Airport decision makers are frequently facing complex decision-making problems related to airport planning, design, and operations. The airport decision-making process is further perplexed by the large number of stakeholders having different, and sometimes conflicting, objectives regarding the assessment of the airport performance. Despite the rich experience in both models and tools for airport performance analysis, existing models and tools address only fragmented parts of the airport decision-making process. At present, airport stakeholders lack models and tools able to provide an integrated view of the total airport processes and analyze the tradeoffs between the various measures of airport effectiveness. The objective of this paper is threefold: (i) to introduce the concept of total airport performance analysis, (ii) to describe the development of a Decision Support System capable of performing integrated airport analysis, and (iii) to demonstrate the capabilities of this Decision Support System by analyzing a real-world airport planning case of the Athens International Airport.  相似文献

Decision making for airport terminal planning, design and operations is a challenging task, since it should consider significant trade-offs regarding alternative operational policies and physical terminal layout concepts. Existing models and tools for airport terminal analysis and performance assessment are too specific (i.e., models of specific airports) or general simulation platforms that require substantial airport modelling effort. In addition, they are either too detailed (i.e., microscopic) or too aggregate (i.e., macroscopic), affecting, respectively, the flexibility of the model to adapt to any airport and the level of accuracy of the results obtained. Therefore, there is a need for a generic decision support tool that will incorporate sufficient level of detail for assessing airport terminal performance. To bridge this gap, a mesoscopic model for airport terminal performance analysis has been developed, that strikes a balance between flexibility and realistic results, adopting a system dynamics approach. The proposed model has a modular architecture and interface, enabling quick and easy model building and providing the capability of being adaptable to the configuration and operational characteristics of a wide spectrum of airport terminals in a user-friendly manner. The capabilities of the proposed model have been demonstrated through the analysis of the Athens International Airport terminal.  相似文献

China’s Dalian International Airport is taken to compare the aircraft noise pollution and the cost-risk effects of the expanded an existing inland and a proposed offshore airport. The findings show that the aircraft noise pollution of the offshore airport is much less than that of the expanded inland airport; the land-use cost, noise reduction charges and other risks of the offshore airport are also much less; the creation of the offshore airport may be more favorable to the city’s development.  相似文献

Aircraft noise has been regarded as one of the major environmental issues related to air transport. Many airports have introduced a variety of measures to reduce its impact. Several air traffic assignment strategies have been proposed in order to allocate noise more wisely. Even though each decision regarding the assignment of aircraft to routes should consider population exposure to noise, none of the air traffic assignment strategies has addressed daily migrations of population and number of people exposed to noise. The aim of this research is to develop a mathematical model and a heuristic algorithm that could assign aircraft to departure and arrival routes so that number of people exposed to noise is as low as possible, taking into account temporal and spatial variations in population in an airport’s vicinity. The approach was demonstrated on Belgrade airport to show the benefits of the proposed model. Numerical example showed that population exposure to noise could be reduced significantly by applying the proposed air traffic assignment model. As a consequence of the proposed air traffic assignment, overall fuel consumption increased by less than 1%.  相似文献

The airport planning and decision making process exhibits various trade‐offs and complications due to the large number of stakeholders having different, and sometimes conflicting, objectives regarding the assessment of airport performance. As a result, the airport performance assessment necessitates the use of advanced modelling capabilities and decision support systems or tools in order to capture the multifaceted aspects, interests and measures of airport performance like capacity, delays, safety, security, noise and cost‐effectiveness. Presently, airport decision makers lack decision support tools able to provide an integrated view of total airport (both airside and landside) operations and analyse at a reasonable effort and decision‐oriented manner the various trade‐offs involved among different airport performance measures. The objective of this paper is twofold: (i) to describe the decision‐oriented modelling framework and development process of a decision support system for total airport operations management and planning, and (ii) to demonstrate the decision support capabilities and basic modelling functionalities of the proposed system. The implementation of transport infrastructure plans often has significant impacts on landscapes, especially where new roads and railroads are built. Key decisions regarding the building of new transport infrastructures are often made on a strategic level, where the long-term development of a region is determined, and before the infrastructure project actually begins. In this paper we build on previous advances in Strategic Environmental Assessment theory by linking the process-related issues of the integration of these assessments in general to landscape issues in particular; we use a multiple case study of Swedish transport planning.Results of this study indicate that the particular planning processes we looked at failed to carry out strategic landscape assessments and integrate landscape assessments in the planning process. We conclude that this can be explained by the flawed procedure of assessing landscape, the unhelpful structuring of SEA reports and by process-related issues. The idea of applying a holistic understanding of landscape, in line with the ELC, was notably absent from the studied cases. The lack of consideration of landscape as a whole can be attributed to poor use of dissipated and fragmented knowledge about landscapes as well as weaknesses in the assessment procedure. Our results indicate that the traditions of EIA are still prevalent in the practice of SEA, despite the fact that SEA theory has moved away from EIA-based methodology to become a tool for integrating environmental concerns into decision-making and for paying close attention to strategic decision processes.  相似文献

