This paper reports on a recent attempt to provide private transit in the form of jitney service in downtown Los Angeles. It describes the process undertaken to initiate jitney service and the resultant organization's structure and operation. A survey of jitney passengers provided information on the users and their tripmaking characteristics. A group of loyal jitney riders emerged who patronized the service because of its lower travel times and more personalized atmosphere. This group formed the core of frequent users. The Los Angeles experience is analyzed in terms of the economic feasibility of jitney service and the impact on the financial status of public transit. The public transit agency experienced a slight negative financial impact as a result of the jitney service. Ridership during peak hours declined somewhat but the jitney service was not frequent enough to carry sufficient passengers to allow the transit agency to cut costly peak hour service. This analysis shows that the jitney service ultimately was not an economically successful operation. The factors which would have increased the likelihood of success were increased frequency of service and higher fares, which would have been sustainable if not for unexpected developments in public transit financing. A labor pool willing to work for low wages, high transit use in the central city, relatively high transit fares and the availability of inexpensive vehicles appear to be prerequisites to a successful urban jitney operation.  相似文献

The importance of measuring customer satisfaction for a public transport service is apparent, even beyond more immediate marketing purposes. The present paper shows how satisfaction measures can be exploited to gain insights on the relationship between personal attitudes, transit use and urban context. We consider nine satisfaction measures of urban transit services, as expressed by a representative sample of Italian multimodal travelers (i.e. users of both private cars and public transport). We use correlations and correspondence analyses to show if and how each attribute is related to the levels of use of public transport, and how the relationship is affected by the urban context. Then we apply a recently developed method to combine ordinal variables into one score, by adapting it to work with large samples and with satisfaction measures which have a neutral point in the scale (i.e. “neither satisfied nor dissatisfied”). The resulting overall satisfaction levels and frequency of use were not correlated in our sample. We also found the highest satisfaction levels in smaller towns and the lowest ones in metropolitan cities. Since we focus on multimodal travelers, an interpretation paradigm is proposed according to which transit services must be well evaluated by car drivers in smaller towns in order to be considered a real alternative to cars. On the other hand, transit is more competitive on factual elements in larger cities, so that it can still be used by drivers, even if it is not very well evaluated.  相似文献

This paper presents a new cost allocation method developed for estimating the fully-allocated costs of the excess peak hour bus transit service provided by two public transit systems. The estimates were produced for the explicit purpose of carrying out a realistic comparison of these costs and the costs of the potential provision of the same service by private operators. The method utilizes the same service data for the analysis. The pragmatic estimation of the fully allocated costs of service by the public and private sectors enables a more accurate estimation of potential cost savings. Sensitivity analysis was also performed using the same costing procedure to determine the range of cost savings that are feasible in a competitive contract arrangement of private sector providers. The new method separates costs of the direct provision of service from other indirect costs and thus facilitates the identification of each cost item and its significance in comparative cost estimates.  相似文献

Sustainability is a requirement for modern public transportation networks, as these are expected to play a critical role in environment-friendly transportation systems. This paper focuses on developing an efficient model for solving a sustainable oriented variant of the Transit Route Network Design Problem. The model incorporates sustainable design objectives, considers emission-free (electric) vehicles and introduces a direct route design approach with route structure and directness control. The aim of this paper is twofold. First, to provide a statistical overview of the literature on public transit efficiency performance. Second, to statistically explain the variation in efficiency findings reported in the literature. To this end, first some key concepts of efficiency analysis will be introduced, while next the different frontier methodologies that are used in the literature will be discussed. The empirical part of this paper consists of a statistical summary of the literature as well as meta-regression analyses for different samples of the literature in order to identify key determinants of technical efficiency (TE) of public transit operators. For a broad sample of observations, we found significant and consistent effects of the type of database, region and output measurement method. For the sample of non-parametric studies we found that the type of frontier assumptions also have an impact on the efficiency ratio. Further results show that there is no statistical difference in TE ratios between parametric and non-parametric studies. Finally, we found a positive univariate relationship between the number of inputs in the estimated specification and the efficiency ratio.  相似文献

This paper investigates the choice of fare and service frequency by urban mass transit agencies. A more frequent service is costly to provide but is valued by riders due to shorter waiting times at stops, and faster operating speeds on less crowding vehicles. Empirical analyses in the 1980s found that service frequencies were too high in most of the cities studied. For a given budget constraint, social welfare could be improved by reducing service frequencies and using the money saved to lower fares. The cross-sectional nature of these analyses meant that researchers were unable to address the question of when the oversupply occurred. This paper seeks to answer that question by conducting a time-series analysis of the bus operations of the Chicago Transit Authority from 1953 to 2005. The paper finds that it has always been the case that too much service frequency was provided at too high a fare. The imbalance between fares and service frequency became larger in the 1970s when the introduction of operating subsidies coincided with an increase in the unit cost of service provision.  相似文献

