This paper measures the potential effects of low water levels on the Rhine and Danube navigation in the context of weather variability and a number of climate change scenarios. A long-term multimodal network transport analysis over the period 2005–2050 is presented; it analyzes the impact of changes on the water depth conditions on transport costs and the modal splits between three competing modes. The results indicate that the impact of climate change until 2050 should be limited.  相似文献

Urban car transportation is a cause of climate change but is also associated with additional burdens such as traffic congestion and air pollution. Studies of external costs and potential impacts of travel demand management help to define policy instruments that mitigate the damaging impact of transportation. Here, we analyze different externalities of car transportation in Beijing and show that social costs induced by motorized transportation are equivalent to about 7.5–15.0% of Beijing’s GDP. Congestion and air pollution contribute the most with climate change costs being the most uncertain. We show that a road charge could not only address congestion but also has environmental benefits. The paper investigates the role of demand elasticities and demonstrates that joint demand and supply-side policies provide considerable synergies.  相似文献

Two of the ways in which air travel affects climate are the emission of carbon dioxide and the creation of high-altitude contrails. One possible impact reduction strategy is to significantly reduce the formation of contrails. This could be achieved by limiting the cruise altitude of aircraft. If implemented, this could severely constrain air space capacity, especially in parts of Europe. In addition, carbon emissions would likely be higher due to less efficient aircraft operation at lower cruise altitudes. This paper describes an analysis of these trade-offs using an air space simulation model as applied to European airspace. The model simulates the flight paths and altitudes of each aircraft and is here used to calculate emissions of carbon dioxide and changes in the journey time. For a one-day Western European traffic sample, calculations suggest annual mean CO2 emissions would increase by only 4% if cruise altitudes were restricted to prevent contrail formation. The change in journey time depended on aircraft type and route, but average changes were less than 1 min. Our analysis demonstrates that altitude restrictions on commercial aircraft could be an effective means of reducing climate change impacts, though it will be necessary to mitigate the increased controller workload conflicts that this will generate.  相似文献

Transport is Australia’s third largest and second fastest growing source of greenhouse gas (GHG) emissions. The road transport sector makes up 88% of total transport emissions and the projected emissions increase from 1990 to 2020 is 64%. Achieving prospective emission reduction targets will pose major challenges for the road transport sector. This paper investigates two targets for reducing Australian road transport greenhouse gas emissions, and what they might mean for the sector: emissions in 2020 being 20% below 2000 levels; and emissions in 2050 being 80% below 2000 levels. Six ways in which emissions might be reduced to achieve these targets are considered. The analysis suggests that major behavioural and technological changes will be required to deliver significant emission reductions, with very substantial reductions in vehicle emission intensity being absolutely vital to making major inroads in road transport GHG emissions.  相似文献

Because of the importance of transport in promoting economic development, there has been a long‐standing interest in the performance of transport industries and in the conditions which are likely to promote productivity growth. Fundamental to any debate on the subject, though, is the need to advance a satisfactory account of production and a way of deciding when productive performance has changed. This paper points out that there are pitfalls in the common practice of using measures such as output per man‐hour as an indicator of productivity and argues that a thorough understanding of the relationships between inputs and outputs can proceed from a knowledge of the economic theory of production.

The paper describes the relevant theoretical concepts and then examines applications of that theory in transport industries. It transpires that there is a growing literature on the subject, demonstrating a worldwide and multimodal interest in developing more rigorous and satisfying ways of measuring and analysing productivity difference. The techniques employed range from the more complex models at the forefront of economic theory, to rudimentary methods which are, at best, capable of testing only the simplest types of hypotheses. Nevertheless, it is argued that these studies have achieved a remarkable degree of success in enhancing analysis.

There can be no doubt that techniques will undergo further developments. However, it is likely that the greatest successes will come about through improvements in data which will permit applications of more complex, but proven techniques of analysis in relatively neglected areas such as road and maritime transport.  相似文献

This paper investigates the role of transport pricing in network design and describes two facts about flow pattern in a transportation system. The first, illustrated by an example of Braess paradox, is that adding a new link to the network does not necessarily minimize the total travel time. The second is that introducing of appropriate toll pricing may reduce not only the total network time but also the travel time for each individual traveller. It follows with the investigations of different system objectives and different pricing policies (only toll pricing and distance‐based pricing are considered), and shows how they affect the system performance and flow pattern. Lastly, a systematic optimization process is proposed for integrated planning of transport network and pricing policies.  相似文献

The objective of this research is to study the impact of climate change on the hazardous weather-related road accidents in the New Brunswick, Canada. We develop an Exposure to Weather-Accident Severity (EWAS) index multiplying accident and weather severity. The Negative Binomial Regression and Poisson regression models are applied to estimate the spatial–temporal relationship between the EWAS index and weather-related explanatory variables of road accidents. The regression results show that the surface-weather condition, weather, driver’s gender, weather-driver’s age, weather-driver’s experience, and weather-vehicle’s age have strong positive correlation with the EWAS index, while the surface-road alignment and surface-road characteristics have negative relationship with the EWAS index. The climate change model also indicates that the number of accidents declines during snowy and freezing days—most people stay at home and those who travel extra cautious—accidents do occur. The study suggests that the Road Safety Strategy 2015 of the Transport Canada should take a holistic approach to help minimize the incidences of severe road accident during the normal as well as hazardous weather conditions.  相似文献

