A risk analysis approach to the capital planning of vessel traffic services (VTS) is embedded within the benefit-cost methodology. The method is discussed in the Canadian context, but has already been used to plan the Hong Kong VTS system. Recently, in response to the Exxon Valdez oil spill, the US Congress asked for a study of the requirements for VTS systems in American ports and waterways, and the US Coast Guard chose to apply our risk analysis approach to their study.  相似文献

This paper investigate cost-recovery alternatives for US federally-operated vessel traffic service (VTS) systems. These include those currently used or have been used by VTS and 'VTS-like' systems and other feasible, but not used herefore, alternatives, a federal trust and a federal VTS user-fee structure. Three federal trust funds exist whose waterway-related earmarked revenues could also be earmarked for VTS systems. A federal VTS user-fee structure while raising revenue to finance VTS systems is not expected to be detrimental to the competitiveness of VTS ports nor to the vessel operators that call if their cost-savings exceed fees paid.  相似文献

This paper investigates wheather the actions of US ocean ports (since the passage of the Shipping Act of 1984) are supportive of the promotion of an efficient transportation system for US ocean commerce. In the short run, US ocean ports have generally been supportive of this efficiency goal;competiton among US ocean ports has has increased as is evident by the significant reduction that has occurred in port natural hinterlands. In the long run, port sunk costs, consolidations and cooperative activities, and long-term leases with ocean carriers are likely to be non-supportive of the efficiency goal.  相似文献

Between 1980 and 1989 container TEUs handled at all world ports increased by a factor of 2.11. On the East Coast of North America, the growth factor was only 1.69; on the West Coast, 2.23. These growth factors, when multiplied by the 1980 TEU volume at individual North American ports, give 1989 expected performance levels for the ports. Comparing the expected performance to the actual, it is found in the Canadian context that the big winner is Vancouver; the big loser is Saint John. Halifax and Montreal have outperformed their nearest US East Coast rivals but have not performed as well as southern ports on the Altantic Seaboard. These and other comparisons are made in order to describe how Canadian container ports have performed in the decade of the 1980s. The paper then speculates on how the ports will do in the future, based on a discussion of five factors: port facilities; inland transportation connections; shipping lines serving the ports; demand for container shipping; and legal arrangements between the United States and Canada.  相似文献

More than a century ago far-sighted railroad builders and steamship operators were seeking the shortest intermodal itineraries between the eastern United States and the Orient. A combination of locational fact and the factual outcomes of 19th century railroad building left Chicago roughly equidistant in railway mileage from what became the four great US West-Coast port complexes in the Los Angeles, San Francisco, Portland and Seattle regions. Their nearly equivalent rail access to Chicago and points east has renewed significance in the container era.

This paper concerns the efforts of US Pacific seaboard ports to stay 'on the beaten track' with respect to container shipments between Asia and the eastern United States. The West-Coast ports are transit points dividing the transcontinental and transoceanic segments of long intercontinental journeys. From origins to destinations there are, in fact, many possibly feasible itineraries, including all-water routes.

The West-Coast ports have considerable control over their own site improvements. On the other hand, with respect to transiting container traffic, the ports may influence, but are unlikely to control, their own situations. Since the major container port facilities are very often on long-term lease to large intermodal carriers, the latter are making the important shipping and routeing decisions. The carriers tend in fact to set the tone and level of port competition.

What is the nature of the competition between container ports? Is it a figment of the publicist's imagination and perpetuated by irrelevant statistical boasting? Is it perhaps something forced on the ports by carriers eager to play one port off against another in a 'lowest bid' game? At what geographical scale might port competition be most useful or, maybe, least wasteful?  相似文献

This study documents that more than a half million tons of radioactive and associated materials, including wastes, were handled at US ports between 1965 and 1984. Although some ports were dominant, radioactive traffic flowed through a large number of ports. An analysis of concordance demonstrates agreement in port rankings over the 20-year period. ABSTRACT

From simple organizations as gateways for goods and passengers, ports have evolved and transformed into complex organizational systems with multiple functions. Besides providing cargo, logistics, and other kinds of services to its customers, modern ports engage in the development of their hinterlands. Sustainability, evolving from environmental actions over the years, has become the core of many modern ports’ approach towards hinterland development and port competitiveness. While the literature is concerned with and presents examples of large ports implementing sustainability initiatives, the literature is scarce on smaller ports. This article addresses this gap by exploring qualitatively the case of the Port of Aalborg, a medium-sized port in Denmark, and its evolution towards using sustainability for port and hinterland development. The research focuses on the actions behind environmental development at the port. Its evolution is mapped and explored using the analytical framework developed based on the (larger) ports’ development and their roles. The findings from the Port of Aalborg case exemplify how smaller ports can evolve to drive the sustainable development of their hinterlands and contribute to a better understanding of this kind of port.  相似文献

ABSTRACT

This paper integrates empty container reposition with container shipping network design considering the container life stages. A mixed-integer linear programming model is built to determine the liner shipping network, the initial launch ports of new containers, the ports for scrapping obsolete containers, the empty container reposition scheme and the containers of different life stages being used for a specific voyage. A case study is done by taking liner shipping among China, Japan and South Korea, Southeast Asia, Europe and the US as an example. The results show that over 93% of new containers are put into use in China while 63% of old containers are scrapped in Europe or the US, and 73% of containers used for packing cargoes from China to the US are those at the Decline Stage or the Exit Stage.  相似文献