The general lack of first/last mile connectivity is one of the main challenges faced by today’s public transit. One of the possible actions towards a solution to this problem is the planning, design and implementation of efficient feeder transit services. This paper develops an analytical model which allows for an easy computation of near optimal terminal-to-terminal cycle length of a demand responsive feeder service to maximize service quality provided to customers, defined as the inverse of a weighted sum of waiting and riding times. The model estimates the recommended cycle length by only plugging in geometrical parameters and demand data, without relying on extensive simulation analyses or rule of thumbs. Simulation experiments and comparisons with real services validate our model, which would allow planners, decision makers and practitioners to quickly identify the best feeder transit operating design of any given residential area.  相似文献

In metropolitan areas where multi-modal trips are common, modeling the combined-mode choices of travelers, and the strategic interactions between the private service operators are important issues. This study developed a novel network approach, designated as state-augmented multi-modal (SAM) network, to explicitly consider transfer behaviors and non-linear fare structures. To overcome the independence of irrelevant alternatives (IIA) assumption associated with the standard logit approach, we integrated the SAM network with the nested logit (NL) approach. Specifically, we developed a three-level NL choice model to deal with the complex and inter-related decisions in a multi-modal network: the first level focuses on combined-mode choice, the second on transfer location choice, and the third on route choice. Using this NL SAM network as a platform, we examined the effect of fare competition on company profitability as well as on overall network congestion. A case study of the ground transportation system connecting the Hong Kong International Airport to the downtown area is provided to illustrate the approach.  相似文献

Utilizing daily ridership data, literature has shown that adverse weather conditions have a negative impact on transit ridership and in turn, result in revenue loss for the transit agencies. This paper extends this discussion by using more detailed hourly ridership data to model the weather effects. For this purpose, the daily and hourly subway ridership from New York City Transit for the years 2010–2011 is utilized. The paper compares the weather impacts on ridership based on day of week and time of day combinations and further demonstrates that the weather’s impact on transit ridership varies based on the time period and location. The separation of ridership models based on time of day provides a deeper understanding of the relationship between trip purpose and weather for transit riders. The paper investigates the role of station characteristics such as weather protection, accessibility, proximity and the connecting bus services by developing models based on station types. The findings indicate substantial differences in the extent to which the daily and hourly models and the individual weather elements are able to explain the ridership variability and travel behavior of transit riders. By utilizing the time of day and station based models, the paper demonstrates the potential sources of weather impact on transit infrastructure, transit service and trip characteristics. The results suggest the development of specific policy measures which can help the transit agencies to mitigate the ridership differences due to adverse weather conditions.  相似文献

In practice, travel time is assigned a cost and treated as a disutility to be minimized. There is a growing body of research supporting the hypothesis that travel time has some value of its own, and the proliferation of information and communication technology (ICT) may be contributing to that value. Travelers’ attitudes are confounded with their mode choice, and as telecommunications mediate travel behavior, analysts must recognize the interaction between time use and customer satisfaction for appropriate travel demand management. To that end, this paper presents results from jointly estimated models of travelers’ latent satisfaction and on-board activity engagement using Chicago transit rider data gathered in April 2010. The simple questionnaire and small sample corroborate the findings of past research indicating travel attitudes and activity engagement have potential to influence travelers’ value of time, and many transit riders consider transit a better use of time and/or money than driving. The findings affirm the need for a more holistic understanding of value of time for travel demand management and infrastructure valuation. As time use has an influence on users’ valuation of the transit mode, offering opportunities to conduct certain leisure activities could improve the perceived value of travel time.  相似文献

Considerable portion of academic literature on urban transportation has been supportive of policies which resulted in extensive urban freeway construction, but highly critical of public investments in transit. This paper challenges these views and points out many flaws in their basic arguments. Criticism of rail transit is particularly emotionally biased and it is in direct conflict with real world trends: the number of cities in the United States and other countries which have constructed rail transit as a key element of their viability has steadily increased in the last two decades. For solution of the present serious urban transportation problems, there should be a rational policy which recognizes capabilities of different modes and leads to their optimal coordination in a multimodal system.  相似文献

The Demand Responsive Connector (DRC) connects a residential area to a major transit network through a transfer point and is one of the most often adopted types of flexible transit services. In this paper, analytical and simulation models are developed to assist planners in the decision making process when having to choose between a demand responsive and a fixed-route operating policy and whether and when to switch from one to the other during the day. The best policy is chosen to maximize the service quality, defined as a weighed sum of customer walking time, waiting time and ride time. Based on the results of one-vehicle operations for various scenarios, we have generated critical customer demands, which represent switching points between the competing service policies. Our findings show that the critical demands are in the range from 10 to 50 customers/mile2/h and that a demand responsive policy is more preferred during afternoon peak hours.  相似文献

