Mobility management measures taken by firms could potentially result in more sustainable transport choices and hence reduce traffic congestion and emissions. Fringe benefits offered to employees are a means to implement those measures. This paper explores the most common commuting-related fringe benefits currently provided by employers in the Netherlands, namely telework, flextime and allowance types like public transport passes, bicycle contribution, company cars and general financial compensation. By using the Dutch National Time Use Survey (TBO) 2005/2006, interrelationships among fringe benefits and correlations between company, employee, and (home and work) location characteristics and those employee benefits could be investigated. Logistic regressions and Tobit models are used for several estimations indicating the provision and the use of fringe benefits. The results show that relationships among fringe benefits exist, mainly between telework and flextime, but also between those flexible work arrangements and some types of commuting allowance. Furthermore, numerous job, person and geographical variables affect the probability of receiving and using the fringe benefits. For example, in the non-profit and the public sector sustainable commuting benefits are more often provided, the use of fringe benefits is strongly influenced by household composition and several allowance types show a significant correlation with the number of cars in the household. Moreover, firm location, in particular firm density, is highly related to mobility management measures taken by firms.  相似文献

Travel planning by employers promoting more sustainable travel has delivered less car dependent behaviour for the commute in many places. Area-wide or precinct travel plans are less common but, where they exist, attempt to provide a more holistic approach through capturing synergies between employers and employees throughout a precinct. Area-based travel planning aimed at influencing employers, employees and residents are new, especially in relation to creating synergies for a single precinct that has more of an origin focus with participants travelling to diverse destinations. This paper examines various strategies that have been employed in order to achieve greener travel and to provide a self-sustaining travel planning environment. The aim of this paper is to assess the community awareness, interest and involvement with a number of green initiatives and to understand how sustainable travel planning has been absorbed by residents within a new regional centre in New South Wales, Australia. The analysis of a resident survey undertaken in 2011 distinguishes between the community awareness and their propensity to take part in each of the greener travel initiatives. The results show that a generic approach is likely to be less effective than segmenting the market so as to more directly target likely participants. Attitudes to greener travel are also highly significant and working to change them should also affect potential take up of sustainable travel initiatives. The conclusions inform the development of successful precinct based travel demand strategies both in Australia and beyond.  相似文献

To overcome the range-anxiety problem and further shortcomings associated with electric vehicles, workplace charging (WPC) is gaining increasing attention. We propose a microeconomic model of WPC and use the approach to shed light on the incentives and barriers employees and employers face when deciding on demand for and supply of WPC. It is shown that under market conditions there is no WPC contract an employer is willing to offer and at the same time the majority of employees is willing to accept. To overcome the lack of demand or underprovision of WPC we discuss various ‘remedies’, involving subsidies to charging facility costs and adjustments in electricity tariffs or loading technologies. We find that direct subsidies to WPC facilities or subsidies combined with specific energy price policies could be a way to foster WPC provision. In contrast measures on the employee side that may help to stimulate the demand for WPC turn out to be less feasible. Hence, our results suggest that in order to promote WPC it is more promising to support employers in offering WPC contracts than to provide employees an incentive to accept WPC contracts. The study therefore gives a rationale for public initiatives being undertaken to boost WPC provision, as e.g. in the case of the US.  相似文献

The widespread adoption of information and communication technology has facilitated frequent e-activities in people’s daily life. From the perspective of individual’s time use on e-working and e-shopping at home, this paper aims to enhance our understanding of the function of home beyond a living space for family life. Using a household survey of 608 full-time paid employees who conducted e-activities at home in Nanjing, China, we investigated the characteristics and patterns of home-based e-working and e-shopping. Only 7.9% of the respondents neither e-shopped nor e-worked at home. We find that the socio-demographic context, Internet use habits, attitudes towards e-working/e-shopping, and geographical accessibility have influenced the patterns of home-based e-working and e-shopping. The results indicate that the rich e-activities taking place at home have changed the time use at home and reinforced the function of home as a multifunctional hub.  相似文献

Environmental and qualify-of-life issues are taking on an increasing social and political significance the world over. Even in Japan, a country so often criticized for its economic-dominated outlook, talk is turning to these issues. Advances in telecommunications and a growing awareness of the need to change how we live and function in an increasingly threatened environment has brought telework to the forefront of the debate on the nature of work and how our cities function.After setting the broad Japanese social context, this paper will look at the progress of telework in Japan to date with especial emphasis on several current satellite and resort office pilots. It will summarize the findings and proposals of several available reports, and will also attempt to identify the overall outlook for telework in Japan.  相似文献

