国际海事组织(IMO)在第二代完整稳性规则的制定中,针对每一种失效模式提出了3层薄弱性衡准.目前,瘫船稳性失效模式薄弱性衡准已经完成了第1、2层次的内容,第3层次直接评估方案还未形成.本文基于IMO船舶设计与构造分委会第一次会议(SDC1)提出的第2层薄弱性衡准草案中关于瘫船稳性的相关内容,采用单自由度横摇运动数学模型,编制数值计算程序,模拟船舶在极端恶劣条件下风浪联合作用的横摇运动,计算给定暴露时间船舶倾覆概率.将计算结果与CEHIPAR2792标准模型试验结果进行对比,验证并分析数值方法的可行性,为确定该失效模式的直接评估方法提供参考. 相似文献

The International Maritime Organization (IMO) has encouraged its member countries to introduce Formal Safety Assessment (FSA) for ship operations since the end of the last century. FSA can be used through certain formal assessing steps to generate effective recommendations and cautions to control marine risks and improve the safety of ships. On the basis of the brief introduction of FSA, this paper describes the ideas of applying FSA to the prevention of human error in ship operations. It especially discusses the investigation and analysis of the information and data using navigation simulators and puts forward some suggestions for the introduction and development of the FSA research work for safer ship operations. 相似文献

The shipping industry operates in a regulatory framework, where the International Maritime Organization (IMO) is the leading regulatory body. The role of the IMO is to propose maritime regulations to its member states. The successful worldwide implementation of a maritime regulation depends on how many member states adopt it. However, many maritime regulations are not adequately implemented worldwide. As a result, ship operators have found themselves in an uncomfortable position in developing their business in an unstable regulatory regime. This paper proposes an extendable and applicable methodology involving a System of Hierarchical Scorecards (SHS) to measure the implementation costs and benefits of a newly introduced or existing maritime regulation by ship operators. The regulators may use the results in evaluating newly introduced and/or existing regulations through taking into account the economic burden that will be generated to ship operators. In this paper, SHS is extended to demonstrate its applicability on evaluating a ship operator’s organization with regard to his regulatory implementation performance by the means of a case study. 相似文献

为给参与甲板集装箱系固操作的人员提供安全的工作环境,国际海事组织(IMO)推出集装箱安全系固的新要求,包含安全通道布置、照明布置、系固设备设计、系固人员培训及系固操作与维护程序等内容。该要求的实施将给集装箱船的设计建造带来一定的影响。基于此,对集装箱安全系固的新要求进行介绍,并对集装箱设计及布置中影响最大的安全通道的内容进行详细分析。以实际在建的集装箱船为例,验证新要求实施后带来的影响。在充分实施新要求以保障操作人员安全的前提下,提出对船舶布置的优化设计建议。 相似文献

A new method for ship finite element method (FEM) preprocessing is presented as well as its program development. The method
is applicable for all kinds of ships at different levels, such as a whole ship, cargo hold parts or detailed structures. The
3D parametric technique is used when creating ship structures, which improves the modeling efficiency greatly and makes the
model easy to modify. A 3D geometric constraint solver is developed to solve the constraint system of the parametric model.
A meshing procedure is presented to automatically convert the parametric structure model into a finite element model, by which
high quality mesh is generated in the stress concentrated area. It also becomes possible to create finite element models for
different levels from the same structure model. Using this method, the engineers avoid much of the complex and laborious work
of FEM preprocessing, which consumes a very significant amount of time in finite element analysis, and can pay more attention
to post-processing. This method has proved to be practical and highly efficient by several engineering trials.
