The measurement of transit service quality is very important for guaranteeing a transport supply characterized by satisfactory service levels for the passengers. Even more important is the monitoring of the levels of service quality over time, which can be very useful to determine if the goals established by the transport planners are being met or exceeded. The status and evolution of transit service quality can be monitored through periodic and regular updating of the opinions expressed by the passengers about the service during the well-known Customer Satisfaction Surveys, allowing the effect of policies to be evaluated and specific interventions to be introduced. In this work, just the issue of monitoring service quality based on users’ opinions is approached, and the index numbers usually applied in the economic and industrial field are proposed for this purpose. Index numbers permit to study the fluctuations or variations of a variable or more variables over time, providing a powerful measurement for making comparisons and predictions of the analyzed concept. The index numbers were calculated on the basis of data collected from Customer Satisfaction Surveys addressed to the passengers of the metropolitan public service of Granada (Spain). The analyzed time period has been established from 2007 to 2013. Interesting results derive from the calculation of the index numbers. Since both perceptions and importance rates are considered in this methodology, the results can inform, not only on the satisfaction tendencies but also on the trend on customers’ priorities, which is actually the expected quality. The disadvantages of conventional transportation study models, in particular their large data requirements and their weaknesses in dealing with changes in trip generation rates have led to a need for a simple model that can quickly and at low cost examine alternative public transport strategies.This paper investigates simple economic models of bus demand, examines alternative variables that can be used and discusses some alternative model forms. It demonstrates the results of a model using data from twelve urban bus operators in Britain and compares the results with those from other types of study. The model utilises fare and service quality elasticities to explain the decline in passengers on urban bus services, and derives an average elasticity with respect to fare changes of –0.31 and with respect to service quality changes of +0.62. It is estimated that fare rises accounted for 13% of the 43% decline in passengers over the last fifteen years, vehicle mileage reductions for 14.3% and that only 15.7% was due to such factors as rising car ownership which are often given as the cause of declining bus patronage.The results, by showing that passengers are far more sensitive to changes in service than they are to fare rises, are a useful guide to the broader public transport policy issues, and the paper concludes that the model does provide a useful method of forecasting public transport demand at a strategic level. Further work is needed, however, to establish more accurate forecasts for different types of passenger and studies are now being undertaken to establish these and to construct an operational forecasting model that can be applied with only limited data requirements  相似文献

This study analyses the impacts of changes in fares, service supply, income and other factors on the demand for public transport on the basis of panels of English counties and French urban areas. The analysis is based on dynamic econometric models, so that both short- and long-run elasticities are estimated. Conventional approaches (i.e. fixed- and random-effect models) rely on the hypothesis that elasticities are the same for all areas. Having shown that this hypothesis is not valid for these data sets, the heterogeneity amongst areas is accounted for using a random-coefficients approach, and Bayesian shrinkage estimators.Estimated elasticities for France and England are compared, by using a common set of variables, similar time period and a common methodology. The results show a considerable variation in elasticities among areas within each country. The major conclusion is that public transport demand is relatively sensitive to fare changes, so that policy measures aimed at fare reduction (subsidisation) can play a substantial role in encouraging the use of public transport, thus reducing the use of private cars.  相似文献

This article reports on an implementation study of a computerised decision support system for public transport management for the Athens Public Transport Authority (APTA). The study analysed the current situation, specified user requirements, determined system functionality, designed the system architecture, organised the project and, finally, planned dissemination activities. The decision support system covers the main public transport management activities of APTA - transport service provision, economic and financial planning, passenger complaints and suggestions, and personnel management - offering its users the possibility to study the potential effects of their decisions before implementation. To achieve this, the system will consist of a data warehousing system, for the integrated management of a wide variety of data sources, and of online analytical processing tools, for information analysis and scenario testing. The system architecture has been designed to offer robustness, flexibility, rich functionality and open connectivity. The system aims to help APTA reduce operational costs and provide a better transport service, attracting more passengers to public transport and reducing, in the process, congestion and pollution.  相似文献

