This paper develops a model for calculating comparable combined internal and external costs of intermodal and road freight transport networks. Internal costs consist of the operational-private costs borne by the transport and intermodal terminal operators, and the time costs of goods tied in transit. The external costs include the costs of the impacts of both networks on society and the environment such as local and global air pollution, congestion, noise pollution, and traffic accidents. The model is applied to the simplified configurations of both networks using the inputs from the European freight transport system. The objective is to investigate some effects of European Union policy, which aims to internalise the external costs of transport, on the prospective competition between two networks from a social perspective.  相似文献

In recent years, Chinese railway freight transport has been facing great challenges from transport market reformation and economic expansion. Although the total volume of railway freight has been increasing, its market share has decreased greatly, especially at the beginning of migration from command economy to market economy. This paper considers four aspects believed to be responsible for the loss of the railway freight market share. First, we review the history and current situation of the Chinese railway freight transport and study the relationship between economic development and freight transport in China. Second, the causes resulting in the loss of the market share of railway freight are analysed in detail. Third, the current measures taken by Chinese Railways (CR) to restore its competitiveness are discussed. The effects of these measures on railway traffic volume, market share and productivity are also studied. Finally, the way forward for the future of CR is discussed. It is concluded that CR has not yet adapted sufficiently to new economic conditions, although in recent years progress has been made. Further reform will be needed.  相似文献

Intermodal rail/road freight transport has always been considered as a competitive alternative to its road freight counterpart in the European medium- to long-distance corridors (markets). Such consideration has been based on the increasing competitiveness of some innovative rail services and the existing and prospective performance of both modes in terms of the full social – internal or operational and external – costs. The most recent innovation of rail technologies and related services launched by some European railway companies, still at the conceptual level, is the Long Intermodal Freight Train (LIFT). This is supposed to be a block train operating in long-distance corridors (markets) with a substantial and regular freight demand. This paper develops analytical models for assessing the performance of the LIFTs, the already-operating Conventional Intermodal Freight Trains (CIFTs), and their road counterpart as well. The performance consists of the full – internal (private) and external – costs of the door-to-door delivery of loading units – containers, swap-bodies, and semi-trailers. The internal costs embrace the operational costs of the transport (rail and road) and intermodal terminal operators. The external costs include the costs of the impacts of door-to-door delivery of loading units on society and the environment. These negative externalities include noise, air pollution, traffic accidents, and congestion. The models are applied to a simplified version of intermodal and road transport system using inputs from the European freight transport sector. The aims are to compare the full costs of particular modalities in order to investigate the potential of the LIFTs as compared with the CIFTs in improving the internal efficiency of the rail freight sector and its competitiveness with respect to its road counterpart. In addition, the paper attempts to assess some effects on the potential modal shift of EU (European Union) transport policies on internalizing transport externalities.  相似文献

The transport sector in general, and trucks in particular, generates a significant amount of emissions in Australia. It appears the trend will escalate unless different measures are taken to reduce the reliance of freight transport on trucks. This paper discusses the benefits of distribution centres as a means to reduce road congestion, increase safety, protect the environment by reducing atmospheric pollution and improve freight distribution. It also provides the effective use of the existing rail network and its infrastructure and improves the lead-time as well as lowering the cost of transportation of cargo. It also investigates the positive impact of distribution centres located near to manufacturing and farming production units. A simulation model has been developed and used to help determine the amount of atmospheric pollution produced by two modes of land transport, rail and road, for the movement of containers between port and destination. Results derived from the model provide evidence about a preferred land-transport regime. The paper has two sections: (1) the role of distribution centres in the chain of transport and (2) the impact of distribution centres on the environment. The first section investigates the feasibility of the implementation of distribution centres in the State of Victoria with respect to rail line capacity and location allocation. The second section presents an additional simulation model that investigates the role of a distribution centre in relation to the amount of atmospheric pollution produced by rail and road, while containers are carried between port and destination.  相似文献

