Sustainable transportation is a significant component of overall sustainable development. Increasingly, evaluation and decision-making with respect to major complex projects (for example, transportation and land use projects), a multiple attribute perspective is taken. This paper illustrates a multiple attribute decision-making approach for selecting sustainable public transportation systems under uncertainty, that is, with partial or incomplete information represented by single-valued neutrosophic sets (SVNSs). A SVNS is a generalization of a classical set, a fuzzy set, and an intuitionistic fuzzy set. Here, SVNSs and SVNS connectives are illustrated in the context of a ‘Public Transit Sustainable Mobility Analysis Tool’ (PTSMAT) which involves a composite (multiple attribute) sustainability index. A case study of PTSMAT is provided for the UBC Corridor study in Vancouver, Canada. As expected, similar results are obtained to the original study, though the neutrosophic formalism opens a wide range of possibilities for recognition of uncertainty in sustainability assessment.  相似文献

Environmental assessments are on the critical path for the development of land, infrastructure and transportation systems. These assessments are based on planning methods which, in turn, are subject to continuous enhancement. The substantial impacts of transportation on environment, society and economy strongly urge the incorporation of sustainability into transportation planning. Two major developments that enhance transportation sustainability are new fuels and vehicle power systems. Traditional planning ignores technology including the large differences among conventional, hybrid and alternative fuel vehicles and buses. The introduction of alternative fuel vehicles is likely to change the traditional transportation planning process because different characteristics need to be taken into account. In this study a sustainability framework is developed that enables assessment of transportation vehicle characteristics. Identified indicators are grouped in five sustainability dimensions (Environment, Technology, Energy, Economy and Users). Our methodology joins life cycle impacts and a set of quantified indicators to assess the sustainability performance of seven popular light-duty vehicles and two types of transit buses. Bus Rapid Transit receives the highest sustainability index and the pickup truck the lowest. Hybrid electric vehicles are found to have the highest sustainability index among all other passenger vehicles. A sensitivity analysis shows the proposed sustainability dimensions produce robust sustainability assessment for several weighting scenarios. The results are both technology and policy sensitive, thus useful for both short- and long-term planning.  相似文献

Connectivity plays a crucial role as agencies at the federal and state level focus on expanding the public transit system to meet the demands of a multimodal transportation system. Transit agencies have a need to explore mechanisms to improve connectivity by improving transit service. This requires a systemic approach to develop measures that can prioritize the allocation of funding to locations that provide greater connectivity, or in some cases direct funding towards underperforming areas. The concept of connectivity is well documented in social network literature and to some extent, transportation engineering literature. However, connectivity measures have limited capability to analyze multi-modal public transportation systems which are much more complex in nature than highway networks.In this paper, we propose measures to determine connectivity from a graph theoretical approach for all levels of transit service coverage integrating routes, schedules, socio-economic, demographic and spatial activity patterns. The objective of using connectivity as an indicator is to quantify and evaluate transit service in terms of prioritizing transit locations for funding; providing service delivery strategies, especially for areas with large multi-jurisdictional, multi-modal transit networks; providing an indicator of multi-level transit capacity for planning purposes; assessing the effectiveness and efficiency for node/stop prioritization; and making a user friendly tool to determine locations with highest connectivity while choosing transit as a mode of travel. An example problem shows how the graph theoretical approach can be used as a tool to incorporate transit specific variables in the indicator formulations and compares the advantage of the proposed approach compared to its previous counterparts. Then the proposed framework is applied to the comprehensive transit network in the Washington–Baltimore region. The proposed analysis offers reliable indicators that can be used as tools for determining the transit connectivity of a multimodal transportation network.  相似文献

Planning of sustainable transportation systems requires integration of multiple systems while considering a holistic approach. A limited amount of research has been conducted that simultaneously considers all the transportation, economic activity, environmental and social effects. The proposed research envisages incorporating considerations related to sustainability and providing solutions to stakeholders in policy making. In this paper, a dynamic model for planning and development of sustainable transportation systems is presented. This is given by a system of three nonlinear differential equations representing the dynamics of the three independent states, namely, transportation, activity, and environmental systems. A policy scenario considering investment in energy efficient technologies and its effects on the states is discussed to assist making investment decisions. Optimal control techniques are used to design the controls. The results show that it is possible to formulate an optimal control to achieve the desired target. Numerical results, based on actual parameters, are presented to illustrate the long-term trends of the states. The methodology discussed in this paper will be helpful to decision makers in making optimal decisions. The contribution of this research work is the introduction of a systems and controls methodology to develop optimal policies for the design of sustainable systems.  相似文献

