In this article we estimate external costs for four representative types of freight trains. For each type of freight train, we estimate three general types of external costs and compare them with the private costs experienced by railroad companies. The general types of external costs include: accidents (fatalities, injuries, and property damage); emissions (air pollution and greenhouse gases); and noise. Resulting private and external costs are compared with those of freight trucking, estimated in an earlier article. Rail external costs are 0.24 cent to 0.25 cent (US) per ton-mile, well less than the 1.11 cent for freight trucking, but external costs for rail generally constitute a larger amount relative to private costs, 9.3–22.6%, than is the case for trucking, 13.2%.  相似文献

In this paper, the characteristics of intercity freight modal operations are investigated to evaluate the potential for achieving energy savings. It is determined that the greatest opportunities for conserving energy appear to rest with achieving modal shifts and operational improvements in truck and rail transport. To test this hypothesis, intercity truck and rail freight operations are analyzed to determine the relationships between energy consumption and the delivery of transport service. The energy consumption impact of alternative conservation measures are calculated, and in turn, evaluated in light of a series of institutional constraints. As such, this study goes beyond the characteristic cataloging of alternative energy conservation measures by conducting a disaggregated assessment of the effectiveness and feasibility of implementing such measures. This paper concludes that the potential for achieving energy conservation in the movement of intercity freight in general, and by truck and rail systems in particular, is limited, as well as shrouded by the complexity of the nature of the commodity itself, the commodity flow characteristics, and the market and institutional structure.  相似文献

The purpose of this paper is to determine optimal shipping strategies (i.e. routes and shipment sizes) on freight networks by analyzing trade-offs between transportation, inventory, and production set-up costs. Networks involving direct shipping, shipping via a consolidation terminal, and a combination of terminal and direct shipping are considered. This paper makes three main contributions. First, an understanding is provided of the interface between transportation and production set-up costs, and of how these costs both affect inventory. Second, conditions are identified that indicate when networks involving direct shipments between many origins and destinations can be analyzed on a link-by-link basis. Finally, a simple optimization method is developed that simultaneously determines optimal routes and shipment sizes for networks with a consolidation terminal and concave cost functions. This method decomposes the network into separate sub-networks, and determines the optimum analytically without the need for mathematical programming techniques.  相似文献

This paper presents the conceptual framework for a predictive network equilibrium model of a freight transportation system in which the generation, distribution, modal split and assignment of freight movements are performed simultaneously. A neoclassical profit maximization model is stated for the supply-side of the transportation market, the demand-side is represented by a spatial price equilibrium model, and the economic mechanism which integrates the supply and demand submodels is described. The theoretical limitations imposed on the model by the requirement that it be capable of solving large-scale problems are also addressed.  相似文献

This paper presents alternative mathematical representations of the predictive intercity freight model developed by Harker and Friesz (1986). A nonlinear complementary formulation is developed and is then used to develop criteria for the existence and uniqueness of a solution to this model. A variational inequality formulation of the model is also developed, and its relationship to an equivalent optimization problem is demonstrated.  相似文献

This paper describes significant network models for predicting intercity freight movements that have appeared in the literature, and it provides a typology of such models. An in-depth discussion is provided of recent advances pertaining to combined shipper-carrier models, spatial price equilibrium, and the use of these concepts to enhance the realism and accuracy of intercity freight network models. The strong expansion of freight road transports throughout Europe is an important source of congestion and pollution, as well as a cause of many accidents. To solve this problem will require the conjunction of many different remedies. One element of solution would be the promotion and substitution of transportation modes with less negative effects. This paper is focused on this solution. It presents some results obtained from a detailed GIS modelling of the Belgian multimodal freight transport network inserted within the overall trans-European network. It outlines the results of a simulation of the flows over the Belgian network in 1995 which allows to estimate some of the costs of several external effects of freight transports: the costs of pollution, congestion, accidents, noise and road damages. This paper provides also the simulated impacts on modal choice of a marginal external cost internalisation, and an estimation of the corresponding external cost savings.  相似文献

The objective of this paper is to report energy consumption characteristics of Canadian intercity travel modes from a total energy viewpoint. For line haul as well as terminal access/egress operations, both the direct energy consumed for vehicle propulsion and the indirect energy required for the provision of intercity transportation services are investigated. In addition to a discussion of methods of estimating energy efficiency, factors affecting modal energy consumption are identified and the energy efficiency impact of technical developments are assessed. Energy efficiency information reported here is believed to be essential for planning, policy and conservation research at the disaggregated level.  相似文献

This paper develops a simple analytical model of price and frequency competition among freight carriers. In the model, the full price faced by a shipper (a goods producer) includes the actual shipping price plus an inventory holding cost, which is inversely proportional to the frequency of shipments offered by the freight carrier. Taking brand loyalty on the part of shippers into account, competing freight carriers maximize profit by setting prices, frequencies and vehicle carrying capacities. Assuming tractable functional forms, long- and short-run comparative-static results are derived to show how the choice variables are affected by the model’s parameters. The paper also provides an efficiency analysis, comparing the equilibrium to the social optimum, and it attempts to explain the phenomenon of excess capacity in the freight industry.  相似文献

