As Louisiana continues to experience substantial coastal wetland loss—at the rate of a football field every 45 min—and multiple disasters, state and federal officials struggle with implementing restoration plans in this highly productive ecosystem. The 2007 Louisiana Comprehensive Master Plan for a Sustainable Coast is the first large-scale restoration plan in the United States to incorporate hazard mitigation. However, there is no mandate for local governments to adhere to this plan. Building upon the planning quality and evaluation literature, this study analyzes comprehensive land use plans in Louisiana's coastal zone to systematically assess the quality of the plans within the context of a non-mandated, $50 billion large-scale state restoration plan. Results indicate a great disparity in plan quality; a majority of the local governments lack the capacity to implement the nonstructural programmatic elements of the state's plan. The study concludes with a discussion and recommendations for practice and future research.  相似文献

Recognition of the benefits to society supported by estuary ecosystem functions and services, and threats to these benefits posed by human activities, has led to various public programs to restore and protect estuaries at the federal, state, and local levels. As available budgets shrink, program administrators and public elected officials struggle to allocate limited restoration and protection funds to the highest priority areas. Economic benefit and cost information can provide useful inputs into this decision-making process by quantifying estuary restoration and protection benefits and costs in commensurate terms. In this paper, a combined actual and intended travel behavior model is described that can be applied to estimate the recreational fishing benefits of estuary restoration and protection. The model was estimated for recreational fishing in the Lower Atchafalaya River Basin estuary along the Gulf of Mexico, Louisiana, USA coast. Changes in freshwater flows into this estuary may affect redfish and speckled trout game fish populations. The model indicates that changes in catch rates of these two species would have a relatively minor affect on annual fishing trips per angler. However, because total effects may be large when effects per angler are aggregated across total anglers, resource management agencies should consider these changes in recreation benefits when evaluating projects that influence the ecology of coastal estuaries, fish populations, and catch rates. Moreover, in other coastal areas or situations, the responsiveness of angling trips to changes in catch rates may vary because of differences in user populations, environmental conditions, fish populations, and fishing experiences.  相似文献

Abstract

The implementation history of the Coastal Zone Management Act offers insights into the process of long‐term intergovernmental policy implementation. This five‐stage history is explained as a coproduction process, in which coastal state, environmental, and development advocacy coalitions interacted with congressional committees and the federal coastal office to shape coastal policy and manage coastal development. The coproduction approach proved invaluable during the Reagan assault on the coastal program, when the states and Congress assumed responsibility for keeping the program alive. Acknowledging underlying stakeholder dynamics as the basis for coastal program evaluation could strengthen future coastal management implementation.  相似文献

To achieve the desired outcomes of ecosystem-based or integrated coastal management, paradigm shifts must occur in all stages of the policy process. This article focuses on the evaluative stage following policy implementation, specifically on the use of coastal ecosystem condition indicators. A review of the recent literature suggests that coastal ecosystem condition indicators with too broad a scale or too narrow a scope lose utility and applicability. An analysis of these problems of scale and scope reveals that the process through which an index is designed and selected can hinder or heighten its validity. Local and diverse stakeholder input can help to ameliorate weaknesses, increasing the evaluative validity of coastal ecosystem condition indicators.  相似文献

Restoration of nearshore ecosystems presents many challenges for stakeholder involvement. Using surveys and interviews we examined stakeholder values, preferences, and potential coalitions surrounding nearshore restoration in the Whidbey sub-basin of Puget Sound. Most stakeholders in our study believe that Puget Sound nearshore problems are severe and urgent, and that it is worth investing in restoration. They do not agree on the causes of nearshore degradation, yet support stronger regulatory enforcement and increased public ownership as possible solutions to nearshore problems. Five potential stakeholder coalitions were identified based on shared values. These values reflect a varied spectrum of support for public sector solutions to nearshore problems and were labeled: No Government Intervention, Property Rights, Private Land Stewardship, Protect Undeveloped Areas, and Large Scale Restoration. The potential coalitions identified confirm the Advocacy Coalition Framework hypothesis that coalition members who share values do not necessarily share stakeholder demographics or preferences. This study demonstrates one method for understanding local stakeholders, and will help managers direct project resources, planning, and management, through reliance on both stakeholder and scientific input. In addition, managers can use information about stakeholder values and potential coalitions to more effectively frame communication products and stakeholder involvement activities.  相似文献

