Telecommuting and urban sprawl: mitigator or inciter?   总被引:1,自引:0,他引:1  
There is some evidence to the effect that as cities become increasingly congested new housing starts occur at greater distances from urban centers while jobs tend to remain center-concentrated or develop in other suburbs. In either case, mean commute distances tend to increase. Telecommuting is seen as a means of increasing the jobs-housing balance in urban and suburban areas by enhancing the ability to move work to, or closer to, the workers' residences rather than requiring workers to commute to work daily. This has the immediate side effect of decreasing automobile congestion and associated energy consumption and air pollution. There is a possible longer term adverse impact of telecommuting resulting from its ability to decrease constraints on household location, thereby enhancing the rate of spread of suburbia. This paper reviews evidence concerning the possible effects of telecommuting on urban sprawl, as derived from a two-year test of telecommuting in California, and describes two scenarios of urban form development made more feasible by telecommuting.  相似文献

This study measures urban form as indicators of metropolitan sprawl and explores its impact on commuting trips and NOx and CO2 emissions from road traffic in all metropolitan statistical areas (MSAs) and four groups’ MSAs separated by population in the continental United States. Encompassing all MSAs, the study adds the accessibility factor to four existing factors: density, land use mix, centeredness, and street connectivity. The study establishes multivariate regression models between urban form, commuting trips, and emissions from road traffic while controlling for socioeconomic conditions. The study shows that urban form index and five urban form factors have a statistically significant association with commuting trips, NOx and CO2 emissions from road traffic. In four MSA groups as determined by MSA population size, higher values of urban form factors (i.e., lower sprawl) are statistically associated with more walking commuters. On the other hand, higher values of urban form factors are associated with fewer commuting vehicles per household in large MSAs with the moderate effect, a lower average commuting drive time in medium and small MSAs, and more commuters using public transportation in medium and large MSAs. This study provides an urban form index covering all metropolitan areas in the continental United States by adding another urban form factor, and the findings show that urban form factors have different effects on mode choices, drive time, and emission from road traffic depending on the MSA population size.  相似文献

In this paper we discuss the effectiveness, efficiency and feasibility of policy measures that cities may adopt to stimulate the uptake and use of electric vehicles. Our analysis is based on an expert workshop in which municipal policy-makers used a group decision room system to exchange their experiences with electric vehicle related policies. We distinguish six categories of measures: supporting citizens and businesses, supporting charging-infrastructure build up, regulatory measures, raising awareness, government as lead user, and governing the transition with other levels of government. We find two feasible policy mixes of effective and efficient measures, one for cities that strive to be among the global frontrunners and one of no-regret policies that any city should adopt, if it wants to stimulate electric mobility.  相似文献

This paper reports the results of a stated-preference study aimed at investigating how transport decisions are made by receivers or by transport operators about the potential use of an urban freight consolidation centre in the city of Fano, Italy. Because there are no revealed preference data, a stated-choice methodology is used. The stated-choice experiments present two alternatives—one using a private vehicle subject to various traffic regulations and one using the urban freight consolidation centre with varying cost and efficiency levels. Conventional discrete choice data modelling shows that the potential demand is influenced mainly by the distance of the parking bay from the shop, by access permit cost, by the service cost of the urban freight consolidation centre, and by the delay in delivery time. Simulations are then performed to assess how the potential demand is affected by various incentives and regulations affecting urban goods distribution.

A field experiment in Yokohama (Japan) revealed that a macroscopic fundamental diagram (MFD) linking space-mean flow, density and speed exists on a large urban area. It was observed that when the highly scattered plots of flow vs. density from individual fixed detectors were aggregated the scatter nearly disappeared and points grouped along a well defined curve. Despite these and other recent findings for the existence of well-defined MFDs for urban areas, these MFDs should not be universally expected. In this paper we investigate what are the properties that a network should satisfy, so that an MFD with low scatter exists. We show that the spatial distribution of vehicle density in the network is one of the key components that affect the scatter of an MFD and its shape. We also propose an analytical derivation of the spatial distribution of congestion that considers correlation between adjacent links. We investigate the scatter of an MFD in terms of errors in the probability density function of spatial link occupancy and errors of individual links’ fundamental diagram (FD). Later, using real data from detectors for an urban arterial and a freeway network we validate the proposed derivations and we show that an MFD is not well defined in freeway networks as hysteresis effects are present. The datasets in this paper consist of flow and occupancy measures from 500 fixed sensors in the Yokohama downtown area in Japan and 600 loop detectors in the Twin Cities Metropolitan Area Freeway network in Minnesota, USA.  相似文献