This article reviews empirical studies of how employer-paid parking affects employees' travel choices. A strong effect is found: parking subsidies greatly increase solo driving. When employers reduce or remove parking subsidies, a significant number of solo drivers shift to carpools and/or transit. This conclusion is based on studies of parking subsidies in a variety of circumstances, including central city and suburban areas, private and public employers, and clerical and professional employees. Three measures are developed to compare changes in commute patterns: changes in the share of solo drivers. changes in the number of autos driven to work per 100 employees, and the parking price elasticity of demand for solo driving. The studies reviewed here show that 19 to 81 percent fewer employees drive to work alone when they pay for their own parking. Because 90 percent of American commuters who drive to work receive employer-paid parking, these findings are significant for designing transportation policies to reduce air pollution, traffic congestion, and energy consumption.  相似文献

In response to the trends of manufacturing revitalization and workforce shortage in the U.S., this study investigates how Foxconn changes accessibility to industrial employees by automobile and by transit in Southeast Wisconsin. Results suggest that there is a mismatch between the Foxconn site and the areas with high accessibility to industrial employees. With a great demand for labor, Foxconn reduces employee accessibility by automobile throughout the region, while its impact on employee accessibility by transit is more localized. The results inform industrial firm locations, workforce housing development, and transportation service provisions. The analysis framework shifts the angle of accessibility research to focusing on the perspective of employers, and it can be applied to investigate future large-scale economic development projects.  相似文献

This paper develops a framework within which multiple agents make discrete choices in respect of a common objective – the determination of participation in distributed work, especially the opportunities and constraints associated with telecommuting. Ideas in discrete choice theory and game theory are combined to define a set of choice experiments in which employees and employers interact in arriving at a choice path in a distributed work context. A state choice experiment with offers and feedback, known as an interactive agency choice experiment (IACE), is empirically investigated in the context of telecommuting options with an exploratory sample of employees and employers in Sydney, Australia. The approach highlights the role of information and negotiation in breaking down the barriers to more flexible work activity, to deliver potential benefits to the transport system such as reduced traffic congestion and environmental sustainability. The paper identifies the types of incentives that an employee/er has to offer the employer/employee in securing effective telecommuting. The timing of commuting trips made during morning and evening peaks has typically been investigated using Vickrey’s bottleneck model. However, in the conventional trip-based approach, the decisions that commuters make during the day about their activity schedules and time use are not explicitly considered. This study extends the bottleneck model to address the scheduling problem of commuters’ morning home-to-work and evening work-to-home journeys by using an activity-based approach. A day-long activity-travel scheduling model is proposed for the simultaneous determination of departure times for morning and evening commutes, together with allocations of time during the day among travel and activities undertaken at home or at the workplace. The proposed model maximizes the total net utility of the home-based tour, which is the difference between the benefits derived from participating in activities and the disutility incurred by travel between activity locations. The properties of the model solution are analytically explored and compared with the conventional bottleneck model for a special case with constant marginal-activity utility. For the case with linear marginal-activity utility, we develop a heuristic procedure to seek the equilibrium scheduling solution. We also explore the effects of marginal-work utility (or the employees’ average wage level) and of flexible work-hour schemes on the scheduling problem in relation to the morning and evening commuting tours.  相似文献

This study explores the growth of electronic home shopping in terms of likely transportation and communication interactions. Although opportunities exist to shop from home today, most consumers initiate travel trips to stores or markets. Widespread use of automobiles has facilitated the retailing configurations we know today but the development of new electronic networks could change this. This study establishes a baseline to explore shopping activities using two‐day travel activity data from a large U.S. metropolitan area. It is found that people who telework from home today spend more time engaged in shopping activities than other workers. Potentially, their saved work travel is converted into new trips. In the future, saved shopping travel might be converted into other types of travel, and modelling results show that for busy working women, there is a latent demand for maintenance‐related activities. The study results suggest that electronic home shopping will bring into play complex interactions between communications and transportation.  相似文献

In Niamey, private motor vehicles carry 80% of those who use public transport. These vehicles are urban shared taxis called ‘redheads’ and run through the streets of the city in all directions. Their vital importance for the mobility of city‐dwellers justifies their strict supervision and the setting of fares by public authorities.

