Environmental issues have received a prominent place in transport policies of most European countries. The coordination of such policies however, is fraught with many difficulties. The increasing freight flows after the European integration are a source of concern, but have not yet led to straightforward and effective environmental strategies.The paper focuses on the Trans Alpine freight transport systems in the light of the future integration of single national transport systems into the European transport network. The environmental, social and institutional peculiarities of this ‘region’ have favoured—in the past—the development of strong nationally-oriented policies, partly in contrast with the goals promoted by the European Union. The present analysis aims to highlight opportunities, and limits inherent, in the implementation of various infrastructure projects oriented towards a drastic change of the Alpine transport systems structure. The Alpine countries, viz. Austria and Switzerland, play a central role in the promotion of environmental benign modes of transport of goods, with a clear focus on rail. The route choice and modal split of freight flows in Europe are taking place simultaneously. In this paper the results of European freight flow models (based on logit analysis and neural networks) will be presented. An important exercise is then to assess the consequences of various types of eco-taxes on road transport in Europe. In this context, several policy scenarios will be dealt with.  相似文献

There are clear signs of a shift in the UK transport policy in response to concerns about the environmental impacts of road transport and anxieties about the implications of the projected future growth in demand.Much of the framework of UK transport policy is now determined at the overall European Union level. To date most European legislation and policy proposals have been concerned with reducing the specific externalities associated with the transport sector, with none of the measures involved likely to have more than a marginal impact on the growth in demand. The emerging research evidence suggests however that the private costs of car use in Europe may fall substantially short of its total social costs and there is an important emerging policy debate about how this gap might be closed.The UK has introduced a policy package designed to reduce the growth of car travel and its environmental impact, within which land-use planning measures feature prominently. The land-use policies, which to some extent represent a reassertion of many traditional UK planning policies, include: an emphasis on focussing new development in urban areas, increasing residential densities, strengthening the role of existing centres and improving provision for walking and cycling.A number of factors will constrain the effectiveness of the package in practice. There are also concerns about its impact on key environmental objectives, including air quality. There are important questions too about the welfare effects of increasing densities and about the wider impacts of the package on economic efficiency.  相似文献

Policies of general nature for improving the competitive position of intermodal transport have not always been successful. On the contrary, specific policies, such as targeting the supply chain or the offered services and transport are probably more effective in identifying and subsequently shifting transport from road to intermodal. The aim of the paper is the development of a methodology with the necessary tools to assess the potential of a specific policy measure to produce a modal shift in favour of intermodal transport. In addition, for the cases of positive outcomes, the necessary elements for the policy action plan are presented. The methodology comprises of three parts: a toolbox called the macro-scan, which assesses the potential for modal shift, a sensitivity analysis and the policy action plan. Thus, an insight on the impact of a modal shift on supply chains and on the potential for modal shift is acquired. The methodology, developed within the SPIN Research Project of the European Commission, will be useful to policy makers at governmental level as well as to the private sector, especially in the European Union countries.  相似文献

Intermodal road-rail freight transport works best within markets with relatively large flows occurring over long distances, which corresponds poorly to the current demand for transport in the European Union. The purpose of this paper is to compare the capabilities of conventional European intermodal transport, with special reference to the competitiveness in markets with small flows over short distances, and to explore innovative concepts. Using a technological systems approach, key functions are identified as being the inducement and blocking mechanisms that affect the development and diffusion path of this 'small flows over short distances' (SFSD) system, providing a tool for empirical delineation of the system. These concepts are illustrated and analysed through a case study of the Swedish development project Light-combi. The results show that market and financial uncertainties, insufficient network connectivity and policies favouring the existing technology paradigm, severely hamper the development and diffusion of SFSD systems.  相似文献

