Missing the tide? Workplace cultural differences as a barrier to seafarer mobility in the U.S. workboat and sail training sectors

ABSTRACT

While previous research details the psychological and social benefits of sail training programs for amateur ‘trainees,’ much less is known about the value and transferability of sail training work experience in terms of professional development for seafaring careers. This article reviews the current state of scientific knowledge on sail training and presents the findings of a qualitative study of maritime recruiter perceptions at 10 U.S. flag workboat companies. Results suggest that the maritime industry may benefit from an improved understanding of the role that sail training programs and the sail training community can play in training and inspiring the next generation of motivated and professional seafarers. Workboat recruiters see positive and negative aspects of sail training experience and perceive cultural divides within the maritime industry that may affect a seafarers’ job mobility, whether or not such divides actually exist.     

The regulatory cycle stalled? An assessment of current institutional obstacles to regulatory reform in the provision of road-based public transport in Cape Town, South Africa

Wide-ranging and ambitious proposals for the comprehensive transformation of public transport systems in major South African cities, including Cape Town, have now been in play for a decade or more since the country’s post-apartheid transition. To date, progress in implementing such proposals has been, at best, much delayed and, in Cape Town, appears to have stalled, and may now be significantly compromised. This paper draws on aspects of the concept of regulatory cycles in the bus transport sector to explore some of the key factors which have given rise to this situation, focusing primarily on obstacles embedded in the present institutional framework which governs the provision of road-based public transport in the city. It specifically identifies difficulties in establishing an appropriately mandated and resourced agency at the local level to drive forward the transformation project and the sustained opposition of existing, largely ‘self-regulated’ minibus-taxi operators as key factors which have obstructed the introduction of the proposed regime of ‘regulated competition’. A tentative conclusion is offered to the effect that perhaps a partial or ‘hybrid’ transformation of the public transport system may be the best - and, indeed, possibly the most appropriate - outcome of the transformation process that can be anticipated under the present and foreseeable future circumstances prevailing in the city.     

Emerging organizational values in shipping: Part 4. Decentralization—the redefinition of authority in shipping company organization

Decentralization is a major theme of organizational change in shipping. It is often seen as ‘putting power back aboard ship’. However, the authors argue that this view is too simple. Decentralization poses fundamental questions about the entire management structure of the shipping company. The redistribution of authority necessary for decentralization is discussed in terms of the company organization structure.     

The impact of the Polar Code on risk mitigation in Arctic waters: a “toolbox” for underwriters?

The existing risk weighing on vessel, crew and ecosystem in the Arctic and more globally in Polar waters promoted the adoption of the Polar Code (PC) early 2017, a mandatory international legal framework intended for enhanced safety and environmental protection. While the substance of the PC has been extensively analyzed, few studies have focused on the underlying relationships between the PC and underwriters. Based on an extensive literature review, documentary materials and interviews with insurance companies, this article conceptualizes the PC as a “toolbox” and analyzes how underwriters can exploit it in their work within the emerging Arctic market. The PC does not only regulate the navigation in Arctic waters in legal terms, but is also aimed at mitigating risks in the Polar areas through the identification of hazard sources and proceduralization of risk assessment. As a result we observe a certain “Polar Code paradox”. Even though the PC is a risk-based instrument and constitutes a key step for improving ship insurability, it has only limited capacity to assist underwriters in assessing risks and insuring vessels. Marine insurers still face a lack of data and high pending uncertainties leading them to exercise extreme caution with Arctic risks appraisal.
