ABSTRACT

Automated vehicles (AVs) could completely change mobility in the coming years and decades. As AVs are still under development and gathering empirical data for further analysis is not yet possible, existing studies mainly applied models and simulations to assess their impact. This paper provides a comprehensive review of modelling studies investigating the impacts of AVs on travel behaviour and land use. It shows that AVs are mostly found to increase vehicle miles travelled and reduce public transport and slow modes share. This particularly applies to private AVs, which are also leading to a more dispersed urban growth pattern. Shared automated vehicle fleets, conversely, could have positive impacts, including reducing the overall number of vehicles and parking spaces. Moreover, if it is assumed that automation would make the public transport system more efficient, AVs could lead to a favouring of urbanisation processes. However, results are very sensitive to model assumptions which are still very uncertain (e.g. the perception of time in AVs) and more research to gain further insight should have priority in future research as well as the development of the models and their further adaptation to AVs.  相似文献

Abstract

This article considers the inter-relationship between on-street parking and choice of mode for journeys to work in the Scottish city of Edinburgh. This city is typical of many in that its centre has significant on-street parking controls but, beyond a radius of 1 to 1 1/2 miles (1.5 to 2.5?km) from the centre, there are no controls and commuter parking on-street is commonplace. The article reviews the relevant literature, and then considers the results of a survey undertaken of Edinburgh city centre employees in order to ascertain their parking habits and likely response to the extension of existing on-street parking controls. The article concludes that the results are transferable to other cities but that the scale of the impacts in each will be related to site specific factors, particularly the demand for residential parking space on-street in areas close to the city centre.  相似文献

Recently, management of parking rates has been proposed as an effective policy option to ameliorate the adverse impacts of excessive commuter automobile use in urban areas. Parking price strategies have the potential for significantly altering travel behavior in favor of high occupancy vehicles, as well as reducing congestion, energy consumption and pollution. Unfortunately, however, a paucity of empirical evidence exists regarding the impacts of parking pricing policies on travel patterns. The recent attempt aimed at eliminating federal employee parking subsidies provided a unique opportunity to take a careful look at the impacts of commuter parking price increases.In November 1979, federal employees at many government facilities in Washington, DC, and other major cities began to pay one-half of nearby commercial parking rates for government-controlled parking spaces. This paper presents the impacts of the parking price increases on commuting behavior at a sample of 15 worksites in metropolitan Washington, DC, and discusses their short term planning and policy implications. A before and after with control group survey design monitored the effects on modal shifts, automobile occupancy, and parking behavior. The results showed that removing free parking and raising parking rates (from $10 to $32 per month) influenced some significant shifts to higher-occupancy modes, but that the shifts were not uniform in direction or magnitude across the sites. In addition, the study examined how locational, travel, and employee factors influenced the modal shifts.  相似文献

This paper reviews the empirical evidence relating to the impact of parking policy measures on the demand for parking and for travel. Disaggregate modal choice models, disaggregate parking location models and site‐specific studies of parking behaviour are examined. With regard to modal choice models, it is concluded that few studies deal adequately with parking factors, but that there is some support for the view that parking policy measures are a relatively important influence on modal choice. When parking location models are examined parking policy variables are shown to have a substantial impact on choice of parking location. With regard to site‐specific studies, the paper concludes that there is a great variation in the parking price elasticities quoted, which reflects partly the methodological problems associated with such studies. ABSTRACT

