Abstract

This paper aims to clearly establish the origin and evolution of the shared space concept from a New Zealand perspective by reviewing the literature in the disciplines of both urban design and transportation engineering. The review process involves investigating the use and function of a public road space in the context of the changing of public expectations and how this can relate to a number of interconnected street design approaches (e.g. traffic calming and self-explaining roads (SERs)). These approaches have been used to minimise the influence of motor vehicles since the beginning of the automobile era. The shared space concept, when applied in public road environments in activity centres, has increasingly been embraced by urban planners, transportation engineers and regulatory agencies. A shared space diverges from a conventional road where all road users are encouraged to legitimately occupy the same road space with little physical separation. To achieve this in a safe and efficient manner, the design aims to reduce the dominance of the motor vehicle by promoting pedestrian and cycling activity and utilising the road space as a ‘place’ in addition to its ‘transport’ mobility and access purposes. Given the fundamental conceptual differentiation between a traffic-calmed street and a shared space, the paper argues that there are certain design elements, constituting a shared space, and without them, it would be difficult for a public street to function as a genuine shared space for all road users.  相似文献

The rapid pace of motorization throughout the world has changed travel behavior, which in turn has influenced every aspect of transport operations. This impact has also increasingly challenged the future existence of such road-based urban public transport as paratransit due to its characteristics and problems, especially in developing countries. Since creating satisfied users can help retain paratransit’s existence, this research aims to explore user satisfaction with paratransit service in order to anticipate future implications for its competition with motorization in Bandung, Indonesia. It establishes important factors and attributes to explain user perceptions and priorities regarding the service. Its hypotheses explain how users measure paratransit’s quality of service, inferring that they are likely to continue to use it. Even though users are dissatisfied with several aspects of paratransit, and the impact of competition has been strong, loyal users can still be found. By considering the findings, existing problems of inappropriate-quality service can be addressed to satisfy users’ expectations. The study also suggests some anticipation of winning the competition with motorization.  相似文献

This paper presents the evaluation results of three traffic solutions for the complex grade-separated intersection located in the old part of Belgrade at the junction with the new bridge over the Sava River. The corridor to which the intersection belongs together with the new river bridge are parts of a great urban artery called the Inner Half Semi-Ring Road (IHSRR). The traffic solutions that are evaluated are defined in the preliminary design phase, based on two opposed concepts: a complete grade separation of all intersection legs (the CPV alternative – ‘grade-separated’) and a grade separation designed to minimise construction costs (DMC 1 and 2 alternatives – ‘minimise cost’). The evaluation procedure is conducted in three steps: first, the score based on expert assessment of the functionality of the design solutions is determined; second, the alternatives are ranked according to the value of a set of state indicators obtained by micro-simulation using PTV–VISSIM 4.10; and third, the final score is obtained by multi-criteria evaluation using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method. The results of the first evaluation step show a small advantage for DMC 2, a sub-alternative of the DMC 1 alternative. The results of the micro-simulation give advantage to the DMC 1 alternative. The multi-criteria evaluation provides a better ‘goodness factor’ for the CPV alternative against the DMC 1 alternative. At the same time, the least construction cost favours alternative DMC 1.  相似文献

A separate left-turn phase wastes the capacity of intersection, because all the lanes on the approach are not fully utilized during either the left-turn or through green phase. Under the phase swap sorting strategy (Xuan, 2011), different types of movements can be reorganized by a pre-signal so that all the lanes in the sorting area can be used to discharge vehicles during their green phases. Thus the capacity is improved significantly. In fact, when a pre-signal is installed upstream of the intersection signal (also named main signal), the two signals will have a great impact on not only the capacity, but other traffic performances, such as delays, queue formations, maximum queue length, residual queue, and spillback, etc., which are very important performance factors for the design and application of the phase swap sorting strategy. In order to more fully quantify and characterize the performance of the phase swap sorting strategy, a three-dimensional Markov queueing model is presented. Two levels of performance evaluation indices are formulated using the matrix analytic techniques. All these indices can be used to establish a more comprehensive analytical framework to evaluate the use of the phase swap sorting strategy. Model validation shows that the proposed model can provide a reliable performance analysis for the phase swap sorting strategy under various different conditions. In addition, in order to intuitively illustrate the effects of various factors on the performance of the phase swap sorting strategy, a series of numerical experiments is conducted.  相似文献

