ABSTRACT

This paper evaluates the operational performance of airside and landside at Chinese airports with two novel inputs. Furthermore, the airport landside operation is decomposed into passenger-terminal operations and cargo-warehouse operations. One novel input is the capability of the runway system which is introduced into airside performance evaluation. The other novel input is cargo warehousing which is introduced into landside performance evaluation. To address multiple optimal solutions when estimating Returns to Scale in Data Envelopment Analysis, we adopted the Zhu and Shen method. This empirical study shows that neither the number of runways nor total runway length is a genuine index of runway system capability in the evaluation of airside performance. Only four airports achieved full efficiency in all eight measures while eight airports did not achieve any full efficiency. In addition, one airport did not perform well in the benchmark analysis.  相似文献

In contrast to air transport safety, safety in ground handling is not concerned only with aircraft accidents but also the Occupational Health and Safety of the employees who work at airport aprons. Ground handling safety costs the aviation industry tens of billions USD every year which raises the questions about the effectiveness of linear safety risk management of Ground Handling Services (GHS). This paper uses the state-of-the-art safety theory to justify and highlight the need for a systemic approach to safety risk management of GHS on the apron. A hybrid Total Apron Safety Management (TASM) framework, based on the combination of Functional Resonance Analysis Method (FRAM), Grounded Theory, Template Analysis and Goals-Means Task Analysis (GMTA) was developed to support systemic safety modelling of GHS. The data that underpins the TASM framework includes extensive literature review, 15 observations, 43 interviews and expert judgement across five international airports. While the TASM framework can be applied in retrospective, prospective and system design analysis to improve both the safety management and the efficiency of apron operations, this paper showcases only one of its application on a case study of a historical safety occurrence. The results of the investigation carried out in this paper clearly demonstrate the benefits of the systemic as opposed to the existing linear approaches to retrospective safety analyses and the suitability of the TASM framework for occurrence analysis and prevention.  相似文献

Managing service operations is gaining significant attention in both academic and practitioner circles. In this broad area, performance evaluation and process improvement of airlines and air carriers has been the focus of several studies. Although efficient airport operations are critical for improved performance of airlines and air carriers, few studies have focused on airport performance measurement. This study evaluates the operational efficiencies of 44 major US airports across 5 years using multi-criteria non-parametric models. These efficiency scores are treated by a clustering method in identifying benchmarks for improving poorly performing airports. Efficiency measures are based on four resource input measures including airport operational costs, number of airport employees, gates and runways, and five output measures including operational revenue, passenger flow, commercial and general aviation movement, and total cargo transportation. The methodology presented here can be generalized to other industries and institutions.  相似文献

Airport demand management aims to mitigate air traffic congestion by limiting the imbalances between demand and capacity at busy airports through administrative measures (e.g., slot controls) or economic incentives (e.g., congestion pricing, slot auctions). This paper provides an integrated synthesis of the contributions of the fields of operations research/management science (OR/MS) and economics on the subject matter. From an operating standpoint, assessing the benefits of demand management requires estimates of airport capacity and models of airport on-time performance. From a managerial standpoint, the design of demand management mechanisms can be supported by decision-making models of flight scheduling. From an economic standpoint, the welfare impact of congestion pricing, slot controls and slot auctions depends on the market structure at the airport. This paper proposes an integrated framework that underscores the interdependencies between these operating, managerial and economic aspects to foster cross-disciplinary approaches toward more effective demand management policies at busy airports worldwide.  相似文献

