A large variety of factors influence the route choice decisions of road users, and modelers consider these factors within the perceived utility that road users are assumed to maximize. However, this perceived utility may be different even for the same origin–destination pair and this leads road users to choose different routes for different trips. In this study, we focus on this particular phenomenon of route switching behavior by estimating discrete choice models with the aim of understanding the key factors at its foundation. The estimated route choice models account for route characteristics, socio-economic information, activity based data, inertial mechanism and learning effects, and they are applied to revealed preference data consisting of 677 actual day by day route choices (referred to 77 road users) collected by GPS in Cagliari (Italy). Route switching models were estimated with both fixed and random coefficient models. The model estimation results show that the variables referred to habit and learning have an important relevance on explaining the route switching phenomenon. Specifically, the higher is the travel habit, the less is the propensity of the road users to switch their route. Moreover, the learning effect shows that the accumulation of past experiences has more influence on the choice than the most recent ones.

This paper explores the importance of heterogeneity in value of time and route choice when assessing the viability of new road infrastructure to alleviate congestion problems. The model incorporates strategic interaction between road operators in a cost-benefit framework and several competitive regimes are considered. It is then employed to establish the financial and socio-economic viability of a congestion pricing demonstration entering Madrid city centre, where road users have to choose between a free but highly congested road and a priced free-flowing road (semi-private regime). A logit estimation is undertaken with information from a questionnaire among road users in the Eastern Madrid area to obtain users’ value of time and of congestion.The tolls obtained generate a traffic reallocation towards the new roadway such that revenues suffice to render the infrastructure socio-economically viable. The private and the low toll regimes generate similar welfare gains that are close to the first best. Yet the former supposes large losses to users. The low toll and the semi-private regimes do not raise such distributional concerns. However, the low toll regime requires a sufficiently high traffic growth rate to make it financially viable; this does not happen for the other competitive regimes.  相似文献

This paper investigates the effects of the provision of traffic information on toll road usage based on a stated preference survey conducted in central Texas. Although many researchers have studied congestion pricing and traffic information dissemination extensively, most of them focused on the effects that these instruments individually produce on transportation system performance. Few studies have been conducted to elaborate on the impacts of traffic information dissemination on toll road utilization. In this study, 716 individuals completed a survey to measure representative public opinions and preferences for toll road usage in support of various traffic information dissemination classified by different modes, contents, and timeliness categories. A nested logit model was developed and estimated to identify the significant attributes of traffic information dissemination, traveler commuting patterns, routing behavior, and demographic characteristics, and analyze their impacts on toll road utilization. The results revealed that the travelers using dynamic message sign systems as their primary mode of receiving traffic information are more likely to choose toll roads. The potential toll road users also indicated their desire to obtain traffic information via internet. Information regarding accident locations, road hazard warnings, and congested roads is frequently sought by travelers. Furthermore, high-quality congested road information dissemination can significantly enhance travelers’ preferences of toll road usage. Specifically the study found that travelers anticipated an average travel time saving of about 11.3 min from better information; this is about 30 % of travelers’ average one-way commuting time. The mean value of the time savings was found to be about $11.82 per hour, close to ½ of the average Austin wage rate. The model specifications and result analyses provide in-depth insights in interpreting travelers’ behavioral tendencies of toll road utilization in support of traffic information. The results are also helpful to shape and develop future transportation toll system and transportation policy.  相似文献

Video monitoring of traffic is a common practice in major cities. The data generated by video monitoring has practical uses such as traffic analysis for city planning. However, the usefulness of video monitoring of traffic is limited unless there is also a reliable way to automatically classify road users. This paper presents an automated method of road users’ classification into vehicles, cyclists, and pedestrians by using their motion cues. In this method, the movement of road users was captured on sequences of video frames. The videos were analysed using a feature-based tracking system, which has returned the tracks of road users. The separate pieces of information gained from these tracks are hereafter called Classifiers. There are nineteen classifiers included in this method. The classifiers’ values were assessed and integrated into a fuzzy membership framework, which in turn required prior configurations to be available. This led to the final classification of road users. The performance of this method demonstrated promising results. An important contribution of this paper is the creation of a robust approach that can integrate different classifiers using fuzzy membership framework. The developed method also uses parametric classifiers, which do not depend on the specific geometry or traffic operation of the intersection. This is a key advantage because it enables transferability and improves the practicality and usefulness of the method.  相似文献