Massachusetts, like many coastal states in the US, stands to be impacted from climate-induced sea level rise. As a result, climate-sensitive coastal policy instruments are critical for providing adequate adaptation options, including an option to allow coastal features to migrate inland. But the migration of coastal features is under threat due to extensive private armoring. This essay highlights specific regulatory instruments at the federal and state level dealing with hard armoring using Massachusetts as an example. It argues specific federal and state regulations legitimize and incentivize hard armoring over other coastal land use planning methods. The current level of armoring in Massachusetts is highlighted and implications under current federal and state policy frameworks are explained. Suggestions for coastal states planning for sea level rise are discussed, including the need for state planning to take the lead. Recommendations for changes at the federal level are also highlighted.  相似文献

Collaboration has become a common alternative to traditional top-down approaches to environmental management and conservation. One critique of collaborative processes is that science is not sufficiently linked to conservation actions. To better understand how science is used in collaborative decisions, we asked how the use of science is affected by the structure of collaborative processes, paying specific attention to the role of explanatory variables such as stakeholder engagement, how information is gathered, and how decisions are made. Case survey methods (a form of systematic review) were used to analyze 30 case studies of collaborative management of marine, estuarine, and coastal systems across the United States. We found that increased stakeholder participation (i.e., two-way flow of information between parties), face-to-face communication among stakeholders, increased contribution of information from academic stakeholders, careful consideration and selection of participants (e.g., stakeholder analysis), participants' ability to influence decisions, and structured methods of collecting and aggregating information were all positively associated with the use of science in collaborative processes. These findings suggest ways to improve the structure of collaborative processes to enhance the use of science for environmental management and conservation.  相似文献

Abstract

Section 8(g) was added to the Outer Continental Shelf Lands Act (OCSLA) in 1978. It mandated sharing of the revenues from tracts that included oil and gas pools underlying the federal‐state boundary 3 miles offshore. Revenues were to be split based on agreements negotiated by the secretary of Interior and the relevant coastal state governor or “fair and equitable”; divisions made by the federal district courts. Only one agreement was concluded. Texas and Louisiana sued to force distribution of their shares of $6.1 billion in 8(g) funds held in escrow. In 1986 Congress divided the escrowed 8(g) revenues approximately 27 percent to the adjacent states and 73 percent to the federal government and legislated the same split for all future 8(g) revenues. This article examines the complex issues that section 8(g), as amended, raises for the management of federal and state submerged lands. Cooperative federal‐state approaches to implementing amended section 8(g) are reviewed. Section 8(g)'s broader implications as the only federal‐state ocean resource, revenue‐sharing mechanism currently in place also are addressed.  相似文献

Coastal managers have sought to enhance the collaborative inputs of stakeholder groups into management activities. Nonetheless, established organizational approaches have led to primarily consultative forms of engagement and constrained citizen involvement in formative activities. In Olympia, Washington, managers overseeing the Deschutes Estuary Feasibility Study (DEFS) implemented an innovative cooperative research planning initiative that diverged from conventional consultative processes. Stakeholders, rather than government officials, identified the research priorities for the socioeconomic component of this restoration feasibility study. This design method altered the traditional roles and responsibilities of different organizational actors, and the involvement of citizen groups in these formative activities changed the relationship between governmental and nongovernmental actors. Using conceptual frameworks from organizational sociology, this study develops insights into the behavior of the organizations involved with the DEFS cooperative planning effort, demonstrating how engaging stakeholders in formative research planning activities may foster new types of collaboration among coastal management organizations.  相似文献

Published research suggests the presence of a large wind resource off the U.S. coast. Although there is considerable interest among wind power developers in the coastal states, few projects have been proposed to date. A major factor constraining resource development is the lack of a regulatory framework to provide access to the ocean space and allocate property rights to the submerged lands where the wind turbines can be installed. Efforts to address this void began in 2005 at the federal level, but it has progressed unevenly and unsuccessfully since that time. At the state level, no coastal state has adopted a comprehensive and detailed regime to regulate, manage, and oversee this new ocean use in state waters. This article examines various approaches taken by coastal states to facilitate existing and emerging ocean uses and recommends a regulatory framework for installing offshore wind turbines in state waters.  相似文献