A microcomputer based system for designing and evaluating distance-based and zone fares for transit properties is described. At the heart of the system is an optimization model that finds the fixed charge, mileage charge, and transfer charge that maximize gross revenue subject to constraints on ridership and the form of the fare equation. A linear approximation to the demand curve at the base case values results in a quadratic programming problem. Three alternative modes of using the model system are demonstrated using selected data from the Chicago Transit Authority. Model extensions and proposed future work are outlined.  相似文献

This paper proposes a new activity-based transit assignment model for investigating the scheduling (or timetabling) problem of transit services in multi-modal transit networks. The proposed model can be used to generate the short-term and long-term timetables of multimodal transit lines for transit operations and service planning purposes. The interaction between transit timetables and passenger activity-travel scheduling behaviors is captured by the proposed model, as the activity and travel choices of transit passengers are considered explicitly in terms of departure time choice, activity/trip chain choices, activity duration choice, transit line and mode choices. A heuristic solution algorithm which combines the Hooke–Jeeves method and an iterative supply–demand equilibrium approach is developed to solve the proposed model. Two numerical examples are presented to illustrate the differences between the activity-based approach and the traditional trip-based method, together with comparison on the effects of optimal timetables with even and uneven headways. It is shown that the passenger travel scheduling pattern derived from the activity-based approach is significantly different from that obtained by the trip-based method, and that a demand-sensitive (with uneven headway) timetable is more efficient than an even-headway timetable.  相似文献

This research seeks to improve the understanding of the full range of determinants for mode choice behavior and to offer practical solutions to practitioners on representing and distinguishing these characteristics in travel demand forecasting models. The principal findings were that the representation of awareness of transit services is significantly different than the underlying assumption of mode choice and forecasting models that there is perfect awareness and consideration of all modes. Furthermore, inclusion of non-traditional transit attributes and attitudes can improve mode choice models and reduce bias constants. Additional methods and analyses are necessary to bring these results into practice. The work is being conducted in two phases. This paper documents the results of Phase I, which included data collection for one case study city (Salt Lake City), research and analysis of non-traditional transit attributes in mode choice models, awareness of transit services, and recommendations for bringing these analyses into practice. Phase II will include data collection for two additional case study cities (Chicago and Charlotte) with minor modifications based on limitations identified in Phase I, additional analyses where Phase I results indicated a need, and a demonstration of the research in practice for at least one case study city.  相似文献

Extensive work exists on regular rail network planning. However, few studies exist on the planning and design of ring-radial rail transit systems. With more ring transit lines being planned and built in Asia, Europe and the America's, a detailed study on ring transit lines is timely. An analytical model to find the optimal number of radial lines in a city for any demand distribution is first introduced. Secondly, passenger route choice for different rail networks is analyzed, for a many-to-many Origin-Destination (OD) demand distribution, based on a total travel time cost per passenger basis. The routes considered are: (1) radial lines only; (2) ring line only or radial lines and ring line combined; or (3) direct access to a destination without using the rail system. Mathematica and Matlab are used to code the route choice model. A cost-benefit optimization model to identify the feasibility and optimality of a ring line is proposed. Unlike simulations and agent-based models, this model is shown to be easily transferable to many ring-radial transit networks. The City of Calgary is used as an example to illustrate the applicability of each model. The existing urban rail network and trip distribution are major influencing factors in judging the feasibility and optimal location of the ring line. This study shows the potential net benefit of introducing a ring line by assessing changes in passengers’ costs. The changes in passenger cost parameters, such as ride cost and access cost, are shown to greatly influence the feasibility of a ring line.  相似文献

Ownership and management for urban mass transit organizations have taken many forms over the years, with publicly‐owned and managed systems now dominant. In recent years, however, strong economic and political forces have increased pressures for privatizing urban mass transit services. This review analyses 20 studies from three countries (predominantly the U.S.A.) on the relationship between organizational form and fixed‐route bus transit performance. It concludes that previous research has not made a persuasive case for the whole‐scale privatization of either ownership or management of urban mass transit organization. Conclusions here are intended to apply to the U.S.A. as well as other countries with mixed enterprise systems in which choices about organizational form may have some consequence for performance.  相似文献

New transit capital expenditures are typically evaluated in isolation from the transit/transport systems to which they belong. Problems with reporting performance elements such as ridership and costs are discussed. A focus on evaluating the total transport systems impact of new transit project implementation is called for. On this basis, new US rail transit systems have generally performed poorly. Total transit ridership has generally shown only minimal improvements and, at times, has declined. Financial performance has been disappointing in most cases, particularly when understood in the context of the additional system costs imposed through the reconfiguration of bus networks to serve the new rail systems. Low-cost approaches to improving basic transit services can often be more effective than either rail or bus capital-based projects. An obsession with technology leads to the wrong questions being asked. We should instead start inquiry with the study of needs.  相似文献
