2013,我们一起阔步出发

岁月的年轮见证努力的印记,也蕴含未来的启示。过去的2012年,忙碌但充实着,匆忙却成长着。这一年,有很多新面孔走进我的生活,或喜或悲地留下痕迹;这一年,我走过很多地方,或深或浅地收获感悟。站在年轮更替的节点,回望过去,展望未来,"两个画面,一个词语"闪过了我的脑海,成为我2012年浓墨重彩的记忆。     

预判2013

2013年,航运业究竟会呈现一个这样的走势?这是航运界十分关注的问题. 《上海航交报》在2012年年末向政府机关、航运企业、港口企业、造船企业、研究机构、行业协会和新闻媒体等发出数百份调查问卷.13个简单的问题,虽不能概括全部的市况,但我们力图以调查对象的专业性反映业界大势所趋,力图将人们心目中关于2013年的猜想数字化,力争将关于2013年的模糊预想轮廓化、清晰化.

The summer minimum extent of Arctic sea ice shrank drastically in these years, and the opportunity on Arctic international shipping emerged. The Northern Sea Route (NSR), formerly blocked by permanent ice, was completely ice-free in September in the past 3 years. Because this route is much shorter than conventional Asia–Europe shipping lane, many maritime countries have paid attention to exploit the enormous potential of the Arctic Ocean from economical consideration. This study measured the economical advantage of the seasonal NSR by calculating the shipping cost saved.

Wetlands preservation and management: A rejoinder‐economics,science and beyond

This article is a short response to a critique by William Odum and Stephen Skjei of an earlier article by this author in this Journal entitled “Wetlands Preservation and Management on Chesapeake Bay: The Role of Science in Natural Resource Policy.”; It is a continuation of themes begun in that paper. It focuses on the question of determining the social value of wetlands preservation and the contradictory positions which ecologists fall into when discussing the value of wetlands.

有诗颂蛇云：“由来禀龙质，灵化出山门。”2013癸已蛇年正足中国灵动如蛇、蜕变成长的一年。蛇年里中国在外交、政治、经济、军事、社会、文化等各领域作出了深刻而全面的调整，积极主动地解决内部问题和应对外部形势的变化。2013年是以习近平和李克强为首的中国新一代领导人执政后的第一个年份，中国的政策走向无疑是处于困顿中的当今世界所关注的焦点。

舟山成为首个海洋经济战略规划区 1月17日，国务院正式批复《浙江舟山群岛新区发展规划》，这是2012年以来，我国首个颁布的以海洋经济为主题的国家战略性区域规划。     

Uncertainty quantification of Delft catamaran resistance,sinkage and trim for variable Froude number and geometry using metamodels,quadrature and Karhunen–Loève expansion

A framework for assessing convergence and validation of non-intrusive uncertainty quantification (UQ) methods is studied and applied to a complex industrial problem in ship design, namely the high-speed Delft Catamaran advancing in calm water, with variable Froude number and geometry. Relationship between UQ studies and deterministic verification and validation is discussed. Computations are performed using high- (URANS) and low- (potential flow) fidelity simulations. Froude number has expected value and standard deviation equal to 0.5 and 0.05, respectively, on a truncated normal distribution. Geometric uncertainty is related to the research space of a simulation-based design optimization, and assessed through the Karhunen–Loève expansion (KLE). Monte Carlo method with Latin hypercube sampling (MC-LHS) is used to compute expected value, standard deviation, distribution and uncertainty intervals for resistance, sinkage and trim. MC-LHS with CFD is used as a benchmark for validating less costly UQ methods, including MC-LHS with metamodels and standard quadrature formulas. Gaussian quadrature is found the most efficient method; however, MC-LHS with metamodels is preferred since provides with confidence intervals and distributions in a straightforward way and at reasonably small computational cost. UQ results are compared to earlier deterministic single- and multi-objective optimization; reduced-dimensional KLE studies for geometric variability indicate that stochastic optimization would not be of great benefit for the present problem.     

DRAG-ALZ-1, a first model of monthly total road demand,accident frequency,severity and victims by category,and of mean speed on highways,Algeria 1970–2007

We construct a first country-wide model of demand for road use and of road safety outcomes for Algeria making use of the DRAG-type framework and of flexible regression estimation methods that make a demonstrable difference to the quality of our results. We imply that the availability of high quality Algerian data could make it worthwhile not only to consider updates of the model with longer data series but also to study variants of the model, notably with disaggregation of freight activities across industrial sectors.