California has a forty-year history of successful coastal zone management. The San Francisco Bay Conservation and Development Commission, the California Coastal Commission, and the State Coastal Conservancy have protected and made accessible hundreds of miles of shoreline. While each agency has played a critical role, this article focuses on the Coastal Commission. Implementing the California Coastal Act, the Coastal Commission has partnered with local government, other agencies, nongovernmental organizations (NGOs), and the public to concentrate new development in already developed areas, and much of the rural coastal zone looks as it did in 1972. The Commission has protected and expanded public shoreline access through its regulatory actions. Using strong ecological science the Commission has protected a wide variety of sensitive habitats and wetlands. And under the authority of the Coastal Zone Management Act, the Commission has reviewed thousands of federal projects to assure that they are consistent with the Coastal Act. Challenges continue, though, including population growth, sea-level rise, and inadequate funding to update local coastal land use plans to address new issues, such as climate change adaptation. New investment is needed at the national, state, and local level to continue the success of the California program.  相似文献

Stresses impacting the coastal zone in the Asia-Pacific region are briefly reviewed under the headings of sustainable coastal activities, coastal ecosystem management, community/resource interactions, coastal resource economics and sustainability, coastal area planning, and integrated coastal policies. Recent contributions on mitigation of these stresses are introduced, with emphasis on the Coastal Zone Asia-Pacific Conference, held in Bangkok, May 2002, where various innovative approaches to research, education, information sharing, and coastal policies aiming at improving the state of the coastal areas were presented. These include the roles of community in integrated coastal management; tools and planning for management of coastal areas; education program and capacity building; and the establishments of national and regional frameworks for integrated coastal management. As appropriate information and its transfer are critical to these processes, an analysis is presented of the content of the database on coastal projects in the region, highlighting areas of research interests, funding sources, and achievements. Another database on coastal ecosystems, currently under development, is presented as an example of the type of resource that can be expected to help advance our knowledge and ability to improve the management of coastal areas. Overall, these tools should allow us, given the political will, to improve the state of coastal areas.  相似文献

Community participation has become something of an orthodoxy within natural resource management. In the absence of an explicit strategy for democratization and capacity-building the notion of community participation is potentially meaningless and its application likely to mask decisions made in the interests of elite groups. This article examines the shortcomings of participatory processes in coastal resource management and seeks to identify and overcome constraints to democratization and capacity-building for Indigenous Australians. Using two coastal catchments in Central Queensland as a case study, we explore relations of power among stakeholders using Stakeholder Analysis to provide a platform for more effective deliberative participation by this group of stakeholders. Discussion of the specific barriers to participation identified by Aboriginal stakeholders will demonstrate the need to adopt notions of capacity-building that focus not only on the attributes of the individual stakeholder that might facilitate their participation, but on the characteristics also of the decision-making environment.  相似文献

Despite an effort by Congress to design a market-based public policy to limit development on certain coastal barriers and protect the federal treasury from paying for recovery from expensive natural disasters, growth continued on these shifting sands. In enacting the Coastal Barrier Resources Act, federal policymakers may have overlooked the key role of state and local governments, as well as the role of local developers, landowners, and realtors in shaping development on coastal barriers. By itself, the act will not prevent development. In fact, it appears that development in areas designated under the act will occur if (1) development pressure is strong enough to overcome the disincentives posed by the act, and (2) state and local governments facilitate development. For example, a local government may substitute its own subsidies for those withdrawn by the federal government. Nothing in the act prevents this from occurring. This article examines the key forces affecting development in areas designated under the Coastal Barrier Resources Act (CBRA) and seeks to explain why development has occurred in some designated areas, despite the withdrawal of federal subsidies. Using case studies of selected coastal barriers designated by the act, as well as surveys of state coastal managers and key informants, the research shows that the Coastal Barrier Resources Act, by itself, will not prevent development from occurring in the designated coastal areas.  相似文献

Climate change adaptation presents a difficult challenge for coastal towns around the world, forcing local governments to plan for sea level rise in a contentious decision-making space. The concept of “adaptation pathways,” a diagnostic and analytical tool to assist in adaptive planning and decision-making, is gaining traction as a way of framing and informing climate adaptation. It provides decisionmakers a way to acknowledge the inter-temporal complexities and uncertainties associated with the novel dynamics of climate change and a mechanism to manage these challenges in the local context. In 2012, the Australian Government funded an 18-month program to provide decisionmakers in the coastal zone an opportunity to test the utility of the adaptation pathways concept for coastal climate adaptation. Using a selection of completed projects as case studies, we performed a document analysis to better understand the learnings from the projects. The main themes surrounded: (1) the utility of the adaptation pathway framework in developing options, (2) decision-making rationale and criteria, and (3) stakeholder participation in pathway development. A project participant survey was developed to further understand these themes. Our analysis reveals that “adaptation pathways” was generally framed narrowly and conservatively to emphasize extant economic, administrative and legal considerations over community, participatory, or exploratory ones. Although some case study projects were able to reach a point in the pathway discussion to actively involve stakeholders in their decision-making process, many case studies continued to build technical data as a method for defending policies and actions. These results indicate that coastal adaptation can take-up adaptation pathways as a useful concept for decision-making and planning; however, many councils may still require assistance in stakeholder communication processes in order to develop sociallyacceptable plans that take into account the full range of values affecting local coastal environments.  相似文献

