The problems on scheduling and schedule co‐ordination usually have conflicting objectives related to user's cost and operator's cost. Users want to spend less time to wait, transfer and travel by public buses. Operators are interested in profit making by lesser vehicle operating cost and having a minimum number of buses. As far as level of service is concerned users are interested in lesser crowing while operators are concerned with maximizing profit and thus to have higher load factors. In schedule co‐ordination problems transfer time plays an important role. Users are interested in coordinating services with in acceptable waiting time whereas operators prefer to have lesser services and want to meet higher demands, which invariably increases waiting time. These problems have multiple conflicting objectives and constraints. It is difficult to determine optimum solution for such problems with the help of conventional approaches. It is found that Genetic Algorithm performs well for such multi objective problems.  相似文献

An urban transportation system formulated in terms of a multiobjective mixed integer linear fractional programming (MOMILFP) problem under uncertainty is considered. The system is based on two means of public transportation i.e., trams and buses. One takes into account the factors of both passengers' and operator's concern, whose objectives are, generally, in conflict. The real uncertainty and imprecision of data is modeled by L-R type fuzzy numbers. To solve the fuzzy MOMILFP problem an interactive method is utilized. As an illustration of that approach an application to Poznan's urban transportation system is presented.  相似文献

A mathematical model is developed to optimize social and fiscal sustainable operation of a feeder bus system considering realistic network and heterogeneous demand. The objective total profit is a nonlinear, mixed integer function, which is maximized by optimizing the number of stops, headway, and fare. The stops are located which maximize the ridership. The demand elasticity for the bus service is dependent on passengers' access distance, wait time, in‐vehicle time, and fare. An optimization algorithm is developed to search for the optimal solution that maximizes the profit. The modeling approach is applied to planning a bus transit system within Woodbridge, New Jersey. This paper investigates public transit service (fare and frequency) operation strategies in a bi‐modal network with assumption of indifference thresholds‐based travelers' mode choice behavior. Under such behavior, users would switch to a new mode only if its utility is larger than the utility of current mode plus a threshold. The concept of indifference thresholds‐based bi‐modal equilibrium (ITBE) and the properties of the ITBE solution are explicitly proposed. Considering transit operator's different economic objectives (profit‐maximizing, no‐deficit and total system cost‐minimizing), the effect of indifference thresholds on transit fare and frequency schemes is studied. This paper investigates the optimal transit fare in a simple bimodal transportation system that comprises public transport and private car. We consider two new factors: demand uncertainty and bounded rationality. With demand uncertainty, travelers are assumed to consider both the mean travel cost and travel cost variability in their mode choice decision. Under bounded rationality, travelers do not necessarily choose the travel mode of which perceived travel cost is absolutely lower than the one of the other mode. To determine the optimal transit fare, a bi‐level programming is proposed. The upper‐level objective function is to minimize the mean of total travel cost, whereas the lower‐level programming adopts the logit‐based model to describe users' mode choice behaviors. Then a heuristic algorithm based on a sensitivity analysis approach is designed to solve the bi‐level programming. Numerical examples are presented to illustrate the effect of demand uncertainty and bounded rationality on the modal share, optimal transit fare and system performance. This paper presents a multiobjective planning model for generating optimal train seat allocation plans on an intercity rail line serving passengers with many‐to‐many origin‐destination pairs. Two planning objectives of the model are to maximise the operator's total passenger revenue and to minimise the passenger's total discomfort level. For a given set of travel demand, train capacity, and train stop‐schedules, the model is solved by fuzzy mathematical programming to generate a best‐compromise train seat allocation plan. The plan determines how many reserved and non‐reserved seats are to be allocated at each origin station for all subsequent destination stations on each train run operated within a specified operating period. An empirical study on the to‐be‐built Taiwan's high‐speed rail system is conducted to demonstrate the effectiveness of the model. The model can be used for any setting of travel demand and stop‐schedules with various train seating capacities.  相似文献

