ABSTRACT

Often called paratransit because of their flexible stops, schedules and routes, minibuses make up the bulk of public transport in African cities. Despite their ubiquity and importance, these systems are poorly understood by transportation planners who tend to focus on large-scale urban infrastructure projects such as highways, commuter rail or bus rapid transit systems. The assumption within much of this planning is that these minibus systems are barriers to change and will become at most secondary “feeder” buses within large-scale projects, but structured plans detailing this vision are lacking. This paper argues that frequent failure to collect data and value important paratransit systems as a critical part of transportation in their own right is deeply problematic from the point of view of equity, access and inclusive and effective planning. We ask whether the growing number of bottom up mapping projects of minibus systems can disrupt this status quo. By comparing two mapping projects, Digital Matatus in Nairobi and the Mapa Dos Chapas in Maputo, we find that inclusive, collaborative mapping can help render these minibuses more visible in planning and provoke more grounded and inclusive “planning conversations” on multi-modal integration, passenger information and minibus upgrading, all key but relatively marginalised aspects of creating accessible, low emission, high quality and safe public transport in African cities.  相似文献

Investment packages, involving several modes, emerge as a widely used element in urban transport policies. Package policies entail some specific possibilities and traps in the planning and decision-making processes. To assess these properties, the concepts of instrumental and communicative rationality are applied. These rationality concepts serve to structure the pro and con arguments concerning four crucial considerations in package planning: The use of formal impact assessment methods, the overall size and changeability of the investment packages, the share of road vs green modes investments, and the sequence of implementation. ABSTRACT

AV technologies have the potential to transform urban landscapes and existing transport systems and networks. Yet, the utopian imaginary of reduced automobile ownership and a new shared economic future sits in tension with suggestions that car dependency, urban sprawl and transport inaccessibility will be exacerbated. The issues are situated in a complex governance landscape involving an influential private sector who are increasingly setting the agenda. The public sector may be forced into reacting to the new innovations by information technology and automobile companies as they are introduced into existing built environments. Drawing on an extensive literature base and interviews with public sector planners, this paper reveals the conceptual gaps in the framing of AV technology – the prospects and limits – and how these are conceived. The paper raises questions about the role urban planning can play in the rollout of AVs in order to anticipate and mediate unwanted built environment and socio-spatial impacts, as well as reconciling the ambition of transport innovation with the public purpose of planning.  相似文献

A travel plan is a mechanism for delivering a package of transport measures at a site to manage car use and encourage the use of more sustainable forms of transport. In recent years, travel plans have been required for new infill and greenfield developments through the land-use planning and approvals process, predominantly in the United Kingdom, the United States, continental Europe and Australia. This paper contributes to the literature by providing a global review of travel plans for new developments. The results show that while travel plans for new developments share a common set of elements with those for pre-existing sites, differences within each element are notable, particularly in the types of travel plan measures adopted, processes for managing the travel plan, and approaches to monitoring and review. Results of previous evaluations have varied considerably, although most have reported a reduction in car driver trips of 10–20 percentage points. Despite this, most evaluations lack rigour, with a paucity of robust evidence. Key success factors identified by the literature, such as the provision of an explicit policy supporting the role of travel plans, should be embedded within the travel planning process where possible to ensure best outcomes for new developments.  相似文献

This article describes some general features of public transport provision in the urban areas of Japan (especially the large urban areas), and some specific features of an integrated transport system currently being developed in one such area. Although there are a number of important differences between Japan and the United Kingdom — such as the degree of urbanisation, level of car ownership, the responsibilities of government organisations and the existence of private railways in Japan — there are many similarities in the role that public transport plays and the factors which influence the efficiency of public transport.The success or otherwise of the developments in urban public transport systems in Japan would seem to have important implications for the design of transport systems in the similarly dense and compact conurbations of the United Kingdom and other European countries.  相似文献

Abstract

Many urban university campuses are considered major trip attractors. Considering the multimodal and complex nature of university campus transportation planning and operation, this paper proposes a dynamic traffic simulation and assignment analysis approach and demonstrates how such a methodology can be successfully applied. Central to the research is the estimation of trip origindestinations and the calibration of a parking lot choice model. Dynamic simulation is utilized to simulate multiple modes of transportation within the transportation network while further assigning these modes with respect to various mode-specific roadway accessibilities. A multiple vehicle-class simulation analysis for planning purposes becomes a critical capability to predict how faculty and staff who once parked within the campus core choose other nearby alternate parking lots. The results highlight the effectiveness of the proposed approach in providing integrated and reliable solutions for challenging questions that face urban university campus planners and local transportation jurisdictions.  相似文献

