Shipping is increasing today along with the sector's emissions of greenhouse gases. The awareness of the emissions has increased the pressure for regulations of the shipping industry. Regulating the sector is far from simple due to the complexity of the market and the evasive characteristics of the industry. We know from studies of road pricing that attitudes among stakeholders are important for a successive policy implementation. The objective of this paper is to capture the Swedish ports’ attitudes towards regulations of the shipping sector's emissions of CO2 . This has been done by conducting a survey among commercial ports in Sweden. To our knowledge, this is the first study of this kind. Our analysis indicates that ports in Sweden are generally positive towards an implementation of regulations to reduce carbon dioxide (CO2) emissions from the shipping industry. The ports where most positive towards CO2 differentiated port due (97%), followed by a technical standard (92%), CO2 taxation (84%) and EU ETS (The European Union Emissions Trading Scheme; 74%).  相似文献

Over recent years, the role of the private sector in seaports has been greatly expanded. Yet, in practice, the extent of privatization in ports can vary significantly, in part due to the different methods employed to bring about private sector participation. This paper identifies and analyses, through a survey of ports, recent trends in regard to privatization at the world's top-100 container ports. The survey has benefitted from, and seeks to extend, a previous survey undertaken by the International Association of Ports and Harbours (IAPH). Findings suggest that, although the influence of private sector actors in ports is growing, the role of public sector agencies also remains significant.  相似文献

为评估新建巴布亚新几内亚科考瑞港的建设规模,构建由回归分析模型、腹地集装箱运输需求重力模型、多目标港口模糊评价模型和基于Logit模型的港口选择模型4部分组成的综合预测方法。对巴布亚新几内亚科考瑞港的腹地集装箱运输需求进行预测;并对腹地省份在不同港口的集装箱运量进行测算,从而科学合理地预测科考瑞港的集装箱吞吐量,为实施项目的必要性提供支持。该预测方法使用较少的基础数据即可比较科学客观地预测新建港口的集装箱吞吐量,能够较好地解决在不发达国家或地区统计资料缺失、安全局势不稳定导致腹地调研困难等情况下的吞吐量预测问题,为海外港口的建设、咨询项目提供帮助。  相似文献

The State-owned Spanish Port System (SPS) includes 46 ports for general use that are managed by the 28 port authorities distributed along the 8000 km of Spanish coast. SPS has not grown at a rate comparable to that of international maritime transportation. In our paper, we start from the hypothesis of a port system that appears to be oversized, subsidized, with regard to container traffic. Quantifying the maximum operational capacity of the different container terminals along the Spanish coast and their mooring capacities will provide the available dimensions for this type of traffic. In a second step, we will analyse whether SPS are sufficient (according to the perspective of international standards) to meet Spain’s needs, which is related to Spain’s strategic geographic location and its need to move containerized cargo for the domestic market. The paper concludes SPS has an oversized that limits competitiveness, which is indicated by the average transshipment ratio of approximately 50% and an average unweighted idle ratio of port facilities designed for container traffic of over 60% in the eight main ports.  相似文献

The hinterland of a port is probably the most important aspect in the competition between gateway ports. This paper, starting with a literature overview, shows how the port authority can extend its hinterland with the aim of increasing its attractiveness and, eventually, its throughput. To achieve this, it can be advantageous to cooperate with adjacent port authorities. Together, through cooperation, economies of scale can be realised that facilitate a modal shift away from road to a more efficient and more sustainable transport. This would reduce the cost of transport to/from the hinterland region from/to these ports consequently increasing the attractiveness and the market share of the cooperating ports for this region. The paper describes a conceptual method to identify and quantify the opportunities for cooperation in the hinterland. The framework starts, after some basic transport economic concepts, from (theoretically available) hinterland data to locate regions that are at the edge of the contested hinterland of a port region and results in a methodology that can be used to generate a quantified list of regions where cooperation will make a difference. Using this methodology, port authorities (PAs), of any region where hinterland data are available, can list, together with their neighbours, the regions where to prioritise their efforts.  相似文献