At present, the ‘redheads’ are in crisis. Taxi owners are no longer able to make a profit on their capital and are ceasing to invest. Urban buses are unable to replace taxis, for they operate at a large deficit. The government of Niger hopes to restore the level of transport service by means of new regulations for the taxi business in the city.

But this business is in the hands of both taxi owners and drivers, who, while partners in the operation, dispute over their share of the revenues. The aim of this article is to provide an economic and political analysis of this particular form of production of urban transport, in which employers who cannot control their companies, employees who reserve the profits of the business for themselves, and public authorities who are compelled to intervene, are coming face to face.  相似文献

Across the world, there is increasing interest in managing car traffic. One approach developed for addressing the journey to work is known as ‘workplace travel planning’. This paper primarily reports on 20 case studies of UK employers undertaking travel planning, who had cut commuter driving by an average of 18%. It concludes that considerable behavioural change can be achieved in a variety of contexts – but employers usually need an overall strategy that addresses car parking, in addition to improving alternative travel modes. Moreover, a more comprehensive national strategy is needed, if travel planning is to achieve its potential.  相似文献

Using the 2011 Swedish national travel survey data, this paper explores the influence of weather characteristics on individuals’ home-based trip chaining complexity. A series of panel mixed ordered Probit models are estimated to examine the influence of individual/household social demographics, land use characteristics, and weather characteristics on individuals’ home-based trip chaining complexity. A thermal index, the universal thermal climate index (UTCI), is used in this study instead of using directly measured weather variables in order to better approximate the effects of the thermal environment. The effects of UTCI are segmented into different seasons to account for the seasonal difference of UTCI effects. Moreover, a spatial expansion method is applied to allow the impacts of UTCI to vary across geographical locations, as individuals in different regions have different weather/climate adaptions. The effects of weather are examined in subsistence, routine, and discretionary trip chains. The results reveal that the ‘ground covered with snow’ condition is the most influential factor on the number of trips chained per trip chain among all other weather factors. The variation of UTCI significantly influences trip chaining complexity in autumn but not in spring and winter. The routine trip chains are found to be most elastic towards the variation of UTCI. The marginal effects of UTCI on the expected number of trips per routine trip chain have considerable spatial variations, while these spatial trends of UTCI effects are found to be not consistent over seasons.  相似文献

The primary shortcoming of traditional four-step models is that they cannot capture derived travel demand behaviors. However, travel demand modeling (TDM) is an essential input for urban transportation planning. TDM needs to be highly precise and accurate by integrating the accurate base year estimation along with suitable alternatives. Currently, activity-based models (ABMs) have been developed mostly for large metropolitan planning organizations (MPO), whereas smaller/medium-sized MPOs typically lack these models. The main reason for this disparity in ABM development is the complexity of the models and the cost and data requirements needed. We posit however that smaller MPOs could develop ABMs from traditional travel surveys. Therefore, the specific aim of this paper is to develop a probabilistic home-based destination activity trip generation model considering travel time behavior. Results show that the developed model can significantly capture the actual number of trip generations.  相似文献

Employer ridesharing programs and employee mode choice were analyzed using Southern California data. Problems in estimating the costs and benefits of employer ridesharing programs were identified. Surveyed firms used a wide variety of information to estimate employee mode split internally. Virtually all surveyed firms offered free or subsidized parking to some or all of their employees. Few responding firms estimated the cost of providing employee parking accurately, if at all. Despite these significant data limitations, factors influencing firm choice of employer ridesharing program components were identified. The influence of employer ridesharing programs on employee mode choice was modeled using weighted least squares logit regression analysis. Firm size was foung to be the single most important variable identified in the analysis. Larger firms were more likely to offer ridesharing incentives to their empolyees, and to report direct employer benefits from ridesharing. Alternative work hours hindered the formation of ridesharing arrangements in some cases. Relatively few firms promoted ridesharing on a purely voluntary basis. A private market for employer ridesharing services was found to exist, however. Personalized matching assistance may be a critical factor in developing more effective employer ridesharing programs. Parking pricing and supply control measures probably would have a larger impact on employee mode split overall. Parking management faces severe obstacles in implementation, some of which might be overcome through the more extensive provision of ridesharing services, such as personalized matching assistance. to employees at specific employment sites by their employers.  相似文献

