Abstract

Kuwait is a relatively small country located at the top of the Arabian Gulf with population in 1980 amounting to 1.355 millions. Kuwait occupies an area of approximately 17 800 square kilometres. Kuwait's main source of national income is oil export. Income from oil export and other sources has resulted in Kuwait having the highest per capita income in the world. Consequently vehicle ownership is very high and traffic is ever growing and extending. Kuwait is self‐sufficient in only a few commodities and has a shortage of local labour. This means that transport has a fundamental role to play at the national and international level for the development of Kuwait's economy.

This paper provides a brief statement of transport in Kuwait. It starts by describing Kuwait's national setting and touches on the economic and social aspects in Kuwait that have an influence on transport patterns and needs. It describes the national transport system and covers road, air, rail and ports. Urban development planning in Kuwait is described and issues related to stages of urban development planning. The Kuwait City Master Plan and new town initiatives are presented. The urban transport system in Kuwait Metropolitan Area is described. In particular the characteristics of the urban road network and public transport facilities are outlined along with recent transport planning studies and new initiatives in the urban transport system.

The paper ends with a statement on organizations involved in the transport sector in Kuwait and a note on transport finance.  相似文献

This paper summarizes the constraints which a technological innovation in transport must satisfy if it is to achieve widespread application. The existing and likely future travel demands in Australia are reviewed, and for certain types of travel it is concluded that existing modes may become unsuitable or unacceptable. In these areas, it is possible that a new transport technology may find application. In all other areas, it is considered that existing modes, or their functional successors, will continue.

Five possible demand areas in which new transport technology may find application are identified. These are as follows:

1) High speed distribution systems may be introduced in Australian CBD's (Central Business Districts) within the next ten years. These may be progressively extended to provide radial public transport services to the CBD. It is also possible that these systems may eventually be extended to provide a dual‐mode capability in inner‐suburban areas as a partial alternative to freeway construction.

2) New town developments which may be introduced in Australia could include various forms of advanced transportation systems.

3) New aviation modes, possibly including short take off and landing aircraft operating from suburban airports may be introduced to cater for inter‐urban travel.

4) A demand‐responsive transport system to cater for the needs of the transport poor in urban areas may find limited application.

5) In the longer term, possibly by the turn of the century, an improved transport system capable of providing door‐to‐door service over the whole of an urban area and operating under a dual‐mode configuration appears to be possible. It probably would emerge from development of an incremental nature and eventually include the installation of a new technology in the then existing freeway and railway reservations in the city.  相似文献

Abstract

This paper presents a definition of sustainable urban freight transport (SUFT), based on the existing theories and concepts, and develops an indicator set that describes SUFT. The definition of SUFT makes a categorisation of actions possible which enables actors to select effective strategies towards SUFT. The indicator set consists of two levels: impact indicators – which describe how the urban freight transport violates the principles of sustainability; and performance indicators – which describe different categories determining the characteristics and performance of the urban transport system. A literature study analyses the characteristics determining the performance of actors in the urban freight transport chain. Knowing the current state and improvement potential of the urban freight transport system are prerequisites for defining successful strategies and implementing effective actions.  相似文献

ABSTRACT

Ridesourcing services such as Uber are nowadays a common feature within available transport options of many cities around the world (E.g. London & San Francisco). There has been much publicity about the potential impacts of ridesourcing services and how (or if) they should be managed or regulated without an objective understanding of who uses these services and why, as well as its current and future implications for public transport (PT).

Ridesourcing is part of a broader tech-driven, mobile app-based sharing phenomenon – the ‘sharing economy’ – which has disrupted traditional market models and industries, for example, the transport industry, where new players such as Uber have emerged and have quickly become part of the urban transport landscape. Uber has been at the forefront in disrupting the transport sector since its first launch in 2010 (San Francisco, USA). Since its launch, Uber has generated extensive media coverage and debate among policymakers, transport planners and transport authorities on how these services are affecting traditional transport modes such as buses and taxis. However, without objective empirical data – in terms of impacts on trip making characteristics, PT ridership and congestion – policymakers and transport regulators are yet to fully understand the real impacts ridesourcing services are having on the transport network.

