This paper investigates pedestrian crowd tactical‐level decision making during emergency evacuations. Of particular interest is crowd exit‐choice behaviour. Two sources of stated choice data are collected and combined. One data set is derived from an experiment linked to a real‐life exit choice experience of participants (in a non‐evacuation setting). We examine aspects that have often been taken for granted in the literature in connection with egress behaviour of crowds during emergencies. We quantify evacuees' trade‐off between “distance”, “density”, “exit visibility” and “directional density” as well as the interactive effect between exit visibility and tendency to follow others. A comprehensive random‐utility analysis is conducted ranging from traditionally practiced models to the state‐of‐the‐practice methods such as random‐coefficient nested logit. Our findings suggest that (i) unless evacuees face certain levels of uncertainty in the escape environment; flows of crowd are unlikely to be followed. Otherwise, most evacuees perceive other individuals as potential sources of congestion and extra delay (generalisation to situations where crowd is completely unfamiliar with the egress geometry, however, may require careful scrutiny). (ii) Evacuees mostly prefer visible exits over the exits whose congestion level is unknown to them (i.e. the tendency to minimise ambiguity). (iii) The presence of attribute uncertainty (e.g. exit visibility) significantly changes the impact of observing decisions of others on each individual choice maker. We also found out that (iv) spatial distribution of exits has a significant influence on evacuees' decisions (presenting itself in the form of violating the IIA assumption). (v) The marginal weights that different individuals place upon attributes of exits are significantly heterogeneous. (vi) There is meaningful correlation between certain utility weights of individual evacuees. These behavioural findings can provide significant behavioural insight essential for safe evacuation planning and accurate forecast of evacuees' behaviour. The purpose of this study is to explain the evacuee mode choice behavior of Miami Beach residents using survey data from a hypothetical category four hurricane to reveal different evacuees’ plans. Evacuation logistics should incorporate the needs of transit users and car-less populations with special attention and proper treatment. A nested logit model has been developed to explain the mode choice decisions for evacuees’ from Miami Beach who use non-household transportation modes, such as special evacuation bus, taxi, regular bus, riding with someone from another household and another type of mode denoted and aggregated as other. Specifically, the model explains that the mode choice decisions of evacuees’, who are likely to use different non-household transportation modes, are influenced by several determining factors related to evacuees’ socio-demographics, household characteristics, evacuation destination and previous experience. The findings of this study will help emergency planners and policy-makers to develop better evacuation plans and strategies for evacuees depending on others for their evacuation transportation.  相似文献

The evacuation operations problem aims to avoid or mitigate the potential loss of life in a region threatened or affected by a disaster. It is shaped to a large extent by the evolution of evacuation traffic resulting from the demand–supply interactions of the associated transportation network. Information-based control is a strategic tool for evacuation traffic operations as it can enable greater access to the affected population and more effective response. However, comparatively few studies have focused on the implementation of information-based control in evacuation operations. This study develops a control module for evacuation operations centered on addressing the demand–supply interactions by using behavior-consistent information strategies. These strategies incorporate the likely responses of evacuees to the information provided in the determination of route guidance information. The control module works as an iterative computational process involving an evacuee route choice model and a control model of information strategies to determine the route guidance information to direct evacuation traffic so as to approach a desired network traffic flow pattern. The problem is formulated as a fuzzy logic based optimization framework to explicitly incorporate practical concerns related to information dissemination characteristics and social equity in evacuation operations. Numerical experiments highlight the importance of accounting for the demand–supply interactions, as the use of behavior-consistent information strategies can lead evacuee route choices to approach the operator-desired proportions corresponding to the desired traffic pattern. The results also indicate that while a behavior-consistent information strategy can be effective, gaps with the desired route proportions can exist due to the discrete nature of the linguistic messages and the real-world difficulty in accurately modeling evacuees’ actual route choice behavior.  相似文献

The goal of a network design problem (NDP) is to make optimal decisions to achieve a certain objective such as minimizing total travel time or maximizing tolls collected in the network. A critical component to NDP is how travelers make their route choices. Researchers in transportation have adopted human decision theories to describe more accurate route choice behaviors. In this paper, we review the NDP with various route choice models: the random utility model (RUM), random regret-minimization (RRM) model, bounded rationality (BR), cumulative prospect theory (CPT), the fuzzy logic model (FLM) and dynamic learning models. Moreover, we identify challenges in applying behavioral route choice models to NDP and opportunities for future research.  相似文献

