To improve the quality of travel time information provided to motorists, there is a need to move away from point forecasts of travel time. Specifically, techniques are needed which predict the range of travel times which motorists may experience. This paper focuses on travel time prediction on motorways and evaluates three models for predicting the travel time range in real time as well as up to 1 h ahead. The first model, termed lane by lane tracing, relies on speed data from each lane to replicate the trajectories of relatively slow and relatively fast vehicles on the basis of speed differences across the lanes. The second model is based on the relationship between mean travel time (estimated using a neural network model) and driver-to-driver travel time variability. The results provide insight into the relative merits of the proposed techniques and confirm that they provide a basis for reliable travel time range prediction in the short-term prediction context (up to 1 h ahead).  相似文献

This study was designed to examine the relationship between actual and perceived values of cost and time for the work trip and to examine how perceptions have changed over a period of dramatically increased travel costs. Variations in the relationship between perceived and actual values were examined as a function of situational and attitudinal variables. Two telephone surveys were conducted one year apart (Fall 1978 and Fall 1979). On the next working day following a survey, a research assistant recreated the respondent's work trip, recorded time values and used distance measures, car type information and parking costs to compute travel cost. The first survey revealed that most auto users were unable to articulate dollars-and-cents driving costs for the work trip, but auto users in the second survey were able to provide fairly accurate cost estimates. Dramatic changes in fuel prices between surveys is probably the main reason for the change in driving cost awareness. Auto users were also asked to rate relative costs of driving a car compared to using the bus for the work trip. These ratings showed that auto users tended to underestimate driving costs relative to bus costs, but this tendency decreased from the first to the second time period. Commuters in all modal groups at both time periods tended to overestimate travel times. In this article a doubly dynamis assignment model for a general network is presented. It is assumed that users' choices are based on information about travel times and generalized transportation costs occurred in a finite number of previous days and, possibly, in previous periods of the same day. The information may be supplied and managed by an informative system. In this context, path and link flows vary for different subperiods of the same day (within-day dynamics) and for different days (day-to-day dynamics). The proposed model follows a nonequilibrium approach in which both within-day and day-to-day flow fluctuations are modelled as a stochastic process. A model of dynamic network loading for computing within-day variable arc flows from path flows is also presented. The model deals explicitly with queuing at oversaturated intersections and can be formulated as a fixed point problem. A solution scheme for the doubly dynamic assignment model is presented embedding a solution algorithm for the fixed-point problem.  相似文献

The call for a congestion charge is getting louder and more frequent in many countries as major metropolitan areas experience increasing levels of road congestion. This is often accompanied by a recognition that governments need to find new sources of revenue to maintain existing road networks and to invest in new transport infrastructure. Although reform of road pricing is almost certain to occur at some time in the future in a number of countries, a key challenge is in selling the idea to the community of road users as well as a whole raft of interest groups that influence the views of society and politicians. Simply announcing a need for a congestion charge (often misleadingly called a tax) does little to progress the reform agenda. What is required is a carefully structured demonstration of what might be done to progressively introduce adjustments in road user charges that are seen as reducing the costs to motorists while ensuring no loss of revenue to government. In this paper we show, in the context of Sydney (Australia), that this can be achieved by the reform of registration fees in the presence of a distance-based charging regime that can deliver financial gains to motorists, with prospects of revenue growth to the State Treasury.  相似文献

Multi-objective optimization of a road diet network design   总被引:1,自引:0,他引:1  
The present study focuses on the development of a model for the optimal design of a road diet plan within a transportation network, and is based on rigorous mathematical models. In most metropolitan areas, there is insufficient road space to dedicate a portion exclusively for cyclists without negatively affecting existing motorists. Thus, it is crucial to find an efficient way to implement a road diet plan that both maximizes the utility for cyclists and minimizes the negative effect on motorists. A network design problem (NDP), which is usually used to find the best option for providing extra road capacity, is adapted here to derive the best solution for limiting road capacity. The resultant NDP for a road diet (NDPRD) takes a bi-level form. The upper-level problem of the NDPRD is established as one of multi-objective optimization. The lower-level problem accommodates user equilibrium (UE) trip assignment with fixed and variable mode-shares. For the fixed mode-share model, the upper-level problem minimizes the total travel time of both cyclists and motorists. For the variable mode-share model, the upper-level problem includes minimization of both the automobile travel share and the average travel time per unit distance for motorists who keep using automobiles after the implementation of a road diet. A multi-objective genetic algorithm (MOGA) is mobilized to solve the proposed problem. The results of a case study, based on a test network, guarantee a robust approximate Pareto optimal front. The possibility that the proposed methodology could be adopted in the design of a road diet plan in a real transportation network is confirmed.  相似文献

