This paper provides a qualitative analysis of the proposal to 'reintroduce cabotage' onto New Zealand's coasts. New Zealand's coastal shipping trade was opened up to international competition in 1995. The analysis is principally based on a stakeholder analysis of the 83 submissions received by the Shipping Industry Review team, as part of the Government's study to identify ways to increase participation in New Zealand's shipping industry. The stakeholders included New Zealand and international shipping companies, unions, industry associations, freight service providers, manufacturers and producers. The main conclusion drawn from the stakeholder analysis was that to reintroduce cabotage onto New Zealand's coasts would appear to have an overall net negative impact on the New Zealand economy at this stage. However, the Shipping Industry Review team 'was divided on the implementation of cabotage', and a force-field analysis was undertaken subsequently based on the author's stakeholder impact analysis and the Review team's list of pros and cons of reintroducing cabotage. This force-field analysis also supported the author's earlier conclusion. However, the almost 'complete absence of statistics' relating to the commercial activities of the shipping industry in New Zealand places severe limits on the analysis.  相似文献

Government recently introduced the Transport Law Reform Bill, which if passed by Parliament, will allow foreign vessels to uplift and discharge cargoes and passengers along the coast of New Zealand. Coastal shipping is part of the domestic transport industry, which has benefitted from deregulation and considerable restructuring over the last decade. This paper provides a brief review of the coastal shipping industry in New Zealand and an overview of international cabotage laws. An alternative open coast shipping policy proposed by the New Zealand Shipping Federation, which is based on ‘level playing fields’ principles, is presented. The scope of cost benefit analysis is outlined and the potential costs and the potential costs and benefits of the Government's open coast shipping policy are summarized. Despite the potential costs to New Zealand of an open coast policy appearing to be considerably greater than the potential benefits. Government officials have not undertaken an empirical cost benefit analysis. The paperr concludes that hte clauses of the Transport Law Reform Bill relating to an open coast policy should be withdrawn and a full empirical cost benefit analysis should be undertaken to determine the best coastal shipping policy for New Zealand.  相似文献

进入21世纪,具有明显周期性特征的航运业快速持续发展了6年时间,成为航运业有史以来最长的一次繁荣期。但随着世界经济进入不景气的下降周期,国际贸易活动开始进入萎缩期,国际航运运价指数一路暴跌,与国际贸易流量相伴而生的国际航运业开始进入冬季。在这样的背景下,《国务院关于推进上海加快发展现代服务业和先进制造业建设国际金融中心和国际航运中心的意见》的提出,无疑对上海国际航运中心建设提出了更高的要求和目标,必将给上海国际航运中心建设置入"加速助力器",同时也为中国经济发展带来新的机遇。2009年上海港完成集装箱吞吐量2500.1万TEU,其中洋山深水港完成785万TEU,全港集装箱吞吐量已连续3年位居世界第二位,货物吞吐量完成5.92亿t,同比增长1.8%。全港货物吞吐量和集装箱吞吐量继续位居世界第一和第二位。但航运融资、航运保险等业务在全球份额不足1%,相比伦敦各项业务基本20%以上的份额,差距巨大。单纯吞吐量的增长已经不能胜任港口在上海现代服务业发展中的带动作用,上海应该在"硬实力"成果突出的基础上,重点推进"软实力"发展。加大航运服务体系的建设,将是今后上海国际航运中心建设的重中之重。  相似文献

It is trite that shipping is pivotal to the economic development of Nigeria. Aside from significantly contributing to the country’s revenue, shipping is an indispensable aspect of the oil and gas sector, the bastion of Nigeria’s economic, sociopolitical, and infrastructural development. Thus, active participation of Nigerians in the shipping subsector, as well as other sectors, is unassailable and imperative, culminating in the introduction of cabotage in Nigeria. The kernel of this paper is to critically analyse the cabotage regime in Nigeria from the lenses of ship acquisition and shipbuilding with a view to enhancing indigenous participation in coastal and inland waterway transport in the country. The author argues that inadequate funding and absence of investment are central in hampering ship acquisition and the development of shipbuilding capability, thereby undermining cabotage in Nigeria. This paper further asserts that the extant cabotage legal regime in Nigeria is fundamentally flawed due to the existence of waivers without safeguards to protect indigenous ship operators. Moreover, the waiver regime does not encourage technology transfer. The paper concludes by reiterating that adequate funds and investments in human and shipping infrastructural development and the amendment of the Cabotage Act to reflect the removal of surcharges and the inclusion of transfer of technology and other safeguards to the waivers are imperative in ensuring a proper and effective cabotage regime in Nigeria.  相似文献

