost have been empirically identified as the most important criteria influencing route choice behaviour. We concentrate on travel time and travel time reliability and review two prominent user equilibrium models incorporating these two factors. We discuss some shortcomings of these models and propose alternative bi-objective user equilibrium models that overcome the shortcomings. Finally, based on the observation that both models use standard deviation of travel time within their measure of travel time reliability, we propose a general travel time reliability bi-objective user equilibrium model. We prove that this model encompasses those discussed previously and hence forms a general framework for the study of reliability related user equilibrium. We demonstrate and validate our concepts on a small three-link example.  相似文献

Effective prediction of travel times is central to many advanced traveler information and transportation management systems. In this paper we propose a method to predict freeway travel times using a linear model in which the coefficients vary as smooth functions of the departure time. The method is straightforward to implement, computationally efficient and applicable to widely available freeway sensor data.We demonstrate the effectiveness of the proposed method by applying the method to two real-life loop detector data sets. The first data set––on I-880––is relatively small in scale, but very high in quality, containing information from probe vehicles and double loop detectors. On this data set the prediction error ranges from 5% for a trip leaving immediately to 10% for a trip leaving 30 min or more in the future. Having obtained encouraging results from the small data set, we move on to apply the method to a data set on a much larger spatial scale, from Caltrans District 12 in Los Angeles. On this data set, our errors range from about 8% at zero lag to 13% at a time lag of 30 min or more. We also investigate several extensions to the original method in the context of this larger data set.  相似文献

The corresponding value of travel time variability is a constant that depends only on preference parameters. The measure is unique in being additive with respect to independent parts of a trip. In a model commonly used in dynamic traffic assignment the link travel time for a vehicle entering a link at time t is taken as a function of the number of vehicles on the link at time t. In an alternative recently introduced model, the travel time for a vehicle entering a link at time t is taken as a function of an estimate of the flow in the immediate neighbourhood of the vehicle, averaged over the time the vehicle is traversing the link. Here we compare the solutions obtained from these two models when applied to various inflow profiles. We also divide the link into segments, apply each model sequentially to the segments and again compare the results. As the number of segments is increased, the discretisation refined to the continuous limit, the solutions from the two models converge to the same solution, which is the solution of the Lighthill, Whitham, Richards (LWR) model for traffic flow. We illustrate the results for different travel time functions and patterns of inflows to the link. In the numerical examples the solutions from the second of the two models are closer to the limit solutions. We also show that the models converge even when the link segments are not homogeneous, and introduce a correction scheme in the second model to compensate for an approximation error, hence improving the approximation to the LWR model.  相似文献

A negative effect of congestion that tends to be overlooked is travel time uncertainty. Travel time uncertainty causes scheduling costs due to early or late arrival. The negative effects of travel time uncertainty can be reduced by providing travellers with travel time information, which improves their estimate of the expected travel time, thereby reducing scheduling costs. In order to assess the negative effects of uncertainty and the benefits of travel time information, this paper proposes a conceptual model of departure time choice under travel time uncertainty and information. The model is based on expected utility theory, and includes the variation in travel time, the quality of travel time information and travellers’ perception of the travel time. The model is illustrated by an application to the case of the A2 motorway between Beesd and Utrecht in the Netherlands.  相似文献
