Merchant fleet development by legislation: lessons from West and Central Africa

In the late 1960s and early 1970s, several developing maritime nations began to invoke their 'legitimate right' to carry, in their own vessels, cargo generated by their own import and export trades as one way to reverse their underdevelopment and dependency on traditional maritime nations. Consequently, they embarked on the establishment and development of national merchant fleets by means of cargo reservation legislation and flag discrimination practices. West and Central African states have pursued a vigorous policy of merchant fleet development for over two decades. This study examines some of the cargo reservation policies and flag discrimination practices in West and Central Africa and concludes that these two measures alone are insufficient to build up a significant merchant marine. Merchant fleet development depends equally on the resolution of problems such as shortage of ship finance or capital, disruptive bureaucratic politics among the state agencies concerned with shipping, low volume of trade, and contradictory and ambivalent fiscal and macroeconomic policies in these countries that impede the development of the maritime sector.

Smaller ports’ evolution towards catalysing sustainable hinterland development

ABSTRACT

From simple organizations as gateways for goods and passengers, ports have evolved and transformed into complex organizational systems with multiple functions. Besides providing cargo, logistics, and other kinds of services to its customers, modern ports engage in the development of their hinterlands. Sustainability, evolving from environmental actions over the years, has become the core of many modern ports’ approach towards hinterland development and port competitiveness. While the literature is concerned with and presents examples of large ports implementing sustainability initiatives, the literature is scarce on smaller ports. This article addresses this gap by exploring qualitatively the case of the Port of Aalborg, a medium-sized port in Denmark, and its evolution towards using sustainability for port and hinterland development. The research focuses on the actions behind environmental development at the port. Its evolution is mapped and explored using the analytical framework developed based on the (larger) ports’ development and their roles. The findings from the Port of Aalborg case exemplify how smaller ports can evolve to drive the sustainable development of their hinterlands and contribute to a better understanding of this kind of port.     

Examining Residents’ Proximity,Recreational Use,and Perceptions Regarding Proposed Aquaculture Development

Competing interests related to marine resources have the potential to create conflict in the coastal zone. In many parts of the world marine farms exist in close proximity to areas that support recreation and tourism. The purpose of this study was to examine residents’ perceptions of proposed marine farm development related to their proximity to, and recreational use of, a coastal area in New Zealand. Residents from two areas were surveyed about their recreational use of the region and about perceptions related to marine farm development. Results indicated that those living closest to proposed marine farms used the area more often and in different ways, were most sensitive to marine farm development, and were less positive in their evaluations of marine farms, despite agreeing that marine farms can have positive economic consequences for nearby communities. Implications for using stakeholder input for the planning and management of marine farms are discussed.