In order to reduce the number of vehicles stuck in congestion, especially for stop-and-go traffic at toll plazas, the establishment of electronic toll collection (ETC) systems has been a hot issue and dominant trend in many countries. Taiwan has joined the crowd, adding an ETC system to its toll roads in early 2006. However, despite the potential benefits for motorists, the utilization rate has been lower than expected during the introductory stage. The objective of this study is to advance our understanding on the critical antecedents of motorists’ intention of ETC service adoption by integrating both technology acceptance model (TAM) and theory of planned behavior (TPB) perspectives. Through empirical data collection and analysis from highway motorists who had not installed on-board units (OBU) for ETC service in Taiwan, we found that system attributes, perceived usefulness and perceived ease of use, indeed, positively engender motorists’ attitudes towards ETC service adoption. Moreover, results also reveal that attitude, subjective norm and perceived behavioral control positively influence the intention of ETC system adoption. Implications for practitioners and researchers, and suggestions for future research are also addressed in this study.  相似文献

Currently existing models of parking choice behaviour typically focus on the choice of types of parking spaces. Implicitly these models assume that motorists have a free choice in that spaces are available. The adaptive behaviour which they reveal when faced with congested parking spaces is not explicitly modelled. The aim of this paper is to contribute to the growing literature on parking choice modelling by developing and testing a stated choice model of adaptive behaviour of motorists who are faced with fully occupied parking lots. The findings of the analyses indicate that the model performs satisfactory as indicated by its goodness-of-fit and the fact that all significant parameters were in anticipated directions.  相似文献

A “Motorist Information Survey” was conducted by University of Washington investigators as part of a project sponsored by the Washington State Department of Transportation (WSDOT) and the Federal Highway Administration under the State's Freeway Arterial Management Effort (FAME). This survey, with responses on 62 variables from 3, 893 Seattle commuters, gathered information about motorist behavior and decision processes, particularly as they relate to the design and delivery of motorist information. Results showed that motorists have greater flexibility as to the ime they leave work than the time they leave home, experience some stress during their commute, and most value saving commute time. Motorists are more likely to change their routes from work than from home, to divert to known routes sooner than to unknown routes, and to be influenced by traffic information, congestion, and time of day. Motorists prefer to receive traffic information before entering the freeway as traffic information has the greatest influence on route choice and departure time and all motorists rely most on commercial radio for receipt of traffic information and find it most useful. A majority of motorists want to see highway advisory radio developed first, followed by a phone hot-line, and a dedicated cable TV station.  相似文献

This paper proposes a novel concept of congestion pricing based on voluntary peer-to-peer exchange of money between motorists in exchange for one ceding priority to another in a traffic stream. While in the classical congestion charging paradigm payments are compulsory and flow only towards the system operator, in the proposed marketplace participation is voluntary and motorists directly compensate each other. A particular motorist may find that he/she is a ‘payer’ at certain points in a given journey and a ‘payee’ at others.Humans would not be expected to successfully seek, negotiate and execute a continuous series of peer-to-peer trades involving micro-payments while also handling the cognitively-demanding task of driving; real-world implementation will therefore require vehicles operating under fully-automated control in both the longitudinal and lateral dimensions during the time periods that they seek and engage in trades. The automated vehicle control algorithms must be sufficiently intelligent and adaptable to enable alternative maneuvers on short timescales, given the inherent uncertainty of whether or not a potential trade will in fact be executed. The peer-to-peer trading would be executed algorithmically, subject to strategic-level guidance given by a vehicle’s occupant(s) regarding the occupant’s relative valuation of money and priority in the traffic stream.In this paper we detail the prospective marketplace and present a simple simulation model to expose its properties. We show that the proposed peer-to-peer marketplace could lead to both desirable and undesirable outcomes; which of these would be predominant is a matter requiring empirical study. The paper concludes with a discussion of further research needs to refine and develop these concepts into practice.  相似文献

Delays caused by congestion at the US/Canadian border crossing between Washington state and British Columbia have underscored the need for some sort of intervention. One obvious congestion-mitigation measure would be to estimate delay times and then relay this information to motorists so that they could select among alternative border crossing sites, or delay their trips. This paper applies duration models to estimate vehicular delay and demonstrates the usefulness of such models as a basis for a fully automated motorist information system. The paper also explores the flexibility of duration models, in providing estimates of vehicle delay, by using alternate parametric forms and assessing prediction accuracy.  相似文献