Singapore has a sophisticated and efficient system of land transport to serve a growing demand for transportation. Constrained by limited space, a comprehensive set of land transport policies has been in place to balance the growth in transport demand and the effectiveness and efficiency of the land transport system. A multi-pronged approach has been used to achieve the objective of a world-class transportation system. These include integration of urban and transport planning, expansion of the road network and improvement of the transport infrastructure, harnessing the latest technology in network and traffic management, managing vehicle ownership and usage, and improvement and regulations of public transport (Ministry of Transport (MOT) (2003) Policy and Regulations, Land Transport, Available: www.mot.gov.sg, Date of Access: 15 September 2003). Singapore was the first country in the world to introduce various new techniques, notably the Area License Scheme (ALS) in 1975 and the Vehicle Quota System (VQS) in 1990. An Electronic Road Pricing (ERP) system replaced the ALS in 1998 to take the role of congestion management, the experience of which has also drawn particular attention from many large cities in the world. In 2003, the world’s first and only fully automatic heavy rail Mass Rapid Transit system was opened to the public, marking a new chapter in Singapore’s innovative approach to solving its land transport problem. This paper reviews the land transport policy implemented in Singapore and pays special emphasis to its public transportation systems.  相似文献

This paper has extended Newell's dispatching policy to the case of sensitive demand which is characterized by a linear mode split model with two major factors, wait time and transit fare. Three objective functions both with and without vehicle capacity constraint are analyzed, including profit maximization, maximization of a combination of net user benefit and operator profit, and maximization of net user benefit subject to a deficit constraint. Closed-form solutions associated with various system parameters are obtained. It is shown that under sensitive demand conditions the optimal dispatching rate is approximately proportional to the square root of the total demand rate, if vehicle size is not binding and it is strictly proportional to the total demand rate, if vehicle size is binding.  相似文献

Transportation CO2 emissions are expected to increase in the following decades, and thus, new and better alternatives to reduce emissions are needed. Road transport emissions are explained by different factors, such as the type of vehicle, delivery operation and driving style. Because different cities may have conditions that are characterized by diversity in landforms, congestion, driving styles, etc., the importance of assigning the proper vehicle to serve a particular region within the city provides alternatives to reduce CO2 emissions. In this article, we propose a new methodology that results in assigning trucks to deliver in areas such that the CO2 emissions are minimized. Our methodology clusters the delivery areas based on the performance of the vehicle fleet by using the k-means algorithm and Tukey’s method. The output is then used to define the optimal CO2 truck-area assignment. We illustrate the proposed approach for a parcel company that operates in Mexico City and demonstrate that it is a practical alternative to reduce transportation CO2 emissions by matching vehicle type with delivery areas.  相似文献

A new procedure for generating optimal transport strategies has been applied in nine European cities. A public sector objective function which reflects concerns over efficiency, environmental impact, finance and sustainability is specified and a set of policy measures with acceptable ranges on each, identified. Optimal strategies based on combinations of these policy measures which generate the optimal value of the objective function, are identified, and compared between cities. Resulting policy recommendations are presented. The results demonstrate the importance of an integrated approach to transport strategy formulation. They emphasise the role of changes in public transport service levels and of fares, and of charges for car use. By contrast, new infrastructure projects are less frequently justified. In the majority of cities the revenues from car use charges are sufficient to finance other elements in the strategy. However, private sector involvement either in initial financing or in operation may be desirable. Revised objective functions to reflect private sector involvement are specified, and optimal strategies with private sector operation of public transport are also identified. The requirement to meet private sector rates of return for public transport operation typically results in lower frequencies and higher fares; charges for car use then need to be raised to satisfy public policy objectives, but system performance is reduced. There are various activities now taking place in ITS research and development in Japan. Advanced information and communication technologies have been applied to improve public transport systems, as well as automated highway systems. In the first part of this paper, we show three examples of public transport systems recently developed in ITS environment. These transport systems are operated in local cities and towns in Japan: the travel information system for tram users in Hiroshima, the demand responsive bus system in Nakamura and the co‐operative use of electric vehicle in Ebina. In the second part of the paper, we explain how we have monitored individual passenger on public transport using cellular phones for location positioning. Location positioning technology for mobile object is essential for the operation and management of ITS supported public transport systems. Furthermore, such accurate and detailed positioning data can be utilized for travel behaviour analysis in demand modeling. The mobile instrument and monitoring systems shown in this paper can be combined with any of the case studies of ITS application to public transport systems.  相似文献

