在被不可逆转的经济全球化趋势边缘化的同时,作为发达国家的依附型经济体,西亚、北非国家承受了经济危机压力转嫁后的巨大冲击,加之自身贫富悬殊和高失业率等社会问题愈演愈烈,丰富的油气资源又让列强垂涎……内乱外扰之下,大中东地区由此进入了一个大调整、大变革、大动荡、大洗牌的新的历史时期。     

“支线危机”——被变局影响的变局

正在集装箱运输市场,一场本质上是大型全球承运人之间的联盟重组,极大地压缩了支线班轮公司的市场占有率与生存空间。几乎所有稍具规模的支线运营商,全部被卷入了这场未能预知的波动。在大家还将关注目光聚于全球东西向主干航线市场之时,支线运输市场正遭遇一场不寻常的危机。很大程度上,此次支线危机的导火索并非支线班轮公司之间的摩擦,航运联盟重组及布局爆

日本、东亚／西亚、中东航线西行2005年运价上调计划

日本、东亚，西亚、中东航线的主要配船公司决定提高2005年日本、东亚发运集装箱的运价。日本发运的分两次提价，往西亚四国的每20英尺箱共上调550美元，往红海、亚丁湾六国的每20英尺箱共上调500美元，往波斯湾八国的，全年合同上调约500美元，半年合同一年共上调650美元。第一次调价于4月1日实施。     

Comparisons of urban transport sustainability: Lessons from West and North Africa

The diagnosis for urban transport sustainability depends on the context of different regions worldwide. We focus in this paper on West and North Africa which reveal similarities but also structural differences which are explored further. The importance of paratransit in its various forms is strongly observed in sub-Saharan Africa and to a lesser extent in North Africa. The attempts to regulate and organise this sector have been difficult; one interesting experience in Dakar occurred during a programme of fleet renewal. In parallel it is observed that there are positive but insufficient experiences of public transport authorities in some cities (Dakar, Abidjan) and similar projects postponed in other cities because of the institutional problems. One also observes the constant difficulties of designing sustainable schemes for bus companies. An answer to this crisis has been found in North Africa, through investment in new mass transport systems. However, mass transport projects in West Africa are very weak in comparison. The gap between public transport costs and income levels there remains a major obstacle to sustainable mobility exacerbated by the poverty of a significant part of the urban population in West Africa. Two other critical factors are also identified affecting sustainable mobility requirements, namely, the urban sprawl and increasing energy costs. Finally the conclusion recommends the use of research and expertise networks in order to help the design and the implementation of suited solutions.

Congratulations on COSCO achieving four awards on the Australia/ East Asia and North Asia liner services

Over 500 people of the shipping and transport fraternity gathered at Darling Harbor in Sydney on 17 October for the Australian Shipping and Transport Awards 2001 hosted by Lloyd's List DCN. Through shipping and transport industry voting, COSCO has overcome strong competition on the Australia/East Asia trade to become winner of Customer Service Award. Other awards include three Highly Commended Award for Customer Service on the Australia/North Asia trade, and Sailing Schedule Reliability on both Australia/East Asia and North Asia trades. This is the sixth time for COSCO to be rewarded by Australian shipping industry. The awards show that     

北美西海岸港口的新发展

长滩港 为了满足蒸蒸日上的货物装卸行业的需要,位于美国加利福尼亚州的长滩港刚刚完成投资19亿美元,扩大建设新码头,维修保养老码头.在今后10年里,该港将有5座新建集装箱码头陆续投入运营,每座码头占地面积300英亩.几年来长滩港的货物贸易量一直在继续增长,2000年进出口集装箱460万TEU,与1999年相比增加4.4%,创历史新高.     

西非海域外输系统中输油管的疲劳分析

外输系统在深水油田开发中得到了广泛应用,而其中输油管的疲劳问题是外输系统设计分析的关键。针对西非深水海域外输系统中的输油管展开疲劳特性分析,基于典型西非海况下外输系统整体时域耦合分析结果,对输油管时域应力曲线采用雨流计数法进行分析,然后根据合适的S-N曲线和Miner线性准则对输油管进行疲劳损伤计算。分析内容包括西非海域不同的环境条件对输油管疲劳的作用,穿梭油轮系泊情况下输油管的疲劳特性并考虑了横向升力对于输油管疲劳损伤的影响等。通过分析得出与输油管疲劳特性相关的环境参数及造成输油管疲劳损伤的主要因素,为输油管的设计与分析提供参照。     

Environmental reform of West and Central Africa ports: the influence of colonial legacies

West and Central Africa ports have historically not paid much attention to environmental issues. In the past decade, however, environmental concerns are beginning to emerge with pockets of innovative responses to environmental risks as the ports undergo institutional and infrastructural reform – most notably, with concessions to multinational terminal operators. In this article, environmental management processes in the ports of Abidjan (Ivory Coast), Douala (Cameroon), Lagos (Nigeria) and Tema (Ghana) are compared. Three aspects of ecological modernization theory: changing role of the state, growing involvement of economic actors and economic incentives, and shifting roles for civil society organizations are focused on to analyse the dynamics of their environmental reform. Findings suggest that globalization processes are a common major trigger in enhancing a gradual but still fragmented and limited process of environmental reform in West and Central Africa ports, but paces and pathways of the reform are influenced by national politico-administrative arrangements rooted in colonial legacies. Consequently, understanding and advancing environmental reform processes of West and Central Africa ports requires following trends and significant developments but also taking into account national historical trajectories.     

西非海域环境条件下FPSO运动及载荷响应特性研究

针对在西非海域作业的某多点系泊30万吨FPSO,研究西非海域特定环境条件下的双向风浪及涌浪的联合作用对该FPSO运动及载荷响应的影响。文中基于三维势流理论对FPSO运动响应进行数值分析,并与试验值幅值响应算子(RAO)对比。利用双Ochi-Hubble谱的短期预报,论述FPSO在双方向风浪及涌浪作用下的运动幅值、加速度及载荷响应;论述涌浪方向对运动及载荷响应的影响,并考虑涌浪周期敏感性的影响,对FPSO运动加速度、幅值、波浪弯矩、波浪剪力进行数值分析;总结了FPSO在双方向风浪及涌浪作用下运动及载荷响应根据浪向的变化特点,以及FPSO波浪载荷受风浪和涌浪周期敏感性影响的特点,为西非FPSO后续的结构设计提供参考。     

西非外海滞航加油的一些体会

2009年7月底,GB轮0904航次在安哥拉的卢安达港卸货时欲安排在港添加燃油,但由于港口当局不允许在靠泊码头和内外锚地加油,经船东与加油商联系后,加油船ANUK ETEMERALD指定我轮到西非外海会遇点08°27′S/012°48′E附近离开西非沿岸约30海里处滞航进行加油操作。     

系泊参数对西非海域FPSO水动力性能影响的研究

应用三维势流理论及非线性时域耦合分析方法,研究了西非海域涌浪和风浪联合作用下,系缆根数、系缆长度和系缆间夹角等系泊参数对多点系泊FPSO水动力性能的影响,结果表明不同系缆根数或系缆长度对系缆动力响应和船体运动响应的低频部分有较大影响,为西非海域多点系泊FPSO系泊方案的设计与研究提供有效参考。
