The International Ship and Port Facility Security Code (ISPS Code) is actually a measure of shipping security initiated by the U.S. in the name of anti-terrorism just like C-TPAT and CSI. At MSC 76^th meeting, ISPS Code was adopted and incorporated into SOLAS XI-2 and became a mandatory requirement that has to be met by all contracting governments. Up to now, there is less than 15 months left for the Code to take effect by I July 2004. Nations around the world are stepping up to make necessary preparations, but this process seems to move at a rather slow pace in China.

<正>Glasgow,UK18th-20th August 2014About the conference The conference will bring together researchers,practitioners to address the safety and reliability issues as applicable to different stages in the analysis,design construction and in-service life of marine structures such as ship,offshore,submerged structures and the renewable energy structures.This will involve advanced analysis both for strength and load model in order to establish safety level both for deterministic model(WSD method)and for reliability based design(LRFD method).One of the aims of the design should be to achieve adequate but not excessive level of safety which can be satisfied through reliability based method and this takes into account uncertainties of design variables.Current modern codes are trying to provide design procedures on LRFD format although no explicit reliability analysis is done to arrive these partial safety factors.This conference will deal with all these issues and see how these techniques are applied to various types of marine structures.Glasgow,the venue for this conference is a city which has lot of attractions.The world famous Loch-Lomond is only few miles away and Edinburgh is 50 minutes journey by train.The city will also host the2014 Commonwealth Games.

Risk management modeling and its application in maritime safety

Quantified risk assessment （QRA） needs mathematicization of risk theory. However, attention has been paid almost exclusively to applications of assessment methods, which has led to neglect of research into fundamental theories, such as the relationships among risk, safety, danger, and so on. In order to solve this problem, as a first step, fundamental theoretical relationships about risk and risk management were analyzed for this paper in the light of mathematics, and then illustrated with some charts. Second, man-machine-environment-management （MMEM） theory was introduced into risk theory to analyze some properties of risk. On the basis of this, a three-dimensional model of risk management was established that includes： a goal dimension; a management dimension; an operation dimension. This goal management operation （GMO） model was explained and then emphasis was laid on the discussion of the risk flowchart （operation dimension）, which lays the groundwork for further study of risk management and qualitative and quantitative assessment. Next, the relationship between Formal Safety Assessment （FSA） and Risk Management was researched. This revealed that the FSA method, which the international maritime organization （IMO） is actively spreading, comes from Risk Management theory. Finally, conclusion were made about how to apply this risk management method to concrete fields efficiently and conveniently, as well as areas where further research is required.

Mathematical simulation of steep waves at a focus point

Mathematical models simulating steep waves at a focus point are presented in this paper. Simulations of extreme waves in a model basin were used to determine the loads on floating structures induced by the waves. Based on a new wave theory, numerical test results show that the simulation procedure is effective and the induced motion of water particles in the front of waves is an important factor influencing impact loads on floating bodies.     

Chaotic synchronization based on nonlinear state-observer and its application in secure communication

Chaotic synchronization is a branch of chaotic control. Nowadays, the research and application of chaotic synchronization have become a hot topic and one of the development directions is for the research on chaos. In this paper, a universal nonlinear stateobserver is presented for a class of universal chaotic systems to realize the chaotic synchronization, according to the theory of state-observer in the modem control theory. And theoretic analysis and simulation results have illustrated the validity of the approach. Moreover, the approach of synchronization proposed in this paper is very easy, flexible and universal with high synchronization precision. When the approach is applied to secure communication, the results are satisfying.

Prospects of China-Africa economic and trade cooperation
Chinese Premier Li Keqiang started a four-country visit to Ethiopia, Nigeria, Angola and Kenya, on May 4 to 11. The visit, to further deepen China-Africa relationship and to further expand China-Africa trade and economic cooperation, is of great significance, having also had larger repercussions in the world. Li visited the four countries, meeting the presidents respectively and focusing on ways to strengthen cooperation in trade, investment, infrastructure development, energy, finance, agriculture, aviation, space technology, information and communication. Bilateral trade between China and African countries reached $210 billion in 2013.

质量比对于柔性圆柱体流激振动的影响（英文）

The effect of the mass ratio on the flow-induced vibration(FIV) of a flexible circular cylinder is experimentally investigated in a towing tank. A Tygon tube with outer and inner diameters of 7.9 mm and 4.8 mm, respectively, was employed for the study. The tube was connected to a carriage and towed from rest to a steady speed up to 1.6 m/s before slowing down to rest again over a distance of 1.6 m in still water. Reynolds number based on the cylinder's outer diameter was 800–13,000, and the reduced velocity(velocity normalized by the cylinder's natural frequency and outer diameter) spanned from 2 to 25. When connected, the cylinder was elongated from 420 mm to 460 mm under an axial pre-tension of 11 N. Based on the cylinder's elongated length, the aspect ratio(ratio of the cylinder's length to outer diameter) was calculated as 58. Three mass ratios(ratio of the cylinder's structural mass to displaced fluid mass, m*) of 0.7, 1.0, and 3.4 were determined by filling the cylinder's interior with air, water, and alloy powder(nickel-chromium-boron matrix alloy), respectively. An optical method was adopted for response measurements. Multi-frequency vibrations were observed in both in-line(IL) and cross-flow(CF) responses; at high Reynolds number, vibration modes up to the 3rd one were identified in the CF response. The mode transition was found to occur at a lower reduced velocity for the highest tested mass ratio. The vibration amplitude and frequency were quantified and expressed with respect to the reduced velocity. A significant reduced vibration amplitude was found in the IL response with increasing mass ratios, and only initial and upper branches existed in the IL and CF response amplitudes. The normalized response frequencies were revealed to linearly increase with respect to the reduced velocity, and slopes for linear relations were found to be identical for the three cases tested.
