This paper describes the application of probabilistic risk assessment techniques to level crossing safety on JR East, the largest of the six private railroads in Japan. The risk of a level crossing accident was defined as the product of the accident rate and the expected consequences per accident. Rail traffic volume, road traffic volume, visibility of the crossing from the road, road gradient, width of the crossing and the type of safety devices at the crossing were shown to influence the accident rate and the collective risk. The mean accident rate at all crossings was 0.74 per million trains. The accident rate was 0.59 per million trains at crossings equipped with barriers, 1.25 at crossings equipped with warning bells and 0.76 at pedestrian crossings. Crossings equipped with obstacle detectors had a lower accident rate (0.12 per million trains) than crossings without detectors (0.43 per million trains). Crossings with visibility less than 20 m had a 50% higher mean accident rate than crossings with visibility greater than 20 m. As the number of tracks increased, the accident rate monotonically increased due to the increased accident exposure. Risk assessment techniques were applied to determine the efficacy of the various level crossing safety devices. In addition to upgrading the safety of crossings, the management techniques stressed the importance of education campaigns in warning the public about the dangers of illegal crossings. 相似文献

The selection and evaluation of road schemes through the Leitch framework is based on a combination of cost-benefit analysis and environmental impact assessment. Both techniques involve the definition and valuation of a number of costs and benefits. These costs and benefits are defined and valued in isolation to each other so that we know virtually nothing about the relative valuation that people assign to different types of costs and benefits which might affect them directly or indirectly. This paper outlines the development of a method which allows people to conceptualise the costs and benefits of a road scheme in their own terms and then to rank schemes in relation to those costs and benefits. This method is based upon an interview process involving the use of repertory grid technique. The information from the repertory grid technique is used as a sound basis for determining trade-offs between attributes and for attempting to obtain monetary valuations of different project attributes. A number of exploratory interviews are reported which outline some of the difficulties with a number of the survey features including the choice of case-study, interviewer and information biases and sample and non-response biases. Various ways of dealing with these difficulties are discussed. 相似文献

This study estimates the safety effect of illumination on accidents at highway‐rail grade crossings in the United States, using data from exhaustive data from Federal Railroad Administration database covering the period 2002–2011. Using mixed logit modeling approach, the study explores the determinants of driver injury severity at unlighted highway‐rail grade crossings compared with lighted highway‐rail grade crossings in the United States. Several key issues are explored including availability of relevant highway‐rail grade crossing accident inventory data; relevant data element structures; specification and estimation of models to estimate driver's injury severity with lighting and without lighting; and techniques to interpret model parameters. Overall, highway‐rail grade crossing lighting improves safety by reducing the probability of high‐level injury severity through improvements in driver's visibility compared with unlighted intersections. 为探讨池家河隧道围岩质量,文章基于隧址区浅表生改造特征和空间发育规律,初步划分了浅表生改造强度等级,建立了适用于池家河隧道地质条件的施工期围岩分级方案,探讨了浅表生改造与隧道围岩级别的关系。结果表明,池家河隧道隧址区岩体经受过较强烈的浅表生改造,主要表现为发育中缓倾角结构面和陡倾角裂隙。浅表生改造控制了池家河隧道岩体结构及围岩级别,浅表生改造强度可划分为强烈、中等和轻微。强烈改造带围岩级别一般为Ⅴ级;中等改造带围岩级别多为Ⅳ级,少部分为Ⅴ级;轻微改造带围岩级别多为Ⅲ级,少部分为Ⅳ级。池家河隧道浅表生中等改造带段落最多,控制了池家河隧道围岩级别。 相似文献

This study aims to quantify the environmental impact of two retail distribution networks and offer consumers a channel that is more beneficial to the environment. The environmental impact of replenishing the packaged beverages sold in convenience stores (CVSs) and hypermarkets is assessed using the streamlined life-cycle assessment (LCA) approach. In this study, the life-cycle impact assessment (LCIA) for packaged beverages up to the point of sale illustrates the distribution-level environmental impacts of truck transportation. The matched-pair t-test shows that the environmental impacts of transporting 1800 cartons of 24-pack/10 oz. beverages to be sold in Carrefour and 7-11 stores is different at a significance level of 0.1. The transport-focused LCA is used to improve the understanding and compare the environmental characteristics of the two distribution and retail systems. This study constitutes a vehicle for communicating to both internal and external stakeholders the environmental profiles of distributing the same product sold through two retail channels. 相似文献

Transport infrastructure is closely linked to several sustainability issues of main policy relevance, and significant impacts on biodiversity as well as resource use and construction costs relate to the corridor design and location in the landscape. The aim of this study was to develop methods for railway corridor planning, in which corridor design and location would be based on important ecological and geological sustainability criteria. The method, an MCA framework including both spatial and non-spatial MCA, was demonstrated on a railway planning proposition in an urbanising area north of Stockholm, Sweden. Alternative spatial alignments for 6 railway corridors were derived based on criteria representing biodiversity, resource efficiency and costs, developed from ecological and geological knowledge, data and models. The method identified a study area specific positive synergy between ecological and geological sustainability criteria. The evaluation part of the methodology could furthermore identify uncertainties in the input data and assumptions and conflicts between ecological criteria. In order to arrive at a well-informed decision support system, the criteria as well as the decision rules employed could be further elaborated. Other relevant sustainability issues would also need to be integrated, such as cultural landscapes, recreation, and other ecosystem services. Still, arriving at a corridor design informed by the ecological and geological conditions in the planned area, as demonstrated by this study, could improve the sustainability performance of transport infrastructure planning. 相似文献

