Considerable change has occurred in the Baltic basin over recent years as a consequence of the re-unification of West and East Germany, political change in Polandd, the collapse of the former Soviet Union and the emergence of the independent Baltic states of Latvia, Lithuniania and Estonia. This paper reflects on the nature of the impact of these recent changes and considers trends and developments that may emerge for the future, by concentrating on the eastern Baltic regions(Poland to Russia). It is concerned more with general maritime markets and the ports and shipping interface than with the shipping industry and shipbuilding sectors of these regions. Much of the background material for the paper has been derived from participation in projects for the CIS, in Latvia and in Poland and for which the EBRD, EC (PHARE Programme) and World Bank are respectively acknowledged as the project instigator and funding agencies.  相似文献

The purpose of this paper is to summarize the European maritime transport policy within the context of maritime politics at large. At the outset the legal framework conditions and supportive instruments for the shipping and port industries are presented. Against the background of recent accidents at sea, such as the sinking of ERIKA and PRESTIGE, the EU legislation on maritime safety is of particular interest as it is both complex and rapid in reaction to environmental needs and political pressure. Finally, the sensible relationship between the EU as a regional organization and the IMO as “the competent international organization” is discussed with a view to reconcile possible rivalry and to suggest a complementary cooperation between the two organizations.  相似文献

This paper suggests the existence of a feedback relationship between the dynamic entrance of less-developed countries in shipping and the prolongation and deepening of maritime crises. The duration and extent of the transitional period of crisis depends also on the specific terms of the 'succession' procedure between fleets with different cost levels. During the last major maritime crisis, nations at a less advanced stage of development entered the maritime industry producing a service that had become—more or less—'standardized', following the Vernon product cycle more than all other cycles. The distribution of world tonnage among the different groups of countries underwent major changes as the effects of the economic crisis after 1973, which coincided with developments in the supply of tonnage, created favourable conditions for the rise of the lower cost fleets of developing countries, in a feedback relationship. The restoration of freight levels during the late 80s and early 90s, which was accompanied by a certain stabilization in the various groups of countries' shares in the world fleet, corroborates from the opposite direction the hypothesis of a close interrelationship between maritime crisis and changes in the international hierarchy in shipping.  相似文献

The paper is to explore the relation between national economic development and the formulation of maritime policy. It collects and examines data from 30 maritime nations, and shows that maritime policy is determined by economic circumstance rather than the result of rational decision of policy makers. A general solution is produced for an optimum maritime policy under a given economic condition. While recognizing the need for increased participation of the private sector in the maritime industry of developing countries, there is a need to go beyond the call for privatization in terms of mere change of ownership from state to private sector as the only solution to the inefficiency of the maritime industry in developing countries. This limited understanding of the maritime problems of these countries abounds in the literature on maritime privatization. This study departs from this approach and focuses on the political economy of the maritime industry, and suggests that maritime privatization will not necessarily result in increased efficiency of the divested maritime enterprises. Rather, it argues that maritime problems in these countries have less to do with ownership than with the structural constraints in world shipping together with internal management and local ~olitics. The maritime industrv in West and Central Africa is used as a case studv. and recommendations such as selective privatization, 'programme contract', and most importantly, corporatization, are suggested as alternative strategies that could enhance maritime privatization and the development of the maritime industry in developing countries.  相似文献