The paper describes an approach to the vexing problem of transport planning and policy. It deals jointly with three questions, which in today's practice are addressed separately: How are hypotheses about transport problems and alternatives to their solution developed? How can a good plan or policy be identified? What is the process of implementing a transport plan or policy? In doing this the paper has the ambitious objective of proposing a new model and process for transport planning and policy. It is applicable in developed and developing countries and is not restricted to the transport sector. The paper builds on, and is a reinterpretation of two cornerstone transport planning and decision-making models – the CATS (Chicago Area Transportation Study) Planning and Design Model and Braybrooke and Lindblom's Disjointed Incrementalism. It advances a technique of experiential incrementalism (termed polisanalysis) to develop and implement plans and policies. It proposes that problems should be diagnosed by observation and continuous data collection; that their continuous analysis, finding the “cure”, and implementation take place through the method of experiential incrementalism. In this method interventions are grounded on the theories of neoinstitutional economics and psychoanalysis and derived using contact function, explained in the paper, which renders the method scientific replicability. Experiential incrementalism can employ a wider array of options in planning and policy than is presently thought possible. Like other scientific methods, its application requires rigorous training.  相似文献

This paper investigates intermodal freight transport planning problems among deep-sea terminals and inland terminals in hinterland haulage for a horizontally fully integrated intermodal freight transport operator at the tactical container flow level. An intermodal freight transport network (IFTN) model is first developed to capture the key characteristics of intermodal freight transport such as the modality change phenomena at intermodal terminals, physical capacity constraints of the network, time-dependent transport times on freeways, and time schedules for trains and barges. After that, the intermodal freight transport planning problem is formulated as an optimal intermodal container flow control problem from a system and control perspective with the use of the proposed IFTN model. To deal with the dynamic transport demands and dynamic traffic conditions in the IFTN, a receding horizon intermodal container flow control (RIFC) approach is proposed to control and to reassign intermodal container flows in a receding horizon way. This container flow control approach involves solving linear programming problems and is suited for transport planning on large-sized networks. Both an all-or-nothing approach and the proposed RIFC approach are evaluated through simulation studies. Simulation results show the potential of the proposed RIFC approach.  相似文献

The urban transport sector offers a noteworthy potential for the reduction of national greenhouse gas emissions as well as local pollutant emissions such as nitrogen oxides and particulate matter if electric drive systems are increasingly used. Owing to the fact that electric busses are still in the development phase, higher investment costs have evolved for public transport providers. Hence, decision making about where to introduce electric bus lines is mainly characterized by economic as well as technological considerations. The integration of local or regional ecological aspects is often neglected. An interdisciplinary approach was applied to the bus network of an urban public transport provider. By combining spatial-analytical techniques and statistical methods, the local environmental relief potential of electric busses has been evaluated. The results show that due to their specific line characteristics and the frequency of service, two bus lines out of 28 are particularly suitable for the introduction of electromobility in Dresden, Germany. The presented scientific work contributes to the extension of environmental assessments and decision making tools by including the spatial dimension of environmental impacts. It increases the practical relevance, especially for management decisions of political and entrepreneurial stakeholders by providing a sensible decision basis for local or regional infrastructure projects.  相似文献

Severe traffic congestion in and around many cities across the world has resulted in programmes of extensive road building and other capacity increasing projects. But traffic congestion has often not fallen in the long run and neither has journey speed increased. Demand for peak period road travel, particularly by car, has grown so strongly that increases in road capacity have been quickly matched by increased road use. This paper develops a model of a road network characterised by insatiable road passenger (car and bus) demand. The model parameters are calibrated on a typical urban road network, and a number of simulations conducted to determine social welfare after the introduction of a road capacity constraint into the optimisation process. The empirical results have an important policy implication for the evaluation of projects that increase road capacity, namely that standard methods of cost-benefit analysis may tend to overestimate the net benefits of such projects by a significant amount. Although the model is developed in the context of roads and road traffic congestion, it could also be applied to air travel.  相似文献