Aviation is a mode with high fuel consumption per passenger mile and has significant environmental impacts. It is important to seek ways to reduce fuel consumption by the aviation sector, but it is difficult to improve fuel efficiency during the en-route cruise phase of flight because of technology barriers, safety requirements, and the mode of operations of air transportation. Recent efforts have emphasized the development of innovative Aircraft Ground Propulsion Systems (AGPS) for electrified aircraft taxi operations. These new technologies are expected to significantly reduce aircraft ground-movement-related fuel burn and emissions. This study compares various emerging AGPS systems and presents a comprehensive review on the merits and demerits of each system, followed with the local environmental impacts assessment of these systems. Using operational data for the 10 busiest U.S. airports, a comparison of environmental impacts is performed for four kinds of AGPS: conventional, single engine-on, external, and on-board systems. The results show that there are tradeoffs in fuel and emissions among these emerging technologies. On-board system shows the best performance in the emission reduction, while external system shows the least fuel burn. Compared to single-engine scenario, external AGPS shows the reduction of HC and CO emissions but the increase of NOx emission. When a general indicator is considered, on-board AGPS shows the best potential of reducing local environmental impacts. The benefit-cost analysis shows that both external and on-board systems are worth being implemented and the on-board system appeals to be more beneficial.  相似文献

Several significant events between 2007 and 2009 impacted flight demands and the abilities of the three major New York area airports to handle demand. This paper assesses the results of applying a probabilistic simulation method – which isolates the individual contributions of changes in flight demand and changes in airport throughput performance to changes in flight delays – to diagnose how these different events may have caused operational changes at these airports, and in turn, how the results may be used to inform policies for appropriate countermeasures. The analysis revealed two key observations. Firstly, certain patterns in throughput performance shifts caused the most significant delays, and were more likely to have been caused by controller staffing issues rather than caps. Secondly, relatively constant average delays from one year to the next may result from significant demand drops accompanied by large throughput performance degradations at an airport. This suggests that not only operational limitations on capacity encourage airlines to reduce schedules, but that changed demands can also impact throughput performance. Overall, the analysis indicates that caps may not have provided their fully intended delay benefits. Although they successfully reduced overall flight demands at LGA and JFK, they also directly limited throughput performance at critical times, in turn limiting delay benefits. In addition, demands at the busiest times of the day appear to be relatively inelastic to these operational limitations, insofar as demand profiles at EWR and JFK remained “peaky” in 2008 and 2009. Also, the recession was largely responsible for reducing demands at the airports in 2009, but the delay benefits of this were dampened by a corresponding throughput performance degradation. Based on the above observations, a more direct demand management policy combined with policies that focus on maintaining high staffing capabilities at critical times of the day may be considered, to reduce the likelihood of major queue formation on days that do experience sustained demands. The results also suggest that a more flexible caps system, particularly during times of heavy queues, could be explored. Although airport practitioners have keen understandings of how their airports operate, without the support of quantitative analysis tools, it can be more difficult to argue the need for appropriate countermeasures. An analysis such as the one presented here can provide the detailed quantitative substantiation required to build cases for these targeted policy directives and infrastructure investments.  相似文献

The increased severe weather events in recent years as a result of global climate change has created a substantial challenge for aviation system operation. Although transportation engineers and planners have attempted to improve system resilience through the adaptation of new technologies and the implementation of various strategies to achieve effective risk management, it remains unclear how resilience performance (measured by the speed of recovery) of airports varies in different severe weather events and what factors may explain such variations. This paper addresses these fundamental questions using the aviation system in China as an example. A resilience metric, which reflects the speed of recovery (bounce back) from a shock, was developed to measure the performance of airport resilience under various severe weather conditions. In addition, an empirical econometric analysis was conducted based on a dataset that includes both detailed aviation performance and weather conditions for the period of October 2016 – September 2017. The research findings show that airport resilience to severe weather events does vary substantially based on factors, such as weather conditions, airport capacity, and the level of modal substitution. In particular, the recovery time of air services in central and south China tends to be relatively longer in thunderstorms than other weather conditions. The study also confirms that modal substitution is a very effective resilience tactic of the transportation system as the recovery speed of air service was found to be faster by 22.9% if an alternative mode, such as high-speed rail (HSR) service was also available in the city.  相似文献