Network risk assessment takes into consideration the probability that adverse events occur and the impacts of such disruptions on network functionality. In the context of transport networks, most studies have focused on vulnerability, the reduction in performance indicators given that a disruption occurs. This study presents and applies a method to explicitly account for exposure in identifying and evaluating link criticality in public transport networks. The proposed method is compared with conventional measures that lack exposure information. A criticality assessment is performed by accounting for the probability of a certain event occurring and the corresponding welfare loss. The methodology was applied for a multi-modal public transport network in the Netherlands where data concerning disruptions was available. The results expose the role of exposure in determining link criticality and overall network vulnerability. The findings demonstrate that disregarding exposure risks prioritizing links with high passenger volumes over links with a higher failure probability that are significantly more critical to network performance. The inclusion of exposure allows performing a risk analysis and has consequences on assessing mitigation measures and investment priorities.  相似文献

This study examines the relationship between positive and negative user valence and transport mode choice behaviour. We integrate latent attitudes affect’ and salience’ into transport mode choice models using the framework of integrated choice and latent variable modelling and simultaneous maximum likelihood estimation methods. The results are consistent with findings in similar travel behaviour and behavioural economics literature. The study extends the findings of previous research and has demonstrated that user sentiments about public transport mode and salient public transport experiences have a significant impact on travel mode choice behaviour. It was found that private motorised users are more sensitive to overcrowding and anti-social behaviours on PT than active and PT travellers. Key attitudinal indicators influencing individual transport choice behaviour are established to guide public policy. The key indicators of Affect and Salience must be analysed and addressed through public policy to enhance PT user experience and develop services and facilities to increase the utility of PT in-vehicle travel time.  相似文献

Transport is a vast and complex socio-technical system, and despite a clear need to reduce dependence on fossil fuels due to undesirable environmental impacts, it is largely locked into business-as-usual. Systems approaches are a useful way to help make sense of multiple competing influences which may be simultaneously driving change and supporting the status quo. This paper applies qualitative system dynamics modelling to help interpret the results of a Delphi study into global transport transitions, involving 22 international experts in various aspects of transport. The main contribution of the paper is its exploration of the use of system dynamics (SD) modelling to interpret the Delphi findings. SD modelling was used to reveal and elucidate the causal arguments put forward by the expert panel about the factors driving business-as-usual, the factors creating barriers to more sustainable transport systems, and the drivers of change. The SD model is used to explore and expose the key causal patterns at play, and how these interact to both support and hinder change. The resulting model shows the complex, interdependent dynamics involved in supporting the status quo. Even at the relatively high level of analysis reported here, the model is useful in revealing interdependencies between parts of the system, where change in one part may well have knock-on effects elsewhere in the system. In particular the model reveals the strong reinforcing loops that act to minimise the impact of change drivers and thus retain the dominance of automobility. The result is a system that is highly dependent on the continued existence of key reinforcements such as policies that subsidise fossil fuels. From a methodological perspective, the outcomes of the Delphi study provided a rich source of qualitative material which was highly suitable for developing a system dynamics model.  相似文献

This paper presents a survey of the empirical literature on the effects of climate change and weather conditions on the transport sector. Despite mixed evidence on many issues, several patterns can be observed. On a global scale especially shifts in tourism and agricultural production due to increased temperatures may lead to shifts in passenger and freight transport. The predicted rise in sea levels and the associated increase in frequency and intensity of storm surges and flooding incidences may furthermore be some of the most worrying consequences of climate change, especially for coastal areas. Climate change related shifts in weather patterns might also cause infrastructure disruptions. Clear patterns are that precipitation affects road safety by increasing accident frequency but decreasing severity. Precipitation also increases congestion, especially during peak hours. Furthermore, an increased frequency of low water levels may considerably increase costs of inland waterway transport. Despite these insights, the net impact of climate change on generalised costs of the various transport modes are uncertain and ambiguous, with a possible exception for inland waterway transport.  相似文献

The market potential indicator is a commonly used tool in transport planning for evaluating the potential economic effects derived from improvements in transport infrastructures. The general assumption is that exports from a given region will rise with increased accessibility, thus benefiting economic activities. However, the specification of the market potential model is typically very simple and ignores both the impact of competing rivals and the role of international borders, which leads to unrealistic results. Spatial interaction models on bilateral trade have already proved that international trade is affected by multilateral resistance, borders, adjacency, language or currency. Nevertheless, apart from some recent analyses that simply calibrate the distance decay parameter from trade datasets, these variables have hardly been integrated into research on market potential. This paper sets out to demonstrate that more realistic results are obtained by calibrating the distance-decay parameter and introducing the impact of competing rivals and border effects into the market potential formulation. The proposed model is then applied to the assessment of the accessibility impacts of new road transport infrastructure in the European Union between 2001 and 2012, which shows that the greatest improvements in accessibility were experienced by peripheral countries with high road infrastructure investment.  相似文献

