Road-pricing theory asserts that the optimal speed of a road network is that where vehicles pay the marginal social cost of their journey, rather than an average private cost if no price is imposed. This paper aims to show that this is misconceived. In big congested cities, the running speed of the road network is set by the direct journey speed achieved on the appropriate mass-transit network, both within and to the city centre. After dividing by the appropriate route factors to convert running speed to direct speed and allowing for access to convert kerb-to-kerb to door-to-door speed, the average direct journey speeds by car are identical to those on the mass-transit system for equivalent journeys when there is suppressed demand for car travel. Road pricing should thus be seen, not as a tool for increasing road speeds, which it cannot do whilst sufficient suppressed demand exists, but as a tool for estimating the socially desirable demand level on the roads as opposed to on the mass-transit systems. Road speeds in big, congested cities can only be increased by increasing the direct speeds of the mass-transit systems. Methods of achieving such increases are discussed.  相似文献

This chapter discusses the potential for co-ordinating developments in Road Transport Informatics (RTI) in what could otherwise be a number of fragmented approaches, in order to approach what the DRIVE programme calls the Integrated Road Transport Environment (IRTE). The discussion is presented with particular reference to European developments such as the PROMETHEUS and DRIVE research programmes, but is intended to encompass possible progress towards worldwide standardisation.The role of consensus formation in Europe in the DRIVE projects SECFO and TARDIS is described. The importance of dynamic route guidance and of automatic debiting systems are highlighted in identifying the likely impetus towards the implementation of RTI systems. Finally, some outstanding issues are presented briefly, and the possible emergence of international standards leading to compatible systems worldwide is discussed.  相似文献

Fifty years ago, Reuben Smeed chaired a study and produced a Report on the Economic and Technical Possibilities of Road Pricing. This report was to consider different methods of charging, including road pricing, to see if different pricing methods could reduce the problems associated with congestion as opposed to the traditional methods in place such as fuel tax. Since that time, various attempts have been made to introduce road pricing schemes but with only modest success so far. By contrast parking policies, a second-best alternative to road pricing, have been extensively used by local authorities as a means of managing congestion. The effectiveness of such policies, however, has been limited by an increase in the proportion of privately owned non-residential parking which is not under the control of local authorities. The aim of this paper is to present the results of an early-stage, post-implementation study of the Nottingham Workplace Parking Levy (WPL) – a measure that charges employers for the number of parking spaces they provide for their staff. Particular emphasis is placed on why a WPL was seen as being favourable compared to a road pricing alternative. The reason for this was that it could be introduced in a shorter time frame and at a lower cost, thus making it a lower risk option when compared with road pricing.  相似文献

Over the past two decades, the number of bicycle trips in the United States has doubled. Since 48% of trips by all modes in American cities are shorter than three miles, the potential for further growth in bicycling seems enormous. So far, efforts to promote bicycling have focused on building bike paths and bike lanes. Although necessary, separate cycling facilities must be complemented by a comprehensive program to make all roads bikeable, through both physical adaptations and enforcement of cyclists' right to use the road. It seems likely that cycling will continue to grow in North America, but that its mode share will remain far lower than levels in northern Europe. Bicycling in Canada and especially the United States is impeded by the lack of a tradition of cycling for utilitarian purposes and by the marginal legal, cultural and infrastructure status of cyclists in both countries' automobile-based transport systems. As long as car use remains cheap and transportation policy remains dominated by motoring, bicycles will continue to be used primarily for recreation and not for daily urban travel in North America.  相似文献

This contribution presents theoretical considerations concerning the connections between life situation, lifestyle, choice of residential location and travel behaviour, as well as empirical results of structural equation models. The analyses are based on data resulting from a survey in seven study areas in the region of Cologne. The results indicate that lifestyles influence mode choice, although slightly, even when life situation is controlled for. The influence of life situation on mode choice exceeds the influence of lifestyle. The influence that lifestyle, and in part also life situation, has on mode choice is primarily mediated by specific location attitudes and location decisions that influence mode choice, respectively. Here objective spatial conditions as well as subjective location attitudes are important.