Seaports are a vital part of the maritime transport industry and have a key role in integrated transport chains and regional economies. However, ports are also sites of environmental pollution originating from land-based activities, ship movements and ports’ own activities. It is, therefore, increasingly recognised that economic growth in ports must be balanced with environmental protection and social progress. This has led to enhanced appreciation of the need for sustainable development (SD) in ports. Whilst much has been written about port environmental practices in European and American ports, there is limited synthesis and comparison of sustainable port practices from different parts of the world. Furthermore, in-depth case analysis and critical examination of the practices and challenges of sustainable port development in a globalised era is limited. This paper presents findings from a qualitative multi-case study that aimed to compare sustainable policies and practices of ports in four different continents and to understand the dilemmas, challenges and opportunities they face in attaining SD. This paper reports findings pertaining to the following research questions: (1) What policy frameworks do ports adopt to attain sustainable development? (2) What specific sustainable practices do ports utilise to manage environmental aspects such as air pollution, water quality, ballast water, dredging and disposal of dredged materials, waste disposal, hazardous substances and land/resource use? (3) What are the driving and constraining forces in achieving sustainable development in ports? Port authorities were studied by reviewing documents and secondary data. The following ports were studied: Port of Long Beach (USA), Port of Rotterdam Authority (The Netherlands), Sydney Ports Corporation (Australia) and Transnet Limited that owns and manages South African ports. Findings of the study demonstrate that the SD paradigm has gained momentum, albeit to differing degrees, in the functioning, organisation and the very ethos of case study ports. An important theme from all case studies is that, whilst there is definite progress towards SD, several practices deemed to be sustainable can be controversial and must be critically examined from the perspectives of different stakeholders including shippers, port-related businesses and the local and global community. Lack of data to monitor environmental impacts, economic costs of implementing sustainable practices and complexities of international, regional and national regulations were other constraining factors. On the other hand, reconciling differences between stakeholders and capitalising on economic opportunities, operational efficiencies and cost savings offered by environmental friendliness can advance port SD. Public–private partnerships and policies negotiated by involving all stakeholders were found to foster port sustainability. Most importantly, this study found that, with globalisation, environmental impacts of ports are not always localised. ‘Sustainable’ practices can have unintended consequences in other parts of the world. Therefore, globalisation necessitates a more critical and global analysis of port operations and environment practices in order to be truly sustainable. Although the scope of the research findings is limited to case study ports, the lessons drawn can be constructively applied to any port operating within an institutional system of structured SD.  相似文献

If international container ports are to gain a proper appreciation of their various advantages, disadvantages and potential opportunities in a globally competitive environment, it is essential that they conduct effective evaluation of their operational performance. The present study applies five models of data envelopment analysis (DEA) to acquire a variety of complementary information about the operational efficiency of major container ports in the Asia-Pacific region and to identify trends in port efficiency. The study first establishes the causes of inefficiency on the basis of efficiency value analysis. Slack variable analysis is then used to identify potential areas of improvement for inefficient ports. This is followed by the utilization of return to scale analysis to assess whether each port is in a state of increasing, decreasing, or constant return to scale. Finally, a sensitivity analysis is conducted to identify which input or output variables have larger weights in terms of efficiency. The results provide valuable information for port managements in their attempts to establish competitive strategies for the future and to improve their resource utilization for ongoing improvements in operational efficiency.  相似文献

Supply chains generally, and port-oriented chains more particularly, are not easily integrated for operational efficiency. This is not especially surprising given their complexity and the underlying power relationships by which they are structured. Nonetheless, integration that does occur may reflect efforts to re-engineer the chain; or, not unusually, it may be the result of substantial, market-based rationalization and consolidation of the industry through corporate restructuring by merger, acquisition or joint venture. Much less common, at least in a ports/shipping context, is the attempt to induce supply-chain integration and operational efficiency by direct application of regulatory power and through the intervention of a regulator into the marketplace. In April 2005 the Australian Competition and Consumer Commission (ACCC), the Australian competition regulator, intervened in the export coal chain which is oriented on the large coal handling terminal at Dalrymple Bay in Queensland. The Commission, through its authorization powers, allowed the terminal operator to introduce a queue management system designed, inter alia, to reduce ship queuing at the terminal and in so doing reduce the costs of ship demurrage and its negative impacts on exports. This paper focuses particularly, but not only, on the conceptual relationships between regulation and supply chain efficiency; and it examines the mechanisms, processes and outcomes in the Dalrymple Bay case.  相似文献