Abstract

Kuwait is a relatively small country located at the top of the Arabian Gulf with population in 1980 amounting to 1.355 millions. Kuwait occupies an area of approximately 17 800 square kilometres. Kuwait's main source of national income is oil export. Income from oil export and other sources has resulted in Kuwait having the highest per capita income in the world. Consequently vehicle ownership is very high and traffic is ever growing and extending. Kuwait is self‐sufficient in only a few commodities and has a shortage of local labour. This means that transport has a fundamental role to play at the national and international level for the development of Kuwait's economy.

This paper provides a brief statement of transport in Kuwait. It starts by describing Kuwait's national setting and touches on the economic and social aspects in Kuwait that have an influence on transport patterns and needs. It describes the national transport system and covers road, air, rail and ports. Urban development planning in Kuwait is described and issues related to stages of urban development planning. The Kuwait City Master Plan and new town initiatives are presented. The urban transport system in Kuwait Metropolitan Area is described. In particular the characteristics of the urban road network and public transport facilities are outlined along with recent transport planning studies and new initiatives in the urban transport system.

The paper ends with a statement on organizations involved in the transport sector in Kuwait and a note on transport finance.  相似文献

Urban public transport energy use is determined largely by the weight of the vehicle, and frequency of intermediate stops, imposing repeated acceleration/steady running/braking cycles, in which much of the kinetic energy is dissipated. Energy consumed for the same capacity and vehicle performance may be reduced by coasting, cutting vehicle weight, and use of regenerative braking, on electrically‐powered systems, to convert the otherwise wasted braking energy into useful form. Particular attention is paid to the last‐named, identifying results of past experience and recent simulations. Practical constraints limiting the amount of energy actually recovered are discussed, including proportion of vehicle weight braked electrically, receptivity of the supply system, stop spacing and number of vehicles operated simultaneously. Reference is also made to battery vehicles and flywheel energy storage.

It is suggested that considerable scope exists in urban electric rail operation for reduced energy consumption, as existing fleets are replaced by lighter weight vehicles, fitted for regenerative braking. Further savings may come from use of inverter equipment. Rate of fleet renewal may be an important factor. Buses are already much more energy efficient, and dramatic gains are unlikely. However, there is some scope for use of flywheel energy storage, and regenerative braking on trolleybuses.  相似文献

Abstract

Middle‐class expansion and new consumption patterns have increasingly become an important focus of studies of the development and change in newly industrialized and middle‐income‐developing East and South East Asian countries. However, there is still a dearth of studies in the literature particularly focusing on middle‐class travel patterns, predispositions and transport policy preferences. Nor have the implications of these factors on current transport and land development policy been examined. The present exploratory study addresses this gap by examining three cases in Bangkok, Thailand, which in recent decades witnessed dramatic middle‐class expansion, an increase in private motor vehicle population, and spatial diffusion of middle‐class residences into lower‐density zones in the suburbs. By mainly employing a survey method of data‐gathering and quantitative research analysis, the paper discusses the following findings: (1) that middle‐class travel behaviour is characterized by a high dependence on private motor vehicle travel and ‘inward commuting’; (2) that middle‐class preferences for transport mode and attitudes about remedial policy options are generally protective of their members’ car‐dependence and ownership; and (3) that present policy measures of the Thai government on Bangkok transport perfectly fit and support exclusively middle‐ and upper‐class predispositions and stakes in mobility. These findings in a developing country city basically follow a similar profile to be found in middle‐class‐dominant transport patterns and urban form in a number of North American cities. This paper further argues that in a developing country city such as Bangkok, where marked social differentiation and the combined population of poor and low‐income classes still comprise almost half of the urban social landscape despite an expanding middle‐class, an adequate and good public transport system that also meets the former’s need for efficient mobility is an imperative.  相似文献