This paper is part of broader research that aims to provide insights and empirical-based evidence on how Uber services are used (UberX and Uberpool) in London. A comprehensive survey was undertaken using a detailed questionnaire, issued to UberX and Uberpool users in London to gather detailed data on who uses the Uber services, why they use it and what are the trip purposes, in order to understand Uber user demographics and what effects (if any) Uber services are having on PT usage and trip making characteristics in London. The final findings provide important insights on Uber user demographics, trip purposes, types of trips replaced, impact on car ownership and why travellers use Uber services.  相似文献

Abstract

This paper seeks to reconstruct the organizational and ownership transformation involving Poland’s urban transport that companies passed through after 1990. Data collected from various sources (above all the Internet, including the Bulletins of Public Information) were used to establish the degree of advancement of the transformation processes. Despite the passage of nearly two decades since the new economic reforms were launched, the privatization processes involving enterprises of municipal origin are not well‐advanced. There is not a single private company among the organizers of urban transport. Instead, an absolute domination of budgetary‐sphere entities may be noted. Furthermore, there are seven transport municipal unions. Among the operators (carriers) public ownership remains dominant in the form of single‐person local authority companies, local government companies, municipal union ownerships, municipal companies as well as budgetary units. Privatization processes have encompassed fewer than 10% of all operators in the form of companies with foreign participation, workers’ companies and companies with Polish non‐public sector participation. Moreover, in 20 localities urban transport is supplied by multi‐trade municipal services enterprises (as of end‐2008). Thus, transformation processes, though started earlier than in the case of Poland’s State Road Transport coach companies, are much less advanced.  相似文献

Abstract

The paper discusses Tanzania's transport problems in the context of the prevailing acute economic crisis. It looks at the development of the transport system, especially the rail and road network, from the German days to the new Chinese‐built Tanzania‐Zambia Railway. The East‐West orientation of the major parallel rail lines and roads reflects the dependency of the economy on export‐import trade. A major challenge to the transport system is the haulage of agricultural products, mainly for export but also for the internal market, not to mention the haulage of imported commodities.

The provision and utilization of transport services is discussed in the context of the historical, and institutional setting of the road haulage industry, particularly its public and private sector configurations. Due to scarcity of foreign exchange, both sectors, especially the private, are starved of vehicles and spare parts.

The operation of ocean and lake shipping services and Air Tanzania are discussed. It is recommended that the latter should concentrate on essential domestic services plus some limited regional services. External financing of transport projects and its implications are also considered.

It is concluded that despite the break‐up of the East African transport system, the Tanzanian transport system, although shaky, has avoided major breakdowns and in some cases, especially in trade, has provided the foundation for at least medium‐term improvements. More attention is recommended to organizational problems of track use by freight and passenger carriers and to making the best use of existing facilities.  相似文献

Mobile technologies are generating new business models for urban transport systems, as is evident from recent startups cropping up from the private sector. Public transport systems can make more use of mobile technologies than just for measuring system performance, improving boarding times, or for analyzing travel patterns. A new transaction model is proposed for public transport systems where travelers are allowed to pre-book their fares and trade that demand information to private firms. In this public-private partnership model, fare revenue management is outsourced to third party private firms such as big box retail or large planned events (such as sports stadiums and theme parks), who can issue electronic coupons to travelers to subsidize their fares. This e-coupon pricing model is analyzed using marginal cost theory for the transit service and shown to be quite effective for monopolistic coupon rights, particularly for demand responsive transit systems that feature high cost fares, non-commute travel purposes, and a closed access system with existing pre-booking requirements. However, oligopolistic scenarios analyzed using game theory and network economics suggest that public transport agencies need to take extreme care in planning and implementing such a policy. Otherwise, they risk pushing an equivalent tax on private firms or disrupting the urban economy and real estate values while increasing ridership.  相似文献

ABSTRACT

The advent of the autonomous vehicle (AV) will affect not only the transportation system, but also future patterns of land development. Integrated land use and transportation models will be critical tools in assessing the path forward with this technology. Key questions with respect to land use impacts of AVs arise from potential changes in sensitivity to travel and reduced demand for parking. It is an open question whether AVs will induce urban sprawl, or whether spatial economies of agglomeration will mitigate any reductions in travel time sensitivity. The deployment of shared fleets of AVs would likely reduce parking demand, producing yet to be explored impacts on property development within existing urban footprints. We perform a critical assessment of currently operational models and their ability to represent the adoption of AVs. We identify the representation of time in such models as a vital component requiring additional development to model this new technology. Existing model applications have focused on the discrete addition of new infrastructure or policy at a fixed point in time, whereas AV adoption will occur incrementally through time. Stated adaptation surveys are recommended as tools to quantify preferences and develop relevant model inputs. It is argued that existing models that assume comparatively static equilibrium have been convenient in the past, but are insufficient to model technology adoption. In contrast, dynamic model frameworks lack sufficient structure to maintain reasonability under large perturbations from base conditions. The ongoing advancement of computing has allowed models to move away from being mechanistic aggregate tools, towards behaviourally rich depictions of individual persons and firms. However, much work remains to move from projections of existing conditions into the future, to the evolution of the spatial economy as it evolves through time in response to new technologies and exogenous stresses. Principles from complex and evolutionary systems theory will be important in the development of models with the capacity to consider such dynamics.  相似文献