Shipping is increasing today along with the sector's emissions of greenhouse gases. The awareness of the emissions has increased the pressure for regulations of the shipping industry. Regulating the sector is far from simple due to the complexity of the market and the evasive characteristics of the industry. We know from studies of road pricing that attitudes among stakeholders are important for a successive policy implementation. The objective of this paper is to capture the Swedish ports’ attitudes towards regulations of the shipping sector's emissions of CO2 . This has been done by conducting a survey among commercial ports in Sweden. To our knowledge, this is the first study of this kind. Our analysis indicates that ports in Sweden are generally positive towards an implementation of regulations to reduce carbon dioxide (CO2) emissions from the shipping industry. The ports where most positive towards CO2 differentiated port due (97%), followed by a technical standard (92%), CO2 taxation (84%) and EU ETS (The European Union Emissions Trading Scheme; 74%).  相似文献

This article discusses the employment of Kiribati seafarers on German owned and flagged shipping. The authors examine the origins of the German shipping industry sponsored training and recruitment programmes on the Kiribati atolls. The implications of the creation of a manorial ‘internal’ labour market for German container shipping in the South West Pacific is assessed. This paper aims to analyze the charter contract management of major container shipping companies in response to fluctuations in shipping market conditions in terms of contract duration using data of containerships between 2010 and 2016. Duration analysis was conducted to examine the relationship between charter duration and shipping market conditions. Moreover, this paper explores the causes of Hanjin Shipping Company’s bankruptcy, drawing managerial implications. Test results from Cox PH (Proportional Hazard) model show that most container shipping companies in Europe having net earnings purchased large vessels instead of chartering vessels, while some ocean carriers featuring poor financial performance, in particular the Hanjin Shipping Company, chartered bigger ships with higher charter rates and longer duration. Contract charter rates and duration of Hanjin Shipping Company featured greater risk compared to competitors.  相似文献

This study examines how maritime transport has been researched through a comprehensive review of papers published in 19 transportation journals over the period 2000–2014. Systematic investigation shows that Maritime Policy & Management plays a prominent role in publishing maritime transport research. At the same time, ‘shipping’ is a dominant research area, with ‘port management, service, performance, efficiency and competitiveness’; ‘shipping market, industry, freight rate and economic impact’; and ‘terminal studies’ as the most popular topics. Nevertheless, few efforts have investigated ‘shipping finance’; ‘shipping service’; or ‘port risk and security.’ Since 2000, the use of quantitative analysis techniques has steadily increased in maritime transport to help participants make decisions scientifically. We here present the major data analysis techniques and highlight some limitations regarding their application. Thus, we provide a better understanding of how maritime transport research has been undertaken in a quantitative manner.  相似文献

ABSTRACT

To establish an Association of Southeast Asian Nations (ASEAN) Single Shipping Market (ASSM) is an important part of ASEAN governments’ overall plan to achieve an ASEAN Economic Community by 2015. It is expected that a single shipping market will improve the region’s logistics performance and international competitiveness. To achieve this vision, however, the ASEAN countries need to remove any remaining barriers to logistics performance. In this light, the objective of this paper is to identify these barriers and assess their effects on the logistics performance of shipping and logistics firms based in ASEAN countries. Using a questionnaire-based survey, the study revealed several barriers affecting their logistics performance with varying significance among these countries. Unless these barriers from the perspective of the industry are removed, the ability of the shipping and logistics industry to benefit from a liberalized market would be limited. These perceived barriers are examined in detail and strategies to address them are proposed. The ASEAN experience is applicable to similar countries in the process of integrating their international shipping sector as well as contributes to the understanding of the different barriers and how these barriers can affect the logistics performance of shipping and logistics companies.  相似文献

ABSTRACT

Over the years many shipping lines have established terminal operation companies, with some set up as independent firms. However, port authorities and local governments have not always welcomed external investment and control with open arms. The economic implications and each stakeholder’s best strategies remain unclear. This study develops an analytical model in order to study the effects of vertical integration, with a focus on shipping lines’ investment in ports’ capacity. Modelling results suggest that vertical integration between terminal operator and a shipping line leads to higher port capacity, port charge, market output and consumer surplus. It also reduces delay costs. All these results suggest that vertical integration can be an important source of synergy for the maritime industry. Although vertical integration increases the participating carrier’s output at the expenses of non-integrating rival shipping firms, our numerical analysis suggests that the overall social welfare is likely to increase. Preliminary empirical tests confirm that vertically integrated ports handle more traffic volumes and are associated with better infrastructure and equipment. Therefore, port authorities and government regulators should carefully review the market competition status as well as port expansion plans.  相似文献

