On the convergence of the algorithm for bilevel programming problems by Clegg and Smith

In Clegg and Smith [Transportation Research B 35 (2001) 71–82] and Battye et al. [in: M. Patriksson, M. Labbe (Eds.), Transportation Planning – State of the Art, Proceedings of the 6th Meeting of the EURO Working Group on Transportation, Gothenburg, Sweden, September 9–11, 1998, Kluwer Academic Publishers, Dordrecht], Smith and colleagues present an algorithm for solving the bilevel programming problem. We show that the points reached by the algorithm are not stationary points of bilevel programs in general. We further show that, with a minor modification, this method can be expressed as an inexact penalty method for gap function-constrained bilevel programs.

Peak period tolls: Precepts and prospects

This article presents the economic rationale for road pricing and provides some scale on the magnitude of peak period tolls that might be justified. It discusses the impacts of such tolls on congestion, air quality and economic development and suggests a long term strategy towards areawide implementation of peak period pricing. It discusses current trends which are increasing the likelihood for implementation of congestion pricing and toll roads in the future. Deploying the advanced public transportation systems (APTS) technologies in Los Angeles: A summary and analysis

This paper first introduces the key players involved in the deployment of Intelligent Transportation Systems (ITS) technologies in the Los Angeles metropolitan area. The paper then reports the local deployment status of major Advanced Public Transportation Systems (APTS) projects, with a particular emphasis placed on the burgeoning Los Angeles Smart Shuttle Demonstration Project. In addition, the paper analyzes some technical, political, financial and other issues centering around the deployment of APTS technologies in the Los Angeles metropolitan area.     

Connections: Bringing Florida together

During the summer of 1994 the Florida Department of Transportation hit the road seeking ideas and opinions from the state's citizens, businesses and visitors for developing a plan for Florida's future transportation system. Making a break from the past, the department decided to forego long-winded speeches, draft plans and maps too small to read in favor of more innovative approaches to public involvement. This paper details the development and implementation of the 2020 Florida Transportation Plan public outreach program, continued public involvement efforts and the lessons learned.     

Intelligent agents in traffic and transportation

Transportation Research, Part C is a forum designed to serve as a focus for new efforts and achievements in traffic research. While its past issues have been a fertile ground for new scientific concepts and paradigms it is the appropriate international scientific platform to recognize the importance of agent technologies for the traffic research community. Thus I am very glad to follow Leighton Chipperfield’s (Social Science Department of Elsevier Science, Oxford, UK) invitation to be the guest editor for this special issue of Transportation Research, Part C.     

Policy innovations of the US intermodal surface transportation efficiency act and clean air act amendments

In combination, the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Clean Air Act Amendments of 1990 (CAAA) are innovative and aggressive efforts to move US cities toward integrated transportation and air quality planning. Under these complementary laws, air quality has become a major national transportation goal. In areas with serious air pollution, air quality will be a major consideration in determining the future shape of urban transportation.This paper considers how the CAAA and ISTEA combine to provide an innovative national policy approach of interest to countries seeking to encourage sustainable development in urban centers. The CAAA mandates measurable and enforceable air quality targets. Nation-wide standards are set for acceptable levels of carbon monoxide, ground level ozone, and small particulates. ISTEA includes directions for transportation planners and decision-makers to follow to reach air quality and other goals — transportation planning must emphasize system efficiency, and for cities with severe air pollution, transportation projects are expected to contribute to cleaner air. Each urban area has flexibility in how it applies this framework to reflect its priorities and solve its problems. Strict federal sanctions provide incentives for compliance with both laws.Enactment of these laws has produced a period of transition and uncertainty as well as of challenge and opportunity for planners and elected officials. 基于vissim的潮汐车道可行性的量化分析

为了缓解职住分离带来的潮汐式的交通拥堵,本文首先分析阐述了潮汐车道应用与发展情况,通过其在一二线城市应用的成功经验,论证了其在三四线城市应用的必要性。以昭君路为例,对其进行实地交通调查,提出了应用于昭君路的潮汐车道设置方案,基于vissim对其进行路段仿真,选取平均每车延误和平均排队长度为评价指标,以仿真结果对其进行可行性的量化分析,由此论证了潮汐车道的可行性。

基于边界分配法和遗传算法的车辆配送方案研究

本文以玉树州市结古镇物流配送中心车辆配送方案为研究对象,分析了结古镇当前物流配送现状,利用TransCAD软件分析当前物流配送网络,采用边界分配法对配送区域进行合理划分,使区域内网点相对集中;在划分后的配送区域内,使用启发式算法对车辆调度数量进行优化计算,合理配置配送车辆及配送路线,减少配送车辆总行驶里程,降低物流配送成本,提高车辆运载效率和配送系统效率,提高了物流公司竞争力。