The organisation of parking is a key challenge to more sustainable mobility in urban areas, as its pricing and availability affect the rates of private car ownership and use. However, changing parking policies is a challenging issue for local politicians and planners because residents frequently oppose changes or restrictions to conditions they have taken for granted such as on-street parking in a public space. The aim of this paper is firstly to assess how the parking policy of an urban neighbourhood can be structured to contribute to more sustainable mobility and to increase liveability in the neighbourhood. The second aim is to apply the policies reviewed to an example neighbourhood. For this purpose, we systematically reviewed academic literature and identified five types of relevant parking policies: (i) maximum parking requirements, (ii) physical detachment of residence and parking space, (iii) residential parking permits and the limitation of available parking space, (iv) performance-based pricing and (v) parking as a demand management strategy. We discovered that most research focuses on econometric models about parking and that studies rarely address the effects of parking on the quality of life in neighbourhoods. Therefore, we need further research regarding the relationship of parking and liveability. We conclude that for the implementation of such parking policies in an example neighbourhood, the municipality needs to develop a mobility vision for its city. It has to understand parking as a tool for transportation demand management to increase the acceptance of parking policy concepts and to avoid spillover problems. Finally, in the German case, as in most other countries, states and municipalities need to redesign their legal frameworks to be able to manage parking supply better and to react to changes related to digital developments and parking. The findings have implications for other European neighbourhoods regarding the transfer from research to local circumstances and applications for the whole city.  相似文献

Minimum parking standards, which require developers to build a certain amount of off-street parking spaces, are increasingly criticized for leading to excess parking supply and automobile travel in recent years. However, due to the difficulty in identifying the policy effect, few empirical studies have directly and accurately estimated the effects of parking standards on parking supply. The present study examines a parking reform in London, UK, where minimum parking standards for residential developments were replaced with maximum standards in the early 2000s. Using planning application records, we match neighboring pre-reform and post-reform developments to estimate the effect of the parking standard switch and further identify the “binding” and “capping” effects of minimum and maximum parking standards. It is found that the parking reform in London has led to a reduction of approximately 0.76 parking spaces per unit in residential development applications, or 49% of the pre-reform level. Minimum parking standards seem to have a larger impact than maximum ones on parking supply that fell more upon inner city developments, while maximum parking standards have more influenced suburban neighborhoods. Market forces have played a major role in the decline of parking supply. The findings provide strong evidence for the market distortion effect of minimum parking standards.  相似文献

Abstract

This article shows how the Netherlands, Denmark and Germany have made bicycling a safe, convenient and practical way to get around their cities. The analysis relies on national aggregate data as well as case studies of large and small cities in each country. The key to achieving high levels of cycling appears to be the provision of separate cycling facilities along heavily travelled roads and at intersections, combined with traffic calming of most residential neighbourhoods. Extensive cycling rights of way in the Netherlands, Denmark and Germany are complemented by ample bike parking, full integration with public transport, comprehensive traffic education and training of both cyclists and motorists, and a wide range of promotional events intended to generate enthusiasm and wide public support for cycling. In addition to their many pro‐bike policies and programmes, the Netherlands, Denmark and Germany make driving expensive as well as inconvenient in central cities through a host of taxes and restrictions on car ownership, use and parking. Moreover, strict land‐use policies foster compact, mixed‐use developments that generate shorter and thus more bikeable trips. It is the coordinated implementation of this multi‐faceted, mutually reinforcing set of policies that best explains the success of these three countries in promoting cycling. For comparison, the article portrays the marginal status of cycling in the UK and the USA, where only about 1% of trips are by bike.  相似文献

Parking demand is a significant land-use problem in campus planning. The parking policies of universities and large corporations with facilities located in small urban areas shape the character of their campuses. These facilities will benefit from a simplified methodology to study the effects of parking availability on transportation mode mix and impacts on recruitment and staffing policies. This paper, based on a case study of North Dakota State University in the United States, introduces an analytical framework to provide planners with insights about how parking supply and demand affects campus transportation mode choice. The methodology relies only on aggregate mode choice data for the special generator zone and the average aggregate volume/capacity ratio projections for all external routes that access the zone. This reduced data requirement significantly lowers analysis cost and obviates the need for specialized modelling software and spatial network analysis tools. Results illustrate that the framework is effective for analysing mode choice changes under different scenarios of parking supply and population growth.  相似文献

Abstract

Carpooling, the process by which individuals share a private vehicle for a particular journey or journeys, has been undertaken both formally and informally for a great number of years. A variety of computational methods for undertaking the ‘ride-matching’ element for the formation of carpools have been developed and subsequently made into integrated tools to allow the formation of multiple carpools. Such tools are commonly used by both Local Authorities and employers who are looking to establish and operate their own formal carpool scheme, increasingly using a web-based interface.