The increasing trend of charging for aircraft noise nuisance to encourage the sustainable development of the air transport industry has resulted in a need to evaluate the real social costs of such externalities for the formulation of effective charge mechanisms. After comparing the current charge mechanisms at world airports as well as reviewing existing externality measurements, mathematical models are developed to calculate the noise social cost in monetary terms, and noise charge mechanisms are subsequently established. The hedonic price method is applied to calculate the annual social cost of aircraft noise during the landing and take-off stages of the flight. This is done by estimating the implicit costs of aircraft noise imposed through a decline in property values in the vicinity of the airport. The empirical results, using Amsterdam Airport Schiphol as the case study, show that the current noise charge level imposed by the Dutch Government is lower than the actual noise social cost resulting from aircraft movements. Several noise charge mechanism scenarios are derived according to the modelling results, as well as the environmental objectives of the airport related authorities.  相似文献

Reactions to aircraft noise resulting from an airport development vary considerably among individuals. This paper examines whether the noise level tolerated by individuals is affected when they compare their own situation to the situations of other people who are more severely affected by the noise. We modeled the individual noise tolerability by adopting the reference point concept and the value function of prospect theory. A questionnaire assessed different levels of noise-affected zones at a hypothetical airport. Individual noise tolerable level was measured by a prerecorded aircraft noise presented via headphones. Decision-making associated with the reported satisfaction level regarding the changes in operational flight frequency settings at the airport. An interview survey was conducted with residents near Manila airport in the Philippines. We applied genetic algorithm to jointly estimate the parameters for noise tolerability model and the value function. Results showed that individuals tolerated more overhead flights when they considered the situations of other people worse affected by the noise than they were. The tendency of noise tolerability increased with the severity of noise exposure situations of other people, but lower reactions to noise escalation. We also observed diminishing sensitivity to changes in noise relative to the noise tolerable level. The aircraft noise tolerability and the consideration of noise exposure situations of other people appeared to be a vital aspect to be considered in airport noise management and policy.  相似文献

This work presents a methodology to evaluate the level of service (LOS) of an airport baggage claim. A psychometric scaling technique is employed to obtain quantitative data from qualitative data (user responses as a function of five rating categories). Regression analysis is applied to obtain a statistically valid relationship between user responses and observed operational indicators. The proposed model is developed from a case study of the West Jet baggage claim area at the Calgary International Airport – Canada, where 62 passengers have been observed and interviewed. The collected data allowed the proposal of standards, which indicate tolerable limits as a function of various LOS ranges (A–E). The results are useful for managers and designers on assessing the LOS offered in a terminal, but also during the planning and design stages of an airport. This paper deals with the value of supplemental aircraft noise information in the form of combining aircraft movement numbers and noise levels to assist airport neighbours in understanding airport noise. To analyse the socio-spatial interaction of annoyance with, and interference by, aircraft noise, an alternative is recommended, namely the number of noise events above selected noise levels so that laypeople can better understand the extent of noise. The research is based on a questionnaire survey of households affected by aircraft noise around OR Tambo International Airport near Johannesburg. The results indicate that levels of annoyance and disturbance across a number of normal household activities are positively related to the number of noise events recorded, irrespective of noise levels above 60 dB.  相似文献

This study presents a modeling approach that focuses on the identification of potential lead markets for electric-drive vehicles (EDVs) in Europe. It is based on a combination of several selected economic, social, environmental, and transport-related factors. The modeling approach is implemented in a GIS-based multi-criteria decision support process with fuzzy measures, enabling an assessment at different spatial and temporal scales under different EDV market penetration scenarios for Europe. The decision support system embeds a multi-criteria analysis based on selected expert-weighted market penetration drivers. The spatial scale chosen for the application of the decision support process are NUTS2 regions and cities within EU27 member states. Three scenarios are investigated, a business as usual, a moderate change, and an accelerated innovation scenario. Across the scenario horizon, it is shown how lead regions for EDVs will be changing in time between first early-adopter areas towards other long-term potential lead regions, depending on the evolution of the market drivers. The European regions and cities which will have a higher lead market potential score in 2020 and 2030 are identified. Our model solution suggests that with the business-as-usual scenario there will be a few insular lead market areas in 2020 and a relatively limited number of more connected lead regions in 2030. The other two scenarios explored suggest a more positive picture leading for the case of the 2030 accelerated scenario to a wide distribution of EDVs across most of Germany, the Netherlands, France, the UK, Ireland, and Italy. The cities of London, Madrid, Berlin and Rome would show high EDV sales under this scenario.  相似文献

Taxi service at a number of major airports is supplied by one taxi company under an exclusive contract with the airport operating authority. Conventional wisdom suggests that airport taxi service produced under exclusive contract is socially inefficient. This was found to be true at the Dallas/Fort Worth Airport. In this paper we analyze the exclusive airport taxi service at Honolulu International Airport as a case study. At Honolulu International Airport, the terms of the exclusive airport taxi service contract are far less restrictive than those at Dallas/Fort Worth. Our analysis indicates that exclusive airport service can provide high quality service, reasonable prices and revenues to finance airport service. We conclude that is not the exclusivity, but rather the terms of the contract and the circumstances specific to each market that determines which system is best for a particular place.  相似文献