There is an extensive and continually growing body of empirical evidence on the sensitivity of potential and actual users of public transport to fare and service levels. The sources of the evidence are disparate in terms of methods, data collection strategy, data paradigms, trip purpose, location, time period, and attribute definition. In this paper, we draw on a data set we have been compiling since 2003 that contains over 1100 elasticity items associated with prices and services of public transport, and car modes. The focus herein is on direct elasticities associated with public transport choice and demand, and the systematic sources of influence on the variations in the mean estimates for fares, in-vehicle time, and headway obtained from 319 studies. The major influences on variations in mean estimates of public transport elasticities are the time of day (peak, all day vs. off-peak), the data paradigm (especially combined SP/RP vs. revealed preference (RP)), whether an average fare or class of tickets is included, the unit of analysis (trips vs. vkm), specific trip purposes, country, and specific-mode (i.e., bus and train) in contrast to the generic class of public transport.  相似文献

Recently much debate has been generated over the issue of public transportation service for the transportation handicapped. In particular, older rapid rail systems have been required to make key stations accessible to the handicapped. However, a waiver of this requirement is permitted in cities where the handicapped community and local officials work out an alternative service system with equal or better station accessibility. In this context, it is the purpose of this paper to present a comparative analysis of a door-to-door demand responsive system and feeder/fixed-route service, two of the service options which are expected to represent acceptable alternatives to “key transit station accessibility” requirements. The comparisons evaluate alternative scenarios of doorstep accessible transportation for the transportation handicapped using analytical models. The results of the comparisons clearly indicate the relative advantage of door-to-door demand-responsive systems over the combination of a feeder and an existing fixed-route system. In particular, when compared to a feeder service, the direct door-to-door service is likely to be less costly, because it requires a smaller fleet and to provide a more desirable service, because it does not entail transfers.  相似文献

At the beginning of the 1980s, it seemed that a consensus was emerging among researchers that public transport service levels, fares or quality had a small but possibly important effect on car ownership, and that this should be taken into account for those purposes where car ownership forecasts are used for developing policy on public transport or roads. Somehow, the findings faded away, and had little effect on policy thinking or on analytical techniques. The results of six surveys carried out in South Yorkshire over the period 1972 to 1991, during which there were extreme changes in public transport policy, tend to support a prima facie case for reopening the question. At the household level, car ownership rates are shown to be more volatile than is often assumed, especially in multiple car households. This volatility provides a context within which the quality of public transport provision appears to influence both the level of car ownership and the relationship between changes in the level of car ownership and changes in public transport use.  相似文献

Public transport ridership retention is a challenge for many cities. To develop comprehensive strategies aimed at retaining riders, it is necessary to understand the aspects of public transport that influence users to become loyal to the system. This paper analyses relevant literature regarding the causes of satisfaction and loyalty in public transport. We find that the service factors most associated with satisfaction are on-board cleanliness and comfort, courteous and helpful behaviour from operators, safety, as well as punctuality and frequency of service. On the other hand, loyalty is associated with users’ perceptions of value-for-money, on-board safety and cleanliness, interactions with personnel and the image and commitment to public transport that users feels. Furthermore, the results elucidate that the concept of loyalty is best defined based on users’ intentions to continue using the service, their willingness to recommend it to others, their overall satisfaction, but also and most importantly, their image of and involvement with public transport. Public transport users who have a positive image of the agency and consider public transport an integral component of city life are more likely to demonstrate loyalty and act like ambassadors for public transport agencies.  相似文献