A methodology for comparing phased implementation plans for a new fixed guideway transit system in an urban area is presented. Four assumptions are made: (1) the guideway system replaces existing or planned bus service, (2) superior service on the new system results in increased ridership when compared to buses; (3) presence of the guideway facility redirects outward urban growth resulting in additional ridership, and (4) conversely, the absence of any action on the new guideway facility reinforces a diffuse urban growth pattern that creates an irreversible loss of transit ridership. The economic comparision of alternative plans includes total as well as “relative” inflation of principal cost components. A key feature of the proposed methodology is including in the comparisons the costs of private automobile mileage that could have been replaced by transit. These costs are expressed as “fuel” and “all other” automobile costs; favorable transit system implementation schedules can then be identified as a function of parametrically assumed values for these two unit costs. Abstract

For the last five years the technology factor (by which is meant both process and product innovation) has received renewed attention in the transport sector as society is confronted with new challenges. This leads to a call for change and transitions. Technology is considered as a potential answer to new needs and new problems, like the reduction of CO2 and the supply of alternative energy. It is important that there is a theoretical basis for the way of thinking on innovation and diffusion when it comes to technology dynamics. This paper, based on a literature study, addresses the question to what extent the theory of transition management can be considered as a new application of technology dynamics. The theory of technological innovations in the broad sense is analysed and applied to the transport sector.  相似文献

ABSTRACT

The advent of road transport automation is suggested to be one of four key technological transitions that could amount to a major transformation in mobility practices. Specifically, fully Automated Vehicles (AVs) might replace the current private car owner user model with fleets of on-demand synchronously-shared automated taxis. However, significant barriers to this vision becoming the norm remain. This paper examines two critical user-acceptance aspects of the transition: willingness to adopt AVs, and willingness to share an AV with others, particularly strangers. Our novel survey (n?=?899) included a choice experiment featuring four future full automation transport services (private, synchronously/asynchronously shared, and public). Cluster analysis examined respondents' preferences and their demographic and psycho-social characteristics. We uncover significant uncertainty about willingness to adopt automation and sharing, and important differences between clusters within our sample. For example, under 50% of participants report willingness to use an AV over their normal mode, or would prefer an automated option to a current human-driven option. Our findings raise critical questions for policymakers and transport authorities. Not least, how can AV technologies help realise the environmental and social benefits of widespread vehicle sharing in a context of a travelling public that still prefers its privacy on-the-move?  相似文献

Singapore has a sophisticated and efficient system of land transport to serve a growing demand for transportation. Constrained by limited space, a comprehensive set of land transport policies has been in place to balance the growth in transport demand and the effectiveness and efficiency of the land transport system. A multi-pronged approach has been used to achieve the objective of a world-class transportation system. These include integration of urban and transport planning, expansion of the road network and improvement of the transport infrastructure, harnessing the latest technology in network and traffic management, managing vehicle ownership and usage, and improvement and regulations of public transport (Ministry of Transport (MOT) (2003) Policy and Regulations, Land Transport, Available: www.mot.gov.sg, Date of Access: 15 September 2003). Singapore was the first country in the world to introduce various new techniques, notably the Area License Scheme (ALS) in 1975 and the Vehicle Quota System (VQS) in 1990. An Electronic Road Pricing (ERP) system replaced the ALS in 1998 to take the role of congestion management, the experience of which has also drawn particular attention from many large cities in the world. In 2003, the world’s first and only fully automatic heavy rail Mass Rapid Transit system was opened to the public, marking a new chapter in Singapore’s innovative approach to solving its land transport problem. This paper reviews the land transport policy implemented in Singapore and pays special emphasis to its public transportation systems.  相似文献

This review emerged from an opportunity provided in 1988 to the author to study the process of Hungarian transport planning in general, and that of the major regional city of Pécs in particular.

It begins by outlining the difficulties of obtaining detailed information on transport policy‐making and planning in Eastern Europe, and then goes on to analyse the situation in Hungary as a whole since the early 1960s. The specific situation in Pécs is then discussed in relation to national transport planning, with detailed case studies drawn from problems on the local and regional road network, the growth in car ownership and usage, the development of local and inter‐regional rail services, the provision of adequate local bus services, and the growth of local taxi services.

