Although containerization in Third World Asian ports may not conform to the 'usual' model of containerization in developed countries the region represents a significant generator of container tonnage. Moreover, despite considerable intra-regional differences in throughput productivities, some of the ports are achieving efficiencies and productivities markedly higher than those in well established ports in Western countries. The region has been characterized, too, by strong patterns of mainline/feeder interdependencies. This paper reviews the status of containerization in Third World Asia and suggests that major changes, reflecting a variety of factors, are likely by 1990.  相似文献

This paper examines the development and growth of container traffic in the Asia-Pacific region. It is hypothesised that containerization is losing its national character as the geography of container transport changes port hierarchies where only a few ports have become locationally favorable. The organizatioon of the paper is straightforward. First, the development and growth of container traffic in the Asia-Pacific region is examined in order to provide understanding of changes associated with containerization. Second, the role of selected Asian-Pacific ports as key economic players is reviewed, and container development in each port is analysed so as to measure the differences explaining the position of Asian-Pacific ports in the maritime system. Third, the degree of concentration and competition that exist among the container ports of the region is analysed with a view to evaluate what rate of expansion can be expected in the foreseeable future that will shape the network of the container market in the region. The paper concludes on a possible research agenda.  相似文献

This paper examines the impact of containerization on upstream urban ports in Europe, briefly discusses the changing socio-economic role of such ports,and considers whether the few remaining upstream urban ports currently still attracting large containerships can continue to do so in the long-term. Citing the trend towards larger containerships, the analysis concludes by offering the view that continued investment in container-handling infrastructure within traditional upstream urban ports may be a flawed policy. Such ports are becoming outmoded (for the largest containerships), superseded by more appropriate custom-built infrastructure at coastal locations.  相似文献

Today, approximately 90% of the world’s cargo is moved by ships and almost all general cargoes are transported in containers. Worldwide container traffic has increased over the last 20 years by 7% annually, and containerization has begun to seriously impact global trade patterns. As a result, container terminals have become very important nodes in the world’s supply chain. In this article, we have highlighted the link between the total and empty container traffic and the global economy. By way of example, we have analysed the empty container traffic in north Adriatic ports in the years before and during the global economic crisis and in a period of stability after the major economic slump. We used a fuzzy multicriteria algorithm to find out how the global crisis, which has affected ports, influences the number of excess empty containers at the terminals. We show that these factors, in particular the change of the global financial and economic situation, have different repercussions to the ports of the north Adriatic: less serious effects upon the ports that are well connected locally and substantial consequences for the ports that are well connected globally.  相似文献

Ports are drivers of regional and of countries’ economic development. Most ports are built close to coastlines, where waters are shallower and tend to suffer from deposit sedimentation processes, which reduce depths in operational areas. In presence of shallow waters and sedimentation, ports must decide whether to dredge or not, where both decisions have significant impacts on ports’ annual incomes. Nevertheless, there are seabeds, namely muddy bottoms, in which vessels can navigate with a safety degree. This paper aims at investigating the extent to which the theoretical knowledge of vessel’s control in muddy waters is valid at a certain nautical bottom, as defined by the Permanent International Association of Navigation Congresses (since 2009 the World Association for Waterborne Transport Infrastructure but the acronym stays PIANC) and its impact on port economics. To achieve the proposed objective, an email survey was sent to worldwide pilots that manoeuvre ships in muddy waters. The survey validated the theoretical knowledge, showed that navigation in muddy waters is possible, that it can contribute to reduce ports’ operational costs, and that the subject can be rather controversial.  相似文献

Containerization was introduced into Nigeria in the late 1960s, not through a delibrate policy but through the unilateral action of shipping companies.In spite of this,the percentage of the country's external trade cargo that is containerized grew from only about 0.03 in 1968-69 to about 8.6 in 1981.