The aim of this paper is to understand how users enrolled with employer-led carpool schemes perceive the importance of several different factors in their decision to participate. It is a further aim to determine the importance they attach to employer provided priority parking spaces. A survey-based approach investigates the perceptions of users from six different employer operated carpool schemes in the UK.

The paper suggests that saving money was perceived as the most important reason for an individual's decision to use a formal employer-led carpool scheme – even amongst carpool schemes where the employer provides significant incentives to participate. No regular access to their own vehicle and ‘more sociable travel’ were generally perceived as less important reasons to participate. For employers who offer priority parking to carpoolers, this was generally valued as important by participants, even when the employment location did not have significant parking pressures.  相似文献

ABSTRACT

Cycling is experiencing a revival in many cities. Research has focused on the determinants of cycling – in particular the role of the built environment and road infrastructure. Bicycle parking has received little attention – even though bicycles are parked most of the time. This article reviews the scientific literature on bicycle parking and identifies existing gaps in research and knowledge. The review analyses 94 peer-reviewed papers identified through a search in Scopus and Web of Science, in December 2017. The annual number of papers increased 15-fold between 1995 and 2017. Overall, the level of evidence on the importance of bicycle parking is limited. The majority of studies are based on cross-sectional data with the presence of parking as a binary independent variable. Most studies focus on bicycle parking at public transport stops and at work places. Few studies report on bicycle parking throughout cities, and hardly any on parking at residential locations. Bicycle parking supply and quality appears to be a determinant of cycling for current and potential cyclists. Our findings can serve as input for an evidence-based debate on the role of bicycle parking. For practitioners, our research supports investment in bicycle parking, but acknowledges that a proper evaluation of such initiatives needs to be conducted to increase the level of evidence.  相似文献

In this paper, a Bayesian network is developed to investigate three intertwining parking decisions, namely parking period, parking location, and parking duration, and the impacts of a number of parking-related factors on these decisions. With parking information from Beijing, China in 2005, the structure and parameter of a Bayesian network were learnt by employing the K2 algorithm and Bayesian parameter estimation method respectively. The results show that the decision on how long to park follows that on where to park, and both of them are affected by the decision of when to park. This suggests that parking policies aimed at intervening in one specific parking decision may have an indirect influence on other parking decisions, which embraces an integrated view in the development of parking policies. The findings facilitate the development of measures for regulating parking behavior by identifying important contributing factors.  相似文献

This article reviews empirical studies of how employer-paid parking affects employees' travel choices. A strong effect is found: parking subsidies greatly increase solo driving. When employers reduce or remove parking subsidies, a significant number of solo drivers shift to carpools and/or transit. This conclusion is based on studies of parking subsidies in a variety of circumstances, including central city and suburban areas, private and public employers, and clerical and professional employees. Three measures are developed to compare changes in commute patterns: changes in the share of solo drivers. changes in the number of autos driven to work per 100 employees, and the parking price elasticity of demand for solo driving. The studies reviewed here show that 19 to 81 percent fewer employees drive to work alone when they pay for their own parking. Because 90 percent of American commuters who drive to work receive employer-paid parking, these findings are significant for designing transportation policies to reduce air pollution, traffic congestion, and energy consumption.  相似文献