Most macro empirical studies on the price elasticity in the freight transport sector focus on the demand for transport. However, most of the external costs from the freight transport sector are more closely linked with the traffic volumes. In the paper an explicit distinction between traffic and transport demand is made by regarding traffic as an input in the shippers’ production of transport services, while transport demand is derived from firms’ production of output. An empirical analysis based on aggregate time series is carried out in a VAR model, where the stationary long run relationships are estimated using the so-called ‘Johansen Procedure’. The estimated price elasticity with respect to traffic (−0.81) is considerably higher than the elasticity with respect to transport (−0.47).  相似文献

Complexity in transport networks evokes the need for instant response to the changing dynamics and uncertainties in the upstream operations, where multiple modes of transport are often available, but rarely used in conjunction. This paper proposes a model for strategic transport planning involving a network wide intermodal transport system. The system determines the spatio-temporal states of road based freight networks (unimodal) and future traffic flow in definite time intervals. This information is processed to devise efficient scheduling plans by coordinating and connecting existing rail transport schedules to road based freight systems (intermodal). The traffic flow estimation is performed by kernel based support vector mechanisms while mixed integer programming (MIP) is used to optimize schedules for intermodal transport network by considering various costs and additional capacity constraints. The model has been successfully applied to an existing Fast Moving Consumer Goods (FMCG) distribution network in India with encouraging results.  相似文献

The forecasting of road freight traffic has relied heavily on the close correlation between GDP and road tonne-kilometers. It has not been rooted in an understanding of the causes of freight traffic growth. The research reported in this paper has investigated this process of traffic growth in two ways: first, by analysing official data on the production, consumption and movement of food and drink products, and second, by conducting a survey of the changing freight transport requirements of 88 large British-based manufacturers. The analysis of secondary data shows how, in the food and drink sector, the relationship between the real value of output and road vehicle-kms hinges on four key parameters: value density, handling factor, average length of haul and consignment size. An attempt is made to explain variations in these parameters. The survey of manufacturers suggests that the growth of lorry traffic is the net result of a complex interaction between factors operating at four levels of logistical management: strategic planning of logistical systems, choice of suppliers and distributors, scheduling of product flow and the management of transport resources. Changes in the frequency and scheduling of freight deliveries in response to tightening customer service requirements and just-in-time management appear to have become a more prevalent cause of freight traffic growth than the physical restructuring of logistical systems. Manufacturers anticipate that their road freight demand will broadly increase in line with sales and be largely unaffected by road transport cost increases at the levels currently proposed. The paper concludes by examining their likely reactions to a much sharper increase in the cost of road freight movement.  相似文献

Abstract

The forest sector in Norway is very transport intensive, accounting for approximately 14% of total domestic freight transport traffic on Norwegian roads. This paper presents an analysis linking a general equilibrium freight transport modelling tool with a partial equilibrium model of the forest sector. The freight transport model predicts transport costs, modal split and transport patterns, and the results are treated as inputs to the forest sector model. The objective of the paper is to analyse the modelling effect of taking forest sector model effects back into the freight transport model and treated as new demand. Compared to a base scenario for the year 2020, we compare analyses with and without this new demand from the forest sector model back into the freight transport modelling tool.  相似文献

Freight transport research has generally been limited by a lack of data of the breadth and quality available for passenger transport, particularly in terms of behavioural data. This paper discusses the survey design and implementation of a survey intended to collect longitudinal behavioural data on the responses of freight transport firms to environmental policies. The design of the survey is centred around a hypothetical scenario where respondents are asked how they would complete a given freight task within common constraints. One of the key components of the survey design is a dynamic component intended to simulate the changing business environment. The paper illustrates the many challenges in getting complex freight related surveys in the field.  相似文献