The effect of the application of advanced transport information system (ATIS) and road pricing is studied in a transportation system under non-recurrent congestion. A stochastic network deterministic user equilibrium model (SNDUE) with elastic demand is formulated and used to evaluate the welfare and private impacts of different market penetrations of ATIS, together with road pricing for a simple network. Both marginal first-best road pricing and a second-best fixed road pricing are considered. The incentives of private users to use ATIS are analyzed and the characteristics of optimum tolls as a function of ATIS market penetration are shown. We conclude that ATIS is an efficient and necessary tool to reduce the effects of non-recurrent incidents in a transportation network, especially when non-recurrent congestion causes a significant deterioration of operational conditions of the network. If the impact of non-recurrent incidents on free flow costs is small or is reduced only to congestion effects, the use of road pricing would be more efficient. Social benefits obtained when jointly implementing ATIS and road pricing are practically the same whether first-best or second-best road pricing is used. Considering the private costs perceived by the network users, and the benefits experienced by equipped users, the maximum level of market penetration achieved could be limited because private benefits disappear after certain market penetration is obtained.  相似文献

This paper models strategic interactions between a road supplier, a provider of traffic information, and road users, with stochastic travel times. Using a game-theoretical analysis of suppliers’ pricing strategies, we assess the social welfare effects of traffic information under various ownership regimes. The results show that the distortive welfare effect of monopolistic information pricing appears relatively small. Collusion of the road operator and information provider yields higher social welfare than independent pricing by two firms. The intuition behind this result resembles that behind the welfare effects of double marginalization, but is not exactly the same, as traffic information is not strictly complementary to road use.  相似文献

External station travel surveys provide critical inputs to travel demand models. The results from these models are frequently used for statewide planning purposes. Although a roadside survey is very effective in obtaining useful information from road users, its major drawback is the excessive delay that is imposed onto road users particularly on high-volume facilities. In this paper, we used a discrete event simulation to model a blocked traffic lane survey, which is usually conducted for two-lane undivided highways. This type of survey station requires a complete stop of all oncoming traffic. Non-surveyed traffic has no ability to go around and thus has to wait in a queue in order to proceed through the survey station. Road users’ impacts are quantified in terms of delay and queue length while the performance of surveyors is measured by the number of surveys completed per unit time. Sensitivity analyses of simulation inputs reveal that simulation results are fairly insensitive to selected parameters. The results in this study provide a quick and useful guideline that roadside surveyors can use to estimate the road user impacts prior to the survey and to plan the survey procedure accordingly.  相似文献

It integrates information, communications, computers and other technologies, and applies them in the field of transportation to build an integrated system of people, roads and vehicles by utilizing advanced data communication technologies. It can establish a large, fully functioning, real-time, accurate and efficient transportation management system. Intelligent transportation systems shift the focus from road managers to road users. In order to achieve this purpose, intelligent transportation systems use advanced technology to provide drivers with convenient information to help reduce traffic congestion and to increase available road capacity. The greatest hurdle facing road pricing reform is political commitment. With rare exception, efforts to introduce significant reform in road pricing, aimed at raising sufficient revenue to ensure that road investment and ongoing maintenance is secured, without an additional impost to users above current outlays, while at the same time reducing traffic congestion, has fallen largely on politically non-supportive ears. The big challenge is to convince politicians (and their advisers) that it is possible to reform road pricing so that users are made better off (at least the great majority) in terms of time spent travelling and monies outlaid, and that government secures growing levels of revenue, but with at least some funds being used to improve public transport and the existing road network. This paper identifies the major issues that make much of the academic research into road pricing somewhat limited in terms of achieving real change. Staging reform is an appealing way forward, but ensuring the order and timing of events to secure progress is the big challenge. We offer some suggestions, including some ideas on new language designed to increase the level of buy in, and recognise that progress through action will require compromises in respect of an ‘ideal’ economically efficient pricing reform agenda.  相似文献