ABSTRACT

Rail transit investment has been viewed as a prominent policy instrument for local and regional development. However, little is known about to what extent the theorised changes in land and housing values arising from rail transit access can be substantiated by evidence in a large developing country context. This paper presents a quantitative review of empirical studies that analysed the impacts of rail transit access on land and housing values in China. We review empirical analyses in 67 studies from 1997 to 2018 for which we encode quantitative results along with a range of theoretically combinations of spatially contextual characteristics, data and methodological-design characteristics. The results show that there are significant variations in the size estimates of effects of rail transit access across studies. Such variations are associated with rail project types, data and methodological designs. Our study provides the insights on what has already been known and what needs to be known on evaluating real estate consequences of rail transit improvements in developing countries.  相似文献

Traditionally, the parking choice/option is considered to be an important factor in only in the mode choice component of a four-stage travel demand modelling system. However, travel demand modelling has been undergoing a paradigm shift from the traditional trip-based approach to an activity-based approach. The activity-based approach is intended to capture the influences of different policy variables at various stages of activity-travel decision making processes. Parking is a key policy variable that captures land use and transportation interactions in urban areas. It is important that the influences of parking choice on activity scheduling behaviour be identified fully. This paper investigates this issue using a sample data set collected in Montreal, Canada. Parking type choice and activity scheduling decision (start time choice) are modelled jointly in order to identify the effects of parking type choice on activity scheduling behaviour. Empirical investigation gives strong evidence that parking type choice influences activity scheduling process. The empirical findings of this investigation challenge the validity of the traditional conception which considers parking choice as exogenous variable only in the mode choice component of travel demand models.  相似文献

This paper focuses on the attempts which have been made to introduce road pricing in the United States. It considers the reasons why such attempts have failed to progress beyond the discussion stage, looking in particular at the political and institutional problems of implementation. The practicality of fiscal restraint policies tied to parking charges is considered as an alternative. Finally, consideration is given to ways of circumventing some of the major problems standing in the way of implementing fiscal traffic-restraint policies and the role the federal administration can play in policy formulation.  相似文献

Whereas transportation planners commonly predict the negative impacts of mass transportation, there is increasing empirical evidence of the existence of positive mass effects, whereby increased use of a mode by the ‘mass’ will generally increase its attractiveness for future travellers. In this paper we consider the dynamic impact of such an effect on the problem of travel demand forecasting, with particular regards to social network effects. Our proposed modelling approach is inspired by literature from social physics, evolutionary game theory and marketing. For simplicity of exposition, our model is specified for a scenario in which (a) there is a binary choice between two mobility lifestyles, referred to as car-oriented and transit-oriented, and (b) there are two population groups, where one is the “leading” or “innovative” population group and the other the “following” or “imitating” population group. This latter distinction follows the rather well-known Bass model from the marketing literature (1969). We develop the transition probabilities and transition dynamics. We illustrate with a numerical case study that despite lower intrinsic utility for the transit lifestyle, significant changes towards this lifestyle can be achieved by considering congestion, service improvements and mass effects. We further illustrate that mass effects can be positive or negative. In all cases we explore the sensitivity of our conclusions to the assumed parameter values.  相似文献

Policy makers are looking for effective ways to promote the adoption of electric vehicles (EVs). Among the options is the roll-out and management of charging infrastructure to meet the EV drivers’ refuelling needs. However, policies in this area do not only have a long-term effect on the adoption of EVs among prospective owners, they also have short-term impacts on the usage of public charging infrastructure among current EV owners and vice versa. Presently, studies focusing on both effects simultaneously are lacking, missing out on possible cross-pollination between these areas. This study uniquely combines stated and revealed preference data to estimate the effect of particular policy measures aimed at EV adoption, on the one hand, and charging behaviour, on the other. Using a large dataset (1.7 million charging sessions) related to charging behaviour using public charging infrastructure in the Netherlands we quantify the effects of (i) daytime-parking (to manage parking pressure) and (ii) free parking (to promote purchase of EVs) policies on charging behaviour. To estimate the effects of these particular policies on EV purchase intentions, a stated choice experiment was conducted among potential EV-buyers. Results show that cross-pollinations between EV charging and adaptation policies exist and should be taken into account when designing policies for EV adoption.  相似文献