Efficient transportation of evacuees during an emergency has long been recognized as a challenging issue. This paper investigates emergency evacuation strategies that rely on public transit, where buses run continuously, rather than fixed route, based upon the spatial and temporal information of evacuee needs. We formulated an optimal bus operating strategy that minimizes the exposed casualty time rather than operational cost, as a deterministic mixed‐integer program, and investigated the solution algorithm. A Lagrangian‐relaxation‐based solution algorithm was developed for the proposed model. Numerical experiments with different problem sizes were conducted to evaluate the method. Understanding the spatio-temporal road network accessibility during a hurricane evacuation—the level of ease of residents in an area in reaching evacuation destination sites through the road network—is a critical component of emergency management. While many studies have attempted to measure road accessibility (either in the scope of evacuation or beyond), few have considered both dynamic evacuation demand and characteristics of a hurricane. This study proposes a methodological framework to achieve this goal. In an interval of every six hours, the method first estimates the evacuation demand in terms of number of vehicles per household in each county subdivision (sub-county) by considering the hurricane’s wind radius and track. The closest facility analysis is then employed to model evacuees’ route choices towards the predefined evacuation destinations. The potential crowdedness index (PCI), a metric capturing the level of crowdedness of each road segment, is then computed by coupling the estimated evacuation demand and route choices. Finally, the road accessibility of each sub-county is measured by calculating the reciprocal of the sum of PCI values of corresponding roads connecting evacuees from the sub-county to the designated destinations. The method is applied to the entire state of Florida during Hurricane Irma in September 2017. Results show that I-75 and I-95 northbound have a high level of congestion, and sub-counties along the northbound I-95 suffer from the worst road accessibility. In addition, this research performs a sensitivity analysis for examining the impacts of different choices of behavioral response curves on accessibility results.  相似文献

The effectiveness of transit-based emergency evacuation highly depends on the location of pick-up facilities, resource allocation, and management. These facilities themselves are often subject to service disruptions during or after the emergency. This paper proposes a reliable emergency facility location model that determines both pre-emergency facility location planning and the evacuation operations afterwards, while facilities are subject to the risk of disruptions. We analyze how evacuation resource availability leverages individual evacuees’ response to service disruptions, and show how equilibrium of the evacuee arrival process could be reached at a functioning pick-up facility. Based on this equilibrium, an optimal resource allocation strategy is found to balance the tradeoff between the evacuees’ risks and the evacuation agency’s operation costs. This leads to the development of a compact polynomial-size linear integer programming formulation that minimizes the total expected system cost from both pre-emergency planning (e.g., facility set-up) and the evacuation operations (e.g., fleet management, transportation, and exposure to hazardous surroundings) across an exponential number of possible disruption scenarios. We also show how the model can be flexibly used to plan not only pre-disaster evacuation but also post-disaster rescue actions. Numerical experiments and an empirical case study for three coastal cities in the State of Mississippi (Biloxi, Gulfport, and D’lberville) are conducted to study the performance of the proposed models and to draw managerial insights.  相似文献

Cities around the world are trying out a multitude of transportation policy and investment alternatives with the aim of reducing car-induced externalities. However, without a solid understanding of how people make their transportation and residential location choices, it is hard to tell which of these policies and investments are really doing the job and which are wasting precious city resources. The focus of this paper is the determinants of car ownership and car use for commuting. Using survey data from 1997 to 1998 collected in New York City, this paper uses discrete choice econometrics to estimate a model of the choices of car ownership and commute mode while also modeling the related choice of residential location.The main story told by this analysis is that New Yorkers are more sensitive to changes in travel time than they are to changes in travel cost. The model predicts that the most effective ways to reduce both auto ownership and car commuting involve changing the relative travel times for cars and transit, making transit trips faster by increasing both the frequency and the speed of service and making auto trips slower – perhaps simply by allowing traffic congestion. Population density also appears to have a substantial effect on car ownership in New York.  相似文献

