随着化工产品广泛应用于各行各业,化工业的发展,特别是石油化学工业的兴起,使得散装液体化学品和石油液化气的海运量增加很快,液化气船和散装液体化学品船也随之不断发展壮大。但是从安全运输来讲,对于液化气船载运液化气,化学品船载运化学品都有相应的法律法规约束,而对液化气体船载运散装液体化学品这一行为尚无法可依。从1996年HU号液化气船载运液体化学品碳五在南京翻沉,1999年GS号液化气船在杭州湾翻沉等事故的相继发生可以看出,这一问题已越显突出,急待解决。船舶不应承载不适装的货品,这不仅是单纯的经济利益,从根本上讲是保护环境、保护船舶和在船人员的自身安全。本文就液化气船载运液体化学品的安全问题谈谈看法: 相似文献

散装化学品系指除石油和类似石油的易燃品(包括液化气)以外的散装液体化学品。目前,由海上运输的散装化学品约有二百多种,由于种类繁多,货物性质复杂,安全监督管理难度较大。如果对散装化学品船的监督管理不到位,一旦发生事故,将给水域造成损失,人员和海洋资源造成损害。因此,必须加强散装化学品船的监督检查,督促船舶按章作业,防止事故发生。笔者就如何对散装化学品船进行监督检查,谈谈自己的见解。 相似文献

Geographical Information Systems (GIS) are important took for environmental monitoring and management. However, their limitations in dealing with complex, dynamic, and mission‐critical situations call for alternative approaches. Integrating GIS with dynamic simulation models offers one such solution. Numerical models that simulate physical, chemical, and biological processes greatly increase our understanding of the environment. Many of these models use refined forecast information to accurately predict processes that help in monitoring and managing the environment. Integrating these models with GIS offers new functionalities. The present research couples the MIKE21 comprehensive modeling system for two‐dimensional free surface flows with the spatial analysis strengths of the ArcView GIS. The southern coastal water system of Singapore serves as the study area. The aim is to develop a comprehensive software system that provides support for both environmental managers and land‐use planners in making their decisions. 相似文献

针对航道工程空间分布特性,将广域航道工程划分成若干区域,利用分区域的三维场景数据组织技术进行动态调度,通过插件工具对BIM模型进行轻量化减面处理,减少人工减面工作量,并提出Unity加载GIS多源数据技术方法,解决了航道工程大体量BIM+GIS三维数据在Unity引擎中无法加载、渲染卡顿、人工轻量化模型工作量大等项目实际应用过程中的难题。同时利用Unity引擎开发漫游系统,使得超长航道BIM+GIS三维数据加载与高质量的漫游可视化效果兼得成为可能,对BIM技术在航道工程中的推广应用具有重要价值。 相似文献

Earthquakes and tsunamis pose significant threats to Pacific Northwest coastal port and harbor communities. Developing holistic mitigation and preparedness strategies to reduce the potential for loss of life and property damage requires community-wide vulnerability assessments that transcend traditional site-specific analyses. The ability of a geographic information system (GIS) to integrate natural, socioeconomic, and hazards information makes it an ideal assessment tool to support community hazard planning efforts. This article summarizes how GIS was used to assess the vulnerability of an Oregon port and harbor community to earthquake and tsunami hazards, as part of a larger risk-reduction planning initiative. The primary purposes of the GIS were to highlight community vulnerability issues and to identify areas that both are susceptible to hazards and contain valued port and harbor community resources. Results of the GIS analyses can help decision makers with limited mitigation resources set priorities for increasing community resiliency to natural hazards. 相似文献
