A range of factors, including improvements in battery and motor technology coupled with innovative industrial design, are
contributing to the emergence of electric bicycles (E-bikes) with greater range and enhanced performance. This paper examines
this emerging vehicle type within the context of sustainable transport. Mobility, safety and environmental impacts are considered.
While governments could employ a range of policy instruments to respond to the opportunities and threats presented by these
vehicles, the primary focus internationally is on vehicle standards. A review of regulations in different countries highlights
little consistency in the parameters used to regulate E-bikes. Unresolved issues are identified to guide future research on

Geographic Information System (GIS) is an “intelligent” technology which integrates attribute data and spatial features and manages the relationship between them. GIS is widely used in many activities, but its application in transportation is less common. The extension of GIS into transportation (GIS‐T) offers the potential to integrate transportation data into GIS. The integration of transportation data in GIS faces a number of barriers that are discussed in the paper. These barriers can be broadly categorized into data attribution and network representation issues. This paper analyzes these issues and reviews the potential for overcoming these constraints with current GIS technology. A fully developed GIS‐T has to meet many diverse needs including transportation inventory, modeling and operational problems. If GIS is to succeed as a transportation technology, it must be capable of integrating different levels of network representation and data attribution and have the ability to link with other transportation technologies. 相似文献

Instead of comparing a broad range of alternatives against common criteria, traditional transportation alternatives analysis methods tend to pit supporters of one alternative against those of another. As a result, public involvement processes intended to help resolve controversial issues often polarize the public and force decision makers to side with one position or another. However, a simple form of multiattribute utility analysis (MUA) has proven very effective in involving stakeholders in a collaborative process. This type of analysis is relatively inexpensive to execute, fosters problem solving, and has a high probability of leading to a defensible, implementable decision. Recent efforts to emphasize social equity in transportation are emerging as local, regional and national governments have set initiatives to identify, existing and potential, disproportionate impacts to low-income and minority populations, also referred to as transportation justice (TJ). Currently, there are suggested methods for identifying transportation justice areas; however, there is no streamlined method instituted across transportation agencies. Each jurisdiction identifies transportation justice (or environmental justice) areas based on their own methodology, typically based on either average regional thresholds, graduated thresholds, or a more unique in-house index methodology. This research explores and evaluates existing methods and develops a rigorous and comprehensive method called the Transportation Justice Threshold Index Framework (TJTIF) using Geographic Information Systems (GIS), as well as factors based on demographics, socio-economics, and transportation/land use. The framework is applied to a case study region in Pennsylvania reflective of the Marcellus Shale impact area, highlighting Sullivan County, PA. The methodology and the case study application serve as an example for how transportation agencies throughout the country can promote social sustainability and enhance transportation equity. 相似文献

Physically inactive lifestyles are a major public health challenge, and research in the transportation field on influences on the choice to walk and bike may provide guidance toward solutions. In the interests of promoting effective collaboration among the transportation, planning, and health fields, the current paper was written to fulfill three purposes. The first purpose was to summarize the transportation and planning studies on the relation between community design and non-motorized (“active”) transport and to interpret these studies from a health perspective. The second purpose was to summarize studies from the health literature that examine the relation between physical environmental variables and leisure-time physical activity that have relevance for transportation research. The third purpose was to promote more collaboration among transportation, planning, and health investigators by identifying opportunities for transdisciplinary research. 相似文献

This article provides guidance for the effectiveness evaluation of transportation programs. It discusses the importance of
determining the significance of changes in outcome measures before versus after implementation of transportation programs.
The article reviews common weaknesses in example evaluations, and points to remedies, including structuring controls to help
determine the effects of transportation programs, and applying readily available statistical tests to determine the significance
of measured outcomes.