Abstract

The negative impacts of transport are in general associated with costs. These costs are usually denoted as ‘external costs’ or ‘externalities’. This paper presents a tool for calculating external costs for freight transport together with its application to a number of case studies. The categories considered include: air pollution, greenhouse gases, noise, accidents and congestion. Results are presented for a number of different transport alternatives as total costs and divided into categories. The uncertainties in the results are discussed. The assessment of these costs is essential for predicting future transport costs.  相似文献

This article analyzes the concept of logistics networks in the context of behavioral freight transport modeling. Starting from the basic definition of networks, the different perceptions of networks in transportation science and logistics are worked out. The micro?Cmacro gap, as a main challenge in freight transport modeling, is explained by the existence of logistics networks on a meso level. A taxonomy of modeling methods dealing with logistics networks is defined, based on two characteristics: the changeability of networks within models (fixed, partially variable and variable networks) and the form of cost functions mapped (economies of scale, constant average cost, and diseconomies of scale). For each category, different possible modeling methods and their application in existing freight transport models are discussed. A special focus is placed on methodologies and models that map variable networks.  相似文献

Urban freight transportation constitutes both an extremely important and a rather disturbing activity. Increasingly, one observes efforts to measure and control freight movements within city centers. We introduce a possible organizational and technological framework for the integrated management of urban freight transportation and identify important associated planning and operation issues and models. We then describe a formulation for one of these problems, the design of the proposed logistical structure, and discuss algorithmic and implementation issues. With recent development in freight transportation industry, its network structure has become more complicated, as many decision-makers competing for profits with each other are involved. While most recent research in this area is focused on the perfectly competitive market and the prices are given as a constant tariff rate, little attention has been paid to the system optimization problem in the absence of regulatory authority. In this paper, we investigate the competitive equilibrium in an oligopolistic market on a freight network. A partially non-cooperative game among shippers, carriers and infrastructure companies (IC) is examined. All three kinds of players act as profit maximizing agents, except that the carriers and ICs are assumed to behave cooperatively in their own coalitions. We consider the vertically efficient nonlinear tariff schedules which are commonly used in the transportation industry. By introducing a three-stage game-theoretic model, we show that the equilibrium flows can also maximize total system profits if the IC and the carrier both use vertically efficient nonlinear pricing schedules. The division of the surplus associated with each shipment is obtained by solving a linear programming problem. We provide a few examples under different situations to show the existence of the resulting equilibrium.  相似文献

This paper looks at the environmental effects of shifting from road to rail freight transportation. Little data is available to shippers to calculate the potential CO2 savings of an intermodal shift. In this paper we analyze a data set of more than 400,000 intermodal shipments to calculate the CO2 intensity of intermodal transportation as a distinct mode. Our results indicate an average intensity of 67 g of CO2 per ton-mile, but can vary between 29 and 220 g of CO2 per ton-mile depending on the specific origin–destination lane. We apply the market area concept to explain the variance between individual lane intensities and demonstrate the complexity in predicting the potential carbon savings in a switch from truckload to intermodal.  相似文献

Electric vehicles (EV) are often considered a promising technology to decrease external costs of road transport. Therefore, main external cost components are estimated for EV and internal combustion engine vehicles (ICEV). These include costs of accidents, air pollution, climate change, noise, and congestion. All components are estimated over the product lifetime and, where appropriate, differentiated according to fuel type, vehicle size as well as emission location and time. The advantage of this differentiation is, however, compensated by high uncertainties of most cost estimates. Overall, the external costs of EV and ICEV do not differ significantly. Only for climate change, local air pollutants in congested inner-cities, and noise some advantageous effects can be observed for EV. The advantages depend strongly on the national electricity power plant portfolio and potentially also on the charging strategy. Controlled charging might allow for higher emission reductions than uncontrolled charging of EV.  相似文献

This paper analyzes energy intensities of ships, diesel–fuelled railways, trucks, and aircraft, using publicly available data. The analysis suggests that differences in operation, not technology, explain most of the variation in energy intensity within and across modes. Among the operational characteristics, most important is the amount of cargo weight transported per vehicle and therefore the scale of the respective transportation system. It is found that each mode has a characteristic envelope in an average energy intensity versus average cargo weight diagram, and estimates of the elasticities of energy intensity with respect to load size are made.  相似文献

In the rail industry, profit maximization relies heavily on the integration of logistics activities with an improved management of revenues. The operational policies chosen by the carrier have an important impact on the network yield and thus on global profitability. This paper bridges the gap between railroad operations planning and revenue management. We propose a new bilevel mathematical formulation which encompasses pricing decisions and network planning policies such as car blocking and routing as well as train make-up and scheduling. An exact solution approach based on a mixed integer formulation adapted to the problem structure is presented, and computational results are reported on randomly generated instances.  相似文献

This paper presents the results of a research project which examined some of these issues by simulating the effects of various TCP proposals on work travel for Boston's North Shore. A multinomial logit model of travel demand was used to predict traveler responses and changes in consumer's surplus. For transit improvement strategies, costs were computed with a process model. These models were employed to predict the monetized value of welfare losses and gains of the TCP strategies. Inferences about the effects of TCP on urban form were made based on the welfare change calculations. This analysis attempts to determine the costs of current political constraints which limit the set of feasible TCP strategies.  相似文献
