There has been an assumption that because many large marine protected areas (LMPAs) are designated in areas with relatively few direct uses, they therefore have few stakeholders and negligible social outcomes. This article challenges this assumption with diverse examples of social outcomes that are distinctive in LMPAs. We define social outcomes as inclusive of both social change processes and social impacts, where “social” includes all perceptual or material human dimensions. We draw on five in-depth case studies to report social outcomes resulting from proposed or designated LMPAs in Bermuda, Rapa Nui (Easter Island), Kiribati, Palau, and the Commonwealth of the Northern Mariana Islands & Guam. We conclude: (1) social outcomes arise even in remote LMPAs; (2) LMPA efforts generate social outcomes at all stages of development; (3) LMPAs have the potential to produce outcomes at a higher level of social organization, which can change the scope and type of affected populations and, in some cases, the nature and stakes of the outcomes themselves; (4) the potential for LMPAs to impart distinctive social outcomes results from their unique geographies and/or intersection with high-level politics and policy processes; and (5) social outcomes of LMPAs may emerge in the form of social change processes and/or social impacts.  相似文献

Encouraging pro-environmental behavior among protected area visitors and other stakeholders has become a priority for marine resource managers. However, there exists a lack of understanding of the human dimensions of resource management regarding the perceptions and attitudes of stakeholders. Using the value-belief-norm theory of environmentalism (VBN) as a framework, the purposes of this investigation were to: 1) test a model of variables that influence stakeholders' intentions to adopt pro-environmental behavior in two marine protected areas (i.e., the Great Barrier Reef Marine Park and the Florida Keys National Marine Sanctuary); and 2) using the relevant literature and information gleaned from the model, suggest techniques that managers can use to encourage pro-environmental intentions. Acceptable goodness-of-fit indices for both of the structural equation models (one for each protected area) provided empirical support for the usefulness of the VBN framework to guide both research in marine contexts and marine protected area management efforts to encourage stakeholders' intentions to engage in pro-environmental behavior. Specific suggestions include increasing stakeholders. knowledge about impacts via environmental education strategies, increasing their awareness of their impacts and their efficacy in mitigating those impacts (e.g., workshops), and developing interpersonal relationships among managers and stakeholders (e.g., implementation intention and follow-up strategies).  相似文献

This study investigates the effects of sociodemographic and economic status on the differences in environmental awareness, risk perception, and stewardship of the Mekong Delta residents based on a survey conducted in person with 1,006 households across the delta system. Spatial visualization and a multiple correspondence analysis (MCA) were performed on the survey results to discover underlying factors of the participants' responses. The study results revealed that public environmental awareness in the Mekong Delta is still limited. The level of environmental awareness, risk perception, and understanding of stewardship of local people varies by location. Furthermore, how the Mekong Delta dwellers perceive environmental risks and behave toward environmental protection is unlikely to be influenced by their demographic profiles. However, they are significantly affected by the economic status including income levels and sources. Poor economic status was found to significantly hamper pro-environmental behavior of Mekong Delta people regardless of their knowledge of environmental degradation and the related consequences. These findings provide key information to assist policymakers in developing a successful and sustainable disaster risk reduction mitigation plan for the Mekong Delta region. The implications may also be applicable for other coastal zones, which are composed of similar sociodemographic, economic, and environmental conditions.  相似文献

Shipping is increasing today along with the sector's emissions of greenhouse gases. The awareness of the emissions has increased the pressure for regulations of the shipping industry. Regulating the sector is far from simple due to the complexity of the market and the evasive characteristics of the industry. We know from studies of road pricing that attitudes among stakeholders are important for a successive policy implementation. The objective of this paper is to capture the Swedish ports’ attitudes towards regulations of the shipping sector's emissions of CO2 . This has been done by conducting a survey among commercial ports in Sweden. To our knowledge, this is the first study of this kind. Our analysis indicates that ports in Sweden are generally positive towards an implementation of regulations to reduce carbon dioxide (CO2) emissions from the shipping industry. The ports where most positive towards CO2 differentiated port due (97%), followed by a technical standard (92%), CO2 taxation (84%) and EU ETS (The European Union Emissions Trading Scheme; 74%).  相似文献

Coastal estuaries in the northern Gulf of Mexico are important habitat for wading birds, but are threatened by land use and ecological changes. Conservation has been demonstrated to be more effective when stakeholders are included in the decision-making process. Public Participation Geographic Information Systems (PPGIS) facilitates the inclusion of stakeholder preferences in the planning process by allowing a direct spatial comparison with other ecological data. In this study, we used a PPGIS survey of residents of two counties on Alabama’s Gulf Coast to identify wading bird conservation hotspots as identified by local residents. Additionally, we assessed the ability of general public respondents to accurately identify wading bird habitat, determined whether participants associated wading bird habitat with particular land cover types, and examined whether respondents identified areas with high wading bird species richness. We found that respondents could accurately identify suitable wading bird habitat on a map of the study area, but underrepresented riparian forest, which is an important habitat for many wading bird species. Additionally, participants tended to prioritize areas that support higher wading bird species richness. Thus, this study demonstrated how PPGIS can function as an important tool for incorporating both stakeholder management preferences and identifying knowledge gaps.  相似文献