Municipal airport owners and the Federal Aviation Administration (FAA) regularly evaluate capacity and demand to decide if and when airports need more infrastructure. New infrastructure can alter the profile of noise, emissions, and land use, which may affect the quality of life for airport-adjacent communities. When the FAA and airport owners initiate infrastructure expansion, they must conduct environmental justice analysis to measure the distribution of negative externalities on nearby communities. This research investigates the environmental justice methodologies and narratives reported in planning documents for nineteen airport capacity expansions planned or deployed from 2000 to 2010 in the United States. The mixed-methods approach analyzes airport operations data, spatial demographic data, and planning artifacts to determine whether the environmental justice analyses were robust. This research proposes alternative metrics, the ‘Risk of disproportionate impact’ and ‘Capacity strain’, to further contextualize the presence of protected population groups alongside capacity needs. The main finding of the study is that the planning documents did not consistently detect environmental justice impacts, nor did they consistently confer importance to those impacts when high proportions of protected populations were detected. As a result, the social costs of collective airport expansion are unclear and likely underestimated. This study identifies two limitations that undermined the environmental justice analysis throughout the airport sample: (1) inconsistent methodological choices impeded the detection of impacts and, (2) narrative interpretations tended to ‘null’ the finding even when impacts were detected. 相似文献

In many cases, pedestrian crossing demands are distributed discretely along an arterial segment. Demand origins, destinations and crosswalks comprise a pedestrian crossing network. An integrated model for optimizing the quantity, locations and signal settings of mid-block crosswalks simultaneously is proposed to best trade-off the operational performances between pedestrians and vehicles. Pedestrian behavior of choosing crosswalks is captured under a discrete demand distribution. Detour distance and delay at signalized crosswalks are formulated as a measure of pedestrian crossing cost. Maximum bandwidths are modeled in analytical expressions as a measure of vehicular cost. To solve the proposed model, the Non-dominated Sorting Genetic Algorithm II (NSGA II) based algorithm is designed and employed to obtain the Pareto frontier efficiently. From the numerical study, it is found that there exists an optimal number of mid-block crosswalks. Excess available crosswalks may make no contributions to improvement in pedestrian cost when the constraint of the minimum interval between crosswalks and vehicular cost are taken into account. Two-stage crosswalks are more favorable than one-stage ones for the benefits of both pedestrian and vehicles. The study results show promising properties of the proposed method to assist transportation engineers in properly designing mid-block crosswalks along a road segment. 相似文献

Land border crossings in North America, such as those between Canada and U.S.A., are expected to experience severe imbalance of travel demand and capacity of processors. During peak travel periods, this is already the case at high traffic locations. The land border crossing authorities have to address problems of congestion, national security and environmental impacts in the operation of the existing systems and to continue to address these problems as a part of infrastructure expansion plans. There is a need to adapt the crossing system management in order to accommodate efficiency and productivity‐oriented priority crossing measures. From a methodological perspective, it is a challenge to evaluate the role of priority crossing measures within the complex border crossing system. This paper reports research on modelling priority crossing initiatives. A microsimulation approach was used to model and analyse integrated processors of the Peace Bridge crossing system between Fort Erie (Ontario) and Buffalo (New York) under different scenarios of travel demand, customs processing times, priority crossing and queue jump lanes for automobile and truck traffic. Findings show the extent to which a border crossing system with priority crossing and queue jump lanes is more efficient and productive than one without these innovations. At non‐signalized mid‐block street crossings in China's cities, pedestrians often weave between motor vehicle flows. This paper investigated the influence patterns of the gender and age of pedestrians, the presence of a pedestrian group, vehicles' interference and the crossing direction on the crossing time at non‐signalized mid‐block street crossings in Changsha, China. The results show that the crossing speed is approximately 1–1.1 m/s; the crossing time increases with increasing age, and the crossing speed of a pedestrian will be quicker when the time gap between the pedestrian and the oncoming vehicle is smaller if he/she decides to cross. This paper also analyzed the crossing time pattern when pedestrians cross lane by lane and found that pedestrians spend the most time crossing the first lane and the least time crossing the middle lane, regardless of whether they are crossing from the curb to the central island or from the central island to the curb. The crossing speed is an important input to the design of pedestrian facilities, so these findings can be applied to the assessment of pedestrian crossing safety in China's cities and can provide a basis for the design of pedestrian crossing facilities. A spatial and temporal analysis of travel diary data collected during the State of California Telecommuting Pilot Project is performed to determine the impacts of telecommuting on household travel behavior. The analysis is based on geocoded trip data where missing trips and trip attributes have been augmented to the extent possible. The results confirm the earlier finding that the Pilot Project telecommuters substantially reduced travel; on telecommuting days, the telecommuters made virtually no commute trips, reduced peak-period trips by 60%, total distance traveled by 75%, and freeway miles by 90%. The spatial analysis of the trip records has shown that the telecommuters chose non-work destinations that are closer to home; they exhibited contracted action spaces after the introduction of telecommuting. Importantly, this contraction took place on both telecommuting days and commuting days. The telecommuters distributed their trips, over the day and avoided peak-period travel on telecommuting days. Non-work trips, however, show similar patterns of temporal distribution on telecommuting days and commuting days. Non-work trips continued to be made during the lunch period and late afternoon and evening hours. 相似文献