To avoid or mitigate risks associated with introduction of non-indigenous species, it is necessary to monitor and understand the quantity and origin of foreign and domestic ballast water discharged into territorial waters. It is not yet compulsory to report a ships ballast water operations in any ports within the UK. 38 ports have been contacted and their shipping operations from 2003 to 2008have been collected. Despite the diverse nature and format of the data, it has been possible to develop a correlation between the amount of cargo and ballast water operations for every port and hence estimate the potential amount of ballast water discharged. The proposed methodology has been used to estimate the total amount of ballast water discharged in UK waters and at individual ports. Based on this estimation, 20 UK ports with the highest amount of imported ballast water from foreign origins have been identified.  相似文献

ABSTRACT

Due to the constant risk of piracy and terrorist attacks which cause disturbances within international shipping of goods, barriers to the adoption of maritime security guidelines (MSGs) at European ports have become prevalent. In this paper, a conceptual framework was created to explore the perceived barriers that prevent compliance with MSGs. To verify the conceptual framework, empirical data were collected using a mixed-methods approach, which was comprised of interviews with national experts and a survey of 47% of Swedish ports involved in the shipping of goods. According to the presented framework, the perceived barriers of Swedish ports to compliance with MSGs were linked to collaborations within the Swedish Maritime Security stakeholder network, available resources and educational knowledge about security culture. In addition, the perceived barriers of smaller ports were linked to the adaptation to MSGs at different levels and the absence of specific tools of maritime security management. Due to an increased interest in international shipping of goods, this paper is currently one of few that addresses the barriers to compliance with MSGs. Moreover, the paper presents a general conceptual framework, novel managerial implications and recommendations for future research.  相似文献

A dynamic model for marginal cost pricing of port infrastructures links costs to system performance by combining a power-law function with time-dependent queueing analysis. Additionally, the model incorporates the marginal cost of capacity, including the effects of economies of scale. This allows the calculation of the marginal cost price under a dynamic framework. The model accounts for nonlinear behaviour of port demand, which is sensitive to price and service levels. The effects over time of cost and service levels on the port’s operational performance are quantified. The proposed model allows determining the optimal timing for capacity investment. The model is a starting point for the application of marginal cost pricing to ports. However, for practical application of such pricing method it is necessary to apply a system’s approach, as productivity and costs must be assessed at the terminal’s component level. This should allow the derivation of a marginal cost function at the terminal’s component level.  相似文献

With the port industry facing increased cargo volumes, the need for expansion of landside facilities is eminent. The ports face a dilemma which can cause considerable damage to their futures. This threat comes in the form of environmental policy. Since the early 1970's, Europe has been involved in an 'environmental crusade' which seeks to protect habitats and species of wildlife. The creation of 'environmental zones' to protect these areas, are spreading rapidly along the coastlines and waterways where ports are situated and in need of development to handle increased cargo volumes. This paper is aimed at developing an understanding of the potential impact of environmental zoning on the future of ports, as well as presenting the facts and legislation supporting this environmental crusade.  相似文献

Recently, shipping lines have focused on efficient ship operation, which relates to energy efficiency issues in shipping and, particularly, to operational issues such that the minimisation of fuel consumption and resulting greenhouse gas emissions. Efficient ship operation in container lines is closely related to the ship’s time at sea and ship’s time in port. Reduction in port time, thanks to high-quality port operations, allows improvement in the operational efficiency of a liner service by reducing the fuel consumption of a ship at sea and its resulting CO2 emissions. The main goal of this article is to investigate how time in port affects efficient ship operation in terms of operating costs, CO2 emissions and externalities. For this, as a methodology, a simulation based upon system dynamics is introduced. Major finding is that less time in port resulting from the improvement of port operations contributes to efficient ship operation in terms of operating costs, amount of CO2 emissions and external effects in the liner shipping industry. In particular, a sensitivity analysis on efficient ship operation vis-à-vis the quality of port operation shows that bigger ships need to select highly productive calling ports that provide less time in port.  相似文献