Rapid changes and complexities in business environments have stressed the importance of interactions between partners and competitors, leading supply chains to become the most important element of contemporary business environments. There is a concomitant need for foresight in describing supply chain performance in all operating environments, including those involving punctuated disruptions. Furthermore, the urban metropolis is now widely recognized to be an environment which is especially vulnerable to supply chain disruptions and for which integrated supply chain decisions can produce very substantial net benefits. Accordingly, this paper presents a dynamic supply chain network model formulated as a differential variational inequality; the model is fashioned to allow consideration of supply chain disruption threats to producers, freight carriers, and retail enterprises. The DVI is solved using a fixed-point algorithm, and a simple numerical example, introduced to illustrate how the impacts of supply chain disruptions may be quantified, is presented.  相似文献

随着城镇化进程加快,城市规模增加所带来的集聚效应和交通拥堵等负外部性之间的矛盾越来越突出,优化城市交通基础设施建设是缓解该矛盾的重要举措。本文同时考虑了集聚经济和交通拥挤两种外部性,构建并求解了一个两区域城市空间结构模型,分三种情况探究了轨道交通的投资引入和道路容量的优化对城市规模和城市空间结构均衡的影响。结果表明,轨道交通的投资引入能够增加城市人口规模和社会福利,使城市结构更加紧凑。但是,随着集聚经济水平的提高,城市规划者应逐步完善公交配套设施,以降低公交拥挤成本,提高公交出行分担率;还应制定相应的福利政策,避免由于个体效用下降而导致人口流出。  相似文献

To support the development of policies that reduce greenhouse gas (GHG) emissions by encouraging reduced travel and increased use of efficient transportation modes, it is necessary to better understand the explanatory effects that transportation, population density, and policy variables have on passenger travel related CO2 emissions. This study presents the development of a model of CO2 emissions per capita as a function of various explanatory variables using data on 146 urbanized areas in the United States. The model takes into account selectivity bias resulting from the fact that adopting policies aimed at reducing emissions in an urbanized area may be partly driven by the presence of environmental concerns in that area. The results indicate that population density, transit share, freeway lane-miles per capita, private vehicle occupancy, and average travel time have a statistically significant explanatory effect on passenger travel related CO2 emissions. In addition, the presence of automobile emissions inspection programs, which serves as a proxy indicator of other policies addressing environmental concerns and which could influence travelers in making environmentally favorable travel choices, markedly changes the manner in which transportation variables explain CO2 emission levels.  相似文献

This paper develops a model to investigate the effects of spatial pricing on ride-sourcing markets. The model is built upon a discrete time geometric matching framework that matches customers with drivers nearby. We demonstrate that a customer may be matched to a distant vehicle when demand surges, yielding an inefficient supply state. We further investigate market equilibrium under spatial pricing assuming a revenue maximizing platform, and find that the platform may resort to relatively higher price to avoid the inefficient supply state if spatial price differentiation is not allowed. Although spatial pricing facilitates market clearing, the platform may still set price more than the efficient level, which compromises the public interest. We then propose a commission rate cap regulation that reaps the flexibility of spatial pricing and can achieve the second best under some homogeneity assumptions.  相似文献

This paper addresses transit technology investment issues under urban population volatility using a real option approach. Two important problems are investigated: which transit technology should be selected and when should it be introduced. A real option model is proposed to incorporate explicitly the effects of transit technology investment on urban spatial structure in terms of households’ residential location choices and housing market. The trigger population thresholds for investing in a transit technology project and for shifting from a transit technology to another are explored analytically. Comparative static analyses of the urban system and transit technology investment are also carried out. It was found that (i) transit technology investment can induce urban sprawl; (ii) ignoring the effects of transit technology investment on urban spatial equilibrium can lead to a late investment; and (iii) there is a significant difference in the trigger population thresholds for transit technology shift estimated by the net present value approach and the real option approach.  相似文献

When discussing the future of cities, there is a tendency to focus on technology that will make cities and mobilities more sustainable. A bit further down the line the question of understanding or changing everyday practice arises – how to get people to transform their current mobility practice, or to adjust to the technologies introduced. As a key to understanding and changing practice I argue that storytelling plays a crucial role on different scales. In line with this, the concept of structural stories can be used to understand how specific framings of modes of transport guides everyday practices. To illustrate this, I will use the example of a concept of redesigning Copenhagen’s streets. On these streets space is redistributed so that pedestrians, cyclists and busses get more space, and more space is created for public places and city life. Consequently, the space allocated for cars and parking is scaled down.  相似文献