The success of any enterprise, in a market-oriented economy, depends upon it's quality. This paper describes the results of a survey of commuters on the quality of services and their relative weights, and of the attributes that determine the service level of bus transport undertakings. The model uses the theory of fuzzy sets to process the information obtained. A composite index, called level-of-public transport-service (LOPTS), is defined and used to measure the service qualities. This approach is presented with guidelines for rating the quality of services, fuzzy-set representations of the linguistic grades, definition of LOPTS and its use in a public transport quality data base. An example is presents how the approach can be employed to analyse data bases generated from a quality survey. This approach is compared with the numerical rating approach with single number representation.  相似文献

The environmental performance of public transport plays a key role in improving air quality in urban areas. An important way of improving existing transit services is to use innovative propulsive systems; however, this needs considerable financial resources that are not always available. Here we assess how the organizational form of the transit system may impact the environment relying on a new methodology that permits comparisons in terms of distance traveled between a traditional fixed-route and a demand responsive transit service. We apply an emission model to find the least polluting transit system under a broad range of scenarios with different road networks, service quality levels and demand densities. Results indicate that demand responsive transit services minimize emissions for high quality service level and low demand density scenarios. Furthermore, the possibility of employing smaller vans with lower emission factors guarantees additional substantial benefits in terms of atmospheric pollution for demand responsive transit services, thereby giving them a competitive advantage in virtually every case.  相似文献

Numerous recent studies have investigated the relationship between the location of jobs and housing in urban areas and how this relates to urban commuting patterns. Few have utilised the dual of the transportation problem of linear programming (TPLP) to provide insights into these relationships Accordingly, this analysis utilises the TPLP to determine dual variable values (shadow prices) for a study area in Dublin, Ireland. The approach determines the pattern of relative location advantage for the peak and off-peak travel periods and for public and private transport for 1991 and 2001. The results are set against the expected results for hypothetical urban structures. The results show that the pattern of relative location advantage has altered sharply over the study period for off-peak trip-making but has remained more or less the same for trip-making in the peak period. For the off-peak period, the pattern of relative location advantage has shifted from the central area to the periphery specifically for private transport trips; for public transport, the pattern has remained focused on the city centre. This indicates that private transport users can react more quickly to changes in the distribution of land-use activities than their public transport counterparts due to the relatively fixed nature of the latter mode. This implies that the public transport network needs to be reorganized to better reflect the revised pattern of trip-making specifically for the off-peak period. The results demonstrate the value of using the approach for providing information about the spatial organisation of land uses within cities and where future development may be targeted.  相似文献

Encouraging the use of public transport is a key policy goal in many countries. Therefore, public transport should offer the level of quality that accommodates the demands of current users, and importantly, the desires of potential users. This study investigates the influence of the perceived quality of bus service on the perception of both current and potential users. The study draws upon data from 512 questionnaires distributed across Belfast City in the UK. The study utilises a binary logistic regression model to quantify the relationships between the perceived quality of 29 bus indicators (independent) and the perceptions of users towards the overall bus service (dependent). Eleven significant indicators are reported to have significant influence on the perception of users. These indicators are utilised to propose scenarios for optimising the quality of bus service with the perceptions of current and potential users.  相似文献

This paper presents a discussion on the relationship between organizational forms (including the ownership structure and the contractual practices) and passenger satisfaction of Chinese public transport service. To test this proposition, an original rich data set covering 4702 respondents and 58 public transport operators of 13 cities for the period 2013–2014 is used. We firstly estimate the passenger satisfaction based on customer satisfaction theory and PLS-SEM, and then take into consideration the mixed logit model to assess the effect between them. Conclusions drawn from the study are summarized as follows: ① The effect of organizational forms on the passenger satisfaction of public transport service is confirmed. ② Public transport services franchised to public ownership offer higher passenger satisfaction than those franchised to private ownership and mixed ownership. ③ Public transport services regulated by the management contracts incite more passenger satisfaction than those regulated by net cost contracts and gross cost contracts.  相似文献

