On the relationship between airport pricing models   总被引:1,自引:0,他引:1  
Airport pricing papers can be divided into two approaches. In the traditional approach the demand for airport services depends on airport charges and on congestion costs of both passengers and airlines; the airline market is not formally modeled. In the vertical-structure approach instead, airports provide an input for an airline oligopoly and it is the equilibrium of this downstream market which determines the airports’ demand. We prove, analytically, that the traditional approach to airport pricing is valid if air carriers have no market power, i.e. airlines are atomistic or they behave as price takers (perfect competition) and have constant marginal operational costs. When carriers have market power, this approach may result in a surplus measure that falls short of giving a true measure of social surplus. Furthermore, its use prescribes a traffic level that is, for given capacity, smaller than the socially optimal level. When carriers have market power and consequently both airports and airlines behave strategically, a vertical-structure approach appears a more reasonable approach to airport pricing issues.  相似文献

This paper analyzes strategic interaction between intercontinental airport regulators, each of which levies airport charges paid by airlines and chooses its airport capacity under conditions of congestion. Congestion from intercontinental flights is common across intercontinental airports since departure and arrival airports are linked one to one, while purely domestic traffic also uses each airport. The paper focuses on two questions. First, if both continents can strategically set separate airport charges for domestic and intercontinental flights, how will the outcome differ from the first-best solution? Second, how is strategic airport behavior affected by the extent of market power of the airlines serving the intercontinental market? We see that strategic airport pricing and capacity choices by regulators lead to a welfare loss: the regulators both behave as monopolists in the market for intercontinental flights, charging a mark-up and decreasing capacity. This welfare loss even overshadows possible negative effects from imperfect competition within the intercontinental airline market. We further discuss how the presence of multiple regulators on one continent or a simple pricing rule might constrain the welfare loss created by strategic airport regulation.  相似文献

Airport demand management aims to mitigate air traffic congestion by limiting the imbalances between demand and capacity at busy airports through administrative measures (e.g., slot controls) or economic incentives (e.g., congestion pricing, slot auctions). This paper provides an integrated synthesis of the contributions of the fields of operations research/management science (OR/MS) and economics on the subject matter. From an operating standpoint, assessing the benefits of demand management requires estimates of airport capacity and models of airport on-time performance. From a managerial standpoint, the design of demand management mechanisms can be supported by decision-making models of flight scheduling. From an economic standpoint, the welfare impact of congestion pricing, slot controls and slot auctions depends on the market structure at the airport. This paper proposes an integrated framework that underscores the interdependencies between these operating, managerial and economic aspects to foster cross-disciplinary approaches toward more effective demand management policies at busy airports worldwide.  相似文献

As air transport demand keeps growing more quickly than system capacity, efficient and effective management of system capacity becomes essential to the operation of the future global air traffic system. Although research in the past two decades has made significant progress in relevant research fields, e.g. air traffic flow management and airport capacity modelling, research loopholes in air traffic management still exist and links between different research areas are required to enhance the system performance of air traffic management. Hence, the objective of this paper is to review systematically current research in the literature about the issue of air traffic management to prioritize productive research areas. Papers about air traffic management are discussed and categorized into two levels: system and airport. The system level of air transport research includes two main topics: air traffic flow management and airspace research. On the airport level, research topics are: airport capacity, airport facility utilization, aircraft operations in the airport terminal manoeuvring area as well as aircraft ground operations research. Potential research interests to focus on in the future are the integration between airspace capacity and airport capacity, the establishment of airport information systems to use airport capacity better, and the improvement in flight schedule planning to improve the reliability of schedule implementation.  相似文献

We consider a public and congested airport served by airlines that may have market power, and two types of travelers with different relative values of time. We find that in the absence of passenger-type-based price discrimination by airlines, it can be useful to increase the airport charge so as to protect passengers with a great relative time value from excessive congestion caused by passengers with a low relative time value. As a result, the socially efficient airport charge can be substantially higher than what we learned from the recent literature on congestion pricing with non-atomistic airlines.  相似文献

A simulation model was used to show the impacts of non-optimal pricing and investment timing policies for a major airport and an urban expressway. It was found that: the losses of economic surplus due to non-optimal pricing and investment policies were relatively small (less than 1% of the net present value of economic surplus for optimal pricing and investment), that marginal cost pricing covers the capital cost of all but the first increment of capacity, that higher user fees will permit the facilities to break even with relatively small losses of economic surplus, that marginal cost pricing has some effect relative to existing pricing policies in delaying the dates new capacity is required and achieving better capacity utilization, and that the shape of the cost function has a substantial impact on the amount of capacity required.  相似文献