ABSTRACT

The role of transport in providing access to employment has received considerable attention. Since transport policies may be motivated by assumed effects on employment probability outcomes, it is important to establish the nature of the relationship between transport and employment outcomes. While the majority of the empirical evidence suggests a positive association, it is not conclusive or consistent and often shows mixed results. To address this confusion, our study has systematically reviewed this evidence base and synthesised it through meta-analysis. We first identified 93 studies that quantitatively assessed the impact of transport on employment outcomes. By systematically merging the empirical evidence, this study establishes a positive association between transport and employment outcomes, with varying effects for four identified categories of transport measures (or combinations thereof): car ownership, public transport access, commute times, and job accessibility levels. This positive association persists in studies that control for endogeneity between transport and employment, but a larger evidence base is needed to establish a more robust relationship, in particular for cities and smaller (rural) areas outside the US-context and with regard to public transport. We then selected 20 methodologically comparable studies for inclusion in the meta-analysis. Our meta-regression models clearly demonstrate that car ownership significantly increases individual employment probabilities, in particular among welfare recipients. Young drivers benefit from access to household cars when these are not in use by their parents, and they are more sensitive to the time and cost implications of longer commutes. While our systematic review suggests that better access to public transport and higher levels of job accessibility increases employment probabilities, meta-regression analysis requires more consistent transport measures. The findings in this study are important for policymakers in that they imply that job seekers may benefit from public policies targeted at improving their access to public transport, in particular for people without access to cars and in areas with fewer job opportunities.  相似文献

ABSTRACT

The built environment (BE) is widely accepted to influence transit use (TU). Evidence to date suggests the relationship is dependent on many factors which can be difficult to account for in quantitative studies. This creates barriers to transferring research into practice. Considering many studies together can be useful for accounting for more of the factors impacting transit use. Yet, meta-analysis of research measuring these influences was last undertaken in 2010 based on 18 studies. Since then 90 new quantitative studies have been published. These recent studies use improved methodologies and are conducted in more diverse geographies. This paper reports an improved and updated meta-analysis of built environment impacts on transit use. It compares elasticity estimates from research published pre-and post-2010 and explores the impact of new methods and a more diverse geographical representation on findings. Updated meta-elasticities range from <0.01 to 0.26; a similar range to the 2010 study. However, at the individual indicator levels, more recent results are different. Elasticities for urban density, including population, employment and commercial density, have increased significantly in studies published since 2010, as did that of land use mix. However, measures of local access, design and jobs-housing balance decreased in post-2010 studies. These results confirm the small but imprecise relationship between the BE and TU. Results also suggest that while the range of elasticity impacts is relatively consistent, new study methodologies, notably those that control for regional accessibility and self-selection, and the increasing geographical diversity in study applications, is acting to change BE-TU findings at the indicator level. Research setting and context are important to consider when using empirical results to design BE strategies to promote transit use.  相似文献

There are clear signs of a shift in the UK transport policy in response to concerns about the environmental impacts of road transport and anxieties about the implications of the projected future growth in demand.Much of the framework of UK transport policy is now determined at the overall European Union level. To date most European legislation and policy proposals have been concerned with reducing the specific externalities associated with the transport sector, with none of the measures involved likely to have more than a marginal impact on the growth in demand. The emerging research evidence suggests however that the private costs of car use in Europe may fall substantially short of its total social costs and there is an important emerging policy debate about how this gap might be closed.The UK has introduced a policy package designed to reduce the growth of car travel and its environmental impact, within which land-use planning measures feature prominently. The land-use policies, which to some extent represent a reassertion of many traditional UK planning policies, include: an emphasis on focussing new development in urban areas, increasing residential densities, strengthening the role of existing centres and improving provision for walking and cycling.A number of factors will constrain the effectiveness of the package in practice. There are also concerns about its impact on key environmental objectives, including air quality. There are important questions too about the welfare effects of increasing densities and about the wider impacts of the package on economic efficiency.  相似文献