Emission governance of air pollutants from ships is a common challenge for the world's shipping industry. Under the framework of the International Maritime Organization (IMO), Europe, North America, and other developed regions and countries have established strict ship Emission Control Areas (ECAs). With some of the largest ports in the world, China suffers severe air pollution from ships, posing a threat to the air quality and public health of the coastal cities. To strengthen the control and supervision over air pollutants, such as ship-emitted sulfur oxides (SOx) in coastal areas, China issued a Sulfur Emission Control Area (SECA) policy for ships in January 2016. However, the new SECA policy lags far behind IMO's existing ECA policies, and continues to face many challenges during implementation. This paper outlines the main framework of China's ship SECA policy, analyzes the legal governance basis, discusses major potential challenges for implementing the policy, and puts forward suggestions for future governance. This research aims to promote the effectiveness of China's sulfur emission-reducing SECA policy by putting forth novel ideas for policymakers and stakeholders.  相似文献

Coral reefs are threatened by impacts such as from scuba diving, and ongoing research is required to assess diving impacts, diver behavior and environmental knowledge. This study investigated perceived diving impacts, reef condition and norms among scuba divers at Sodwana Bay (South Africa). Divers viewed contact with coral as damaging, and perceived environmental degradation at dive sites. However, most divers saw activities such as photography as causing little or no damage to reefs. One meter or less was believed to be a safe distance from the reef or the wildlife to avoid contact or disturbance, and encounter norms were high. Age and experience influenced most perceptions, although cannot be accepted as reliable indicators of divers' perceptions or behavior, due to the heterogeneous conduct of divers of various experience and age as described in literature. The importance of human perceptions to understand what strategies need implementation in diving management is discussed.  相似文献

Studying perceptions of litter and littering behavior among marginalized, poor and undeveloped communities is important since these populations frequently inhabit important conservation sites. Jisr-A-Zarqa ("Jisr"), is a coastal town on the Mediterranean shores of Israel and one of Israel’s poorest, densely populated communities. Litter accumulation in the streets and beach of Jisr is a known problem, and its proximity to the nearby stream and beach makes the study of littering important for the conservation of the coastal and marine habitats. I studied residents’ perceptions of litter and littering practices and found that littering and waste accumulation are surface indicators of profound underlying social, economic and political constraints, problems and distresses. These must be considered as an integrated context and addressed when designing litter-reducing interventions.  相似文献

Abstract

In a public opinion survey conducted in Santa Barbara county, California, respondents were interviewed regarding their feelings on coastal zone development, within a context of broader environmental and political issues.

A high degree of expressed concern for the environment was found, but the data also indicate a widespread reluctance to allocate a greater share of personal income to improve environmental quality.

Among the issues dealt with are citizen views on environmental problems, the effectiveness of government in the environmental field, offshore oil drilling, and coastal zone development.

The results show that on each of the issues analyzed, a person's education, age, and the extent of his political participation are the major factors which determine his concern for the environment. Additional variables appear to have some significance in determining attitudes toward local environmental projects and perceptions of government.

Offered are implications of the findings for the future of organized action on environmental problems.  相似文献

Abstract

Port O'Connor, Texas, a small unincorporated community on the Gulf Coast, was studied to assess the residents’ attitudes toward the potential growth related to Outer Continental Shelf (OCS) development. In contrast to attitudes of residents in many East Coast communities, residents of Port O'Connor do not feel threatened by OCS‐related growth. Rather, the risks they perceive result from increased tourism. They are well familiar with the social costs of tourism. They are less familiar with the social risks involved in increased OCS activities.