A review of the sustainability literature reveals the lack of viable frameworks and management tools that can be used to accommodate both spatial and temporal variability in how stakeholder entities meet their sustainable development goals, taking into account the fact that different entities may need to pursue different priorities and also deal with different constraints and schedules at different stages of their development. This paper presents a sustainability footprint framework and model that may be used in analyzing the impacts of transportation and other infrastructure systems on regional sustainable development. A specific application of the framework is in the quality of life contributions that transportation systems may make to communities as a function of their impacts on natural assets that contribute inputs and absorb the byproducts of development. The application is illustrated in a case study that uses data from the Atlanta and Chicago Metropolitan Areas to demonstrate how this model may be applied in real life situations. The implications of this model for transport systems research, policy and practice are discussed. The value of this framework and model lie in introducing both spatial and temporal flexibility that may enable stakeholders with widely different priorities to reach consensus on interim goals for sustainable development to ultimately attain sustainability.  相似文献

This paper examines the evolution of urban transport planning since the 1960′s, identifies the key trends that have influenced such planning, describes the current state of urban transport planning, and speculates on the important characteristics that will influence urban transport planning over the next several decades. Fifteen planning conferences since 1957 are reviewed to show the changing perspectives on planning from the professional community. Ten areas are identified that will provide special challenge to future transport planners—demographic changes, the importance of economic production and market forces for transport system performance, multimodal perspectives for transport planning, adopting an operations focus, an important role for technology, developing a sense of community, laying the groundwork for pricing, integrating transport decision making with growth management, transport planning within a sustainability framework, and providing greater accountability of the decision making and planning processes.  相似文献

Abstract

The role of a metaphor of centrally controlled air conditioning in governing Singaporean transport planning is examined, and its consequences evaluated. A modern transportation system has been put in place to link a hierarchy of central places. Tight government control has made change possible. A reliance on technical expertise at the expense of public involvement has, however, failed to develop public transport to effectively serve a range of dispersed‐destination travel needs. Regulatory approaches, furthermore, have discouraged service innovation. Policies making car purchase expensive have restricted car ownership. Effective change would be facilitated by involving a highly educated public more in decision‐making.  相似文献

This paper concerns the development of a new decision support framework for the appraisal of transport infrastructure projects. In such appraisals there will often be a need for including both conventional transport impacts as well as criteria of a more strategic and/or sustainable character. The proposed framework is based on the use of cost-benefit analysis featuring feasibility risk assessment in combination with multi-criteria decision analysis and is supported by the concept of decision conferencing. The framework is applied for a transport related case study dealing with the complex decision problem of determining the most attractive alternative for a new fixed link between Denmark and Sweden – the so-called HH-connection. Applying the framework to the case study made it possible to address the decision problem from an economic, a strategic, and a sustainable point of view simultaneously. The outcome of the case study demonstrates the decision making framework as a valuable decision support system (DSS), and it is concluded that appraisals of transport projects can be effectively supported by the use of the DSS. Abstract

Attempts to integrate sustainability in the decision-making process for transport infrastructure projects continue to gain momentum. A number of tools and methodological frameworks are available — such as rating systems, traditional decision-making techniques, checklists, and different evaluation frameworks and models. While these tools are highly valuable, some practical issues remain unsolved. There is also a need for more standardized tools to appraise the sustainability of transport projects. This paper is a presentation of a review on the current assessment tools of sustainability applied to transport infrastructure projects. The preliminary part of the paper is an explanatory and comparative analysis of the tools and methods in terms of their effectiveness to appraise sustainability. The analysis is a critical evaluation of the current state of the art to identify the limitations of existing approaches, point out new areas of research, and propose a sustainability appraisal agenda for the future.  相似文献

This article draws lessons about recent innovations in decision support for coping with challenges in integrated infrastructure planning strategies. After setting up a conceptual framework for the scope of analysis and the use of information in infrastructure planning, the empirical section explores the introduction of early-stage sustainability assessment tools. Data collection draws on experiences gained in the Netherlands with a new tool: ‘Sustainability Check’. We conclude that such instruments have a number of capacities that address the challenges of area-oriented planning: (a) bringing together information about the comprehensive value of alternatives, (b) facilitating the generation of alternatives, (c) addressing institutional fragmentation by learning about referential frames, and (d) adding contextual perspectives to the ‘hard’ outcomes of conventional tools. We also conclude that tools such as Sustainability Check should not be seen as a replacement for conventional decision support tools, but rather as complementary to them.  相似文献