Supply chain management has a tremendous impact on the success of a company. One of the critical issues for gaining competitive advantages for companies is improving supply chain performance. Most studies about the application of Data Envelopment Analysis (DEA) Supply chain models do not identify the benchmarking units for inefficient supply chains. On the other, measuring the short run and long run of the supply chain efficiency is another challenge for decision makers in supply chain management. Hence, we propose a methodology of DEA for measuring of the supply chain. The promotion of space sharing in order to raise the quality of community living and safety of street surroundings is increasingly accepted feature of modern urban design. In this context, the development of a shared space simulation tool is essential in helping determine whether particular shared space schemes are suitable alternatives to traditional street layouts. A simulation tool that enables urban designers to visualise pedestrians and cars trajectories, extract flow and density relation in a new shared space design, achieve solutions for optimal design features before implementation, and help getting the design closer to the system optimal. This paper presents a three-layered microscopic mathematical model which is capable of representing the behaviour of pedestrians and vehicles in shared space layouts and it is implemented in a traffic simulation tool. The top layer calculates route maps based on static obstacles in the environment. It plans the shortest path towards agents’ respective destinations by generating one or more intermediate targets. In the second layer, the Social Force Model (SFM) is modified and extended for mixed traffic to produce feasible trajectories. Since car movements are not as flexible as pedestrian movements, velocity angle constraints are included for cars. The conflicts described in the third layer are resolved by rule-based constraints for shared space users. An optimisation algorithm is applied to determine the interaction parameters of the force-based model for shared space users using empirical data. This new three-layer microscopic model can be used to simulate shared space environments and assess, for example, new street designs.  相似文献

Parking surveys provide quantitative data describing the spatial and temporal utilization of parking spaces within an area of interest. These surveys are important tools for parking supply management and infrastructure planning. Parking studies have typically been performed by tabulating observations by hand, limiting temporal resolution due to high labor cost. This paper investigates the possibility of automating the data gathering and information extraction in a proof of concept study using a two-dimensional scanning Light Detection and Ranging (LIDAR) sensor mounted on a vehicle, though the work is compatible with other ranging sensors, e.g., stereo vision. This study examines parallel parking in the opposing direction of travel. The ranging measurements are processed to estimate the location of the curb and the presence of objects in the road. Occlusion and location reasoning are then applied to determine which of the objects are vehicles, and whether a given vehicle is parked or is in the traffic-stream. The occupancy of the parking area, vehicle size, and vehicle-to-vehicle gaps are then measured. The algorithm was applied to an area with unmarked, on-street parking near a large university campus. Vehicle counts from 29 trips over 4 years were compared against concurrent ground truth with favorable results. The approach can also be applied to monitor parking in the direction of travel, eliminating the possibility of occlusions and simplifying the processing.  相似文献

In designing travel behavior surveys, the problem is to define “work,” “home,” and similar words that are commonly used in our language but which have acquired a plethora of associated meanings. The difficulty has not been resolved by the many new terms coined to describe non-traditional ways to work. Such words as “telecommuting,” “teleworking,” “at-home work,” “hoteling,” “homebased business,” “road warriors” and “mobile workers,” lack any agreed-upon definitions yet they are used in common parlance as if they did. These new workstyles are of interest to travel planners because they may involve trip reduction. To forecast just how much trip reduction will occur, behavior needs to be measured by objective criteria. To avoid definitional traps, we recommend phrasing questions in terms of measurable variables such as the place of work and the time in days and hours spent at each location. That approach leaves researchers the option of applying their own definitions that fit the context of their analyses. Thus, rather than ask “How many days a week do you telecommute?” the more precise question can be asked: “How many days last week did you work at home instead of going to your usual work location?” This approach has the advantage that information gathered over years can be used unambiguously in various contexts. Definitions can be applied at the point of analysis. This paper illustrates errors and confusion that can arise from casually worded surveys using examples from private and public surveys. The author proposes a set of core questions with four levels of priority for consideration in designing future surveys of travel behavior.  相似文献