Local bus services were deregulated in October 1986 in all areas of Britain except London. Government policy is to extend deregulation to London, though not in the current parliament. This paper analyses statistics on bus accidents from the national road accident database from 1981 to 1991 to compare results for London and the rest of Great Britain, and to consider whether deregulation has affected safety. The conclusions depend on the assumption that accident recording practice was not itself affected by deregulation.Bus accident rates are higher in London than on built-up roads elsewhere, partly apparently because of road traffic conditions in London, and partly because open-platform buses have higher accident rates involving occupants, including boarding and alighting accidents, than buses with doors.The main safety effects of deregulation operate through its effects on bus activity, though there is also some evidence that the rate per bus-kilometre of accidents involving other road users fell slightly. This may be due in part to the trend towards smaller buses associated with deregulation. Deregulation has led to a fall in bus patronage, and thus to a fall in occupant casualties; and to a rise in bus-kilometres, and thus to a rise in casualties among other road users in accidents involving buses. The number of fatal and serious casualties among other road users involved in bus accidents is larger than the number among bus occupants, so deregulation in London could lead on balance to a small rise in fatalities involving buses. On the other hand, the number of slight casualties among other road users involved in bus accidents is smaller than the number among bus occupants, so deregulation in London could lead to a fall in the number of slight casualties involving buses.Although there were fears that changes in the management of bus operations or financial pressures might lead to increased accident rates following deregulation, there no evidence in the findings to support such fears.This paper was first presented at the 3rd International Conference on Competition and Ownership in Surface Public Transport at Mississauga, Canada on 25–29 September 1993. It is widely recognized that precise estimation of road tolls for various pricing schemes requires a few pieces of information such as origin–destination demand functions, link travel time functions and users’ valuations of travel time savings, which are, however, not all readily available in practice. To circumvent this difficulty, we develop a convergent trial-and-error implementation method for a particular pricing scheme for effective congestion control when both the link travel time functions and demand functions are unknown. The congestion control problem of interest is also known as the traffic restraint and road pricing problem, which aims at finding a set of effective link toll patterns to reduce link flows to below a desirable target level. For the generalized traffic equilibrium problem formulated as variational inequalities, we propose an iterative two-stage approach with a self-adaptive step size to update the link toll pattern based on the observed link flows and given flow restraint levels. Link travel time and demand functions and users’ value of time are not needed. The convergence of the iterative toll adjustment algorithm is established theoretically and demonstrated on a set of numerical examples.  相似文献

This study deals with the sensitivity analysis of an equilibrium transportation networks using genetic algorithm approach and uses the bi‐level iterative sensitivity algorithm. Therefore, integrated Genetic Algorithm‐TRANSYT and Path Flow Estimator (GATPFE) is developed for signalized road networks for various level of perceived travel time in order to test the sensitivity of perceived travel time error in an urban stochastic road networks. Level of information provided to drivers correspondingly affects the signal timing parameters and hence the Stochastic User Equilibrium (SUE) link flows. When the information on road system is increased, the road users try to avoid conflicting links. Therefore, the stochastic equilibrium assignment concept tends to be user equilibrium. The GATPFE is used to solve the bi‐level problem, where the Area Traffic Control (ATC) is the upper‐level and the SUE assignment is the lower‐level. The GATPFE is tested for six‐junction network taken from literature. The results show that the integrated GATPFE can be applied to carry out sensitivity analysis at the equilibrium network design problems for various level of information and it simultaneously optimize the signal timings (i.e. network common cycle time, signal stage and offsets between junctions).  相似文献