This paper seeks to develop a deeper understanding of the research on climate change mitigation in transport. We suggest that work to date has focused on the effects of improvements in transport technologies, changes in the price of transport, physical infrastructure provision, behavioural change and alternative institutional arrangements for governing transport systems. In terms of research methodologies, positivist and quantitative analysis prevails, although there are signs of experimentation with non-positivist epistemologies and participatory methods. These particular engagements with climate change mitigation reflect mutually reinforcing tendencies within and beyond the academic transport community. We first draw on a revised version of Thomas Kuhn’s philosophy of science to explore the path dependencies within transport studies, which are at least partly responsible for the predisposition towards quantitative modelling and technology, pricing and infrastructure oriented interventions in transport systems. We then employ the governmentality perspective to examine how transport academics’ engagements with climate change mitigation depend on and align with more general understandings of climate change in UK society and beyond. The analysis makes clear that ecological modernisation and neo-liberal governmentality more generally provide the context for the current focus on and belief in technological, behaviour change, and especially market-based mitigation strategies. While current research trajectories are important and insightful, we believe that a deeper engagement with theoretical insights from the social sciences will produce richer understandings of transport mitigation in transport and briefly outline some of the contributions thinking on socio-technical transitions and practice theories can make.  相似文献

The European aviation industry is undergoing a process of liberalisation. One of the important lessons of American deregulation was that the industry is not perfectly contestable. One implication of this is that actual competition on a route is important in order to be able to secure the benefits of deregulation or liberalisation. Another is that effective competition policy is important in order to prevent anti-competitive mergers or predatory behaviour. This paper reviews the merger investigations in European aviation which have accompanied the search by carriers to secure the benefits of market power, and considers the extent of route competition within the European Community and its relationship to the different route licensing policies of different national governments. The paper considers the extent of present competition on the busiest routes, and stresses the importance of cabotage rights in opening up the European market to effective competition.  相似文献

Most airlines across Asia are struggling to cope with an unprecedented economic crisis which they have very little control over, and the survival of some remains in doubt. The continuing uncertainty generated by the crisis has accelerated the process of change in the aviation industry and has highlighted the need for adaptability, and its effects have been deeper and longer lasting than previously anticipated. After a year-long slump in the Asian travel market, airlines are now considering a range of options and rehabilitation programmes including a series of cost-cutting measures. There appears to be a trend towards the extension and consolidation of strategic alliances, structural and operational reorganization, and the application of new technologies. The success of these measures will become apparent over time, but action is necessary to minimize the adverse consequences of the crisis which has dominated the region since 1997.  相似文献

A constantly changing environment and global warming are issues that are recognized at all global forums. One of the major reasons for global warming is the emission of greenhouse gasses which is primarily caused by use of personal cars as means of transport. This study reports on the development of an eco-socially conscious consumer behavior (ESCCB) scale specific to purchase and use of personal cars, based on samples of actual automobile customers in Pakistan. Using mixed method approaches, the results of 3 studies yield a 9-item three-dimensional scale (eco-social conservation, eco-social use, and eco-social purchase) with satisfactory reliability, construct validity and nomological validity. Second-order factor analysis revealed that eco-social purchase was the most important dimension, followed by eco-conservation and eco-social use. A test of nomological behavior shows that the scale is positively associated with a related construct: environmental concern. This study advances the literature on pro-environmental behaviors by introducing a conceptual definition of ESCCB related to personal car purchase and use, developing a measure for the ESCCB concept and validating the scale in the context of an emerging economy, Pakistan. The scale provides important insights for marketers in the automobile industry for remodelling marketing plans, as well as for environmentalists focusing on strategies to bring change in consumer behavior.  相似文献

Improvements in geographical information systems, the wider availability of high-resolution digital data and more sophisticated econometric techniques have all contributed to increasing academic interest and activity in long-term impacts of transport infrastructure networks (TINs) on land use (LU). This paper provides a systematic review of recent empirical evidence from the USA, Europe and East Asia, classified regarding the type of transport infrastructure (road or rail), LU indicator (land cover, population or employment density, development type) and outcome (significance, relationship’s direction) as well as influential exogenous factors. Proximity to the rail network is generally associated with population growth (particularly soon after the development of railway infrastructure), conversion to residential uses and the development of higher residential densities. Meanwhile, proximity to the road network is frequently associated with increases in employment densities as well as the conversion of land to a variety of urban uses including commercial and industrial development. Compared with road infrastructure, the impact of rail infrastructure is often less significant for land cover or population and employment density change. The extent of TINs’ impact on LU over time can be explained by the saturation in TIN-related accessibility and LU development.  相似文献