Urban transportation policy during the nineteen seventies has been characterized by attempts to deal with four major problems: 1) the minimization of environmental impacts of transport investments, 2) the alleviation of inequities in mobility, and financial burdens imposed upon some groups by earlier investments in capital intensive highway networks, 3) the accommodation of demands for public participation in transport decision-making, and 4) the precipitous rise of public transit operating costs. In this paper examples are given of policies which have been pursued in attempting to solve each of these problems. It is shown that policies designed to solve one of them have often intensified others. Thus, current policy is characterized by reliance upon very small-scale and timid plans and proposals. The eighties may see a return to large-scale and comprehensive transport plans, but these will not be exclusively physical or system plans. Rather, transportation plans in the eighties will include a balance among physical facilities, institutional arrangements, financial plans, and user incentives and disincentives. Today, the extended transport infrastructure along with the communications and information technologies are to a large extent the generator of integration processes all over Europe. Novelties in this area have brought about important changes in the production conditions, distribution and consumption, which exert influence on the changing of economic structure, including similar changes in social, cultural and political relations. In the future, the social and economic development of Slovenia will depend on proportionate development of regions and on the embodiment of Slovenia in a wider European space. The transport infrastructure of Slovenia, along with its transport system, should be integrated in the European transport system in such a way that the developmental interest of Slovenia is fully highlighted and included to an optimum extent in the course of Slovenia's integration to the EU.  相似文献

This paper examines the current situation in the largest of the Baltic States - Lithuania - with respect to the development of international transport and logistics in the context of the severe political, economic and social changes that have taken place since 1991. Utilizing statistics previously unavailable for the region, the paper examines the impact of transition and the competitive role of East European carriers upon a specific international movement of electronic goods between Frankfurt/Main in Germany and Vilnius in Lithuania, developing a detailed cost model for the alternative modal choices that are available - road and ship/road. Rail transport is excluded as no international rail services between the two countries are available and there are no plans for such services in the near future. From this, a series of issues for the future in the context of potential EU membership, transport infrastructure developments and logistical trends is analysed.  相似文献

This paper examines emerging trends in transport policy in the UK, as identified by the 2004 Transport White Paper and the supporting policy guidance to local transport authorities for addressing social exclusion through local transport provision; accessibility planning. It moves on to identify potential barriers to delivery at the local level and more fundamental challenges, risks and policy tensions. In this context, it critiques UK policies to deliver social equity through transport programmes in light of its Climate Change Agenda and the identified need to significantly reduce traffic levels on UK roads.It identifies the potential synergy between these two policy ambitions, but argues that currently there is a serious policy conflict between these agendas within the UK policy framework. In the light of this conclusion, it offers some key recommendations on the best way forward, which it recommends must be based on the synergistic and integrated delivery of policies for social and environmental equity within the transport sector. It concludes by identifying the key challenges this implies for applied research in this area.  相似文献

This paper starts by reviewing the main components of social marginal costs and environmental costs in the context of transport, and it draws on the experience in Europe concerning the means by which these costs can be valued. That experience is then translated to the situation in Lithuania, where many of the same issues are now being debated. A multicriteria method is proposed to internalize these costs, both from the perspective of the state and of the carriers. Costs need to be raised substantially if the social and environmental factors are to be paid for by the transport users, and such action would bring Lithuania closer to the best practice currently in operation in the European Union.  相似文献

This paper deals with the need of introducing biofuels for the use of the civil aviation sector, and the different possibilities of application of incentive mechanisms if the existing market conditions do not allow their direct commercialisation. After an introduction on the main features of the civil aviation impact on climate change, a historical review of the European Union regulations to promote the energy extraction from biological resources is presented. The different incentive policies around the world are revised and compared and some indications are offered on the most recommendable procedures that might be carried out in the near future.  相似文献

This paper discusses the impact of three freight transport policies aiming to promote railroad intermodal transport in Europe, and examines the case of Belgium as a testing ground. These policies consist in subsidizing intermodal transport operations (such as in Belgium, to stimulate rail transport), internalizing external costs (as recommended by the European Union in order to foster cleaner modes), and adopting a system perspective when optimizing the location of inland intermodal terminals. The study proposes an innovative mixed integer intermodal freight location-allocation model based on hub-location theory and deals with non-linear transport costs in order to replicate economies of distance. Our analysis suggests that subsidizing has a significant impact on the volumes transported by intermodal transport, and, to a lesser extent, that optimizing terminal location increases the competitiveness of intermodal transport. On the other hand, according to our assumptions, internalizing external costs can negatively impact the promotion of intermodality. This finding indicates that innovative last-mile transports are needed in order to reduce the external impacts of drayage operations.  相似文献