This study provides a better understand the mechanism underlying the built environment-behavior connection by systematically exploring the relationships between the objective (actual) environment and people’s perceptions of the environment, and their relative effects on travel behavior using the Stimuli-Organism-Response framework. Based on data for the Twin Cities, this study explores (1) How do perceptions mediate the effects of the objective environment on travel behavior? (2) How do travel attitudes influence the effects of perceptions on travel behavior? Among the eight empirical models tested here, six are consistent with the framework: objective built environment affects travel behavior through its influence on perceptions. Moreover, the framework fits walking and bicycling behavior better than transit and driving behavior. Furthermore, travel attitudes greatly moderate the influences of perceptions on travel behavior.

This paper analyzes the complex interdependencies between residential relocation and daily travel behavior by focusing on modal change. To help explain changes in daily travel patterns after a long distance move between cities the concept of urban mobility cultures is introduced. This comprehensive approach integrates objective and subjective elements of urban mobility, such as urban form and socio-economics on the one hand, and lifestyle orientations and mode preferences on the other, within one socio-technical framework. Empirically, the study is based on a survey conducted among people who recently moved between the German cities Bremen, Hamburg and the Ruhr area. Bivariate analyses and linear multiple regression models are applied to analyze changes in car, rail-based and bicycle travel. This is done by integrating variables that account for urban mobility cultures and controlling for urban form, residential preferences and socio-demographics. A central finding of this study is, that changes in the use of the car and rail-based travel are much more dependent on local scale, such as neighborhood type and residential preferences, whereas cycling is more affected by city-wide attributes, which we addressed as mobility culture elements.  相似文献

The publicly-owned German Federal Railway Corporation (DB) is technically very proficient but economically very inefficient. The financial burden that is revenue shortfall has imposed on the State has become nearly intolerable. There are external and internal reasons for the DB's financial problems. External factors include: competition from other modes, changes in demand for bulk goods, and a shift in national traffic flows from east-west to north-south. Internal causes are: low productivity growth, confused regulations about reimbursing costs for public service burdens and lack of freedom for management to pursue cost-lowering measures. The article describes four different periods of policy aimed at consolidating and modernizing the German Rail System. The latest set of proposals for a financial cure involve a transfer of the track and infrastructure to direct government responsibility and putting transport operations into a for-profit corporation. The debate still continues over precise details of a proposed remedy but the political interests involved will likely prevent a novel or clear-cut solution.  相似文献

Public bicycle-sharing programs (PBSP) are short-term bicycle hire systems. In recent years their popularity has soared. This study examined Brisbane’s CityCycle scheme, the largest PBSP in Australia, and investigated the role of (natural and built) environmental features on usage. The study addressed four research questions: (1) What are the dynamics of PBSP use in terms of travel time, speed, and distance? (2) What is the relationship between PBSP participation and cycling infrastructure? (3) How does land-use affect PBSP usage? (4) How does topography affect PBSP usage? To answer these four questions, the authors analysed large existing datasets on CityCycle usage, land-use, topography, and cycling infrastructure, which were each obtained through multiple sources. Correlation and regression analysis were employed to establish significant relationships amongst variables. It was found that: most users take short trips within the free initial period provided under the CityCycle scheme and do not incur any charges other than for membership; PBSP use is strongly correlated with the length of off-road bikeways near each CityCycle station; CityCycle is more frequently used on weekends for recreational purposes; loop journeys, which are also associated with leisure trips, are popular in Brisbane, especially on weekends; leisure trips are taken at a relatively slower pace than utilitarian trips; during weekdays, a trimodal peak is clearly evident, with PBSP commute trips in the morning and evening peaks and a smaller but significant peak around lunchtime; and users avoid returning CityCycle bicycles to stations located on hilltops. These findings can collectively enhance both the siting and design of PBSP, thereby optimizing investments in sustainable mobility.  相似文献

To achieve transport cost reductions and to reduce the environmental impact of road transport, different European countries are allowing or testing longer and heavier vehicles on their road network. In Belgium, the Flanders region started a trial in 2015 allowing a limited number of longer and heavier vehicles on a selection of approved routes. A concern among intermodal operators is however that an allowance of longer and heavier vehicles could trigger a reverse modal shift away from rail and inland waterways container transport. Starting from experiences in other European countries, this paper discusses the potential spatial impact of allowing longer and heavier vehicles on the market areas of intermodal transhipment terminals using a geographic information systems-based location analysis model. In a second step, external transport costs are incorporated in this model, to quantify the spatially diversified societal costs of a potential reverse modal shift.  相似文献