Recent empirical studies have revealed that travel time variability plays an important role in travelers' route choice decisions. To simultaneously account for both reliability and unreliability aspects of travel time variability, the concept of mean‐excess travel time (METT) was recently proposed as a new risk‐averse route choice criterion. In this paper, we extend the mean‐excess traffic equilibrium model to include heterogeneous risk‐aversion attitudes and elastic demand. Specifically, this model explicitly considers (1) multiple user classes with different risk‐aversions toward travel time variability when making route choice decisions under uncertainty and (2) the elasticity of travel demand as a function of METT when making travel choice decisions under uncertainty. This model is thus capable of modeling travelers' heterogeneous risk‐averse behaviors with both travel choice and route choice considerations. The proposed model is formulated as a variational inequality problem and solved via a route‐based algorithm using the modified alternating direction method. In transportation projects, uncertainty related to the difference between forecast and actual demand is of major interest for the decision-maker, as it can have a substantial influence on the viability of a project. This paper identifies and quantifies discrete choice model uncertainty, which is present in the model parameters and attributes, and determines its impact on risk taking for decision-making applied to a case study of the High-Speed Rail project in Portugal. The methodology includes bootstrapping for the parameter variation, a postulated triangular distribution for the mode-specific input and a probabilistic graphical model for the socio-economic input variation. In comparison to point estimates, the findings for mode shift results in a wider swing in the system, which constitutes valuable information for decision-makers. The methodology, findings and conclusions presented in this study can be generalized to projects involving similar models.  相似文献

Dynamic traffic simulation models are frequently used to support decisions when planning an evacuation. This contribution reviews the different (mathematical) model formulations underlying these traffic simulation models used in evacuation studies and the behavioural assumptions that are made. The appropriateness of these behavioural assumptions is elaborated on in light of the current consensus on evacuation travel behaviour, based on the view from the social sciences as well as empirical studies on evacuation behaviour. The focus lies on how travellers’ decisions are predicted through simulation regarding the choice to evacuate, departure time choice, destination choice, and route choice. For the evacuation participation and departure time choice we argue in favour of the simultaneous approach to dynamic evacuation demand prediction using the repeated binary logit model. For the destination choice we show how further research is needed to generalize the current preliminary findings on the location-type specific destination choice models. For the evacuation route choice we argue in favour of hybrid route choice models that enable both following instructed routes and en-route switches. Within each of these discussions, we point at current limitations and make corresponding suggestions on promising future research directions.  相似文献

This paper documents the efforts to operationalize the conceptual framework of MIcrosimulation Learning-based Approach to TRansit Assignment (MILATRAS) and its component models of departure time and path choices. It presents a large-scale real-world application, namely the multi-modal transit network of Toronto which is operated by the Toronto Transit Commission (TTC). This large-scale network is represented by over 500 branches with more than 10,000 stops. About 332,000 passenger-agents are modelled to represent the demand for the TTC in the AM peak period. A learning-based departure time and path choice model was adopted using the concept of mental models for the modelling of the transit assignment problem. The choice model parameters were calibrated such that the entropy of the simulated route loads was optimized with reference to the observed route loads, and validated with individual choices. A Parallel Genetic Algorithm engine was used for the parameter calibration process. The modelled route loads, based on the calibrated parameters, greatly approximate the distribution underlying the observed loads. 75% of the exact sequence of transfer point choices were correctly predicted by the off-stop/on-stop choice mechanism. The model predictability of the exact sequence of route transfers was about 60%. In this application, transit passengers were assumed to plan their transit trip based on their experience with the transportation network; with no prior (or perfect) knowledge of service performance.  相似文献

In the stated choice literature, increasing attention has been paid to methods that seek to close the gap between the choices from these experiments and the choices experienced in the real world. Attempts to produce model estimates that are truer to real market behaviours are especially important for transportation, where many important policy decisions rely on such experiments. A recent approach that has emerged makes use of a certainty index whereby respondents report how certain they are about each choice they make. Additional literature also posits that when making decisions, people first identify an acceptable set of alternatives (alternative acceptability) such that a consideration set if formed and it is from this reduced set that the ultimate choice is made. This paper presents two models that jointly estimates choice and choice certainty and choice and alternative acceptability. This joint estimation allows the modeller to overcome potential endogeneity that may exist between these responses. In comparing choices of differing certainty, surprisingly little difference in marginal sensitivities are found. This is not the case in the alternative acceptability models however. An important finding of this research is that what could be interpreted as preference heterogeneity may in fact be more closely linked to scale. The ramifications of these results on future research are discussed.  相似文献