This paper describes procedures to develop truck trip generation (TTG) rates for small- and medium-sized urban areas and its implications. Ordinary least squares models are used to develop separate truck production and attraction equations with the number of employees as the independent variable for three industrial groups – retail, transportation and warehousing, and manufacturing. Results from this research indicate that number of employees is a statistically significant predictor, and has significant explanatory power in predicting the number of truck trips produced and attracted. The rates developed in this study are also found to be significantly different from rates developed in other studies with the implication that caution needs to be taken when transferring TTG rates. The rates are applied in a travel demand model as the initial step of incorporating truck traffic into the modeling process.  相似文献

Human fatigue continues to threaten safe transport. There are claims that employers of operators should do more to mitigate the risks, and several regulators are promoting fatigue-risk management in the context of safety management systems (SMS). The current paper reviews fatigue-related risk and exposure factors and control measures for operators of land- and sea-based transport forms. Our review identifies 13 types of measures for the monitoring or control of fatigue risks: optimal staffing; optimal schedule design; optimisation of breaks/naps; monitoring of actual hours worked; optimisation of work content; monitoring and feedback of actual sleep; health screening and treatment; promotion of recovery from work; fitness-for-duty testing; monitoring of fatigue symptoms while operating; control of fatigue while operating; performance monitoring and assistance; and fatigue-proofing. We also identify two systemic measures needed to anchor risk mitigation in SMS: organisational learning and training/other. By structuring monitoring and control measures along Dawson and McCulloch’s [Managing fatigue: It’s about sleep. Sleep Medicine Reviews, 9(5), 365–380] fatigue-risk trajectory, a framework is obtained that acts as a guide for fatigue-risk management by transport employers. To inform transport managers further, evaluations are needed of the effectiveness of individual control measures as well as whole fatigue-risk management interventions.  相似文献

Researchers have used multiday travel data sets recently to examine day-to-day variability in travel behavior. This work has shown that there is considerable day-to-day variation in individuals' urban travel behavior in terms of such indicators of behavior as trip frequency, trip chaining, departure time from home, and route choice. These previous studies have also shown that there are a number of important implications of the observed day-to-day variability in travel behavior. For example, it has been shown that it may be possible to improve model parameter estimation precision, without increasing the cost of data collection, by drawing a multiday sample (rather than a single day sample) of traveler behavior, if there is considerable day-to-day variability in the phenomenon being modeled. This paper examines day-to-day variability in urban travel using a three-day travel data set collected recently in Seattle, WA. This research replicates and extends previous work dealing with day-to-day variability in trip-making behavior that was conducted with data collected in Reading, England, in the early 1970s. The present research extends the earlier work by examining day-to-day variations in trip chaining and daily travel time in addition to the variation in trip generation rates. Further, the present paper examines day-to-day variations in travel across the members of two-person households. This paper finds considerable day-to-day variability in the trip frequency, trip chaining and daily travel time of the sample persons and concludes that, in terms of trip frequency, the level of day-to-day variability is very comparable to that observed previously with a data set collected almost 20 years earlier in Reading, England. The paper also finds that day-to-day variability in daily travel time is similar in magnitude to that in daily trip rates. The analysis shows that the level of day-to-day variability is about the same for home-based and non-homebased trips, thus indicating that day-to-day variability in total trip-making is attributable to variation in both home-based and non-home-based trips. Day-to-day variability in the travel behaviors of members of two-person households was also found to be substantial.  相似文献

The tax treatment of company cars, commuting and optimal congestion taxes   总被引:1,自引:0,他引:1  
In Europe, the preferential tax treatment of company cars implies that many employees receive a company car as part of their compensation package. In this paper, we consider a model in which wages and the decision whether or not to provide a company car are the result of direct negotiation between employer and employee. Using this framework, we theoretically and numerically study first- and second-best optimal tax policies on labour and transport markets, focusing on the role of the tax treatment of company cars. We obtain the following results. First, higher labour taxes and a more favourable tax treatment of company cars raise the fraction employees that receives a company car; congestion and congestion tolls reduce it. Second, in countries that provide large implicit subsidies to company cars, eliminating the preferential tax treatment of company cars may be an imperfect but quite effective substitute for currently unavailable congestion tolls. The numerical illustration, calibrated using Belgian data, suggests that it yields about half the welfare gain attainable through optimal congestion taxes. Third, the favourable tax treatment of company cars justifies large public transport subsidies; the numerical results are consistent with zero public transport fares. Finally, we find that earlier models that ignored the preferential tax treatment of company cars may have substantially underestimated optimal congestion tolls in Europe. The numerical illustration suggests that about one third of the optimal congestion toll we obtain can be attributed to the current tax treatment of company cars.  相似文献