This paper explores the characteristics of process delays at airport passenger terminals and establishes a queuing model for both passengers and baggage served by different connecting type facilities. The impact of delay propagation on other processes and flights is investigated using an analytical approach. In addition, the extra costs incurred on passengers, process operators, and airlines are examined using the delay cost functions. To reduce the impact of process delays, various delay-controlled strategies are proposed, such as setting scheduled times for completion of a process, increasing the number of service counters, and priority service for emergent flights. Taoyuan International Airport in Taiwan is used as a case study when facing special events. Results showed that the model can effectively and efficiently estimate delay propagation and its costs. In addition, processes that are not consecutive allow more buffer time between different operations, which helps ease propagation of delays caused by previous services.  相似文献

Singapore’s Electronic Road Pricing (ERP) system involves time-variable charges which are intended to spread the morning traffic peak. The charges are revised every three months and thus induce regular motorists to re-think their travel decisions. ERP traffic data, captured by the system, provides a valuable source of information for studying motorists’ travel behaviour. This paper proposes a new modelling methodology for using these data to forecast short-term impacts of rate adjustment on peak period traffic volumes. Separate models are developed for different categories of vehicles which are segmented according to their demand elasticity with respect to road pricing. A method is proposed for estimating the maximum likelihood value of preferred arrival time (PAT) for each vehicle’s arrivals at a particular ERP gantry under different charging conditions. Iterative procedures are used in both model calibration and application. The proposed approach was tested using traffic datasets recorded in 2003 at a gantry located on Singapore’s Central Expressway (CTE). The disadvantages of conventional transportation study models, in particular their large data requirements and their weaknesses in dealing with changes in trip generation rates have led to a need for a simple model that can quickly and at low cost examine alternative public transport strategies.This paper investigates simple economic models of bus demand, examines alternative variables that can be used and discusses some alternative model forms. It demonstrates the results of a model using data from twelve urban bus operators in Britain and compares the results with those from other types of study. The model utilises fare and service quality elasticities to explain the decline in passengers on urban bus services, and derives an average elasticity with respect to fare changes of –0.31 and with respect to service quality changes of +0.62. It is estimated that fare rises accounted for 13% of the 43% decline in passengers over the last fifteen years, vehicle mileage reductions for 14.3% and that only 15.7% was due to such factors as rising car ownership which are often given as the cause of declining bus patronage.The results, by showing that passengers are far more sensitive to changes in service than they are to fare rises, are a useful guide to the broader public transport policy issues, and the paper concludes that the model does provide a useful method of forecasting public transport demand at a strategic level. Further work is needed, however, to establish more accurate forecasts for different types of passenger and studies are now being undertaken to establish these and to construct an operational forecasting model that can be applied with only limited data requirements  相似文献

To ensure that the advanced emission control systems installed on modern motor vehicles continue to work properly, motor vehicle inspection and maintenance (I/M) programs are now found in the major cities of many countries around the world. These programs are widely regarded as valuable and even essential to the achievement of air quality objectives, but there have been few ex post audits of these programs. In this paper, we examine the performance of one of the most sophisticated I/M programs, the USEPA’s Enhanced I/M Program. This program has now been implemented in five states. Using data from 1995 and 1996, we estimate the cost of the Arizona Enhanced I/M Program and the emission reductions achieved. We begin by enumerating briefly the components of I/M costs and discuss their size and incidence. Then we describe the empirical information from Arizona and how we use it to construct cost estimates for both vehicle inspection and repair of failing vehicles. Inspection costs include the costs of operating the test stations and the costs motorists incur in time and money to get to the station and go through the testing process. We find that the inspection costs account for over two-thirds of the full costs of I/M, while costs associated with actual vehicle repair account for only one-third. We conclude by comparing the empirical estimates of costs and program effectiveness in the Arizona program with the ex ante estimated Enhanced I/M program costs made by the EPA in the 1992 Regulatory Impact Analysis (RIA). The ex ante EPA analysis appears to have underestimated the costs of achieving the ambitious reductions in emissions hoped for under I/M.  相似文献