In terms of coastal zone management policy, this study highlights the importance of attending to the concerns of local residents for their social structure and way of life. The social risks imposed by increased OCS activity must be considered important factors in plans for OCS development.  相似文献

Kepulauan Seribu was designated as a marine protected area to promote and protect a healthy marine ecosystem and its biodiversity. However, despite numerous efforts to protect the area, the park continues to be impacted by both external and internal factors. External factors include domestic sewage, vessel traffic, industrial effluent, and urban run-off from metropolitan Jakarta. Meanwhile, internal factors include the problems created by tourism development and the impacts of the economic activities of the park's residents. The ongoing political and economic crisis in Indonesia, which has plagued the country since 1997, has amplified the pressure on the resources and on the well being of the park. This study traces and analyzes the intrinsic causes of the internal problems using a socioeconomic perspective. We suggest that alleviation of poverty and marginality of the park's residents should be prioritized, and that park management should be based on consensus building and participation of all stakeholders.  相似文献

The Ohio Department of Natural Resources and the U.S. Office of Coastal Zone Management have proposed the Old Woman Creek estuary on Lake Erie as the nation's first freshwater estuarine sanctuary. Designation as an estuarine sanctuary will preserve 637 acres of marshland, sand bar, a barrier beach, and surrounding forested uplands for public education and research. The original January 1975 grant application required modification following local residents’ objections to purchases of highly productive farmland and land‐use controls on a watershed‐wide buffer zone. A federal grant award was made in July 1977, with full acquisition anticipated by the end of 1978.  相似文献

Papahānaumokuākea Marine National Monument is one of the world's largest marine protected areas and was designated the first mixed conservation site in the United States due to its natural and cultural importance. It is also the world's first cultural seascape, being recognized for its continuing connections to indigenous people. As the westernmost place in the Hawaiian universe, many believe these islands and seas are the pathway that Native Hawaiians travel after death, returning to pō (night; realm of the gods). This intimate kinship has profound implications for contemporary management. Current management emphasizes integration of science, policy, cultural knowledge, traditions, and practices to create successful management strategies appropriate for both natural and cultural resources. This management is based on Native Hawaiian values and practices that incorporate observation and understanding of the natural world, indigenous principles and philosophies, cultural norms, community relationships, and unique epistemologies deeply imbedded in and formed by relationships of people with place. A cornerstone of this effort has been the direct involvement of cultural practitioners in policy, management, education, and research. This biocultural approach has led to more effective management of the monument and serves as a model for conservation around the world.  相似文献

It is generally accepted that stakeholders, including resource users, scientists, conservationists, government and nongovernment organizations, and the general public, can contribute positively to management processes and may even benefit from such processes. However, we continue to struggle with how to design processes that effectively involve these stakeholders. To illuminate potential improvements to traditional processes, this study examines participants’ perceptions of coastal and marine resource management processes. Through semi-structured interviews, respondents describe how they feel about various elements of participatory processes. Responses offer insight into the multiple dimensions of participatory process elements described in the literature, such as influence on decisions, exchange of information, access to the process, transparent decision making, and others. Responses also identify additional elements that have received limited attention in the public-participation literature: hosting meetings at various scales, recognizing differences within interest groups, and considering the context of a process. Results from this study will help to inform the design of participatory coastal and marine resource management processes.  相似文献

In September 2015, the United Nations (UN) officially adopted the 2030 Agenda for Sustainable Development together with 17 sustainable development goals (SDGs) (UN, 2016). The attainment of the SDGs requires a strong commitment by all UN Member States, not least by the Member States at the International Maritime Organization (IMO). This empirical research aims to identify the role and challenges of stakeholders at IMO, when implementing the UN’s 2030 Agenda in the international maritime transport domain using a grounded theory approach. This paper describes the methodology and the analytical process undertaken and presents the main findings based on empirical data. The results are presented as a set of six propositions. The first proposition presents the phenomena engulfing Member States at IMO stemming out from lack of knowledge and policy incoherency on the 2030 Agenda at national level. The other five propositions suggest how these challenges could potentially be best alleviated through an IMO-led strategy on sustainable development within the context of the 2030 Agenda, supported by an appropriate governance structure that sees the introduction of strategic actors for coordinating the implementation of the SDGs at national level. With the support of a Task Force, and by also making use of the IMO Member State Audit Scheme (IMSAS), to create more awareness and ownership, the strategic actors could work towards balancing the three dimensions of sustainable development—the economic, the environmental, and the social dimensions—which were found to be imbalanced in the international maritime transport domain.  相似文献

Understanding public perception of the oceans, and relationship between society and the sea is an important key to the sustainable management of marine resources. This research reports the first population-based survey on Taiwanese public knowledge, attitudes, and actions on marine-related issues. The stratified random sampling by county was completed with 1,120 telephone respondents from October to December 2010. More than 60% of the respondents have heard about global warming, sea-level rising, the Gulf of Mexico oil spill, the coral reef bleaching crisis, and Japan whaling fisheries. However, less than 20% of the respondents are aware of Taiwanese domestic marine policies, such as the Ocean White Paper. On resources conservation, 74.7% of the respondents support the bluefin tuna catches regulations and 76.6% agree that the shark fin fisheries will impact shark resources. Education and age are the major affecting variables for resource conservation and knowledge. Higher education and age 40–49 are most supportive of conservation measures. For marine recreational activities, 42.2% of the respondents can swim, and 44.2% of the respondents had not visited the beach in the previous year. The results suggest that the government could establish a specialized agency to strengthen its marine policy and take more actions to protect ocean environment and conserve marine resources. To encourage more Taiwanese to participate in ocean recreational activities, the government could build a safe facility for marine recreation, cooperate with the private sectors in education, and provide outreach to raise public awareness of the oceans.  相似文献