A considerable amount of energy is consumed with every completed ship voyage and each port operation performed. Recent regulative approaches by the IMO are to enforce the shipping industry to become more energy efficient and sustainable. There is a growing amount of literature on the energy efficiency management of ships and ports. However, there is still inadequate research effort on the ship–port interface in order to obtain an Integrated Energy Efficiency framework for marine transport operations. In this research, a theoretical concept is generated to measure holistic energy efficiency in shipping operations. The main purpose of this paper is to identify nodes of the integrated ship-port energy efficiency framework and develop a probabilistic approach, which can help to increase energy efficiency and reduce CO2 emissions for shipping companies. This research generates an application of BBNs on ship–port interface regarding the integrated operational energy efficiency interactions by aiming to optimise holistic operational energy efficiency and CO2 emissions. The outcomes suggest that it would be possible to increase the probability of a more energy efficient and sustainable marine transport operation by integrating the influences of port and ship operation performances and their elements on the related route planning and slow steaming decision-making.  相似文献

负摩阻力的计算是桩基工程设计中最重要的问题之一。由于港口及配套工程大多处于港湾滩涂或吹填区域,土层中存在较厚的软弱层(如淤泥质土、淤泥等),场地内分布的软弱土层厚度大且大多尚未完成固结,因此设计中需要考虑负摩阻力及下拉荷载对桩基承载力的影响。目前,国内相关规范中虽然提出了桩基负摩阻力的计算公式,但规范相关条款却有待完善。基于国内外文献及工程实际,首先分析了软土地基中桩基负摩阻力产生的原因与危害,然后结合国内规范提出了桩基负摩阻力及下拉荷载的简化计算方法,最后总结了减少桩基负摩阻力的工程优化措施,并对以后的研究提出了展望。  相似文献

To improve predictive accuracy, new hybrid models are proposed for container throughput forecasting based on wavelet transforms and data characteristic analysis (DCA) within a decomposition-ensemble methodology. Because of the complexity and nonlinearity of the time series of container throughputs at ports, the methodology decomposes the original time series into several components, which are rather simpler sub-sequences. Consequently, difficult forecasting tasks are simplified into a number of relatively easier subtasks. In this way, the proposed hybrid models can improve the accuracy of forecasting significantly. In the methodology, four main steps are involved: data decomposition, component reconstruction based on the DCA, individual prediction for each reconstructed component, and ensemble prediction as the final output. An empirical analysis was conducted for illustration and verification purposes by using time series of container throughputs at three main ports in Bohai Rim, China. The results suggest that the proposed hybrid models are able to forecast better than do other benchmark models. Forecasting may facilitate effective real-time decision making for strategic management and policy drafting. Predictions of container throughput can help port managers make tactical and operational decisions, such as operations planning in ports, the scheduling of port equipment, and route optimization.  相似文献

A system for forecasting the operability of ships was developed by extending a wave forecasting system with the ship responses to the forecast sea states. The system produces 4-day wave forecasts in an implementation for the Portuguese Exclusive Economic Zone, where the vessels’ seakeeping performance is forecast, although the method presented could well be applied to any other coastal region. The proposed procedure requires the knowledge of the transfer functions for different ship speeds and headings. The computations are made for two different types of fishing vessels that currently operate in the Portuguese coast. Ship motions and derived responses are evaluated with a strip theory code and compared with the prescribed values of relevant seakeeping criteria that represent the limit conditions that still allow standard operational conditions for those vessels. For each forecast sea state at each grid point at a given time, the response spectrum is calculated and operability indexes are computed and compared with the maximum allowed values for a specific operation criterion. The results are presented as operational index maps for various areas of the Portuguese coast, and the information provided by system will help ship masters to plan the operation of their ships, namely to decide the areas to operate in anticipation. In this way, they can identify areas in which the level of operationally of their ships will be degraded due to weather conditions and avoid them.  相似文献