Containerization of cargo is more significant in the import than in the export trade. Perhaps because of the capital-intensive nature of this technology, there is a concentration of containerization facilities in the ports of Lagos and Port Harcourt. Whereas this is a cost-efficient development, there are various inefficient aspects in the inland distribution of containers.  相似文献

UNCTAD's work in the field of ports started, soon after its establishment in 1964, as a result of a 'Common measure of understanding on shipping questions'. It resulted in a three pronged effort in research, training and technical assistance, carried by the secretariat in close collaboration with the industry. Technical publications were published and are widely used by practitioners throughout the world. Port managers and government officials responsible for ports in developing countries were the beneficiaries of large-scale training programmes. Technical assistance to improve port services was conducted in several developing countries. During the 1990s, new mandates were agreed in the field of transport in which ports are not explicitly mentioned. This paper argues that the stakes in ports are so vital for trading countries, notably those seeking accelerated economic development, that a broad interpretation of the current mandate is needed.  相似文献

When China enters the World Trade Organisation (WTO) and becomes more involved in the global economy, her major seaports will be pivotal places where the international shipping and terminal operators interact, conflict and co-operate with the local and the central governments. To demonstrate and understand these interactions, this article analyzes the case of the Yangtze River Delta (YRD), where the competition, co-operation and governance of Shanghai and Ningbo, the two largest ports on Chinese mainland, concern all stakeholders from the central and local governments of China to the container terminal operators and shipping lines overseas.

This paper first develops a conceptual framework for analyzing port development in a regional context. The article then introduces the case of the Shanghai International Shipping Center with a focus on the efforts of the Shanghai Government to establish a regional hub port, which also involves two nearby provinces. This case study reveals the course of the decision-making processes and the power networks currently governing the port development in the YRD. Two domains of port governance are discussed: the role of port authorities in port internal governance, and the crucial influences of local and central governments on the port external governance. It provides evidence that the power of shipping lines and international terminal operators are not as prevalent as in many ports in western countries. It is suggested that the lack of good regional port governance in the region is due to structural problems in administration.  相似文献

The main challenge for container ports is the planning required for berthing container ships while docked in port.Growth of containerization is creating problems for ports and container terminals as they reach their capacity limits of various resources which increasingly leads to traffic and port congestion.Good planning and management of container terminal operations reduces waiting time for liner ships.Reducing the waiting time improves the terminal’s productivity and decreases the port difficulties.Two important keys to reducing waiting time with berth allocation are determining suitable access channel depths and increasing the number of berths which in this paper are studied and analyzed as practical solutions.Simulation based analysis is the only way to understand how various resources interact with each other and how they are affected in the berthing time of ships.We used the Enterprise Dynamics software to produce simulation models due to the complexity and nature of the problems.We further present case study for berth allocation simulation of the biggest container terminal in Iran and the optimum access channel depth and the number of berths are obtained from simulation results.The results show a significant reduction in the waiting time for container ships and can be useful for major functions in operations and development of container ship terminals.  相似文献

Abstract

The paper examines the applicability of First World CZM policy for the Third World by focusing on Ecuador's shrimp mariculture, an industry whose explosive growth has reshaped the coastal zone and generated problems threatening loss of the resource base itself. This has led to recognized need for CZM and movement by development agencies to transfer the CZ policies of developed countries. Against this background, the analysis explores local concepts of investment and conservation, the role of government and law, and the influence of the social economy on mariculture development. It illuminates how local use and management of coastal resources is inseparable from specifically Ecuadorean cultural concepts, institutions, and practices. This places in relief the salient differences between management in the First and Third Worlds, illuminating how coastal zone management must not only be internally consistent, but cognizant of and integrated into the prevailing social, economic, and political conditions.  相似文献

The North American Free Trade Agreement (NAFTA) signed by Canada, the U.S.A. and Mexico and which came into effect on 1 January 1994, is a significant move towards further integration of the North American economies. This paper examines the likely impact of NAFTA on Canadian ports. Three channels of impact are identified. First, there are direct impacts on trade flows between Canada and its North American trading partners. In this regard we find that ports do not typically handle the types of products that are likely to be affected by NAFTA, and so the direct impacts may be minimal. Second, and more significantly, port catchment areas are likely to undergo substantial changes as they respond to a more competitive environment within the free trade area. Third, the transportation sector has itself been included in NAFTA, and Canadian ports will face increased competition from land based transportation modes. We conclude that ports in Canada must learn to work more consciously as agents of regional economic development.  相似文献