The fundamental objective of the Container Security Initiative (CSI) is to engage both so-called 'mega-ports' (ports sending the highest volume of ocean going container traffic into the US) and the national governments where these ports are located in a way that will facilitate the pre-screening of outbound containers destined to the US. The emerging issue of security as a key factor in global supply chains can be perceived as inconsistent with the objective of facilitating international trade (Dulbecco and Laporte, 2003). However, this perception does not stand up to analysis. Security is an evident part of the mainstream supply-chain paradigm while security can also become a driver for trade facilitation. The purpose of this paper is therefore to discuss the impact of the US CSI on maritime supply chains. The first section will mostly be related to the issue of security and supply chains while the second section will investigate CSI and its impact while exploring some of the financing implications of the security initiative.  相似文献

This paper examines the meaning of four common maritime and admiralty terms: found, cargo, ballast and voyage . These terms are problematic because their definitions are elastic which makes application of the terms difficult. The four terms are important because significant legal consequences are attached to each of them, particularly for seamen on flags of convenience (FOC) and crews of convenience (COC) vessels in US ports. The findings of the author are based on personal experience as well as research conducted in preparation as an expert witness in several maritime cases in both the US District Courts and in Louisiana State Courts, personal interviews with seamen on FOC/COC vessels, interviews with legal and economic experts on the international maritime industry and officials of national and international labour organizations.  相似文献

Rather, ports must now be seen as elements in value-driven chain systems or in value chain constellations. They deliver value to shippers and to third party service providers; customer segmentation and targeting is on the basis of a clearly specified value proposition; and the port captures value for itself and for the chain in which it is embedded. The role of ports and port authorities, and the way in which they position themselves in the new business environments beyond 2001 must be defined within a paradigm of ports as elements in value-driven chain systems, not simply as places with particular, if complex, functions.  相似文献

This study employs the 'shift-share' technique to assay the status of seaport in the newly-independent Baltic States in terms of their prospects for commercial viability. It delineates the material, economic and political conditions confrontiger port managers and policy makers in these states. Each must deal with the consequences of disruption of long-standing trade dependencis and the transition from opeation within 'the Rouble zone' to free market structures integrated with western trade systems. These problems are compounded by Russia's appaent policy decision to re-route transit cargo away from Baltic State ports, the traditional 'window on the West'. to ports located in Russia itselft. Disruption of traditional hinterlands and transit cargo volumes for Baltic State ports will impact their ability to invest in essntial modernization and expansion projects, necessitated by emerging competitive pressures. It is speculated that one potential strategy available for capturing a niche and reclaiming the role of the East-West commercial bridge is through participation in the Trans-Siberian Railway 'land-bridge' trade.  相似文献

Canada's federal government is responsible for ports. Despite this, an integrated national ports system has not been established. The Canadian system includes: the Canada Ports Corporation; Harbour Commissions; and Transport Canada's Public Harbours. These are historic divisions. Following a failed 1970s attempt to place all ports within Transport Canada, in 1983 parliament opted for a Crown corporation model in establishing the Canada Ports Corporation for Canada's major ports. This paper addresses the question of whether, in today's increasingly competitive environment, a more integrated and businesslike national system of ports is required. Alternative systems range from centralization to regionalization and enhanced 'commercialization' of local ports to privatization. A suggested alternative for Canada includes incorporating all commercial ports within the Canada Ports Corporation, using a regional system for planning, and augmenting local autonomy of financially self-sufficient ports by making them crown corporations. Eventual privatization of the expanded Canada Port Corporation is also considered.  相似文献

Governments in their port reform efforts have experimented with liberalization and commercialization to improve port operations. Because of their failure to meet expectations or because of changing competitive environments, these options have generally been discarded in favour of privatization. In mature large-volume port systems, privatization was a relatively obvious solution, because interport or interterminal competition would be achieved to the extent that the monopolistic tendencies characteristic of their predecessor organizations would cease to exist. In countries with a limited number of ports having relatively small cargo volumes, however, the case is quite different. These countries would have to pursue strategies that would still induce competition in spite of their limited cargo volumes if they hoped to achieve the same privatization benefits and market disciplines enjoyed in other countries. This article examines the port reform approaches used in three distinct competitive settings;the experiences in these countries offer some guidance on how to assure that ports will feel competitive pressures even under conditions of limited cargo volumes.  相似文献

Climate change is having and will continue to have a range of negative impacts on social–environmental systems. Many ports, with their coastal locations and essential roles in regional and national economies, face particular exposure to storm impacts that may worsen with climate change. Currently in the United States port resilience planning falls primarily on port operators. Engaging a wider range of stakeholders in long-term seaport functioning may reduce risks from disruptive and potentially irreversible impacts of climate change. This study uses empirical data gathered through two case studies of highly exposed U.S. ports, Gulfport (MS) and Providence (RI), to identify strategies that port planners and external stakeholders consider feasible for enhancing their port's resilience. This article categorizes these resilience strategies and suggests the potential role that different stakeholders could play in facilitation and implementation.  相似文献