Autonomous vehicles (AVs), with an expectation of improving road safety, are closer to becoming a reality. A large number of people are still concerned about how AVs would operate in real-life driving environments. The present paper investigates the factors that affect people’s views of the interactions between AVs and other road users based on a large sample from the 2015 and 2017 Puget Sound Travel Surveys. We specifically highlight the effects of the neighborhood environment and road infrastructure. We estimate a generalized ordered logit model to demonstrate the extent to which certain neighborhood environment and road infrastructure features affect individuals’ safety perceptions of AVs, controlling for demographics, daily travel patterns, and general interest in riding AVs. The results reveal that designated bicycle facilities are positively associated with individuals’ safety perceptions related to AVs. We find that residents from neighborhoods with more pedestrian facilities are more likely to express higher levels of concern on AVs’ capabilities to react to the environment. Our results also suggest that people living in mixed-use neighborhoods are more confident in sharing the road with AVs. The findings provide useful implications for effective policy interventions and infrastructure provisions that may affect the market penetration rates of AVs while keeping up the standards for other road users, such as bicyclists and pedestrians.

Abstract

This paper aims to clearly establish the origin and evolution of the shared space concept from a New Zealand perspective by reviewing the literature in the disciplines of both urban design and transportation engineering. The review process involves investigating the use and function of a public road space in the context of the changing of public expectations and how this can relate to a number of interconnected street design approaches (e.g. traffic calming and self-explaining roads (SERs)). These approaches have been used to minimise the influence of motor vehicles since the beginning of the automobile era. The shared space concept, when applied in public road environments in activity centres, has increasingly been embraced by urban planners, transportation engineers and regulatory agencies. A shared space diverges from a conventional road where all road users are encouraged to legitimately occupy the same road space with little physical separation. To achieve this in a safe and efficient manner, the design aims to reduce the dominance of the motor vehicle by promoting pedestrian and cycling activity and utilising the road space as a ‘place’ in addition to its ‘transport’ mobility and access purposes. Given the fundamental conceptual differentiation between a traffic-calmed street and a shared space, the paper argues that there are certain design elements, constituting a shared space, and without them, it would be difficult for a public street to function as a genuine shared space for all road users.  相似文献

It is often argued lately that the private sector should be allowed to build and operate roads in a transportation network at its own expense, in return it should receive the revenue from road toll charge within some years, and then these roads will be transferred to the government. This type of build–operate–transfer (B–O–T) projects is currently fashionable worldwide, especially for developing countries short of funds for road construction. One of the important issues concerning a highway B–O–T project is the selection of the capacity and toll charge of the new road and the evaluation of the relevant benefits to the private investor, the road users and the whole society under various market conditions. This paper deals with the selection and evaluation of a highway project under such a B–O–T scheme. For a given road network with elastic demand, mathematical models are proposed to investigate the feasibility of a candidate project and ascertain the optimal capacity and level of toll charge of the new highway. The response of road users to the new B–O–T project is explicitly considered. The characteristic of the problem is illustrated graphically with a numerical example.  相似文献

Abstract

The growing popularity of electric devices and the increasing number of hybrid and electric cars have recently raised concerns about the use of auditory signals by vulnerable road users. This paper consolidates current knowledge about the two trends in relation to cycling safety. Both a literature review and a crash data analysis were carried out. Based on a proposed conceptual model, knowledge gaps are identified that need to be addressed for a better understanding of the relation between limitations on auditory information while cycling. Results suggest that the concerns regarding the use of electronic devices while cycling and the advent of hybrid and electric vehicles are justified. Listening to music and conversing on the phone negatively influence cyclists’ auditory perception, self-reported crash risk and cycling performance. With regard to electric cars, a recurring problem is their quietness at low speeds. Implications of these findings in terms of cycling safety are discussed.  相似文献