The air transport industry is showing rapid growth in line with the call for meeting the requirements of a rising population. Noise mapping is more useful than surveys and measurements to estimate the effects of noise on public health. In this paper, noise levels for the day, evening and night time slices around İzmir Adnan Menderes Airport were calculated by use of the SoundPLAN 7.2 software according to the European Noise Directive, and the “ECAC Doc. 29-Interim” method was applied for the computation of the aircraft noise. Air traffic data of year 2012, technical information about the airport and geographical data including the layers of elevation, residential buildings, auxiliary buildings, hospitals and schools were used as the main inputs for the model developed in the study. The model was found to perform well for the areas closer to the airport. The results of the study suggested that the area at the north side of the airport, where the city center of İzmir is located, is more affected than other areas. The threshold value of 55 dB(A) was found to be exceeded in 0.3% of the land area covered by İzmir City center during the time slice “day”. The results showed that about 2% of the resident population was exposed to noise levels of 55 dB(A) or higher during day-time in İzmir. In addition, it was understood that the number of people who are potentially exposed to high noise levels and threatened by several illness such as hypertension and sleep disturbances is significant in the surrounding area of the airport. It is thought to be important for airport operators to manage the airport capacity based on the flight schedules in order to control the noise exposure level around the airport.  相似文献

Airport demand management aims to mitigate air traffic congestion by limiting the imbalances between demand and capacity at busy airports through administrative measures (e.g., slot controls) or economic incentives (e.g., congestion pricing, slot auctions). This paper provides an integrated synthesis of the contributions of the fields of operations research/management science (OR/MS) and economics on the subject matter. From an operating standpoint, assessing the benefits of demand management requires estimates of airport capacity and models of airport on-time performance. From a managerial standpoint, the design of demand management mechanisms can be supported by decision-making models of flight scheduling. From an economic standpoint, the welfare impact of congestion pricing, slot controls and slot auctions depends on the market structure at the airport. This paper proposes an integrated framework that underscores the interdependencies between these operating, managerial and economic aspects to foster cross-disciplinary approaches toward more effective demand management policies at busy airports worldwide.  相似文献

The task of assigning arriving flights at an airport to the available gates is a key activity in airline station operations. With the development of large connecting hub operations, and the resulting volumes of passengers and baggage transferring between flights, the complexity of the task and the number of factors to be considered have increased significantly. Traditional approaches utilizing classical operations research techniques have difficulty with uncertain information and multiple performance criteria, and do not adapt well to the needs of real-time operations support. As a result, several airlines have been exploring the use of expert systems for operational control of ramp activity.This paper discusses the factors that arise in deciding how to allocate flights to gates, and describes the knowledge base structure, data requirements and inference process of an expert system that would recommend gate allocation decisions to ramp control personnel, taking into account the constraints imposed by the available facilities and personnel to handle the aircraft, and the consequences on downstream operations of particular assignment decisions. The paper describes how these concepts have been implemented in a prototype expert system that has been designed to address a restricted set of gate assignment issues within a framework that could be extended to consider a broader range of factors. The operation of the expert system is illustrated through a case study application to a typical flight schedule at a major hub airport.  相似文献

Thus, there is the need to establish an alternative to the traditional airport pricing structure for landing fees so as to reflect the true cost that air transports imposes on others. The operation of airports results in environmental impacts associated with high levels of noises and vibrations. These may have severe negative effects to both workers and surrounding residents and their properties. Here we look at the noise impacts associated with the operation of the Dar es Salaam International Airport (DIA) in Tanzania. Field measurements were carried out to determine noise levels at various positions at the airport during aircraft landing and take-off. The surrounding residents' perceptions on the noises were also investigated using semi-structured interviews. Workers on the apron (marshellers), house keepers, security workers, and mechanics are exposed to noise levels that could affect their health. The noise levels in the surrounding settlements of Kipawa and Kiwalani were higher than the WHO recommended limits and causing annoyance to residents. The use of appropriate ear protectors by the workers was found to reduce the noises to harmless levels. Periodical audiometric tests of the workers will help to monitor the noise impacts. Enforcement of appropriate environmental regulations on the airliners can also reduce noise pollution at the airport.  相似文献

Airport expansion is an issue of intense public debate due to the potential impacts on climate change and the quality of life of affected local communities. This paper is the first study to analyse the relationships between airports and multiple subjective wellbeing measures, by merging national-level population statistics with noise measurement maps for seventeen English airports. The presence of daytime aviation noise was found to consistently negatively impact on five subjective wellbeing measures. We found a marginal negative association with every additional decibel of aircraft noise. We found no significant association between wellbeing and living within night-time noise contours or living in close airport proximity. We conclude that living under air traffic flight paths has a negative effect on peoples’ overall and momentary wellbeing, equivalent to around half the effect of being a smoker for some wellbeing measures. The subjective wellbeing method findings support wider revealed preference literature showing lower market demand in areas affected by aviation noise.  相似文献