There is substantial evidence to indicate that route choice in urban areas is complex cognitive process, conducted under uncertainty and formed on partial perspectives. Yet, conventional route choice models continue make simplistic assumptions around the nature of human cognitive ability, memory and preference. In this paper, a novel framework for route choice in urban areas is introduced, aiming to more accurately reflect the uncertain, bounded nature of route choice decision making. Two main advances are introduced. The first involves the definition of a hierarchical model of space representing the relationship between urban features and human cognition, combining findings from both the extensive previous literature on spatial cognition and a large route choice dataset. The second advance involves the development of heuristic rules for route choice decisions, building upon the hierarchical model of urban space. The heuristics describe the process by which quick, ‘good enough’ decisions are made when individuals are faced with uncertainty. This element of the model is once more constructed and parameterised according to findings from prior research and the trends identified within a large routing dataset. The paper outlines the implementation of the framework within a real-world context, validating the results against observed behaviours. Conclusions are offered as to the extension and improvement of this approach, outlining its potential as an alternative to other route choice modelling frameworks.  相似文献

This contribution puts forward a novel multi-class continuum model that captures some of the key dynamic features of pedestrian flows. It considers route choice behaviour on both the strategic (pre-trip) and tactical (en-route) level. To achieve this, we put forward a class-specific equilibrium direction relation of the pedestrians, which is governed by two parts: one part describing the global route choice, which is pre-determined based on the expectations of the pedestrians, and one part describing the local route choice, which is a density-gradient dependent term that reflects local adaptations based on prevailing flow conditions.Including the local route choice term in the multi-class model causes first of all dispersion of the flow: pedestrians will move away from high density areas in order to reduce their overall walking costs. Second of all, for the crossing flow and bi-directional flow cases, local route choice causes well known self-organised patterns to emerge (i.e. diagonal stripes and bi-directional lanes). We study under which demand conditions self-organisation occurs and fails, as well as what the impact is of the choices of the different model parameters. In particular, the differences in the weights reflecting the impact of the own and the other classes appear to have a very strong impact on the self-organisation process.  相似文献

This article describes a simple, rapid method for calculating evacuation time estimates (ETEs) that is compatible with research findings about evacuees’ behavior in hurricanes. This revision of an earlier version of the empirically based large scale evacuation time estimate method (EMBLEM) uses empirical data derived from behavioral surveys and allows local emergency managers to calculate ETEs by specifying four evacuation route system parameters, 16 behavioral parameters, and five evacuation scope/timing parameters. EMBLEM2 is implemented within a menu-driven evacuation management decision support system (EMDSS) that local emergency managers can use to calculate ETEs and conduct sensitivity analyses to examine the effects of plausible variation in the parameters. In addition, they can run EMDSS in real time (less than 10 min of run time) to recalculate ETEs while monitoring an approaching hurricane. The article provides an example using EMDSS to calculate ETEs for San Patricio County Texas and discusses directions for further improvements of the model.  相似文献

Abstract

This study focuses on the mode and route choices of a logistics company in a situation involving intercity transportation with networks of surface roads, highways and a railway. A method of transportation network analysis is applied to construct a logistics company mode and route choice models with the objective of minimizing total distribution and external costs. This study also assumes that the fleet number and vehicle capacities are given. Freight distributed from a distribution center to given retailers or consumers via surface road/highway links or via intermodal transportation involving surface road/highway links and a railway. In terms of model construction, this study first explores the routing and sequence of the retailers and consumers served by each vehicle. Second, the study internalizes the external cost of air pollution into the total distribution cost, to analyze the influences of external cost burdens on a logistics company mode and route choices from a user charge perspective. Finally, the study designs a heuristic algorithm for solving the above models, and illuminates the modeling process using a numerical example.  相似文献

This paper develops a decision‐support model for transit‐based evacuation planning under demand uncertainty. Demand uncertainty refers to the uncertainty associated with the number of transit‐dependent evacuees. A robust optimization model is proposed to determine the optimal pick‐up points for evacuees to assemble, and allocate available buses to transport the assembled evacuees between the pick‐up locations and different public shelters. The model is formulated as a mixed‐integer linear program and is solved via a cutting plane scheme. The numerical example based on the Sioux Falls network demonstrates that the robust plan yields lower total evacuation time and is reliable in serving the realized evacuee demand.