This is the second part of a two‐part series that examines recent developments in urban passenger transport in the United States and Europe, focusing on the roles and impacts of the public sector as these have varied by country and over time. The first part of the series described public policies for roadway systems and private car use, whereas this second part concentrates on public transport. After a review of demand and supply trends, the article evaluates government policies in terms of public vs private ownership and operation, public regulation, financing responsibility by government level, types and amounts of subsidy, and impacts of ownership, regulation, and financing arrangements on costs and productivity. This second part concludes with an overall comparison between Europe and the United States, and considers how Europeans and Americans might learn from each other's successes and mistakes in order to improve transport policies.  相似文献

This work proposes a framework for the construction of the operational objective functions of the public transport network design problem. This framework takes into account the passengers, operator and community interests. The methodology presented combines the philosophy of the mathematical programming approaches with decision‐making techniques, so as to allow the user to select from a number of alternatives. Traffic signal timings in a road network can not only affect total user travel time and total amount of traffic emissions in the network but also create an inequity problem in terms of the change in travel costs of users traveling between different locations. This paper proposes a multi‐objective bi‐level programming model for design of sustainable and equitable traffic signal timings for a congested signal‐controlled road network. The upper level of the proposed model is a multi‐objective programming problem with an equity constraint that maximizes the reserve capacity of the network and minimizes the total amount of traffic emissions. The lower level is a deterministic network user equilibrium problem that considers the vehicle delays at signalized intersections of the network. To solve the proposed model, an approach for normalizing incommensurable objective functions is presented, and a heuristic solution algorithm that combines a penalty function approach and a simulated annealing method is developed. Two numerical examples are presented to show the effects of reserve capacity improvement and green time proportion on network flow distribution and transportation system performance and the importance of incorporating environmental and equity objectives in the traffic signal timing problems. After Vickrey's view, Mohring constructed a microeconomic model to determine the optimal frequency of buses serving a corridor with fixed demand. The main result was that frequency should be proportional to the square root of demand. The role of users' costs was shown to be crucial. This approach has evolved over the past decades, improving our understanding of public transport operations. This paper describes and analyses the evolution of microeconomic models for the analysis of public transport services with parametric demand, leading towards a more comprehensive one. An in-depth review of all the contributions in the academic literature is presented, emphasizing both the treatment of variables and the form of the results mostly in terms of frequency and fleet size. A series of partial new elements is also identified. An extension of Jansson's model for a single period is developed analytically, including the effect of vehicle size on operating costs and the influence of crowding on the value of time. Numerical simulations are used for comparison and analysis. A general model is then proposed where bus operations are optimized accounting for a number of simultaneous relations. Abstract

This paper revisits the classical transit scheduling problem and investigates the relationship between stop spacing and headway, considering realistic wait time and operable transit capacity. Headway and stop spacing are important determinants for planning a transit system, which influence the service level as well as the cost of operation. A mathematical model is developed, and the objective function is user travel time which is minimized by the optimized stop spacing and headway, subject to the constraints of operable fleet size and route capacity. Optimal stop spacing and headway solutions are obtained in a numerical example. Sensitivity analysis is conducted, and the effect of model parameters on user travel time is explored.  相似文献

Urban public transport has had broad political appeal and escalating financial support since the late 1960s. The preference has been for public ownership and operation of services with only limited private sector involvement in the provision of services in a highly regulated environment. The financial standing of public transport coupled with the likelihood of a sustained period of fiscal restraint, perhaps even a decline in available resources, has created an imperative for change. This paper argues that broad‐based acknowledgment of the financial realities, clear definition of quantifiable objectives and increased authority and control for public transport management is required if public transport agencies are to meet the challenge. A new balance between service, ridership and revenue is required. Managing with declining resources will require a financial planning approach, separation of policy and planning from operations, removal of restrictions on user choice and operator competition and increased involvement of the private sector. Substantial changes in internal organization, procedures and structures and a cost‐effectiveness orientation will be necessary.  相似文献