Development of strategies to control urban air pollution is a complex process involving a wide range of sciences. In this study a system dynamics model is proposed in order to estimate the behavior of parameters affecting air pollution in Tehran. The proposed model includes two subsystems: (1) urban transportation, (2) air polluting industries. In this paper, several policies are proposed to mitigate air pollution. The proposed model is simulated under several scenarios using historical data of transportation and industrial sectors in Tehran. Policies are categorized as: (1) road construction, (2) technology improvement in fuel and automotive industries, (3) traffic control plans, (4) development of public transportation infrastructures. The results show effectiveness of the proposed policies. In this case, technology improvement in fuel and automotive industries and development of public transportation infrastructures are more effective policies in order to reduce air pollution.  相似文献

Recent experimental work has shown that the average flow and average density within certain urban networks are related by a unique, reproducible curve known as the Macroscopic Fundamental Diagram (MFD). For networks consisting of a single route this MFD can be predicted analytically; but when the networks consist of multiple overlapping routes experience shows that the flows observed in congestion for a given density are less than those one would predict if the routes were homogeneously congested and did not overlap. These types of networks also tend to jam at densities that are only a fraction of their routes’ average jam density.This paper provides an explanation for these phenomena. It shows that, even for perfectly homogeneous networks with spatially uniform travel patterns, symmetric equilibrium patterns with equal flows and densities across all links are unstable if the average network density is sufficiently high. Instead, the stable equilibrium patterns are asymmetric. For this reason the networks jam at lower densities and exhibit lower flows than one would predict if traffic was evenly distributed.Analysis of small idealized networks that can be treated as simple dynamical systems shows that these networks undergo a bifurcation at a network-specific critical density such that for lower densities the MFDs have predictably high flows and are univalued, and for higher densities the order breaks down. Microsimulations show that this bifurcation also manifests itself in large symmetric networks. In this case though, the bifurcation is more pernicious: once the network density exceeds the critical value, the stable state is one of complete gridlock with zero flow. It is therefore important to ensure in real-world applications that a network’s density never be allowed to approach this critical value.Fortunately, analysis shows that the bifurcation’s critical density increases considerably if some of the drivers choose their routes adaptively in response to traffic conditions. So far, for networks with adaptive drivers, bifurcations have only been observed in simulations, but not (yet) in real life. This could be because real drivers are more adaptive than simulated drivers and/or because the observed real networks were not sufficiently congested.  相似文献

ObjectiveBicycle use for commuting is being encouraged not only to address physical inactivity, but also vehicular congestion, air pollution and climate change. The current study aimed to ascertain the urban environmental correlates and determinants of bicycle use for commuting (bicycle commuting) among the working or studying population in Barcelona, Spain.MethodsAdults (n = 769; 52% females) recruited whilst commuting within Barcelona (Spain) responded to a comprehensive telephone survey concerning their travel behaviour. Based upon responses collected from June 2011 to May 2012, participants were categorised into four groups: frequent bicyclists, infrequent bicyclists, willing non-bicyclists, and unwilling non-bicyclists. The determinants of frequency and willingness (propensity) to commute by bicycle were assessed by multinomial logistic regression models adjusted for potential confounders and covariates.ResultsThe number of public bicycle stations surrounding the home address and amount of greenness surrounding the work/study address were significant positive determinants of bicycle commuting propensity. On the other hand, the number of public transport stations surrounding the home address and elevation of the work/study address were significant negative determinants of bicycle commuting propensity. Individual age, education level, gender, nationality, physical activity level and commute distance significantly affected this propensity.ConclusionGreater availability of public bicycle stations and higher levels of urban greenness may increase bicycle use by adults commuting within a city such as Barcelona, Spain. Electrically-assisted public bicycles may address the challenge of elevation, making this system a more competitive mode against traditional motorised public transport.  相似文献

In this paper, we use continuous urban structure instead of zonal model, try to calculate unbiased excess commuting with joint distribution of homes and workplaces developed by Vaughan (1974), and describe the relationship between urban structure and commuting distance explicitly and theoretically for generalized home-workplace assignment pattern. We simplify the quadrivariate distribution model to a model with three important parameters: the spread of homes, the spread of workplaces, and the spatial correlation of homes and workplaces. Then we show that excess commuting and capacity utilization are expressed by the imbalance and the spatial correlation of jobs-housing structure in a theoretical context, moreover it explicitly evaluates targeting US and Japanese/Korean cities.  相似文献

