Port performance comparison applying data envelopment analysis (DEA)   总被引:7,自引:0,他引:7  
The large variety of factors that influence port performance complicates the determination of port efficiency. This paper presents a new approach to the measurement of efficiency. Data envelopment analysis (DEA), as a it is called, has particular applicability in the service sector. Applying mathematical programming techniques. DEA enables relative efficiency ratings ti be derived within a set of analysed units. Thus it does not require the developmentof 'standards' against which efficiency is measured, although such standards can be incorporated in the DEA analysis. The efficiency of units is compared with an 'efficiency envelope' that contains the most efficient units in the group. The DEA approach will be demonstrated by a hypothetical numerical example where the performance of 20 ports are compared. The DEA efficiency ratings can be useful tool for port managers and for researchers, providing a deeper insight into port performance. Weaknesses can be detected, leadungs the way to potential improvements.  相似文献

This study examines the relationship between the size of a port, its efficiency increase and the performance growth in the transshipment market. The hypothesis tested is that the bigger size of a port would increase the market share of the port in container transshipment; only when the size effect guarantees better ‘relative’ container handling efficiency in competing port system where the port belongs. To verify the hypothesis, this study carries out two analyses. First, the overall efficiency change of major Asian ports is examined through stochastic frontier analysis (SFA)—this produces the relative efficiency indices of the ports. Second, the relationship between efficiency indices and container transshipment volumes is studied through panel data analysis. From these analyses, it is observed that larger Asian ports show better cargo handling efficiency in relative terms; they also record bigger market share in container transshipment, while the size effect of the ports starts to play a factor when the annual container throughput reaches 5 million twenty-foot equivalent units (TEU).  相似文献

This paper first presents arguments for having public sector port authorities. They can deal, flexibly and permanently, with property rights within their own areas. They can plan and regulate port areas comprehensively. They can provide ‘public goods’. They can deal, in various ways, with externalities. They can promote efficiency, whether their own (if they operate as a comprehensive port) or that of the private sector (if they are largely landlords). For example, if their policy is to rely on the private sector to produce efficiency through competition then they can see to it that there actually is competition and not any kind of cartel or monopoly. Examples are cited where this last function has not been performed. The exception for single-user ports is noted.

Against them are the general disadvantages of public authorities (or bureaucracies)—though examples are cited where port authorities had very small staffs. The common instances of ‘market failure’ may thus be contrasted with those of ‘government failure’. Finally, a pragmatic approach is advocated, tailored to the needs and resources of the country in question. The increasing effect of the economies of scale in port technology, and its limitation on competition, is, however, noted and to be discussed in the next paper.  相似文献

Ports currently face increasing demands to address a variety of environmental issues and achieve sustainability objectives. Using insights from the resource-based view of firms, this study examines the link between economic performance (EP) and environmental performance (ENP) of the top 10 U.S. seaports. Geospatial modeling is used to capture pollution incidents that can be geographically dispersed; in addition, both a bootstrap data envelopment analysis (DEA) approach and an undesirable DEA model are used to measure port ENP and EP. Our findings are in general consistent with assertions that positive EP can be attained in conjunction with good environmental practices. Ports’ capabilities of strategic capital investment in physical assets, collaborative interorganizational processes, and performance monitoring are essential, while they pursue both economic and environmental goals simultaneously.  相似文献

This study examines how maritime transport has been researched through a comprehensive review of papers published in 19 transportation journals over the period 2000–2014. Systematic investigation shows that Maritime Policy & Management plays a prominent role in publishing maritime transport research. At the same time, ‘shipping’ is a dominant research area, with ‘port management, service, performance, efficiency and competitiveness’; ‘shipping market, industry, freight rate and economic impact’; and ‘terminal studies’ as the most popular topics. Nevertheless, few efforts have investigated ‘shipping finance’; ‘shipping service’; or ‘port risk and security.’ Since 2000, the use of quantitative analysis techniques has steadily increased in maritime transport to help participants make decisions scientifically. We here present the major data analysis techniques and highlight some limitations regarding their application. Thus, we provide a better understanding of how maritime transport research has been undertaken in a quantitative manner.  相似文献