From the point of view of the feasibility of providing growth in road capacity parallel to the predicted growth in traffic as well in terms of impact on the environment and health, current trends in transportation are unsustainable. Transport problems are expected to worsen due to the fact that worldwide automobile ownership tripled between 1970 and 2000, and the movement of goods is projected to increase by 50% by 2010. Similar trends can be seen in an even more dramatic way in Turkey. The Turkish transport network has not followed a planned growth strategy, due to political factors. There is no transportation master plan which aims to integrate the transport modes in order to provide a balanced, multimodal system. This study proposes a decision support system that guides transportation policy makers in their future strategic decisions and facilitates analysis of the possible consequences of a specific policy on changing the share of transportation modes for both passenger and freight transportation. For this purpose, based on the wide spectrum of critical issues encountered in the transportation sector, several scenarios have been built and analysed. 相似文献

Transportation congestion is reaching intolerable levels in many urban and suburban areas in the US. Reliance upon traditional responses, such as transit and new highway capacity, is not working — especially in suburban areas. Although methods for dealing with suburban congestion are often different, there are a number of common features that must be considered in developing short term as well as more permanent and long lasting solutions. In proposing short term solutions, a Menu of Actions is described. It includes transportation actions (the traditional transit and transportation management options) where there are opportunities for getting more out of the existing systems; land use/growth management actions which will result in more rational land use-transportation interactions; financial incentives, to encourage or discourage appropriate actions; more comprehensive and systematic land use and transportation planning; and the organizational and institutional actions required to implement rational solutions.While the Manu of Actions provides a broad array of possible actions to provide relief in the short run, over time the growth in traffic is likely to outpace their effectiveness. Consequently, longer term and often more difficult solutions must be considered and implemented as appropriate. They could include changes in land use development and land use management policies; changes in lifestyle and business practices; improvements through technological innovation; changes in the traditional ways of providing transportation services; and greatly expanded research and development. 相似文献

Eurasia is the place in which the political and social situations are changing rapidly. In particular, the recent changes in the Soviet Union, China and North Korea will bring about big changes in transportation network in Eurasia. The difficulties of the existing transportation network in this area are examined. Directions for developing transportation networks between Korea, China, Mongolia and Russia are suggested with a focus to the unified Korea. Access to the Middle East, India and Southeast Asia by rail would be possible by connecting the missing links, and its competitiveness could be increased. The purpose of this paper is to discuss various types of behavioral data of potential relevance to transit planning. In particular a distinction is drawn between behavorial information regarding feelings, attitudes, opinions, and the like and more sophisticated types of data dealing with individuals' intentions to respond in certain ways given certain configurations of stimuli (transportation variables). The former is shown to be an important input to incremental planning, i.e., where information as to system performance is desired. The latter is shown to be critical to decisions regarding manipulations of transit system parameters, i.e., where knowledge of the outcome of manipulating system parameters is desired.A methodological example as to how the first type of data — informational level data — can be collected and utilized in system planning is presented. Specifically, data collected along the lines of traditional attitude surveys is collected in an attempt to monitor changes in public satisfaction with the Iowa City, Iowa, bus system before and after major system innovations. The current pattern of metropolitan transportation and land development in the majority of countries around the world appears to be increasingly unsustainable from both an economical and environmental perspective. Many factors point to the need for adoption of a new paradigm for sustainable transportation and development in both high and low income countries—burgeoning populations, growing air pollution, limits on global petroleum reserves, limited physical and economic capacity to expand automobile-based transportation systems without community destruction, and the urgent need to limit global CO2 emissions to slow the pace of global warming. This paper outlines some of the conceptual differences between the current paradigm for transportation planning and an emerging paradigm for sustainable transportation and land development. It compares the US and European patterns of transport and land development, which often inspire transportation decision-makers and planners in developing countries. The paper reviews the patterns of development in the cities of several developing countries, identifying policies than can enhance sustainability. 相似文献

This paper investigates the Granger-causality relationship between income and transportation of EU-15 countries using a panel data set covering the period 1970–2008. In the study, inland freight transportation per capita in ton-km (TRP), inland passenger transportation per capita in passenger-km (PAS), and road sector gasoline fuel consumption per capita in kg of oil equivalent (GAS) are used as transportation proxies and GDP per capita is used as measure of income. Our findings indicate that the dominant type of Granger-causality is bidirectional. Instances of one-way or no Granger-causality were found to correspond with countries with the lowest income per capita ranks in 1970 and/or in 2008. Although we conclude that there is an endogenous relationship between income and transportation, this is not observed until after an economy has completed its transition in terms of economic development. 相似文献