The problems stemming from State intervention and planning control in local transport are emphasized, as are the increasingly difficult issues of the Hungarian economy in constraining public investment. The paper concludes with a discussion of the relationship of the problems of Pécs with those of urban areas elsewhere in Europe, and emphasizes the particular difficulties faced by East European planners in the future.  相似文献

The development of new routes and stations, as well as changes in land use, can have significant impacts on public transit ridership. Thus, transport departments and governments should seek to determine the level and spatio-temporal dependency of these impacts with the aim of adjusting services or improving planning. However, existing studies primarily focus on predicting ridership, and pay relatively little attention to analyzing the determinants of ridership from temporal and spatial perspectives. Consequently, no comprehensive cognition of the spatio-temporal relationship between station ridership and the built environment can be obtained from previous models, which makes them unable to facilitate the optimization of transportation demands and services. To rectify this problem, we have employed a Bayesian negative binomial regression model to identify the significant impact factors associated with entry/exit ridership at different periods of the day. Based on this model, we formulated geographically weighted models to analyze the spatial dependency of these impacts over different periods. The spatio-temporal relationship between station ridership and the built environment was analyzed using data from Beijing. The results reveal that the temporal impacts of most ridership determinants are related to the passenger trip patterns. Furthermore, the spatial impacts correspond with the determinants’ spatial distribution, and the results give some implications on urban and transportation planning. This analysis gives a common analytical framework analyzing impacts of urban characteristics on ridership, and extending researches on how we capture the impacts of urban and other factors on ridership from a comprehensive perspective.

ABSTRACT

In this paper we focus on the estimation of crowding in public transport – specifically urban rail systems – and its effect on perceived comfort. It is different from similar studies in the method it employs for estimating crowding levels in vehicles. Specifically, we formulate a function of time and location, which uses only passenger embarking data to estimate the number of passengers in vehicles. Then we convert the estimated crowding values into perceived discomfort levels by trip section. Our method depends on hourly seasonality assumptions but provides good estimates of crowding in urban rail systems even when passenger alighting data is not available. We illustrate the implementation of our model with the example of the Istanbul Metro system.  相似文献

Intense competition for limited public funding for urban transport projects can often result in proponents of individual schemes presenting minimized costs and maximized benefits to funding bodies to try to ensure that their scheme is chosen above others for funding. This presents public bodies with a problem, especially in an era when they are keen to attract private contributions for transit schemes. Risk modelling techniques can be of great assistance in ascertaining ranges of costs and benefits for individual submissions and deciding upon which projects should receive priority-not only those with greatest cost-benefit indices, but also those whose indices have low levels of associated risk to allay the fears of the traditionally risk averse private sector.  相似文献

Part 1 elicited major research issues and opportunities in the transport sector in the EEC from an examination of a range of planning scenarios. This article relates those issues and opportunities to the needs of the EEC transport sector policy formation and derives a set of research recommendations. The respective roles of the EEC and other institutions in developing and meeting the research needs are then discussed, concluding with some institutional proposals for the strengthening of the organization of the strategic research effort of the EEC in the transport sector.  相似文献

Most major cities across the world today are facing an intractable challenge of financing public transport. In Kuala Lumpur for example, public transport services are somewhat poor in part because of the failure of major operators to secure ample funding. Previous funding programs implemented in the city have failed to produce a replicable model for financing public transport. Due to numerous financial problems and the dismal performance of privately owned transport firms, the State has in the recent past emerged as a key source of funding for the public transport sector in Kuala Lumpur. This article argues that, despite the insuperable challenges, prospects for the future funding of public transport in Kuala Lumpur appears to be good. The article also draws lessons from both Tokyo and Hong Kong. In order to address the funding deficit facing the public transport industry in the city it is crucial that more viable strategies and policies such as value capture and public–private sector partnerships are adopted by the urban authorities.

This paper provides an overview of the urban freight process, in the context of the supply and demand aspects of freight. A framework for analysis is developed, and within that framework, particular aspects of the urban freight process are described. Issues of concern from a public policy viewpoint are highlighted.

Seven main instruments related to public policy are introduced and their application described — taxes and subsidies, regulations, investment, operational instruments, planning, public ownership and research.

It is concluded that the importance of urban freight to the community and its relevance to urban transport justifies a higher level of attention in transport planning and policy formulation, and that there are a wide range of policy instruments available to enable this to be done. The objective of such planning and policy making needs to be specified in each specific context.  相似文献

ABSTRACT

Cycling is experiencing a revival in many cities. Research has focused on the determinants of cycling – in particular the role of the built environment and road infrastructure. Bicycle parking has received little attention – even though bicycles are parked most of the time. This article reviews the scientific literature on bicycle parking and identifies existing gaps in research and knowledge. The review analyses 94 peer-reviewed papers identified through a search in Scopus and Web of Science, in December 2017. The annual number of papers increased 15-fold between 1995 and 2017. Overall, the level of evidence on the importance of bicycle parking is limited. The majority of studies are based on cross-sectional data with the presence of parking as a binary independent variable. Most studies focus on bicycle parking at public transport stops and at work places. Few studies report on bicycle parking throughout cities, and hardly any on parking at residential locations. Bicycle parking supply and quality appears to be a determinant of cycling for current and potential cyclists. Our findings can serve as input for an evidence-based debate on the role of bicycle parking. For practitioners, our research supports investment in bicycle parking, but acknowledges that a proper evaluation of such initiatives needs to be conducted to increase the level of evidence.  相似文献