The day-long system optimum (SO) commute for an urban area served by auto and transit is modeled as an auto bottleneck with a capacitated transit bypass. A public agency manages the system’s capacities optimally. Commuters are identical except for the times at which they wish to complete their morning trips and start their evening trips, which are given by an arbitrary joint distribution. They value unpunctuality – their lateness or earliness relative to their wish times – with a common penalty function. They must use the same mode for both trips. Commuters are assigned personalized mode and travel start times that collectively minimize society’s generalized cost for the whole day. This includes unpunctuality penalties, queuing delays, travel times and out-of-pocket costs for users, as well as travel supply costs and externalities for society.It is shown that in a SO solution there can be no queuing and that the set of SO solutions forms a convex set. Furthermore, if the schedule penalty that users suffer due to unpunctuality is separable into morning and evening components, then the set of commuters traveling by the same mode arrive at work and depart from work in the order of their wishes. These orders are in general different in the morning and the evening. It is also shown that there always is a SO solution in which users are at all times, and on both modes, either punctual or flowing at capacity. These problem properties are used to identify search methods, both, for SO solutions and for time-dependent tolls and transit fares that preserve the solutions as Nash equilibriums. In every case studied, these prices exist. They must peak concurrently for the two modes in both periods.In special cases involving only one mode, only one period or concentrated demand the solution to the complete problem decomposes by period conditional on the number of transit users, and this facilitates the solution. In these cases the day-long SO cost is the sum of the SO costs for the two peaks considered separately. However, this is not true in general – the solution obtained by combining the two single-period solutions can be infeasible. When this happens, the optimum day-long cost will exceed the sum of the single-period costs. The discrepancy is about 40% of the total schedule penalty for an example representing a large city. Thus, to develop realistic policies the day-long problem must be addressed head on. An approximate method that yields closed form formulas for the case with uniformly distributed wishes is presented.  相似文献

This paper aims to examine choice behavior in respect of the time at which battery electric vehicle users charge their vehicles. The focus is on normal charging after the last trip of the day, and the alternatives presented are no charging, charging immediately after arrival, nighttime charging, and charging at other times. A mixed logit model with unobserved heterogeneity is applied to panel data extracted from a two-year field trial on battery electric vehicle usage in Japan. Estimation results, obtained using separate models for commercial and private vehicles, suggest that state of charge, interval in days before the next travel day, and vehicle-kilometers to be traveled on the next travel day are the main predictors for whether a user charges the vehicle or not, that the experience of fast charging negatively affects normal charging, and that users tend to charge during the nighttime in the latter half of the trial. On the other hand, the probability of normal charging after the last trip of a working day is increased for commercial vehicles, while is decreased for private vehicles. Commercial vehicles tend not to be charged when they arrival during the nighttime, while private vehicles tend to be charged immediately. Further, the correlations of nighttime charging with charging immediately and charging at other times reveal that it may be possible to encourage charging during off-peak hours to lessen the load on the electricity grid. This finding is supported by the high variance for the alternative of nighttime charging.  相似文献

The ozone weekend effect refers to the counterintuitive observations showing weekend ozone concentrations frequently to be higher than or comparable to those observed on weekdays. Ozone dynamics are closely linked to the timing, magnitude and fleet mix of transportation activities, primary sources of ozone precursor emissions. To examine the effects of traffic activity on the ozone weekend effect, a statistical analysis was conducted of the weekly patterns of time dependent light-duty vehicle and heavy-duty truck volumes observed at 27 weigh-in-motion stations in southern California. The results show statistically significant variations in traffic flows by day of week, by vehicle type, and by location with respect to the Los Angeles metropolitan area. These variations in traffic, when converted to variations in running exhaust emissions, tend to support four of the seven California Air Resources Board’s ozone weekend effect hypotheses.  相似文献

Travel time information influences driver behaviour and can contribute to reducing congestion and improving network efficiency. Consequently many road authorities disseminate travel time information on road side signs, web sites and radio traffic broadcasts. Operational systems commonly rely on speed data obtained from inductive loop detectors and estimate travel times using simple algorithms that are known to provide poor predictions particularly on either side of the peak period. This paper presents a new macroscopic model for predicting freeway travel times which overcomes the limitations of operational ‘instantaneous’ speed models by drawing on queuing theory to model the processing of vehicles in sections or cells of the freeway. The model draws on real-time speed, flow and occupancy data and is formulated to accommodate varying geometric conditions, the relative distribution of vehicles along the freeway, variations in speed limits, the impact of ramp flows and fixed or transient bottlenecks. Field validation of the new algorithm was undertaken using data from two operational freeways in Melbourne, Australia. Consistent with the results of simulation testing, the validation confirmed that the recursive model provided a substantial improvement in travel time predictions when compared to the model currently used to provide real-time travel time information to motorists in Melbourne.  相似文献

Electric vehicles (EVs) are still a maturing technology. Barriers to their adoption include price and range anxiety. EV batteries are significant in determining both EV prices and costs. In this work, we focus on the impact of a high-capacity battery and EV rebates on an EV ecosystem. Using survey data from Los Angeles, California, we simulate different cases of battery costs and prices by means of an agent-based EV ecosystem model. We find that even in Los Angeles, a geographically spread out city, the price of EVs is a more significant barrier to adoption than EV range. In fact, even a quintupling of battery size at no additional costs improves EV adoption by only 5 %. Therefore, policy makers should focus more on affordability than range in promoting EV adoption.  相似文献