When compared to large cities in developed countries, the shares of public transportation in most Chinese cities are low. Increasing the competitiveness of urban public transportation remains an urgent problem. A capable evaluation method for public transportation is required to assist the development of urban transit systems. This paper focuses on the bus system. Being devoid of standard criteria, it is difficult to determine the efficiency of a transit system or any bus line using a single evaluation index. This paper proposes a comparative analysis to evaluate bus lines so as to filter out candidates for further optimization. From the viewpoints of transit planning, operation and quality of service, this paper establishes 10 subordinate evaluation indices and then uses geographical information system tools, global positioning system data and smart card data to assist the index definition and calculation. Super-efficient data envelopment analysis (DEA) method is adopted for the proposed single factor and comprehensive evaluation models. Finally, the bus system in Shenzhen, China is used as a case study. The comparable significant results validate the capability of the proposed model.  相似文献

A macroscopic assessment of the impacts of private and public transportation systems on the sustainability of the Greater Toronto Area (GTA) is undertaken from economic, environmental and social perspectives. The methodology draws upon the urban metabolism and sustainability indicators approaches to assessing urban sustainability, but compares modes in terms of passenger-kms. In assessing the economic sustainability of a city, transportation should be recognized as a product, a driver and a cost. In 1993, the traded costs of automobile use in the GTA were approximately balanced by the value of the automobile parts and assembly industry. But local transit costs 1/3 to 1/6 of the auto costs per person-km, in traded dollars, mainly because local labour is the primary cost.Public transportation is more sustainable from an environmental perspective. Automobile emissions are a major contributor to air pollution, which is a serious contemporary environmental health problem in Toronto. Public transportation modes are less energy intensive (including indirect energy consumption) and produce CO2 at an order of magnitude lower, although these benefits are partially undermined by under-utilization of transit capacity and the source of electricity generation.The social benefits of automobile use are likely more significant than costs in determining GTA residents' preferential mode choice. The speed and access of auto use provide important economic benefits, e.g. relating to employment and product choice. Nevertheless, offsetting the service attributes of private transportation are large social costs in terms of accidents. The costs of automobile insurance provide one tangible measure of such negative impacts.In order to improve the sustainability of the GTA, innovative approaches are required for improving the performance level of public transportation or substantially reducing the need for the service level provided by automobiles. Efforts such as greater integration of bicycles with public transit, or construction of light-rail systems in wide roadways, might be considered. But to be sustainable overall, a transportation system has to be flexible and adaptable and so must combine a mixture of modes.  相似文献

Many urban areas are perusing infill, transit oriented, and other “smart-growth” strategies to address a range of important regional goals. Denser and more mixed use urban development may increase sustainability and improve public health by reducing vehicle travel and increasing the share of trips made by transit, walking and bicycling. Fewer vehicle trips results in fewer greenhouse gas and toxic vehicle emissions, and more trips made by walking and bicycle increases physical activity. Prior research has largely focused on modeling and estimating the potential size of these and other smart-growth strategy benefits. A largely overlooked area is the potential for unexpected public health costs and environmental justice concerns that may result from increasing density. We evaluate regional land-use and transportation planning scenarios developed for the year 2040 by a metropolitan planning organization with a newly developed regional air quality modeling framework. Our results find that a set of regional plans designed by the MPO to promote smart-growth that are estimated to result in less vehicle use and fewer vehicle emissions than a more typical set of plans results in higher population exposure to toxic vehicle emissions. The smart-growth plans also result in greater income-exposure inequality, raising environmental justice concerns. We conclude that a more spatially detailed regional scale air quality analysis can inform the creation of smarter smart-growth plans.  相似文献

Sustainable land use planning and advanced public transport system are believed to be effective solutions to traffic congestion. To this end, it is important to reveal the relationship between transit ridership and land use. However, current Direct Ridership Models only focus on the relationship between single station's boarding volume and the corresponding catchment area land use. This paper analyzed the ridership distribution between transit stations by considering the land use difference between catchment areas. Land use difference was calculated from point of interest (POI) data extracted from an electronic map of Beijing; transit trip distribution volume was obtained from ‘automatic fare collection’ facility. After data specification, a transit ridership distribution model was proposed and calibrated. The calibration results suggest that land use difference has a directly proportional correlation with transit ridership distribution. The research findings build a bridge between detailed urban form and public transport, which is of significance for the further research of sustainable urban planning. Transit operators face a difficult fiscal environment and an imperative to contribute to urban sustainability. Under these circumstances, operators must find innovative ways to make public transportation attractive to broader segments of the public, while simultaneously trying to raise revenue to reduce reliance on public subsidies. Development of commercial partnerships is seen as a promising way to achieve these goals. Previous research has examined the potential of using geodemographics to assist transit agencies in the task of identifying potential partners for developing mutually beneficial commercial agreements. In this paper we describe an approach to model isoexposure to transit users as a tool to assess market potential. The approach is based on the analysis of walking behavior of transit users, and specifically distance walked at the end of their transit trip. Spatial modeling is used to geographically project estimates of walking distance for a desired demographic profile at a specific transit facility. After expanding the estimates using sample weights, overlays of these estimates can be used to generate variations in exposure to transit travelers at different locations in space. The approach is demonstrated using the case of Metro users in Montreal, Canada. The case study demonstrates the use of isoexposure profiles as a novel approach to generate marketing intelligence. This should be of interest to transit agencies and businesses interested in developing partnerships.  相似文献