Previous research has shown integrated planning to be important for achieving aims concerning more environmentally friendly transport operations, but less good at explaining prerequisites of implementation. This paper analyses how management and working practises in local authorities, here understood as steering cultures, affect implementation of integrated land-use and public transport planning approaches. The analysis builds on case studies of planning in two Swedish municipalities. These have developed two antithetical steering cultures, namely one that can be described as deliberative and one that can be described as sectorised. The paper describes the advantages and disadvantages of these steering cultures. The findings show the deliberative model to facilitate integration through advanced mechanisms of consensus and co-ordination between policy-makers and officials. The sectorised model has no such mechanisms, but this need not result in poor prospects of integrated planning. It is important for integrated planning approaches, whatever the steering culture, to be in line with the institutionalised norms and objectives by which planning practices are governed. Integration therefore needs a normative component, so as to ensure implementation. The important normative component in this context can be construed as discourses and rationales concerning transport and the urban development of which public transport forms part.  相似文献

In contemporary times, Public–Private Partnership (PPP) in transport infrastructure has gained considerable attention in developing regions following its success in the developed countries. However, Sub-Saharan Africa (SSA) is among the developing regions with few transport PPP projects and among the regions with high number of failed projects. Meanwhile the region's transport infrastructure need far exceeds it current provision. This paper therefore aims to examine the project experiences (success and failure factors) of three highly profiled transport PPP projects, namely the Lekki toll road concession project (Nigeria), N4 toll road (South Africa/Mozambique) and Port of Maputo (Mozambique) in order to develop policy measures for effective future implementation. The experiences of the three projects show that transport PPP policy is indeed feasible in SSA. However, to realise its full applicability, proper policy actions and measures must be carefully observed and these include effective and efficient stakeholder management, transparent and competitive tendering process, high participation of local investors, stable macro-economic conditions and strong government commitment and regulatory framework. The projects experiences and policy actions developed are impactful in accelerating transport infrastructure development through PPP approach in SSA. Hence it is hoped that policy-makers and practitioners would be informed on the key strategies to employ in implementing future projects.  相似文献

This paper examines the evolution of urban transport planning since the 1960′s, identifies the key trends that have influenced such planning, describes the current state of urban transport planning, and speculates on the important characteristics that will influence urban transport planning over the next several decades. Fifteen planning conferences since 1957 are reviewed to show the changing perspectives on planning from the professional community. Ten areas are identified that will provide special challenge to future transport planners—demographic changes, the importance of economic production and market forces for transport system performance, multimodal perspectives for transport planning, adopting an operations focus, an important role for technology, developing a sense of community, laying the groundwork for pricing, integrating transport decision making with growth management, transport planning within a sustainability framework, and providing greater accountability of the decision making and planning processes.  相似文献

Abstract

Traditional transport infrastructure assessment methodologies rarely include the full range of strategic benefits for the transportation system. One of these benefits is the contribution to cross‐border integration, critical for the European integration process. However, this is a key issue in strategic planning and decision‐making processes, as its inclusion may increase the probability of large‐scale transport infrastructure projects being funded. This paper presents a methodology for the measurement of the contribution of transport infrastructure plans to European integration. The methodology is based on the measurement of the improvement in network efficiency in cross‐border regions of neighbouring countries, via accessibility calculations in a Geographical Information System support. The methodology was tested by applying it to the ambitious road and rail network extensions included in the Spanish Strategic Transport and Infrastructure Plan (PEIT) 2005–2020. The results show significant and important network efficiency improvements of the PEIT outside the Spanish border. For the road mode, while the Spanish average accessibility improvement accounts for 2.6%, average improvements in cross‐border regions of France and Portugal are of 1.8%. And for the rail mode, the corresponding Spanish value is 34.5%, whereas in neighbouring regions it accounts for 20.2%. These results stress the significant importance of this strategic benefit and the consequent need for its inclusion in strategic planning processes. Finally, the paper identifies the potential of the methodology when applied at different administrative levels, such as the local or state levels.  相似文献