This study developed Port sustainability indicators (PSIs) using social construction of technology (SCOT). A case study of Keelung Port was conducted. An indicator generator was proposed to generate initial PSIs using a linkage-based framework, and the initial PSIs were grouped into environmental, economic, and social aspects. Subsequently, 34 expert-based PSIs were selected by using rough sets theory (RST). The decision group consisted of representatives from the Taiwan International Ports Corporation (TIPC), academic researchers, and industry representatives.

Besides the decision group, the following groups were involved in the stakeholder analysis: the Department of Navigation and Aviation, Ministry of Transportation and Communications (DONA, MOTC), industry representatives, legislators, the Keelung City Government (KCG), local Keelung residents, and the general public. The SCOT approach offered a counterbalance to the expert-based approach in developing indicators. For the scientific frame and the operational frame, this study suggested 34 expert-based PSIs and 2 additional indicators chosen by legislators and local Keelung residents: annual traffic fatalities in the area surrounding the port and employment of Keelung residents by the TIPC. For the actors in the public-relations frame, 12 PSIs were suggested, and 10 PSIs were suggested for the actors in the nonprofessional frame.  相似文献

Fisheries are a complex mixture of social, political, economic, and biological aspects, and often biological or economic end goals are given priority in fisheries governance. However, there is a growing trend around the world to include non-economic social objectives in fisheries management schemes, e.g., supporting rural communities, increasing opportunities for newcomers or part-time fishermen, or providing equitable access for culturally and historically important fisheries. In Iceland, fisheries management has given biological and economic goals' precedence over social goals, and there is no formal inclusion of a social science advisory body or formalized direct input from all relevant stakeholders in the fisheries governance process. Non-economic social sciences such as geography, anthropology, sociology, and political science can add important information and considerations that in turn make fisheries more sustainable in the long run. In this paper, we explain the role of social science in fisheries governance, explore how social aspects are addressed in other fisheries governance schemes, and review highlights from fisheries social science research in Iceland. We hope to generate a meaningful conversation regarding the possibilities of a modern, pioneering fisheries' governance process in Iceland where social, economic, and biological goals and research are all given equal attention.  相似文献

Findings are reported of the VALCOAST project that had as one of its research objectives to ascertain: (a) stakeholder willingness to participate and cooperate in coastal management (CM), given local and national CM practices; and (b) stakeholder assessment of the "accessibility" and "friendliness" of current CM processes. The project involved case studies and stakeholder interviews in Belgium, Greece, Spain, and the UK. Major findings include: (1) most stakeholders are willing to cooperate in three out of the four case areas, but not to the same extent; (2) the participating "officials" in the case studies are expecting the stakeholders to be less willing to cooperate than the latter indicate; (3) stakeholders in all case studies do not expect to be heard by those responsible for CM, find it difficult to learn about the relevant institutional arrangements, and consider the communication of the objectives and anticipated impacts of CM policies to be inadequate. It is concluded that the strong evidence of stakeholders' potential willingness to cooperate in local initiatives is very encouraging for a devolved, regional approach to European Union coastal management policies, provided that this potential is capitalized upon in such policy processes.  相似文献

Many marine protected areas (MPAs) face a multitude of threats to the ecosystems that they have been established to conserve. This study is based on 111 interviews conducted in 2013–2014 designed to discover the perceptions of stakeholders about the threats, the causes of the threats, and their responses to the threats, to a well-established MPA – Cabo de Palos - Islas Hormigas (CPH-MPA). This MPA was created to safeguard fisheries and the associated artisanal fishers, but over time it has become a tourism “hotspot.” Resilience theory, which incorporates ecological resilience, social resilience, and individual resilience, helps us to analyze stakeholders' responses to threats by categorizing them into passive, adaptive, and transformative responses. We found respondents identified four main threats – over-fishing, excessive scuba diving, pollution, and invasive species; attributed the threats to three main causes – ineffective management, poor environmental stewardship, and climate change; and expressed three kinds of responses – do nothing, adapt, or transform – with a preference for adaptation and (especially) transformation. The lesson of this study is that it shows how, unless drastic action is taken to curb recreational diving activities, the CPH-MPA is in danger of changing from a fishing reserve to a largely unregulated leisure diving venue, which is unlikely to fulfill the requirements of resilience; ecological, social, or individual.  相似文献