A number of studies have been undertaken which compare ports in terms of their efficiency. But any port comparison can only be valid and meaningful if a port's efficiency is compared with a similar port. The principal objective of this paper is to introduce a systematic approach to identifying similar ports based on the technique of principal component analysis. Secondly, it seeks to identify the most important factors underlying the port classification. Lack of awareness of which factors differentiate ports has resulted in an unnecessary collection of data which are of limited use in port classification. This study has identified three groupings of similar ports within which port comparison can be justifiably made. If international container ports are to gain a proper appreciation of their various advantages, disadvantages and potential opportunities in a globally competitive environment, it is essential that they conduct effective evaluation of their operational performance. The present study applies five models of data envelopment analysis (DEA) to acquire a variety of complementary information about the operational efficiency of major container ports in the Asia-Pacific region and to identify trends in port efficiency. The study first establishes the causes of inefficiency on the basis of efficiency value analysis. Despite the growing amount of research on container-port efficiency and benchmarking, the literature on the subject is yet to provide stable and consistent results across researchers and in relation to dynamic operating and market conditions. In this paper, we formulate a number of operational hypotheses to test the sensitivity of benchmarking results to port market and operating conditions namely production scale, cargo mix, transhipment ratio, operating configurations, and working procedures. A series of data envelopment analysis (DEA) models are used to measure the operational efficiency of 420 container terminal decision-making units from 2004 till 2010. The results show that variations in operating conditions highly impact terminal efficiency and that future work on container-port performance and benchmarking should take into account the structure and mechanisms underpinning the operations of container ports and terminals.  相似文献

The essence of logistics and supply chain management is an integrative approach to the interaction of different processes and functions within a firm extended to a network of organizations for the purpose of cost reduction and customer satisfaction []. The logistics approach often adopts a cost trade-off analysis between functions, processes and even supply chains []. This approach could be beneficial to port efficiency by directing port strategy towards relevant value-added logistics activities. This paper seeks to show that through conceptualizing ports from a logistics and supply chain management approach, it is possible to suggest a relevant framework of port performance. This article investigates the role of ISO 9000 certification on the financial performance of the port authorities. The financial and scale efficiency of 18 European port authorities, some certified and some not, have been reviewed and results derived using data envelopment analysis. The inputs and outputs used in the analysis were selected following the literature and after employing regression analysis on the whole data set and the results reveal that ISO certified ports are more efficient financially than their non-certified competitors. By further using the efficiency slacks from the frontier, an indicative estimation of the magnitude of this inefficiency has been also calculated. The method followed may provide the impetus for a research agenda aiming explicitly on the exact contribution of certification on the financial ‘below the line’ results of the companies.  相似文献

The attractiveness of ports is usually a pre-requisite and necessary condition for ports to achieve competitiveness, as well as the springboard to explore the competitive advantages of ports. To determine whether a port is competitive, it is necessary to explore whether it boasts certain factors that make the port attractive to users. The main purpose of this article is to apply the Analytic Hierarchy Process (AHP) method and the Decision Making Trial and Evaluation Laboratory (DEMATEL) technique to evaluate key determinants of attractiveness and their cause/effect relationships for container ports in Taiwan. The empirical results showed that: (1) Top six determinates of attractiveness for container ports are ‘ample cargo sources,’ ‘favorable port charges,’ ‘dense ship network and routes,’ ‘low transshipment costs,’ ‘efficient wharf operations,’ and ‘adequate wharfs and back-line land,’ respectively. (2) Among the above six determinants of attractiveness, ‘ample cargo sources’ is the cause determinant. Three determinants of port attractiveness, ‘favorable port charges,’ ‘dense ship network and routes,’ ‘low transshipment costs,’ which are the effect determinants. They are affected by the determinants of attractiveness of ‘ample cargo sources’. In addition, this study discusses the above findings and expects to provide the study results to Taiwan’s port authorities for reference.  相似文献

This paper develops a conceptual framework that integrates various relevant port performance components in a way that can be used for a comprehensive port evaluation and adjustment of existing port governance models. The paper presents a synthesis of the literature on port governance models and port performance, arguing that the process of change is a dynamic one, and that the performance outcome of a reform process influences the next round of reforms. It also explores the potential for decomposing performance into two different, although related, port performances components, namely efficiency and effectiveness. Bringing into the analysis concepts like the need to integrate users’ satisfaction in port performance assessment, the paper explores the content of each of these components and their relationship. This discussion, along with empirical evidence provided by port authorities, leads to the conclusion that governance decisions, both at firm and government levels, are largely based on a very limited assessment of port performance. The effectiveness of port reform is largely neglected, with user perspectives not being an integral part of an effort to improve performance by the port or as feedback to assess the effectiveness of the governance model imposed by the government's port policy.  相似文献