This paper presents an original essay that explains the mobility behaviour towards the public transport supply in Tunisia. This research aims to determine the key variables affecting an individual’s decision to travel by public transport and explains how the use of these means fits the mobility strategies. The dynamic panel model is applied to twelve Tunisian Regional companies, where we aim to analyze the behaviours of Tunisian citizens in the regions where Regional Transport Companies ensure the total service supply of urban, interurban and suburban public transport of travellers. The results show that mobility behaviours are subject to various variables. In particular, service quality, mean price and active population are the most significant variables regarding public transport demand in Tunisia.  相似文献

The paper reports the results of a series of studies conducted to enable the London Planning Advisory Committee to provide advice on strategic transport policy for London. The analytical approach combined the use of an area-based, multi-modal strategic model (LAM) and professional judgment. The performance of LAM as a basis for providing rapid advice on complex issues in transport policy is assessed.The resulting policy advice advocated a coherent approach, involving new infrastructure, particularly for rail; improved management of the road and public transport networks; the use of subsidy to enhance public transport service levels; and road user charges to reduce the impact of private vehicles on congestion and the environment. Road user charges emerged as the pivotal issue in the policy; the paper discusses their role, and the questions which still need to be resolved before they can be implemented.The main message of the study is that no one element of transport policy can tackle London's problems alone; an integrated policy in which infrastructure provision, management and pricing are used to complement one another is shown to be far more effective.  相似文献

ABSTRACT

Through the comprehensive consideration of four subsystems – overall development level, infrastructure construction, public transportation service level and policy support – an index system of public transport priority performance evaluation is established. A performance evaluation of bus priority implementation in Wuhan City from 2007 to 2016 is carried out by applying the difference coefficient CRITIC-TOPSIS model. The obstacle factor model is also used to diagnose the factors affecting the priority performance of urban public transport. The research results show that, during this decade, the comprehensive performance of Wuhan City’s public transport priority developed from poor to medium, then to good and finally to excellent. The overall development level and infrastructure construction performance subsystems have the highest obstacle degree, followed by public transportation service levels and policy support performance subsystems. The research idea and method of this paper provide a realistic basis for promoting the priority performance of urban public transport.  相似文献

BackgroundCycling for transportation has become an increasingly important component of strategies to address public health, climate change, and air quality concerns in urban centers. Within this context, planners and policy makers would benefit from an improved understanding of available interventions and their relative effectiveness for cycling promotion. We examined predictors of bicycle commuting that are relevant to planning and policy intervention, particularly those amenable to short- and medium-term action.MethodsWe estimated a travel mode choice model using data from a survey of 765 commuters who live and work within the municipality of Barcelona. We considered how the decision to commute by bicycle was associated with cycling infrastructure, bike share availability, travel demand incentives, and other environmental attributes (e.g., public transport availability). Self-reported and objective (GIS-based) measures were compared. Point elasticities and marginal effects were calculated to assess the relative explanatory power of the independent variables considered.ResultsWhile both self-reported and objective measures of access to cycling infrastructure were associated with bicycle commuting, self-reported measures had stronger associations. Bicycle commuting had positive associations with access to bike share stations but inverse associations with access to public transport stops. Point elasticities suggested that bicycle commuting has a mild negative correlation with public transport availability (−0.136), bike share availability is more important at the work location (0.077) than at home (0.034), and bicycle lane presence has a relatively small association with bicycle commuting (0.039). Marginal effects suggested that provision of an employer-based incentive not to commute by private vehicle would be associated with an 11.3% decrease in the probability of commuting by bicycle, likely reflecting the typical emphasis of such incentives on public transport.ConclusionsThe results provide evidence of modal competition between cycling and public transport, through the presence of public transport stops and the provision of public transport-oriented travel demand incentives. Education and awareness campaigns that influence perceptions of cycling infrastructure availability, travel demand incentives that encourage cycling, and policies that integrate public transport and cycling may be promising and cost-effective strategies to promote cycling in the short to medium term.  相似文献