This paper presents an overview of some recent developments in and policy issues relating to integrated transport systems in the European Union (EU). Both goods and passenger transport systems are considered in the context of actions recently undertaken and supported by the EU. The paper considers the very general background of these systems at the EU scale and offers insights into some recent successful and promising policy, real-life, and research attainments. Decoupling road freight transport from economic growth has been acknowledged by the European Union as a key means to improving sustainability. It is therefore important to identify both the coupling and decoupling drivers of road freight transport demand in order to determine possible factors that may contribute to reduce road transport in the future without curbing economic development. This research proposes an Input–Output (IO) structural decomposition analysis (SDA) to explain road freight transport in terms of a set of key factors that have strongly influenced road freight demand in recent decades in European countries—such as economic growth, economic structure and the evolution of road transport intensity (including improvements in both supply and transport systems). This methodological approach allows us to quantify and compare their contribution in different European countries to either increase or decrease road freight transport demand. The empirical basis for this analysis is a dataset of nine European countries which have IO tables and road transport data available from 2000 to 2007, comprising data on domestic production, imports and exports as well as tonne-kms for 11 types of commodity classes. The results show that, as a whole, aggregate road transport demand has grown—driven mainly by economic activity—but this growth has been strongly curbed in some countries by changes in road freight transport intensity and moderately by the dematerialization of the economy. International transport has been also proven to be a key factor driving road freight transport volumes. Moreover, the increased penetration of foreign operators in national haulage markets appears to have reinforced the final decoupling levels observed in some cases.  相似文献

This two‐part paper contains most of a report prepared by TRRL for the European Conference of Ministers of Transport, and presented by one of the authors to the Council of Ministers in November 1984. Part 1, which was published in the January‐March 1986 issue of Transport Reviews, looked at the way cities have been changing over the years and the influence of growing car ownership on trip patterns. This part examines the changes in public transport use in more detail, considers the interactions between the various underlying trends, speculates on future travel patterns by both public and private means and considers the likely impact of land use and transport policies.  相似文献

This paper describes a method for devising transport strategies that makes iterative use of transport models to find the optimal levels of pre-defined transport measures. It gives the results from using this method in nine European cities. At the heart of the procedure lies the definition of objective functions which encapsulate policy-makers' objectives with respect to economic efficiency and sustainability. These objective functions include a number of significant parameters and the paper examines the sensitivity of the results to changes in the values of these parameters. The parameters concerned are: the level of shadow price used with regard to public sector financial surplus and deficit; the trade-off between the perspectives of the present generation and a future generation (of importance to issues of sustainability); the trade-off between internal benefits/costs and external (environmental) benefits/costs; and the level of user benefits that can be “value captured” in the sense of raising additional finance for transport policies. Full sets of results are given for these sensitivity tests, and a number of practical transport policy conclusions are made.  相似文献

Transport is a vast and complex socio-technical system, and despite a clear need to reduce dependence on fossil fuels due to undesirable environmental impacts, it is largely locked into business-as-usual. Systems approaches are a useful way to help make sense of multiple competing influences which may be simultaneously driving change and supporting the status quo. This paper applies qualitative system dynamics modelling to help interpret the results of a Delphi study into global transport transitions, involving 22 international experts in various aspects of transport. The main contribution of the paper is its exploration of the use of system dynamics (SD) modelling to interpret the Delphi findings. SD modelling was used to reveal and elucidate the causal arguments put forward by the expert panel about the factors driving business-as-usual, the factors creating barriers to more sustainable transport systems, and the drivers of change. The SD model is used to explore and expose the key causal patterns at play, and how these interact to both support and hinder change. The resulting model shows the complex, interdependent dynamics involved in supporting the status quo. Even at the relatively high level of analysis reported here, the model is useful in revealing interdependencies between parts of the system, where change in one part may well have knock-on effects elsewhere in the system. In particular the model reveals the strong reinforcing loops that act to minimise the impact of change drivers and thus retain the dominance of automobility. The result is a system that is highly dependent on the continued existence of key reinforcements such as policies that subsidise fossil fuels. From a methodological perspective, the outcomes of the Delphi study provided a rich source of qualitative material which was highly suitable for developing a system dynamics model.  相似文献