The hypothesis of this paper is that some features of the built environment, particularly those concerned with the accessibility of the street network, could be associated with the proportion of pedestrians on all trips (modal split) found in different parts of a city. Quantitative analysis (bi-variate correlation and a multiple regression model) was used to establish the association between variables. The study area covered a substantial part of the metropolitan area in Madrid, Spain. Results showed a consistent influence of five particular indexes in the multi-variate model. Not surprisingly for this kind of research, four of them described density and mix of land uses. But perhaps more interestingly, the first one was a measure of the accessibility of the public space network, a less prominent variable in literature to date. This variable is called herein configurational accessibility, calculated using Space Syntax, an urban morphology theory. The relevance of configurational accessibility is probably related to its surprising ability to synthesize global and perceived properties of street networks at the same time. The findings introduce the idea that the configuration of the urban grid can influence the proportion of pedestrians (as a part of total trips in any transport mode) who choose to walk on single-journey trips. The discussion links with the current debate about walkability indexes and the need of empirical support for the chosen variables and also with transport planning. Because the relevance of the street network’s role is not so easy to grasp, inputs from configurational theory and the pedestrian potential underlying this fact are also discussed at the end of the paper.  相似文献

Transportation and land use research of the past decade has focused in large part on the question of whether manipulating land uses in the direction of smart growth alternatives can reduce vehicle miles traveled (VMT) or otherwise improve travel behavior. Yet the notion of manipulating land uses implies that the alternative is somehow self-organized or market-based. This view appears to underestimate the extent to which current planning interventions in the United States – largely focused on lowering development densities, mandating ample road and parking designs, and separating land uses – impose an auto-oriented template on most new development. Rather than a market failure, the paucity of smart growth alternatives may be a planning failure – the result of municipal regulatory exclusion. This problem definition would shift the burden of proof for policy reform, as uncertainty in travel-behavior benefits would hardly justify the continuation of exclusionary regulations. If municipal regulations in fact constrain alternatives to low-density, auto-oriented development, one would expect developers to perceive unsatisfied market interest in such development. This article studies, through a national survey (676 respondents), US developers' perceptions of the market for pedestrian-and transit-oriented development forms. Overall, respondents perceive considerable market interest in alternative development forms, but believe that there is inadequate supply of such alternatives relative to market demand. Developer-respondents attribute this gap between supply and demand principally to local government regulation. When asked how the relaxation of these regulations would affect their product, majorities of developers indicated that such liberalization would lead them to develop in a denser and more mixed-use fashion, particularly in close-in suburban locales. Results are interpreted in favor land-policy reform based on the expansion of choice in transportation and land use. This view contrasts with a more prevalent approach which conditions policy interventions on scientific evidence of travel-behavior modification.  相似文献

This paper examines the impact of personal and environmental characteristics on severity of injuries sustained in pedestrian–vehicle crashes using a generalized ordered probit model. The data covers 2000–2004 of pedestrian–vehicle crashes taken from police incident reports for Baltimore City and supplemented with local land use, urban form and transportation information specific to the individual crash locations. The results on personal and behavioral variables confirm previous findings. Women pedestrians involved in crashes tend to be injured less frequently than their male counterparts; children have an increased likelihood of sustaining injuries and older persons are more likely to be fatally injured. Pedestrians who cross against the traffic signal, are not in a crosswalk and are involved in a crash after dark are associated with greater injury risk. Of the built environment policy variables of interest, transit access and greater pedestrian connectivity, such as central city areas, are significant and negatively associated with injury severity. These results suggest that the environmental conditions should be given more scrutiny and be an important consideration when evaluating and planning for pedestrian safety.  相似文献