This paper assesses comparable urban transport scenarios for China and India. The assessment methodology uses AIM/End-use model with a detailed characterization of technologies to analyze two scenarios for India and China till the year 2050. The first scenario assumes continuation and enhancement, in both countries, of policies under a typical business-as-usual dynamics, like constructing metros, implementing national fuel economy standards, promoting alternate fuel vehicles and implementing national air quality standards. The alternative, low carbon scenario assumes application, in both countries, of globally envisaged measures like fuel economy standards as well as imposition of carbon price derived from a global integrated assessment modeling exercise aiming to achieve global 2 °C temperature stabilization target. The modeling results for both countries show that decarbonizing transport sector shall need a wide array of measures including fuel economy, low carbon fuel mix including low carbon electricity supply. The comparison of China and India results provides important insights and lessons from their similarities and differences in the choice of urban transport options. India can benefit from China’s experiences as it lags China in urbanization and income. Modeling assessments show that both nations can contribute to, as well as benefit by aligning their transport plans with global climate stabilization regime.  相似文献

Interests in studying of the built environment impacts on travel behavior have proliferated from North America to other parts of the world including China. Until very recently, there has been very little research into travel behavior in China. However, during the last decade, there has been a fast growing interest in studying the built environment and travel behavior in Chinese cities, perhaps motivated by China’s unprecedented urbanization and rapid urban transport development. Case studies from China provide new insights into the impacts of built environment on travel behavior that can help to enrich existing scholarship. However, currently there is a generally poor understanding of the role played by Chinese research and how it has enriched the international literature. This paper aims to fill this gap by reviewing studies in and outside China by both Chinese and non-Chinese scholars. The focus is on the contribution of these studies to the international literature. We identify four areas of contribution: how the built environment has been developed and its implications for travel behavior; the importance of housing sources in defining residential built environment and explaining travel behavior; the unique Danwei (or work unit) perspective on jobs-housing relationships and commuting behavior; and the importance of neighborhood types in explaining travel behavior in Chinese cities. The findings from this review should be relevant for researchers interested in developing future studies that will further advance geographic knowledge of the built environment and travel behavior, specifically in China and with broader global contexts.  相似文献

We present a reformulation of the residential location submodel of the Integrated Model of Residential and Employment Location as a network equilibrium problem, thereby making travel costs by auto endogenous. The location of housing supply is examined as a welfare maximization problem for both user-optimal and system-optimal travel costs using concepts of bilevel programming. Finally, we briefly discuss how the employment submodel can be reformulated, and the entire model solved as a variational inequality problem.  相似文献

Abstract

Many equilibrium models and algorithms based on homogeneous motorized traffic have been devised to model urban transport systems in developed countries, but they are inadequate when it comes to represent mixed-traffic urban transport systems, including automobiles, transit, bicycles, and pedestrians, in developing countries such as China or India. In these cases, traffic flow on a road segment is an aggregated result of travellers' combined mode/route choices and corresponding interactions. Therefore, a special assignment model and algorithm are needed for modeling these distinct behaviors. In this article, the structure of a mixed-traffic urban transport system is analyzed and then expanded and represented using a hierarchical network model based on graph theory. Based on the analysis of travelers' combined mode/route choices, generalized travel cost functions and link impedance functions for different modes are formulated, where the interferences between different modes on the same road segments are taken into account. Due to the ‘asymmetric’ nature of these functions, a variational inequality model is proposed to represent the equilibrium assignment problem in a mixed-traffic urban transport system. The corresponding solution algorithm is also presented. Finally, a numerical example is provided to illustrate the practicality of the proposed model and algorithm.  相似文献

Vehicles travelling in actual urban areas are mostly in idle, low or medium speeds, which reflects engine part-load condition. These regularly visited engine conditions, in reality affect the fuel economy during actual driving. Thus, understanding the characteristics of the actual driving conditions will enable many other benefits besides legislation. This paper presents the development of a preliminary Malaysian urban drive cycle with the inclusion of the engine parameters and characteristics, acquired through an actual urban driving on numerous urban roads in Malaysia that represents the actual consumer’s daily driving experience. The actual engine parameters and its characteristics are integrated into the assessment measures in an attempt to formulate representable drive cycle and fuel consumption data. The initial drive cycle is composed of 17 sequences selected from the actual on-the-road conditions to represent the Malaysian urban driving. The average fuel economy of the established Malaysian urban drive cycle was then measured on a test bench using the same engine from the vehicle. The recorded fuel economy with Malaysian urban drive cycle is 8.5% below the actual Malaysian urban driving which is closer estimation to the actual driving compared to the current in-practice NEDC which shows to be 43.1% below the actual Malaysian urban driving. Thus, Malaysian urban drive cycle is better in representing the Malaysian urban driving conditions compared to the NEDC in terms of the average fuel economy measurements.  相似文献