The road sector reforms undertaken by a growing number of developing and transition countries during the past 10-20 years are described. The problems these countries share with industrialized countries and the additional factors that also affect them--large backlogs of deferred maintenance, an acute shortage of funds and dysfunctional road agencies--are also described. The paper then describes how these countries have restructured road management by separating planning and management of roads from implementation of works, provided road agencies with more autonomy, created more effective oversight, introduced annual performance agreements and turned the road agency into a more commercial organization paying market-based wages. In relation to road financing, road tolls and toll roads are touched on briefly before the new style road funds that have recently been set up in these countries are detailed. The paper then describes how they were established and their basic operating modalities--revenues only from charges related to road use (with one notable exception), no abstraction of revenues from other sectors, proactive management and oversight provided by a board of directors that includes members nominated by road users and the business community.  相似文献

There has been a growing interest in using surrogate safety measures such as traffic conflicts to analyse road safety from a broader perspective than collision data alone. This growing interest has been aided by recent advances in automated video‐based traffic conflict analysis. The automation enables accurate calculation of various conflict indicators such as time‐to‐collision and post‐encroachment time. These indicators rely on road users getting within specific temporal and spatial proximity from each other and therefore assume that proximity is a surrogate for conflict severity. However, this assumption may not be valid in many driving environments where close interactions between road users are common. The objective of this paper is to investigate the applicability of time proximity conflict indicators for evaluating pedestrian safety in less‐organized traffic environments with a high mix of road users. Several alternative behavioural conflict indicators based on detecting pedestrian evasive actions are recommended to better measure traffic conflicts in such traffic environments. These indicators represent variations in the spatio‐temporal gait parameters (step length, step frequency and walk ratio) immediately before the conflict point. A highly congested shared intersection in Shanghai, China, with frequent pedestrian conflicts is used as a case study. Traffic conflicts are analysed with the use of automated video‐based analysis techniques. The results showed that evasive action‐based indicators have higher potential to identify pedestrian conflicts and measure their severity in high mix less organized traffic environments than time proximity measures such as time‐to‐collision and post‐encroachment time. Growing concerns regarding urban congestion, and the recent explosion of mobile devices able to provide real-time information to traffic users have motivated increasing reliance on real-time route guidance for the online management of traffic networks. However, while the theory of traffic equilibria is very well-known, fewer results exist on the stability of such equilibria, especially in the context of adaptive routing policy. In this work, we consider the problem of characterizing the stability properties of traffic equilibria in the context of online adaptive route choice induced by GPS-based decision making. We first extend the recent framework of “Markovian Traffic Equilibria” (MTE), in which users update their route choice at each intersection of the road network based on traffic conditions, to the case of non-equilibrium conditions, while preserving consistency with known existence and uniqueness results on MTE. We then exhibit sufficient conditions on the network topology and the latency functions for those MTEs to be stable in the sense of Lyapunov for a single destination problem. For various more restricted classes of network topologies motivated by the observed properties of travel patterns in the Singapore network, under certain assumptions we prove local exponential stability of the MTE, and derive analytical results on the sensitivity of the characteristic time of convergence to network and traffic parameters. The results proposed in this work are illustrated and validated on synthetic toy problems as well as on the Singapore road network with real demand and traffic data.  相似文献

Pedestrians and cyclists are vulnerable road users. They are at greater risk for being killed in a crash than other road users. The percentage of fatal crashes that involve a pedestrian or cyclist is higher than the overall percentage of total trips taken by both modes. Because of this risk, finding ways to minimize problematic street environments is critical. Understanding traffic safety spatial patterns and identifying dangerous locations with significantly high crash risks for pedestrians and cyclists is essential in order to design possible countermeasures to improve road safety. This research develops two indicators for examining spatial correlation patterns between elements of the built environment (intersections) and crashes (pedestrian- or cyclist-involved). The global colocation quotient detects the overall connection in an area while the local colocation quotient identifies the locations of high-risk intersections. To illustrate our approach, we applied the methods to inspect the colocation patterns between pedestrian- or cyclist-vehicle crashes and intersections in Houston, Texas and we identified among many intersections the ones that significantly attract crashes. We also scrutinized those intersections, discussed possible attributes leading to high colocation of crashes, and proposed corresponding countermeasures.  相似文献