This paper considers the relation between the role of airport as gateway (inter–intra transit airport) and the connectivity between air transport and high-speed rail (HSR) transport to discuss the possibility of a multiple gateway system with HSR. We deal with both international and domestic transport markets in the model analysis. In the international markets, only airlines compete against each other, while in the domestic market airlines and HSR compete against each other. The results suggest that the improvement of connectivity between air and HSR at the airport increases its international passengers, and therefore, that strengthens its role as gateway, for example, gathering more inter–intra transit passengers. However, the results also suggest that the demand of the area which the airport belongs to affects the role of airport as gateway.  相似文献

This paper investigates the potential of Light Rail Rapid Transit (LRRT) to mitigate the environmental and social burden of ground access systems of an airport. This implies, on the one hand, LRRT's capability in mitigating externalities in terms of noise, air pollution/climate change, traffic incidents/accidents and congestion of airport ground access systems and, on the other, the provision of sufficient capacity to accommodate generally increasing volumes of both air passenger and airport employee demand by connecting the airport to its core catchment area. A methodology for assessing the capability of LRRT operating as an airport ground access system is developed. This methodology consists of models to analyze and predict demand and capacity for an LRRT system and models to quantify the externalities of particular airport ground access systems as well as assessing their prospective savings thanks to the introduction of an LRRT system. The methodology is applied to a large European airport – Amsterdam Schiphol (the Netherlands) – using a ‘what-if?’ scenario approach.  相似文献

Airport choice is an important air travel-related decision in multiple airport regions. This paper proposes the use of a probabilistic choice set multinomial logit (PCMNL) model for airport choice that generalizes the multinomial logit model used in all earlier airport choice studies. The paper discusses the properties of the PCMNL model, and applies it to examine airport choice of business travelers residing in the San Francisco Bay Area. Substantive policy implications of the results are discussed. Overall, the results indicate that it is important to analyze the choice (consideration) set formation of travelers. Failure to recognize consideration effects of air travelers can lead to biased model parameters, misleading evaluation of the effects of policy action, and a diminished data fit.  相似文献

The combined impact of ownership form, economic regulation and competition on airport performance is analyzed using data envelopment analysis to measure cost efficiency in the first stage and regression analysis to measure the impact of the environment in the second stage. The empirical results of an analysis of European and Australian airports over a 10 year timeframe reveal that under relatively non-competitive conditions, public airports operate less cost efficiently than fully private airports. Irrespective of ownership form, regulation is necessary to emulate competitive forces thus pushing airport management towards cost efficiency and reasonable pricing policies. Under potential regional or hub competition, economic regulation inhibits airports of any ownership form from operating and pricing efficiently. Although public and fully private airports operate equally efficiently in a competitive setting, private airports still set higher aeronautical charges. Furthermore, mixed ownership forms with a majority public holding are neither cost efficient nor low price, irrespective of the level of competition.  相似文献

We examine data from Italian airports covering 2005–2008 to include local environmental effects in airport efficiency assessment. We consider both desirable outputs such as aircraft, passengers, and freight movements and some undesirable outputs of airport operations associated with local air pollution. We estimate both a classical distance function with no undesirable output, and a hyperbolic distance function. By comparing the estimated efficiency scores with these two frontiers we show that airport efficiency increases when local air pollution is included in the analysis. Moreover, we show a fleet-mix effect because airports with similar aircraft movements exhibit large variations in the amount of pollution per flight. Last, we find that there is complementarity between desirable and undesirable output: a 1% decrease in pollution has an opportunity cost of a 0.67% reduction in both passenger and freight traffic.  相似文献

Aircraft noise has been regarded as one of the major environmental issues related to air transport. Many airports have introduced a variety of measures to reduce its impact. Several air traffic assignment strategies have been proposed in order to allocate noise more wisely. Even though each decision regarding the assignment of aircraft to routes should consider population exposure to noise, none of the air traffic assignment strategies has addressed daily migrations of population and number of people exposed to noise. The aim of this research is to develop a mathematical model and a heuristic algorithm that could assign aircraft to departure and arrival routes so that number of people exposed to noise is as low as possible, taking into account temporal and spatial variations in population in an airport’s vicinity. The approach was demonstrated on Belgrade airport to show the benefits of the proposed model. Numerical example showed that population exposure to noise could be reduced significantly by applying the proposed air traffic assignment model. As a consequence of the proposed air traffic assignment, overall fuel consumption increased by less than 1%.  相似文献

Reducing the air pollution from increases in traffic congestion in large cities and their surroundings is an important problem that requires changes in travel behavior. Road pricing is an effective tool for reducing air pollution, as reflected currently urban road pricing outcomes (Singapore, London, Stockholm and Milan). A survey was conducted based on establishing a hypothetical urban road pricing system in Madrid (a random sample size n = 1298). We developed a forecast air pollution model with time series analysis to evaluate the consequences of possible air pollution decreases in Madrid. Results reveal that the hypothetical road pricing for Madrid could have highly significant effects on decreasing air pollution outside of the city and in the inner city during the peak operating time periods of maximum congestion (morning peak hours from 7:00 to 10:00 and evening peak hours from 18:00 to 20:00). Furthermore, this system could have significant positive effects on a shift toward using public transport and non-motorized modes inside the hypothetical toll zone. This reveals that the system has a high capacity to motivate a decrease in air pollution and impose more sustainable behavior for public transport users.  相似文献

