Flexible transport services include a wide range of demand responsive transport systems that provide non-conventional passenger and freight transportation services. Several alternative business models varying according to the local market conditions, the socio-economic, legal, and institutional framework may be developed for the provision of Flexible Transport Systems (FTS). The objective of this paper is twofold: first to present an integrated methodological framework for developing and assessing alternative FTS business models and second to demonstrate its applicability to a case study regarding the prioritization of alternative FTS business models for the provision of flexible passenger transport services in Helsinki.

When considering innovative forms of public transport for specific groups, such as demand responsive services, the challenge is to find a good balance between operational efficiency and 'user friendliness' of the scheduling algorithm even when specialized skills are not available. Regret insertion-based processes have shown their effectiveness in addressing this specific concern. We introduce a new class of hybrid regret measures to understand better why the behaviour of this kind of heuristic is superior to that of other insertion rules. Our analyses show the importance of keeping a good balance between short- and long-term strategies during the solution process. We also use this methodology to investigate the relationship between the number of vehicles needed and total distance covered - the key point of any cost analysis striving for greater efficiency. Against expectations, in most cases decreasing fleet size leads to savings in vehicle mileage, since the heuristic solution is still far from optimality.  相似文献

This paper introduces an innovative transportation concept called Flexible Mobility on Demand (FMOD), which provides personalized services to passengers. FMOD is a demand responsive system in which a list of travel options is provided in real-time to each passenger request. The system provides passengers with flexibility to choose from a menu that is optimized in an assortment optimization framework. For operators, there is flexibility in terms of vehicle allocation to different service types: taxi, shared-taxi and mini-bus. The allocation of the available fleet to these three services is carried out dynamically so that vehicles can change roles during the day. The FMOD system is built based on a choice model and consumer surplus is taken into account in order to improve passenger satisfaction. Furthermore, profits of the operators are expected to increase since the system adapts to changing demand patterns. In this paper, we introduce the concept of FMOD and present preliminary simulation results. It is shown that the dynamic allocation of the vehicles to different services provides significant benefits over static allocation. Furthermore, it is observed that the trade-off between consumer surplus and operator’s profit is critical. The optimization model is adapted in order to take into account this trade-off by controlling the level of passenger satisfaction. It is shown that with such control mechanisms FMOD provides improved results in terms of both profit and consumer surplus.  相似文献

A smart design of transport systems involves efficient use and allocation of the limited urban road capacity in the multimodal environment. This paper intends to understand the system-wide effect of dividing the road space to the private and public transport modes and how the public transport service provider responds to the space changes. To this end, the bimodal dynamic user equilibrium is formulated for separated road space. The Macroscopic Fundamental Diagram (MFD) model is employed to depict the dynamics of the automobile traffic for its state-dependent feature, its inclusion of hypercongestion, and its advantage of capturing network topology. The delay of a bus trip depends on the running speed which is in turn affected by bus lane capacity and ridership. Within the proposed bimodal framework, the steady-state equilibrium traffic characteristics and the optimal bus fare and service frequency are analytically derived. The counter-intuitive properties of traffic condition, modal split, and behavior of bus operator in the hypercongestion are identified. To understand the interaction between the transport authority (for system benefit maximization) and the bus operator (for its own benefit maximization), we examine how the bus operator responds to space changes and how the system benefit is influenced with the road space allocation. With responsive bus service, the condition, under which expanding bus lane capacity is beneficial to the system as a whole, has been analytically established. Then the model is applied to the dynamic framework where the space allocation changes with varying demand and demand-responsive bus service. We compare the optimal bus services under different economic objectives, evaluate the system performance of the bimodal network, and explore the dynamic space allocation strategy for the sake of social welfare maximization.  相似文献

The design and deployment of the majority of Management and Control Systems (MCS) for ITS involves a tedious, effort- and time-consuming manual tuning and calibration procedure not only during the initial design and deployment of the ITS but, in most cases, during its whole lifetime. Recently, we have developed and evaluated, both by means of theoretical analysis and extensive simulation experiments, a new methodology which fully automatically takes over the manual tuning and calibration procedure. Most importantly, this new methodology, called Adaptive Fine-Tuning (AFT), achieves to improve the performance of the system and compensate the effect of the continuous changes of its behavior that may be due to either internal or external factors. In this paper, we report results of implementing AFT to a real-life ITS MCS. More precisely, this paper reports and analyzes the results from implementing AFT to an urban traffic signal control application. The results from AFT real-life application demonstrate that it is capable of significantly improving the performance of the system in a safe and robust manner. Moreover, the real-life results exhibit the capability of AFT to efficiently adapt and compensate in cases of changes in the system behavior, even if these changes are significant.  相似文献