This research aims to estimate potential inter-regional passenger flows for air transport in the Middle East under open skies polices, once deregulation agreements are reached between neighboring countries. To arrive at reasonable demand estimates, Western and Eastern European demand data was analyzed as a first step, since it is assumed that current Middle Eastern demand is distorted as a direct result of regional political instability. The major factors affecting demand, based on the European dataset, included population size, gross domestic product (GDP) per capita, absolute difference in GDP per capita between two countries, great circle distance and membership of the European Union and World Trade Organization. Subsequently, a 21 country database was estimated for passenger flow in the Middle East region on an average peak season day. The demand estimations became input for a hub location model (p-hub median formulation) in order to achieve the second major aim of this research, objective identification of potential regional gateways. The results proved robust to both single and multiple allocation model assumptions, with Cairo and Tehran consistently achieving hub status, along with Istanbul and Riyadh, as the number of potential hubs increased. Finally, this research shows that under conditions of peace, given existing socio-economic indicators, inter-regional passenger demand flow could increase by upwards of 51% and regulatory authorities ought to consider the necessary infrastructure and demand management policies to enable the conservative regional demand growth estimated.  相似文献

There is a large amount of research work that has been devoted to the understanding of travel behaviour and for the prediction of travel demand and its management. Different types of data including stated preference and revealed preference, as well as different modelling approaches have been used to predict this. Essential to most travel demand forecasting models are the concepts of utility maximisation and equilibrium, although there have been alternative approaches for modelling travel behaviour. In this paper, the concept of asymmetric churn is discussed. That is travel behaviour should be considered as a two way process which changes over time. For example over time some travellers change their mode of travel from car to bus, but more travellers change their mode from bus to car. These changes are not equal and result in a net change in aggregate travel behaviour. Transport planners often aim at producing this effect in the opposite direction. It is important therefore to recognise the existence of churns in travel behaviour and to attempt to develop appropriate policies to target different groups of travellers with the relevant transport policies in order to improve the transport system. A data set collected from a recent large survey, which was carried out in Edinburgh is investigated to analyse the variations in departure time choice behaviour. Intermodal rail/road freight transport has always been considered as a competitive alternative to its road freight counterpart in the European medium- to long-distance corridors (markets). Such consideration has been based on the increasing competitiveness of some innovative rail services and the existing and prospective performance of both modes in terms of the full social – internal or operational and external – costs. The most recent innovation of rail technologies and related services launched by some European railway companies, still at the conceptual level, is the Long Intermodal Freight Train (LIFT). This is supposed to be a block train operating in long-distance corridors (markets) with a substantial and regular freight demand.This paper develops analytical models for assessing the performance of the LIFTs, the already-operating Conventional Intermodal Freight Trains (CIFTs), and their road counterpart as well. The performance consists of the full – internal (private) and external – costs of the door-to-door delivery of loading units – containers, swap-bodies, and semi-trailers. The internal costs embrace the operational costs of the transport (rail and road) and intermodal terminal operators. The external costs include the costs of the impacts of door-to-door delivery of loading units on society and the environment. These negative externalities include noise, air pollution, traffic accidents, and congestion.The models are applied to a simplified version of intermodal and road transport system using inputs from the European freight transport sector. The aims are to compare the full costs of particular modalities in order to investigate the potential of the LIFTs as compared with the CIFTs in improving the internal efficiency of the rail freight sector and its competitiveness with respect to its road counterpart. In addition, the paper attempts to assess some effects on the potential modal shift of EU (European Union) transport policies on internalizing transport externalities.  相似文献

This paper develops a model for calculating comparable combined internal and external costs of intermodal and road freight transport networks. Internal costs consist of the operational-private costs borne by the transport and intermodal terminal operators, and the time costs of goods tied in transit. The external costs include the costs of the impacts of both networks on society and the environment such as local and global air pollution, congestion, noise pollution, and traffic accidents. The model is applied to the simplified configurations of both networks using the inputs from the European freight transport system. The objective is to investigate some effects of European Union policy, which aims to internalise the external costs of transport, on the prospective competition between two networks from a social perspective.  相似文献