ABSTRACT

The inspection of foreign ships in national ports is a critical measure in port state control (PSC), preventing substandard ships from entering national ports. Multifarious inspection items, limited inspection time and inspector manpower are challenging PSC inspection. This research applies data mining to analyze historical PSC inspection records in Taiwan’s major ports to extract potential valuable information for PSC onboard inspections. Using the Apriori Algorithm, the analysis identifies many useful association rules among PSC deficiencies in terms of specific ship characteristics, such as ship types, societies, and flags. The general rules identified show that the items ‘Water/Weathertight conditions’ and ‘Fire safety’ are significantly related. Besides, in the analysis of the various ship types, several different rules are found. After comparing the analysis of ship types and ship societies, it can be observed that the association rules for specific ship types, such as oil tankers, have a better effect than those for individual ship societies do. These identified rules can not only help inspectors effectively spot the associated deficiencies, but also improve the efficiency of PSC inspection. The ports other than Taiwan’s ports can apply a similar analysis method to identify corresponding association rules suitable for their own inspections.  相似文献

ABSTRACT

The pursuit of better performance by the local government can influence the investment decision-making related to port expansion. This paper compares the ceilings at which the port enterprise and the local government would stop making investments. To achieve this, the benefits to the port enterprise and the local government are measured over a given time period. An empirical study investigating how a port would respond if a rival port uses a type of capacity investment strategy is conducted for two major ports in Liaoning. The time at which the local government and the port enterprise would stop making investments and the final equilibrium are developed using the data from 2010. From the empirical results, it was found that investment in port capacity contributes greatly to the local government’s performance. Meanwhile, different investment ceilings are discovered for the port enterprise and the local government. This research is meaningful for discussing the institutional relationship between the local government and the port enterprise in China’s current decentralized port governance system.

This paper discusses the strategies which might be adopted by port authorities, given that modern port technologies have considerably limited the scope for competition. It therefore analyses the several forms of competition relevant to ports, any or all of which may apply in any given instance.

It describes the 'minimalist strategy, which consists of recognizing that public sector bodies have many faults, may make many mistakes and that well-intentioned attempts to rectify faults in the private sector may make matters worse. Second, it describes the ‘pragmatic’ strategy, which involves establishing committees to examine problems and to recommend actions, if they can reach a consensus. Third, it describes the ‘public sector’ strategy, which involves the port authority taking over all port functions. Finally, it describes the ‘competitive’ strategy, which involves a careful reproduction of the circumstances of competition, even though there may be room for only one efficiently-sized operator at a time. Franchising, or short-term leasing on any of a variety of competitive bases, so as to produce serial competition is described. Each of these strategies is presented as having its own advantages and disadvantages, and each may be suitable to particular circumstances.  相似文献

Organizational Effectiveness (OE) is a rather new concept in the port business literature and not widely studied before. From the systems perspective, this concept focuses on the goals of the organization, the resources needed to achieve these goals, and the relationship between the organization and its environment. The reason behind choosing a systems approach is the significant role of seaports as open systems affected by changes and developments in world trade, supply chain and logistics trends, maritime transport, and technological developments. While seaports are multi-faceted organizations that constitute different interdependent and integrated units in their structure, they can also be regarded as the subsystems of the supply chain system. As being the social and technical systems, port organizations have unique characteristics that should be examined in detail to assess their effectiveness. To assess the effectiveness of port organizations, principally a set of effectiveness measures applicable to seaports should be determined. The main aim of this study is to assess the relative importance of the main effectiveness criteria in seaports and to determine the significance of main inputs and port subsystems which can be referred as the means to achieve effectiveness. By using the systems approach, the inputs, the processes, and the outputs of the port organizations are clearly defined with a conceptual model. Thirty-three statements have been developed under the main categories in the systems model and a two-round delphi survey is conducted, and qualitative analysis of the experts’ opinions is carried out. The results of the delphi survey show that the main port inputs are port infrastructure, equipments, technology, and port labor; the major port processes are ship and cargo operations together with the logistics services, safety and security, information technologies, and marketing; and the most important effectiveness measures for the seaports are productivity, efficiency, service quality, adaptability, information and communication management, profitability, human resource quality, and customer satisfaction.  相似文献
