基于对港口建设总体需求和运营灵活性考虑,从评价步骤和建立评价指标体系的原则入手,建立港口平面布置技术评价指标体系。对港口平面布置方案采用层次分析法确定评价指标权重,并结合模糊综合评判法实现综合技术评价。以北方某港规划平面布置方案的技术评价为例,对该评价指标和评价方法的可靠性、科学性和实用性等进行验证。 相似文献

游艇驿站的前期选址工作直接影响到后期驿站的运营安全、经济效益、服务质量等方面,需要采用科学的方法进行评估和决策。综合考虑影响游艇驿站选址的相关约束条件,建立游艇驿站选址规划评估指标体系,提出基于层次分析法-云重心理论组合的游艇驿站选址规划评估方法,对各评估指标进行处理并建立相应的云模型,应用加权偏离度来评判游艇驿站地址偏离理想状态的程度,并输入评测云发生器给出评估结果,据此对备选站址优劣进行排序,最终确定最佳站址。以某地区4个备选游艇驿站站址为例进行计算可知:该方法能够较全面地考虑游艇驿站选址的相关因素,综合处理定量指标和定性指标,从而确定游艇驿站的最优建设地址,为游艇驿站选址规划提供科学依据。 相似文献

The world trend in ship automation is to integrate the monitoring, intelligent control and systematic management of the instruments and equipments both on bridge and in engine room. The paper presents a design scheme of the ship integrated monitoring and operating system based on two layers distributed and redundant computer network. The lower layer network is the field bus network connected mainly by CAN bus; the upper one is the PC local network in TCP/IP protocol, which consisted of a database server, monitoring and operating computers, industrial computers and a set of switches. Distributed schemes are fully applied to both software and hardware. This paper specifically describes the composition, software distribution and redundant technology of the upper local network and gives some important sample codes for the implement of the redundant and distributed design. To achieve the desired outcomes of ecosystem-based or integrated coastal management, paradigm shifts must occur in all stages of the policy process. This article focuses on the evaluative stage following policy implementation, specifically on the use of coastal ecosystem condition indicators. A review of the recent literature suggests that coastal ecosystem condition indicators with too broad a scale or too narrow a scope lose utility and applicability. An analysis of these problems of scale and scope reveals that the process through which an index is designed and selected can hinder or heighten its validity. Local and diverse stakeholder input can help to ameliorate weaknesses, increasing the evaluative validity of coastal ecosystem condition indicators. 相似文献

The major characteristics of ERP (Enterprise Resource Planning) are an enterprise-wide system that covers all the business functions and information resources, integrated database, built-in best industry practice, packaged software and open architecture. ERP enables reduction of system development time, flexibility, standardization of workflow and effective business planning capability. ERP is mainly for the manufacturing industry. However, the principles of ERP can also be applied to container terminal operating systems. This paper presents an ERP system approach for a container terminal. It has clustered the workflow of a container terminal and analysed the business process to generate the best workflows. The integrated database is designed to eliminate redundancy and keep integration. The core of ERP for container terminal is the planning facility such as berth planning and yard planning. The planning capability is very tightly coupled with data flow from client entities such as shipping companies. The ERP can handle the existing problems of container terminal operation that are mainly caused by lack of integration of a whole information resource in a container terminal, ad-hoc and poor planning capability, disconnected and incorrect data from client companies.