Abstract

Air freight traffic has grown rapidly in the last decade. Although, in terms of volume carried, air cargo represents only a small fraction of the total trade, in value terms, its share is very significant. Against the background of the development of the world's air freight traffic and the factors behind it, this paper reviews the growth of air cargo movements in Israeli international trade and analyses the major components of this transport mode. Because of Israel's geopolitical position, air transport is a significant mode in the country's foreign trade. Air and sea transport are the only modes available for any trade going to and from Israel. The proportion of airborne trade in the total Israeli foreign trade is reviewed in light of the factors affecting the competition between air and sea transport.  相似文献

Internationally, recent years have seen a spread of deregulatory policies with respect to transport. Equally, transport movements across national boundaries have expanded as trade has grown. Despite these two quite noticeable trends comparatively little has been written on the problems that are created for cross‐border traffic as the result of differential changes in national regulatory policies. This paper is concerned with looking specifically at what has happened in the context of road freight transport movements across the U.S.‐Canadian border and the wider (especially for the formulation of a Common Transport Policy for the EEC) lessons which can be learned from it.  相似文献

This paper develops a method for analysing and estimating savings in externalities that could be achieved by substituting truck with rail freight services in a given Trans-European freight transport corridor. The externalities affected include energy consumption, emissions of greenhouse gases, noise, congestion, and traffic incidents/accidents. The European Commission transport policy aims to provide an institutional framework for the medium- to long-term sustainable development of the transport sector. An important aspect of this policy is to stimulating the modal shift from truck to rail freight transport in inland Trans-European corridors.  相似文献

This paper investigates intermodal freight transport planning problems among deep-sea terminals and inland terminals in hinterland haulage for a horizontally fully integrated intermodal freight transport operator at the tactical container flow level. An intermodal freight transport network (IFTN) model is first developed to capture the key characteristics of intermodal freight transport such as the modality change phenomena at intermodal terminals, physical capacity constraints of the network, time-dependent transport times on freeways, and time schedules for trains and barges. After that, the intermodal freight transport planning problem is formulated as an optimal intermodal container flow control problem from a system and control perspective with the use of the proposed IFTN model. To deal with the dynamic transport demands and dynamic traffic conditions in the IFTN, a receding horizon intermodal container flow control (RIFC) approach is proposed to control and to reassign intermodal container flows in a receding horizon way. This container flow control approach involves solving linear programming problems and is suited for transport planning on large-sized networks. Both an all-or-nothing approach and the proposed RIFC approach are evaluated through simulation studies. Simulation results show the potential of the proposed RIFC approach.  相似文献

Decoupling road freight transport from economic growth has been acknowledged by the European Union as a key means to improving sustainability. It is therefore important to identify both the coupling and decoupling drivers of road freight transport demand in order to determine possible factors that may contribute to reduce road transport in the future without curbing economic development. This research proposes an Input–Output (IO) structural decomposition analysis (SDA) to explain road freight transport in terms of a set of key factors that have strongly influenced road freight demand in recent decades in European countries—such as economic growth, economic structure and the evolution of road transport intensity (including improvements in both supply and transport systems). This methodological approach allows us to quantify and compare their contribution in different European countries to either increase or decrease road freight transport demand. The empirical basis for this analysis is a dataset of nine European countries which have IO tables and road transport data available from 2000 to 2007, comprising data on domestic production, imports and exports as well as tonne-kms for 11 types of commodity classes. The results show that, as a whole, aggregate road transport demand has grown—driven mainly by economic activity—but this growth has been strongly curbed in some countries by changes in road freight transport intensity and moderately by the dematerialization of the economy. International transport has been also proven to be a key factor driving road freight transport volumes. Moreover, the increased penetration of foreign operators in national haulage markets appears to have reinforced the final decoupling levels observed in some cases.  相似文献

Freight transport demand is a demand derived from all the activities needed to move goods between locations of production to locations of consumption, including trade, logistics and transportation. A good representation of logistics in freight transport demand models allows us to predict the effects of changes in logistics systems on future transport flows. As such it provides better estimations of the costs of interaction and allows to predict changes in spatial patterns of freight transport flows more accurately. In recent years, the attention for freight modelling has been growing and new research work has appeared aimed at incorporating logistics in freight models. In this paper we review the state of the art in the representation of logistics considerations in freight transport demand models. Our focus is on the service and cost drivers of changes in logistics networks and how these affect freight transport. Our review proceeds along a conceptual framework for modelling that goes beyond the conventional 4-step modelling approach. We identify promising areas for freight modelling that have an integrative function within this framework, such as spatial computable general equilibrium models, supply chain choice models and hypernetwork models.  相似文献