This paper addresses the feasibility of measuring induced traffic by means of appropriately designed surveys. The problems which confront any attempt to measure induced traffic are described and discussed. They include: inherent variability of traffic data, difficulty in establishing what would have happened in the absence of the scheme, uncertainties in the attribution of cause and difficulty in determining the most appropriate time to conduct surveys. Some of these problems have no solution while others can be reduced with an appropriate programme of surveys and control studies. Calculations are made of the sample sizes required to achieve various levels of target accuracy. It is concluded that, given an appropriate programme of traffic counts including control studies and extensive screenlines, it should be possible at relatively modest cost and with reasonable precision, to measure the increases in traffic associated with a scheme and to identify how much of that increase is due to rerouteing. Any further disaggregation of this extra traffic into that which is due to change of mode, change of destination and increased frequency, is much more problematic. The basic traffic counts would need to be supplemented by a programme of public transport surveys, registration plate marking and/or roadside interviews, which would add very considerably to the cost of the exercise. However, even with considerable expenditure, adequate precision may be difficult to achieve and attribution of cause impossible to make.  相似文献

Abstract

The concepts of ‘customer satisfaction’ (CS) and ‘quality of life’ (QOL) have both been used, on a limited basis, in strategic planning and performance measurement at state departments of transportation. However, the meanings and usefulness of these concepts are still unclear or evolving to many practitioners. Based on a review of the literature and customer opinion data collected for various transportation studies in the USA and Europe, this paper offers two important contributions to the transportation literature. The paper clarifies the relationship between the CS and QOL concepts, placing CS in the broader context of customer opinions and subjective well-being. The paper then identifies six categories of survey tools for collecting customer opinions, describing how each can be used within a performance management framework to reveal the QOL impacts of transportation decisions. Agencies can use the definitions, conceptual relationships, performance measures, and decision-making processes discussed in this paper to refine their performance management programs, to better understand customer and public perceptions, and to make systematic progress toward their QOL oriented goals.  相似文献

A spatial and temporal analysis of travel diary data collected during the State of California Telecommuting Pilot Project is performed to determine the impacts of telecommuting on household travel behavior. The analysis is based on geocoded trip data where missing trips and trip attributes have been augmented to the extent possible. The results confirm the earlier finding that the Pilot Project telecommuters substantially reduced travel; on telecommuting days, the telecommuters made virtually no commute trips, reduced peak-period trips by 60%, total distance traveled by 75%, and freeway miles by 90%. The spatial analysis of the trip records has shown that the telecommuters chose non-work destinations that are closer to home; they exhibited contracted action spaces after the introduction of telecommuting. Importantly, this contraction took place on both telecommuting days and commuting days. The telecommuters distributed their trips, over the day and avoided peak-period travel on telecommuting days. Non-work trips, however, show similar patterns of temporal distribution on telecommuting days and commuting days. Non-work trips continued to be made during the lunch period and late afternoon and evening hours.  相似文献

Despite widespread growth in on-road public transport priority schemes, road management authorities have few tools to evaluate the impacts of these schemes on all road users. This paper describes a methodology developed in Melbourne, Australia to assist the road management authority, VicRoads, evaluate trade-offs in the use of its limited road-space for new bus and tram priority projects. The approach employs traffic micro-simulation modelling to assess road-space re-allocation impacts, travel behaviour modelling to assess changes in travel patterns and a social cost benefit framework to evaluate impacts. The evaluation considers a comprehensive range of impacts including the environmental benefits of improved public transport services. Impacts on public transport reliability improvements are also considered. Although improved bus and tram reliability is a major rationale for traffic priority its use in previous evaluations is rare. The paper critiques previous approaches, describes the proposed method and explores some of the results found in its application. A major finding is that despite a more comprehensive approach to measuring the benefits of bus and tram priority, road-space reallocation is difficult to economically justify in road networks where public transport usage is low and car usage high. Strategies involving the balanced deployment of bus and tram priority measures where the allocation of time and space to PT minimises negative traffic impacts is shown to improve the overall management of road-space. A discussion of the approach is also provided including suggestions for further methodology development.