The combined impact of ownership form, economic regulation and competition on airport performance is analyzed using data envelopment analysis to measure cost efficiency in the first stage and regression analysis to measure the impact of the environment in the second stage. The empirical results of an analysis of European and Australian airports over a 10 year timeframe reveal that under relatively non-competitive conditions, public airports operate less cost efficiently than fully private airports. Irrespective of ownership form, regulation is necessary to emulate competitive forces thus pushing airport management towards cost efficiency and reasonable pricing policies. Under potential regional or hub competition, economic regulation inhibits airports of any ownership form from operating and pricing efficiently. Although public and fully private airports operate equally efficiently in a competitive setting, private airports still set higher aeronautical charges. Furthermore, mixed ownership forms with a majority public holding are neither cost efficient nor low price, irrespective of the level of competition.  相似文献

Multi-Airport Systems (MAS), or Metroplexes, serve air traffic demand in cities with two or more airports. Due to the spatial proximity and operational interdependency of the airports, Metroplex airspaces are characterized by high complexity, and current system structures fail to provide satisfactory utilization of the available airspace resources. In order to support system-level design and management towards increased operational efficiency in such systems, an accurate depiction of major demand patterns is a prerequisite. This paper proposes a framework for the robust identification of significant air traffic flow patterns in Metroplex systems, which is aligned with the dynamic route service policy for the effective management of Metroplex operations. We first characterize deterministic demand through a spatio-temporal clustering algorithm that takes into account changes in the traffic flows over the planning horizon. Then, in order to handle uncertainties in the demand, a Distributionally Robust Optimization (DRO) approach is proposed, which takes into account demand variations and prediction errors in a robust way to ensure the reliability of the demand identification. The DRO-based approach is applied on pre-tactical (i.e. one-day planning) as well as operational levels (i.e. 2-h rolling horizon). The framework is applied to Time Based Flow Management (TBFM) data from the New York Metroplex. The framework and results are validated by Subject Matter Experts (SMEs).  相似文献

Transportation system infrastructure often experiences severe flood-related disruptions such as overtopping, erosion, and scour. The ensuing damages can result in enormous direct and indirect economic losses to the traffic network and consequently the individuals through conditions like inaccessibility to commuters and reduction in traffic safety. Many studies have claimed that a robust transportation system could significantly prevent such consequences from natural hazards such as floods, highlighting the importance of robustness measures that could be used by decision-makers to properly manage flooded transportation system. Most available measures related to network robustness assessment are qualitative, and while some recent studies have focused on such evaluation using quantitative assessment approaches related to environmental or social-economic operations, they lack the holistic view towards robustness under flood events. This study develops a composite multi-scale transportation-system robustness model considering flood hazards by synthesizing geographical damage recognition, topological functionality analysis, network operation evaluation, and traffic-user loss estimation. This integrated model has been applied in a real-world highway network, mainly revealing that a given intensive flood occurrence at different locations may result in a variety of after-flood disruptions in the transportation network. To assist the asset owners with developing more reasonable prevention and recovery plans, the developed multi-scale robustness index presents both visible multi-denominational flood consequences and an overall post-event transportation-system robustness indicator.  相似文献

The effect of corruption on airport productive efficiency is analyzed using an unbalanced panel data of major European airports from 2003 to 2009. We first compute the residual (or net) variable factor productivity using the multilateral index number method and then apply robust cluster random effects model in order to evaluate the importance of corruption. We find strong evidence that corruption has negative impacts on airport operating efficiency; and the effects depend on the ownership form of the airport. The results suggest that airports under mixed public–private ownership with private majority achieve lower levels of efficiency when located in more corrupt countries. They even operate less efficiently than fully and/or majority government owned airports in high corruption environment. We control for economic regulation, competition level and other airports’ characteristics. Our empirical results survive several robustness checks including different control variables, three alternative corruption measures: International Country Risk Guide (ICRG) corruption index, Corruption Perception Index (CPI) and Control of Corruption Index (CCI). The empirical findings have important policy implications for management and ownership structuring of airports operating in countries that suffer from higher levels of corruption.  相似文献