Abstract

State coastal zone management programs are responding to the potential impacts of accelerated sea level rise through a wide range of activities and policies. This article provides a brief overview of the Coastal Zone Management Act and other federal laws that provide the basis for coastal state regulatory activities. It surveys the level of response to sea level rise by state coastal management programs in 24 marines coastal states, from formal recognition to implementation of policies addressing the issue. Individual state CZMP responses and policies that have been implemented or proposed are categorized. The adaptation of sea level rise to ongoing institutional objectives is discussed and policy constraints and trends are summarized.  相似文献

Coastal ecosystems such as mangroves, salt marshes, and seagrasses provide important ecosystem services, including nursery habitat for fish, shoreline protection, and the recently recognized service of carbon sequestration and storage. When these wetland ecosystems are degraded or destroyed, the carbon can be released to the atmosphere, where it adds to the concentration of greenhouses gases (GHGs) that contribute to climate change. Many federal statutes and policies specifically require that impacts on ecosystem services be considered in policy implementation. Yet, no federal statute, regulation, or policy accounts directly for the carbon held in coastal habitats. There are a number of federal statutes and policies for which coastal carbon ecosystem services could reasonably be added to environmental and ecosystem considerations already implemented. We look at a subset of these statutes and policies to illustrate how coastal carbon ecosystem services and values might affect the implementation and outcomes of such statutes generally. We identify key steps for the inclusion of the ecosystem services of coastal habitats into the implementation of existing federal policies without statutory changes; doing so would increase the degree to which these policies consider the full economic and ecological impacts of policy actions.  相似文献

Adapting to changing coastlines is an unprecedented planning challenge as coastal hazards, including those associated with climate change, influence all areas of resource management. Tools have been developed to aid in understanding coastal hazards and to facilitate the planning and implementation of adaptation strategies. Through interviews with members of eight geographically distributed state Coastal Zone Management (CZM) Programs and several federal and nonprofit partners, we explored the utility of current tools for on-the-ground adaptation planning and implementation needs. State CZM Programs operate as trusted information brokers at the nexus between national resources and local needs. Here we provide seven recommendations for how to overcome the challenges identified with tool discovery, lack of trust, and the coarse spatial resolution of national tools. Our findings suggest local community needs are better addressed when end-users play a role in the tool development process. We also recommend leveraging CZM Program connections because they have the knowledge and expertise to identify solutions and disseminate information. While the recommendations presented here were taken from the perspective of state CZM Programs regarding coastal tools, the lessons learned may provide valuable insight into the tool development process for other resource management fields.  相似文献

Four decades ago Australia was credited as being an early leader in implementing integrated coastal management (ICM). Nevertheless, as a federation of states and territories Australia has since struggled to fully implement vertical integration of its coastal governance arrangements. In particular the federal government has historically possessed only a minor role in coastal management despite the recommendations of several major inquires suggesting that this role needed to be enhanced. This article examines a series of circumstances and events over the past two years in Australia that has created the opportunity for the federal government to adopt a more significant and prominent role in coastal management and hence to substantially complete the vertical integration of ICM in Australia. These stimuli for coastal policy reform could also play a role in enhancing ICM in other federated nations.  相似文献

Abstract

This introductory piece traces the growth of knowledge and activity associated with visual resource management in general. A specific framework of questions regarding methods of coastal zone visual resource management is presented. The state‐of‐the‐art in methodological studies is listed for each question, and the methodological questions are related to the major articles with the special issue of the Coastal Zone Management Journal. Major legal federal statutes, state statutes, and court cases are reviewed in light of visual resource management in the coastal zone. The remaining articles within the special issue that deal with integration of VRM into decision‐making are then arrayed against a management framework. This framework includes regulatory situations for (1) public land management and planning, (2) public projects involving private lands, and (3) public regulation of private projects.  相似文献