In the last decade, significant research efforts and technology have been dedicated to the development of microsimulation tools for a better representation of traffic systems. As a result, several commercial packages appeared and they are used nowadays in the detailed modelling of different transportation systems and operations for specific project evaluations and local designs, mostly within the urban context. After reviewing the specialized literature, we realized that most of these microsimulation tools are oriented to the movement of cars, leaving the public transportation systems as a complement, just for a realistic representation of the transportation system as a whole, but always oriented to simulate cars. In this paper, the objective is to provide guidelines on how to incorporate the necessary entities and components for a proper simulation of public transport systems in a microsimulation environment. Thus, the different approaches to simulate transit systems at a microlevel are discussed, highlighting the necessity of including stops, passengers and transit vehicles explicitly as entities within the microsimulation environment, for modelling transfer operations, control strategies, etc. Several examples are then provided to quantify the impact of such representations, for different cases and potential simulation platforms. This paper provides a hierarchical customer satisfaction framework to measure rail transit lines’ performances in Istanbul. The problems related to rail transit line systems are addressed via customer satisfaction surveys. Then, a framework is proposed combining statistical analysis, fuzzy analytic hierarchy process, trapezoidal fuzzy sets and Choquet integral to evaluate customer satisfaction levels. Next, the criteria need to be improved are determined and specific recommendations to enhance the operation for specific lines are suggested. The proposed framework provides directions for the future investments and it also can be used at a more macroscopic level to determine the operational deficiencies. Furthermore, it can be generalized and applied to complex decision making problems that include uncertain and subjective data or vague information.  相似文献

ABSTRACT

The collection of big data, as an alternative to traditional resource-intensive manual data collection approaches, has become significantly more feasible over the past decade. The availability of such data, coupled with more sophisticated predictive statistical techniques, has contributed to an increase in attention towards the application of these data, particularly for transportation analysis. Within the transportation literature, there is a growing emphasis on developing sources of commonly collected public transportation data into more powerful analytical tools. A commonly held belief is that application of big data to transportation problems will yield new insights previously unattainable through traditional transportation data sets. However, there exist many ambiguities related to what constitutes big data, the ethical implications of big data collection and application, and how to best utilize the emerging data sets. The existing literature exploring big data provides no clear and consistent definition. While the collection of big data has grown and its application in both research and practice continues to expand, there is a significant disparity between methods of analysis applied to such data. This paper summarizes the recent literature on sources of big data and commonly applied methods used in its application to public transportation problems. We assess predominant big data sources, most frequently studied topics, and methodologies employed. The literature suggests smart card and automated data are the two big data sources most frequently used by researchers to conduct public transit analyses. The studies reviewed indicate that big data has largely been used to understand transit users’ travel behavior and to assess public transit service quality. The techniques reported in the literature largely mirror those used with smaller data sets. The application of more advanced statistical methods, commonly associated with big data, has been limited to a small number of studies. In order to fully capture the value of big data, new approaches to analysis will be necessary.  相似文献

More and more commuters are beginning to favour public transportation. Fast and convenient park and ride (PnR) services provided by public transportation authorities are the result of changes of household demographics and household, increasing fuel prices and a focus on environmental sustainability. However, lack of parking spaces in PnR facilities creates a major bottleneck to this service. The aim of this research is to develop a location-based service (LBS) application to help PnR users choose the best train station to use to reach their destination using a multicriteria decision making model. A fuzzy logic method is used to estimate parking availability when a user is estimated to arrive at a PnR facility. Two surveys are conducted to collect traffic flow, travel behaviour and service quality data at four selected Perth Western Australia train stations. With the proposed approach and survey data, a prototype of LBS application, Station Finder, was developed using the Android SDK 4.0 and Google API 16. This application is a useful and practical tool to save travel cost and time of PnR users’.  相似文献