The insufficiency of infrastructure capacity in an air transport system is usually blamed for poor punctuality performance when implementing flight schedules. However, investigations have revealed that ground operations of airlines have become the second major cause of flight delay at airports. A stochastic approach is used in this paper to model the operation of aircraft turnaround and the departure punctuality of a turnaround aircraft at an airport. The aircraft turnaround model is then used to investigate the punctuality problem of turnaround aircraft. Model results reveal that the departure punctuality of a turnaround aircraft is influenced by the length of scheduled turnaround time, the arrival punctuality of inbound aircraft as well as the operational efficiency of aircraft ground services. The aircraft turnaround model proposed is then employed to evaluate the endogenous schedule punctuality of two turnaround aircraft. Model results, when compared with observation data, show that the operational efficiency of aircraft ground services varies among turnarounds. Hence, it is recommended that the improvement of departure punctuality of turnaround aircraft may be achieved from two approaches: airline scheduling control and the management of operational efficiency of aircraft ground services.  相似文献

Monitoring pedestrian and cyclists movement is an important area of research in transport, crowd safety, urban design and human behaviour assessment areas. Media Access Control (MAC) address data has been recently used as potential information for extracting features from people’s movement. MAC addresses are unique identifiers of WiFi and Bluetooth wireless technologies in smart electronics devices such as mobile phones, laptops and tablets. The unique number of each WiFi and Bluetooth MAC address can be captured and stored by MAC address scanners. MAC addresses data in fact allows for unannounced, non-participatory, and tracking of people. The use of MAC data for tracking people has been focused recently for applying in mass events, shopping centres, airports, train stations, etc. In terms of travel time estimation, setting up a scanner with a big value of antenna’s gain is usually recommended for highways and main roads to track vehicle’s movements, whereas big gains can have some drawbacks in case of pedestrian and cyclists. Pedestrian and cyclists mainly move in built distinctions and city pathways where there is significant noises from other fixed WiFi and Bluetooth. Big antenna’s gains will cover wide areas that results in scanning more samples from pedestrians and cyclists’ MAC device. However, anomalies (such fixed devices) may be captured that increase the complexity and processing time of data analysis. On the other hand, small gain antennas will have lesser anomalies in the data but at the cost of lower overall sample size of pedestrian and cyclist’s data. This paper studies the effect of antenna characteristics on MAC address data in terms of travel-time estimation for pedestrians and cyclists. The results of the empirical case study compare the effects of small and big antenna gains in order to suggest optimal set up for increasing the accuracy of pedestrians and cyclists’ travel-time estimation.  相似文献

In addition to time efficiency, minimisation of fuel consumption and related emissions has started to be considered by research on optimisation of airport surface operations as more airports face severe congestion and tightening environmental regulations. Objectives are related to economic cost which can be used as preferences to search for a region of cost efficient and Pareto optimal solutions. A multi-objective evolutionary optimisation framework with preferences is proposed in this paper to solve a complex optimisation problem integrating runway scheduling and airport ground movement problem. The evolutionary search algorithm uses modified crowding distance in the replacement procedure to take into account cost of delay and fuel price. Furthermore, uncertainty inherent in prices is reflected by expressing preferences as an interval. Preference information is used to control the extent of region of interest, which has a beneficial effect on algorithm performance. As a result, the search algorithm can achieve faster convergence and potentially better solutions. A filtering procedure is further proposed to select an evenly distributed subset of Pareto optimal solutions in order to reduce its size and help the decision maker. The computational results with data from major international hub airports show the efficiency of the proposed approach.  相似文献