This study presents an alternative approach to evaluate the efficiency of the logistics performance index (LPI) of individual countries. This study considers the differences among technology groups by classifying and comparing the countries as high-income Organization for Economic Co-operation and Development (OECD), high-income non-OECD, upper-middle-income, lower-middle-income, and low-income countries. The meta-frontier data envelopment analysis with assurance regions (Meta-DEA–AR) model is proposed to evaluate LPI scores and differences accurately among groups. For conformity with the ranking of original World Bank LPI, the assurance region of each logistics indicator is obtained by a regression model. The results show that the LPI rankings obtained by the proposed model are very comparable to those of World Bank LPI. Without distorting the rankings, the results offer several managerial suggestions for those countries with inefficiency in their LPIs.  相似文献

Regional ports, as infrastructure in regions, influence transport and regional development policies and planning. The interaction and involvement of regional ports with their stakeholders in the region are pivotal. The conundrum on what constitutes a regional port and thus its region has further complicated this limited researched area. In the extant literature, port and region relationship mainly centres on major metropolitan ports, and pays little heed to regional ports. In this context, this study investigates on how the Australian regional ports can be better involved in regional development. The study adopts a qualitative methodology to explore the Australian regional port stakeholders’ perceptions on port’s role in regional development through 38 semi-structured telephone interviews. Thematic analysis of data assisted by a mixture of NVivo software and manual techniques proposes a conceptual model that may assist policy-making. The key findings suggest that symbiotic growths of ports and concerned regions accelerate regional development. To contribute to regional development, the Australian regional ports can be proactive in building collaboration with regional organisations. The findings have major implications for port managers and port policy-makers for developing a region-oriented long-term port planning and for creating environment for Australian regional ports for regional resource configuration.  相似文献

The objective of this article is to analyse the factors that affect port competitiveness from the perspective of the agents and companies that operate in one of the Mediterranean ports most active in container traffic: the Port of Algeciras Bay (PAB). It is essential to understand the perspective of the suppliers of port services, in order to apply the necessary judgment when formulating policies to strengthen the competitive position of a port. The model selected to meet the objective outlined is based on the ‘extended diamond’ of Porter. The universe for the study comprises all the institutions and companies involved in the containerization process in the Port of Algeciras Bay. Within this methodology, two procedures are utilised. First, from the quantitative perspective, a survey has been conducted to obtain responses to two groups of questions, one dealing with situation and the other with perceptions. Second, and from a qualitative perspective, several open interviews have been conducted to corroborate the responses obtained to the questionnaire. From the data obtained in the survey, a model has been estimated that minimises the sum of the residuals in absolute value, utilizing the L1 regression; this model enables the competitive advantages and disadvantages of the PAB, from the point of view of the port operators, to be determined by an analysis of residuals. This analysis demonstrates that the variables representing greater competitive advantages are associated with trans-shipment, and with the maritime accessibility of the Port to vessels, whereas those generating greater disadvantages are associated with rail transport (which, according to those surveyed, has resulted in the diversion of significant volumes of traffic to other Spanish or European ports with better communications, particularly Valencia, Barcelona and Gioia-Tauro, and with the state of competition in container trans-shipment activities.  相似文献

There is much contraversy regarding this issue. On the one hand there are the 'islanders' Which are generally the countries of Anglo-Saxon culture or influence in Which ports are often considered as mere commercial enterprises, and on the other hand the continentals where ports are instruments of national or local policy. The French belong by tradition to the latter. But a further examination of the subject would be useful; this article presents this reappraisal.

I would like first of all to examine what lies behind the notion of government subsidy for ports, and then to draw conclusions regarding 20 years of French law which have steadily reformed the status of French Ports.  相似文献

Asia-Pacific countries with divergent economic and political backgrounds developed a regime of bilateral free trade agreements in response to globalization. Challenged by the 1997 and 2008 financial crises, this Asian trade regime has remained intact, although the most powerful stakeholders have changed positions, as indicated by the strong emergence of China in the past decade. Efforts of key trading partners to tackle non-tariff barriers (e.g., rule of origin and customs formalities) in the region have yielded little progress thus far. Instead of aiming at a regional consensus on non-tariff barriers by all member states, a global supply chain (GSC) approach is recommended. Mature hub ports at strategic locations with advanced institutional measures could set up international trade facilitation centers co-locating multinational customs formalities. This GSC approach may also be adopted to construct a GSC hub development model that explains the transformation of hub ports.  相似文献