Any policy addressing the concerns and trends associated with the impact of travel on the environment should be based on a solid understanding of the activities giving rise to them. While the measurement of the total environment loads by air or noise measurement stations is essential, it needs to be matched by the observation of the human behaviours creating them. This is especially true in the transport sector, which has been rightly or wrongly identified as having the potential to make a substantial contribution to the reduction of air and noise pollution. While the contribution of freight transport is of growing concern and importance, this paper focuses on the measurement of passenger transport throughout.

In the past transport planners have largely relied on the travel diary as their prime instrument to measure traveller behaviour. The travel diary is a survey instrument designed to record all movements during the course of one or more days including their relevant details. It is complemented by spearate household and personal forms for recording general information. In the following paper the term travel diary implies all three elements (the diary, the person form and the household form).

The remainder of the paper discusses to what extent and how the travel diary can be used to capture data for the assessment of policies directed at reducing the impact of transport on the social and natural environment. The requirements of a travel diary and the potential uses of new technologies in realising such a travel diary are then presented. A brief outlook on the possibilities of reasling such a diary concludes the paper.  相似文献

Starting from January 2008 Milan implemented a charging scheme to enter an 8 km2 area of the city centre. The term used to denote the scheme is Ecopass, conveying the stated political objective of the scheme: a pass to improve the quality of the urban environment (ECO). The charge depends on the Euro emission standard of the vehicle. The paper illustrates the main features and impacts of the Milan Ecopass scheme, and presents a preliminary cost–benefit analysis. The scheme has been effective in curbing not only pollution emissions, but also congestion, and the result has been achieved with low implementation costs and without major political opposition. The cost–benefits analysis presents an overall net benefit. The identification of the winners and losers of the policy is conditioned by penalty payments. Without including the penalties, the surface public transport users and the society at large are the main winners, whereas car and especially freight vehicle users are net losers.  相似文献

The distribution of freight is a major contributor to the levels of traffic congestion in cities. However it is much neglected in the research and planning activities of government, where the focus is disproportionately on passenger vehicle movements. Despite the recent recognition of the contribution of freight transportation to the performance of urban areas under the rubric of city logistics, we see a void in the study of how the stakeholders in the supply chain might cooperate through participation in distribution networks, to reduce the costs associated with traffic congestion. Given that transport costs are typically over 45 of all distribution costs, with congestion a major contributor in the urban setting, the importance of establishing ways in which supply chain partnerships might cooperate to reduce levels of freight vehicle movements has much merit. This paper sets out a framework to investigate how agents in a retail supply chain might interact more effectively to reduce the costs of urban freight distribution. We propose an interactive agency choice method as a way of formalising a framework for studying the preferences of participants in the supply chain to support specific policy initiatives. Such a framework is a powerful way of investigating the behavioural response of each agent to many policies, including congestion pricing, as a way of improving the efficient flow of traffic in cities.  相似文献

We examine data from Italian airports covering 2005–2008 to include local environmental effects in airport efficiency assessment. We consider both desirable outputs such as aircraft, passengers, and freight movements and some undesirable outputs of airport operations associated with local air pollution. We estimate both a classical distance function with no undesirable output, and a hyperbolic distance function. By comparing the estimated efficiency scores with these two frontiers we show that airport efficiency increases when local air pollution is included in the analysis. Moreover, we show a fleet-mix effect because airports with similar aircraft movements exhibit large variations in the amount of pollution per flight. Last, we find that there is complementarity between desirable and undesirable output: a 1% decrease in pollution has an opportunity cost of a 0.67% reduction in both passenger and freight traffic.  相似文献