While safety is one of the most critical contributions of Cooperative Adaptive Cruise Control (CACC), it is impractical to assess such impacts in a real world. Even with simulation, many factors including vehicle dynamics, sensor errors, automated vehicle control algorithms and crash severity need to be properly modeled. In this paper, a simulation platform is proposed which explicitly features: (i) vehicle dynamics; (ii) sensor errors and communication delays; (iii) compatibility with CACC controllers; (iv) state-of-the-art predecessor leader following (PLF) based cooperative adaptive cruise control (CACC) controller; and (v) ability to quantify crash severity and CACC stability. The proposed simulation platform evaluated the CACC performance under normal and cybersecurity attack scenarios using speed variation, headway ratio, and injury probability. The first two measures of effectiveness (MOEs) represent the stability of CACC platoon while the injury probability quantifies the severity of a crash. The proposed platform can evaluate the safety performance of CACC controllers of interest under various paroxysmal or extreme events. It is particularly useful when traditional empirical driver models are not applicable. Such situations include, but are not limited to, cyber-attacks, sensor failures, and heterogeneous traffic conditions. The proposed platform is validated against data collected from real field tests and tested under various cyber-attack scenarios.  相似文献

含缺陷压力管系断裂失效风险分析系统,主要针对含缺陷压力管系断裂失效分析模式,结合实际操作工况,考虑多种载荷因素及材料性能参数,计算管系断裂失效风险。对无检测数据情况下工艺管线的失效概率进行了计算,对于同类问题的解决在方法上做了有益的尝试。以同期施工的同类材质、相同焊接条件的一批管线的缺陷检测数据作为依据,通过合理选取概率模型,计算得出管线的安全概率。概率安全评定结果表明:这些缺陷引起管道系统的失效风险概率比较低,缺陷的存在不足以威胁安全生产,整个管线仍处于良好状态。  相似文献

Safety is key to civil aviation. To further improve its already respectable safety records, the airline industry is transitioning towards a proactive approach which anticipates and mitigates risks before incidents occur. This approach requires continuous monitoring and analysis of flight operations; however, modern aircraft systems have become increasingly complex to a degree that traditional analytical methods have reached their limits – the current methods in use can only detect ‘hazardous’ behaviors on a pre-defined list; they will miss important risks that are unlisted or unknown. This paper presents a novel approach to apply data mining in flight data analysis allowing airline safety experts to identify latent risks from daily operations without specifying what to look for in advance. In this approach, we apply a Gaussian Mixture Model (GMM) based clustering to digital flight data in order to detect flights with unusual data patterns. These flights may indicate an increased level of risks under the assumption that normal flights share common patterns, while anomalies do not. Safety experts can then review these flights in detail to identify risks, if any. Compared with other data-driven methods to monitor flight operations, this approach, referred to as ClusterAD-DataSample, can (1) better establish the norm by automatically recognizing multiple typical patterns of flight operations, and (2) pinpoint which part of a detected flight is abnormal. Evaluation of ClusterAD-DataSample was performed on two sets of A320 flight data of real-world airline operations; results showed that ClusterAD-DataSample was able to detect abnormal flights with elevated risks, which make it a promising tool for airline operators to identify early signs of safety degradation even if the criteria are unknown a priori.  相似文献

This paper deals with developing a methodology for estimating the resilience, friability, and costs of an air transport network affected by a large-scale disruptive event. The network consists of airports and airspace/air routes between them where airlines operate their flights. Resilience is considered as the ability of the network to neutralize the impacts of disruptive event(s). Friability implies reducing the network’s existing resilience due to removing particular nodes/airports and/or links/air routes, and consequently cancelling the affected airline flights. The costs imply additional expenses imposed on airports, airlines, and air passengers as the potentially most affected actors/stakeholders due to mitigating actions such as delaying, cancelling and rerouting particular affected flights. These actions aim at maintaining both the network’s resilience and safety at the acceptable level under given conditions.Large scale disruptive events, which can compromise the resilience and friability of a given air transport network, include bad weather, failures of particular (crucial) network components, the industrial actions of the air transport staff, natural disasters, terrorist threats/attacks and traffic incidents/accidents.The methodology is applied to the selected real-life case under given conditions. In addition, this methodology could be used for pre-selecting the location of airline hub airport(s), assessing the resilience of planned airline schedules and the prospective consequences, and designing mitigating measures before, during, and in the aftermath of a disruptive event.