Managing service operations is gaining significant attention in both academic and practitioner circles. In this broad area, performance evaluation and process improvement of airlines and air carriers has been the focus of several studies. Although efficient airport operations are critical for improved performance of airlines and air carriers, few studies have focused on airport performance measurement. This study evaluates the operational efficiencies of 44 major US airports across 5 years using multi-criteria non-parametric models. These efficiency scores are treated by a clustering method in identifying benchmarks for improving poorly performing airports. Efficiency measures are based on four resource input measures including airport operational costs, number of airport employees, gates and runways, and five output measures including operational revenue, passenger flow, commercial and general aviation movement, and total cargo transportation. The methodology presented here can be generalized to other industries and institutions.  相似文献

This paper describes an integrated set of models for the estimation of the capacity of an airfield and the associated delays. The aim is to develop a decision support tool suitable for airport planning at the strategic level. Thus, the emphasis is on obtaining reliable approximations to the quantities of interest quickly and with a limited set of inputs. The models account for the dynamic characteristics of airfield capacity and demand, as well as for some stochastic aspects of airfield operations. They are sensitive to airfield geometry, the operational characteristics of the airfield and of the local air traffic control system, and the characteristics of the local air traffic demand for airport access and services. Through its integrated structure, the decision support tool can account for interactions among operations at different parts of the airfield.  相似文献

Abstract

This paper develops a heuristic algorithm for the allocation of airport runway capacity to minimise the cost of arrival and departure aircraft/flight delays. The algorithm is developed as a potential alternative to optimisation models based on linear and integer programming. The algorithm is based on heuristic (‘greedy’) criteria that closely reflect the ‘rules of thumb’ used by air traffic controllers. Using inputs such as arrival and departure demand, airport runway system capacity envelopes and cost of aircraft/flight delays, the main output minimises the cost of arrival and departure delays as well as the corresponding interdependent airport runway system arrival and departure capacity allocation. The algorithm is applied to traffic scenarios at three busy US airports. The results are used to validate the performance of the proposed heuristic algorithm against results from selected benchmarking optimisation models.  相似文献

The air transport industry is showing rapid growth in line with the call for meeting the requirements of a rising population. Noise mapping is more useful than surveys and measurements to estimate the effects of noise on public health. In this paper, noise levels for the day, evening and night time slices around İzmir Adnan Menderes Airport were calculated by use of the SoundPLAN 7.2 software according to the European Noise Directive, and the “ECAC Doc. 29-Interim” method was applied for the computation of the aircraft noise. Air traffic data of year 2012, technical information about the airport and geographical data including the layers of elevation, residential buildings, auxiliary buildings, hospitals and schools were used as the main inputs for the model developed in the study. The model was found to perform well for the areas closer to the airport. The results of the study suggested that the area at the north side of the airport, where the city center of İzmir is located, is more affected than other areas. The threshold value of 55 dB(A) was found to be exceeded in 0.3% of the land area covered by İzmir City center during the time slice “day”. The results showed that about 2% of the resident population was exposed to noise levels of 55 dB(A) or higher during day-time in İzmir. In addition, it was understood that the number of people who are potentially exposed to high noise levels and threatened by several illness such as hypertension and sleep disturbances is significant in the surrounding area of the airport. It is thought to be important for airport operators to manage the airport capacity based on the flight schedules in order to control the noise exposure level around the airport.  相似文献

This paper considers vertical differentiation between air transport and high-speed rail (HSR) with different ranges of travel distance to analyze the air-HSR competition effects on fares, traffic volumes and welfare, as well as the conditions under which air-HSR cooperation is welfare-enhancing. The analysis is conducted in a hub-and-spoke network with a network carrier, an HSR operator, and a spoke airline, taking into account potential hub airport capacity constraint. We find that air-HSR competition in the connecting market may result in the network airline charging an excessively high price in the HSR-inaccessible market. This effect is present even when the HSR-inaccessible route is a duopoly-airline market. On the other hand, air-HSR cooperation increases fares in the connecting market, and an improvement in rail speed or air-HSR connecting time reduces airfare on the routes where HSR and the airline compete. When the airline cannot serve all the markets due to limited hub airport capacity, it would withdraw from the market in which it has less competitive advantage over HSR. Finally, air-HSR cooperation is more likely to be welfare-improving when the hub airport is capacity constrained, and when either air transport or HSR exhibits strong economies of traffic density.  相似文献