This paper presents an intelligent optimization tool that assists planners and designers in finding preferable highway alignments, connecting specified endpoints or zones. It integrates genetic algorithms with a geographic information system (GIS) for optimizing highway alignments and processes massive amounts of relevant data associated with highway design and alternative evaluation. To show the applicability of the proposed model to a real-world problem, two actual highway projects in the state of Maryland have been analyzed using the model. An extensive analysis of sensitivity to key model parameters is also conducted to describe the model capabilities. The analysis results show that the model can effectively optimize highway alignments in an area combining complex terrain and various types of natural and cultural land-use patterns, and provide detailed information of optimized alignments as a model output. It is also found that the alignments optimized by the model are quite similar to those obtained through conventional manual methods by a state agency, but the model can greatly reduce the time required for highway planning and design as well as produce lower cost solutions. Finally, the results confirm that all dominating and alignment-sensitive costs should be simultaneously evaluated in the alignment optimization process because many trade-off opportunities exist among those costs. The proposed model can greatly contribute to the productivity of highway planners as well as to the quality of the resulting infrastructure.  相似文献

Currently autonomous or self-driving vehicles are at the heart of academia and industry research because of its multi-faceted advantages that includes improved safety, reduced congestion, lower emissions and greater mobility. Software is the key driving factor underpinning autonomy within which planning algorithms that are responsible for mission-critical decision making hold a significant position. While transporting passengers or goods from a given origin to a given destination, motion planning methods incorporate searching for a path to follow, avoiding obstacles and generating the best trajectory that ensures safety, comfort and efficiency. A range of different planning approaches have been proposed in the literature. The purpose of this paper is to review existing approaches and then compare and contrast different methods employed for the motion planning of autonomous on-road driving that consists of (1) finding a path, (2) searching for the safest manoeuvre and (3) determining the most feasible trajectory. Methods developed by researchers in each of these three levels exhibit varying levels of complexity and performance accuracy. This paper presents a critical evaluation of each of these methods, in terms of their advantages/disadvantages, inherent limitations, feasibility, optimality, handling of obstacles and testing operational environments.Based on a critical review of existing methods, research challenges to address current limitations are identified and future research directions are suggested so as to enhance the performance of planning algorithms at all three levels. Some promising areas of future focus have been identified as the use of vehicular communications (V2V and V2I) and the incorporation of transport engineering aspects in order to improve the look-ahead horizon of current sensing technologies that are essential for planning with the aim of reducing the total cost of driverless vehicles. This critical review on planning techniques presented in this paper, along with the associated discussions on their constraints and limitations, seek to assist researchers in accelerating development in the emerging field of autonomous vehicle research.  相似文献

The Intergovernmental Panel on Climate Change estimates that greenhouse gas emissions (GHG) must be cut 40–70% by 2050 to prevent a greater than 2 °Celsius increase in the global mean temperature; a threshold that may avoid the most severe climate change impacts. Transportation accounts for about one third of GHG emissions in the United States; reducing these emissions should therefore be an important part of any strategy aimed at meeting the IPCC targets. Prior studies find that improvements in vehicle energy efficiency or decarbonization of the transportation fuel supply would be required for the transportation sector to achieve the IPCC targets. Strategies that could be implemented by regional transportation planning organizations are generally found to have only a modest GHG reduction potential. In this study we challenge these findings. We evaluate what it would take to achieve deep GHG emission reductions from transportation without advances in vehicle energy efficiency and fuel decarbonization beyond what is currently expected under existing regulations and market expectations. We find, based on modeling conducted in the Albuquerque, New Mexico metropolitan area that it is possible to achieve deep reductions that may be able to achieve the IPCC targets. Achieving deep reductions requires changes in transportation policy and land-use planning that go far beyond what is currently planned in Albuquerque and likely anywhere else in the United States.  相似文献

In transport literature there is an ongoing discussion on the potential of light rail in mitigating congestion and supporting mobility around urban centres. Throughout Europe and the United States, many policy makers see light rail as an interesting option to improve the accessibility of urban centres. The Dutch national government wanted to support swift light rail realization in a number of promising situations.Several projects gained support from the national government for implementation. However, the decision-making on a local level was not nearly as swift as expected and not in line with the promise. This paper presents an analysis of that perceived slowdown and shows that the approach of the national government with a strict focus on light rail and a detachment from the local processes has played an important role in the slowdown. It shows that light rail can very well be a solid option. However, its successful implementation is not solely dependent on light rail suitability for the mobility patterns in the region, but very much on the approach of the implementation of those supporting the option.  相似文献