In Hong Kong the high cost of land reclamation servicing has made it necessary to plan land use through zoning commercial and industrial activity and by adopting very high densities for residential accommodation. Traffic has concentrated along particular corridors where its volume now exceeds road capacity. The imperative development of an urban rail system has affected the economic stability of most public transport. Simultaneously, private motoring has increased so rapidly that fiscal restraints have been imposed, generating a serious proposal for electronic road pricing. The future growth of links with China will end Hong Kong's relative isolation and present new transport planning challenges.  相似文献

This paper questions some aspects of the technical soundness and public acceptability of environmental traffic management scheme of the kind advocated in the Buchanan report, Traffic in Towns. Practical studies have shown that in inner city areas in particular, and perhaps older built-up areas in general, the concept cannot be adequately defended against a wealth of variety of criticism from those whom it most directly affects, i.e. the public. Participation exercises have revealed public fears that the road closures associated with schemes will ruin the viability of local shops, worsen the environmental conditions along local roads chosen as distributors, cause even greater congestion on the main road network due to displaced traffic, and impede the accessibility of local people to their homes. In the light of these, it is suggested a flexible policy be adopted incorporating changes to the forms of vehicles and the manner in which they are used as well as changes to the physical form of the road network.The opinions expressed in this paper do not necessarily reflect those of the organisations to which the authors are attached.  相似文献

In this paper, we used the 10-wave Puget Sound Panel Dataset to investigate the response lag of a significant change in discretionary time use. In particular, we want to quantify the relative magnitude of the following factors: the built environment, family and social obligations, temporal constraints, or a psychological delay factor (people delay a behavioral change until the next life shock). To answer this question, we developed a survival model to treat (1) left-censoring, (2) partial observation, and (3) multi-type exits. The results suggest that family and social obligations, as well as temporal constraints, appear to play a more important role than the built environment. Support for the psychological delay factor is not evident. We also found that the probability of having a significant change in discretionary time use is negatively related to time progression, supporting the human adaptivity hypothesis.

ABSTRACT

This paper looks at the economics of ridesourcing (or app-based ride-hailing) with a particular focus on the US. It brings together the rather dispersed literature on the subject focusing on the economic characteristics of the underlying industry and sets this within the broader context of transportation economics. In particular, it sorts out the realities of ridesourcing from some of myths that were perpetrated in its early days and, in many cases, still persist. It considers some of the empirical evidence that has emerged regarding the key parameters that determine the way Uber and the like operate, and the welfare implications of this, together with comments on some of the regulatory reactions to the new transportation platform. It concludes by suggesting some ways in which recent developments in economic could move forward our understanding of the industry as technologies and markets change.  相似文献

Global warming, increasing traffic congestion, diminishing resources and declining health levels have led to the introduction of several policies aimed at deterring car-usage. However many such policies have not only often failed to achieve their objective, they also risk jeopardising the retail sector. To help understand why, this study measures the importance shoppers assign to car convenience, their perceptions of shopping malls and shopping strips (also referred to as Main Street or the High Street) in relation to it, and then compares them in their actual provision of it. To achieve these objectives, the study utilised a consumer household survey and a retail audit. The results of the study indicate that consumers regard car convenience as an important determinant of where they choose to shop, and perceive malls as a superior source of it. Moreover, with the sole exception of being able to park close to desired stores, malls offer car-borne shoppers more convenient access and parking. The findings suggest that any strategy designed to deter car usage should be designed to impact equally on both mall shopping and strip shopping, or risk tipping the balance even further in favour of the mall.  相似文献

This paper analyzes empirically measured values of Travel Liking––how much individuals like to travel, in various overall, mode-, and purpose-based categories. The study addresses two questions: what types of people enjoy travel, and under what circumstances is travel enjoyed? We first review and augment some previously hypothesized reasons why individuals may enjoy travel. Then, using data from 1358 commuting residents of three San Francisco Bay Area neighborhoods, a total of 13 ordinary least-squares linear regression models are presented: eight models of short-distance Travel Liking and five models of long-distance Travel Liking. The results indicate that travelers’ attitudes and personality (representing motivations) are more important determinants of Travel Liking than objective travel amounts. For example, while those who commute long distances do tend to dislike commute travel (as expected), the variables entering the models that hold the most importance relate to the personality and attitudes of the traveler. Most of the hypothesized reasons for liking travel are empirically supported here.  相似文献