ABSTRACT

After the collapse of Hanjin Shipping in 2016, Korea faced the task of reconstructing its container shipping industry by enhancing the competitiveness of its shipping companies in a rapidly evolving market environment. Responding to this need for policy design, this study first attempts to understand the industry based on the shipping ecosystem, which comprises the following four areas: shipping finance, collection of cargo, acquisition of ships, and partnership among carriers. Second, it lists the structural problems, along with the remedial policy alternatives, that were identified after conducting in-depth interviews with industry experts, which included mid-level managers. Third, it conducts an importance-performance analysis to classify problems according to their importance and performance, followed by an analytic hierarchy process analysis to define the priorities of policy alternatives. Finally, drawing on the empirical results, the paper concludes with suggestions on an integrated policy package for the container shipping industry.  相似文献

Shipping traffic poses a worldwide threat to many large whale species. Spatially explicit risk assessments are increasingly being used as a tool to minimize ship-strike risk. These assessments often use static representations of shipping patterns. We used Automatic Identification System data to quantify variability in cargo shipping traffic entering and exiting San Francisco Bay, which contains some of the busiest ports in the United States, at three temporal resolutions: (1) before and after implementation of the California Air Resources Board's Ocean-Going Vessels Fuel Rule, (2) among seasons, and (3) day versus night. We used the nonparametric Mood's Median test to compare median daily distance traveled because the data were not normally distributed and the variance was not homogeneous. Our analyses show that shipping traffic off San Francisco is dynamic at both interannual and daily temporal resolutions, but that traffic was fairly consistent among the seasons considered. Our analyses emphasize the importance of economic and regulatory drivers on interannual shipping traffic patterns. Shipping traffic is expected to continue to change off the U.S. West Coast and to increase globally. These changes in shipping traffic could have implications for the risk of ships striking whales and should be included in risk assessments.  相似文献

ABSTRACT

Shipping is characterized by extreme changes in revenues, operating expenses and asset values, making shipping banks’ final decision for financing shipping market considerably harder. This paper develops a practical decision tool based on the estimation of the credibility factor in the decision-making process, each bank’s policy, and the most significant variables arising from both its operating environment and the dry bulk market. Revealed relationships between bank’s internal environment, its own policy, and dry-bulk shipping market conditions through GDP growth of China constitute a newly presented decision framework in shipping finance. The values of credibility factor implicate either an aggressive or passive defensive strategy taking into account the GDP China changes: Consistent with the economic growth of China, a bank’s holds an aggressive policy if the credibility coefficient is about one. On the other hand, the model predicts that a less aggressive policy in combination with the increase of China’s GDP would drive to the decrease of bank’s loan grants.  相似文献

Significant pro-competitive changes were made to the Shipping Act by the Ocean Shipping Reform Act (OSRA). The most notable of these was the shift away from public tariffs and publicly available contract rates to confidential rates using individually negotiated service contracts. The number of individual member service contracts has risen dramatically since OSRA went into effect in 1999. These statistics support the argument that OSRA was able to bring more competition to the industry. However, the theory and empirical evidence of the Act’s success in improving the performance of the liner industry serving the Transatlantic and Transpacific trade routes, which are two major trunk roads subject to the jurisdiction of the US, are not so compelling. This article employs the theory of joint product to assess the impact of OSRA on the shipping market structure and competition of two major east–west arteries after 1999. This article considers head haul and backhaul container shipments as joint products. Two simple statistical equations are derived to reinterpret Smith’s condition of joint product. The empirical results confirm that the market structure of Transatlantic and Transpacific trade lanes are competitive.  相似文献

This article proposes a framework for how successful shipping companies can develop strategies for growth and take advantage of business opportunities. It is essential to strengthen strategy implementation to trigger faster, internallygenerated and profitable business growth. Formal planning and control systems, as they traditionally exist in shipping companies, need to be modified to allow for such growth. The forward-thinkers, the truly dynamic companies, will be able to perceive business opportunities before anyone else, mobilize their people, and implement the necessary strategies. In doing so, a balance must be struck between the everyday and visionary focus, between the top-down and bottom-up focus, between the business and corporate portfolio focus. Shipping companies can learn from the example of the progressive business leaders in other fields, capitalizing on their way to succeed and grow, by developing a dual capability to ‘see’ new opportunities and to ‘mobilize’ the relevant organizational resources to implement these.
